So the reelection that is ahead of us is another major factor. The history. The burden on both sides of the aisle is really profound. You may not see an elevated debate. Lets listen to the presiding officer. The motion is adopted. Without objection the motion to reconsider is layed on the table. Madam speaker by direction of the committee on rules i ask for it to be in consideration. House calendar number 73. House resolution 767 resolved. Immediately upon adoption of this resolution without any point of order the house shall proceed to the consideration of the house in the house of the resolution House Resolution 755 impeaching Donald John Trump, president of the United States, for high crimes and misdemeanors. The amendment in the nature of a substitute recommended by the committee now printed in the resolution shall be considered as adopted. The previous question shall be considered as ordered on the resolution as amended to adoption without demand for division of the president except as follows. Shall be debatable for six hours equally divided by the committee on the judiciary or their respective designees. It shall be divided between the two articles. Section 2, during consideration of House Resolution 755, only the following persons shall be admitted to the hall of the house or rooms leading there to. A, members of congress. B, the delegates and the resident commissioner, c, the president and Vice President of the United States, d, other persons as designated by the speaker. Section 3, after adoption of House Resolution 755 it shall be in order without intervention of any point of order to consider in the house a resolution appointing and authorizing managers for the impeachment trial of Donald John Trump, president of the United States. If all provided chairs a committee on the judiciary or his designee to adoption without intervening motion equally divided by the Ranking Member of the judiciary. No other resolution incidental to impeachment to House Resolution 755 shall be privileged during the remainder of the 116th congress. Section 4, the chair of the committee may insert in the congressional record such material as he may be and the clerk reading the resolution, the motion now, this is getting to the rules. The rules now being put forth. We may see republicans try to table this. Madam speaker, i read the point of order for failure i raise this point of order for failure to disclose the waiver clause 2j1 pursuant to clause rule of 13 which requires the rules committee to specify their report. Any waiver of a point of order against a measure under consideration and this underlying resolution violates clause 2j1 of rule 11 that entitles the minority of the committee to have the ability to call witnesses to testify during at least one day of a hearing on any given measure. This was not afforded to the Judiciary Committee members during considerations of the articles of impeachment despite numerous requests by the minorities members. Therefore the violation of minority rights and the denial of this evidence to be put into the record and for this hearing which the house rules require which was not complied with and was denied. I would urge the enforcement of this rule. The gentleman from louisiana seeks to raise a point of order against House Resolution 767onthe grounds that the report accompanying the resolution fails to specify waiver of a particular point of order and is thus in violation of class 6g of rule 13. The gentleman is stating a matter for debate rather than a proper point of order. Class 6g of rule 13 is merely informational on any specified waivers to the maximum extent possible. In the 104th congress any quote failure of the rules committee to specify waivers in a rule would not give rise to a point of order against the special rule that waives all point of order. The chair would advise the gentleman again that he is not stating a proper point of order. Massachusetts is recognized. Madam speaker. The gentleman from massachusetts is recognized. Without objection. On tuesday they met and recorded a closed rule for House Resolution 757 providing for impeaching donald j. Trump president of the United States for high crimes and misdemeanors. The rule provides six hours of debate so this is the official start of debate on the rules. Including a six hour equal time to debate. This is the beginning of the rules now. They are pretty much on schedule. You spent a lot of time covering this body. A lot of procedures. It takes awhile. It does. This is moving rather quickly for congress. This is a closed rule so its not amendable so the republicans use their procedure. You saw steve scalise, the republican that had a lot of acclaim for the way he recovered from the shooting years ago. He is very popular among both parties beyond partisanship for showing such courage and resilience. But the congresswoman from colorado presiding right now over this and ruled it out of order. It will be 30 minutes or each side. Youll hear from the ranking republican. And none of this would be happening if the democrats were still in the minority. Everything in the house is dependent on who is in charge where as the senate has filibuster rules largely amended but theres still a filibuster and a way for individual senators to gum up the works on the house side. If you are in charge, if you have the votes, if you have the speaker, you rule. You rule the rules committee and that rules the debate. Republicans have few opportunities here to try to slow this train down at this point. They do. They can try but this debate will be generally six hours. There are waivers in that, when the speaker gets up, when the republican counterpart gets up, the minority leader, that doesnt count against the overall six hours. That clock has not started. This is a one hour clock that just started on the rules. If youre timing your dinner according to this i would keep things ready for the microwave. Well watch that play out. Were watching rules here but theres not a lot of rules about impeachment. The framers layed out some specifics but not as many as perhaps people would hope for. Absolutely. This is really something that ha hangs over all of us. The real challenge is why not since theres an election in 11 months why not just let the public decide this. Why should the president be voted out not by the electorate but by house and the senate. And thats where i think the six page letter i think youre going to hear a lot about because one thing it shows is a complete lack of remorse. You dont have the president saying i made a mistake. Im not going to do this again. Instead he said im happy to do it again. So i think that youll see the democrats will try to capitalize on that. How many arrows do democrats have . Their chief argument is this is a National Security issue. He threatened to invite foreign interference into the election in 2020. And that was a primary issue for the founders. When they created impeachment it was informed by their fear of foreign interference. They were breaking away from england and the king and they wanted to make sure that there was no foreign interference and that is a fundamental part of what they have defined as high crimes and misdemeanors, whatever definitions there are and its not a legal term but thats why they say they needed to act now. Lets go back to jeff standing there outside of the chambers. You have a guest with you i see. I do. We saw her make her way to the floor. What does he have to say about the impeachment . Its a sad day for our country. Nots much for the president of the United States. He knows that he didnt do anything wrong. He knows that this is a partisan effort but its a sad day for our country. We could be fixing roads and bridges and lowering drug prices and passing legislation meaningful to people back home and inspite of that the economy continues to roar but the president is certainly in a somber mood because he sees what this is doing to the country and how its dividing the country and yet support for impeachment continues to fail. What would you say to those that say his own dealings in effect divided the country. Theres only two problems with that. Its really the behavior of the democrats that were concerned about today. Bringing forth an impeachment based on the flimsy evidence and a lot of hearsay. You have a real problem. You have the number one guy in ukraine and the number two and number 3 person in ukraine all of which say there was no oask political favors but they felt no pressure. So you have fact witnesses, the very victim of the crime that are saying that theres nothing there and yet were embarking on impeachment . Its wrong. The mountain of evidence and testimony tell a different story. The mountain of hearsay and nobody has been in more depositions and hearings than me. I have looked in the eyes just like i am looking to the American People right now and what i have been able to see is time and time again when the president has been exonerated either by testimony or by direct evidence, you know, the democrats have ignored it. Their rush to impeachment. We had three impeachment votes before there was ever a uk now all of a sudden, whats going to be next. But it wouldnt be hearsay if he would allow people to tell what they know. Ive been one supportive of secretary pompeo and perry. Would they believe him . No he works for the president. You understand how this works and what theyre going to do is try to make sure this is all about politics. Why do you have to leave . Im told we have to go back to the floor here. The chp is investigating a deadly accident that stopped traffic on 580 in oakland about 4 00 in the morning. A mercedes spun out of control before a pickup truck crashed into it. Its been a long week a lot of you have been wondering how shes doing. This morning were going to right to the source, we have savannah on the phone and dr. Is with us in studio. Thank you for taking care of our girl were grateful for that. Savannah, okay its been one week but first of all, we miss you like crazy, tell us how youre doing. I miss you too. I cant believe it it was one week exactly the time the doctor and i were together but i was under anesthesia and he was performing this incredible surgery and im so pleased because yesterday we saw each other again, he gave me a good report and said everything is just as it should be. I dont have my vision back yet, but im going to get it back, and everything is on track, and i think you showed that picture where i had to sit face down a lot but thats been diminishing over time. I have to do i think a day or two of that, and im so grateful and i think the man sitting next to you is a genius were going to get to the man in a moment, but how are you passing the time i didnt have a spiritual breakthrough i thought i might i actually binge watched netflix, when i was laying on my back, i had a massage chair, come over and give me a massage. That was nice. And in between, when i was allowed to go about my business, i organized some drawers and, you know, i dont know, its been kind of nice to be at home. The hardest thing about it is sitting still, having your head down, and you kind of get a back and a neck ache. I cant say it was easy. I dont want to under sell it. Its manageable and im so grateful because its all going to turn out okay. How did you sleep i sleep on my stomach that was the hardest part because i was afraid i was doing it wrong thats my little boy on the door, trying to bang in. I guess he didnt learn anything from the experience. Dr. Damico, tell us about, this is such an intricate surgery, tell us about what you had to do to get this result with savannah. Sure. Well, when she sustained the injury, her retina was torn. The retina lines the inside back of the eye like wall paper or the teflon in a frying pan, and she actually from the contusion of the toy had a very big tear in the retina and when the retina is torn, it begins to fall off and separate from the back of the eye and you lose vision fortunately for savannah, her tear was at the side of her retina and not in the very center, so the prospect for her central vision to be returned is very good. And theres a what was strange is we were hearing theres like a gas bubble thats inside her eye whats happening yeah, thats right. So if you think of how you would put a poster on a wall, we have all put a poster on the wall with glue but you have to hold it for a few minutes or seconds in order to get it to stick. The bubble holds the retina reattached in the eye, and then as the bubble goes away, gradually by the body absorbing it, the laser treatment and freezing treatment provide the permanent scar. Thats why savannah had to lay face down and sleep that way. Yeah, the tear can be in any part of the eye. It might be like putting a poster on the steeling, you would have to put a helium balloon under it and hold the poster with glue. Now i get it when you say you were scared you were sleeping wrong, i get that. How long do we think its going to take for her eye to get back to where it was. Her bubble will be gone in six to seven days, completely gone, and thats the critical point in which we see if savannah now can hold her own retina reattached without the assistance of a bubble and so thats the real turning point. If shes able to hold that, reattach with no bubble, she should be doing really well. Why dont you just go ahead and get an eye patch on and get in here. Were ready. Thats what mike thinks i should do. We miss you, we cant wait until you come back. Rest and when do you think youll be back, savannah, do you know i think it will probably be after the holidays, i was kind of wishing i could come at the end of this week, but the truth is i still cant see out of that right eye and also it looks a little weird when the surgery was first done, i looked like i got punched in the face it was very swollen now it looks normal. I cant see, the short answer is i think im going to come after the holidays. Okay. She has a bubble in her eye and the bubble in the eye prevents you from seeing, so its like being under a Swimming Pool and you open your eyes, and as her bubble is reabsorbed, were optimistic her vision will return. Doctor, how could she have gotten that bang from the toy train and there was nothing visible around her eye, she looked completely normal. The eye is filled with a substance called vitreous gel, which is clear and its attached to the retina all around so when the eye is suddenly compressed and expanded, it tears like you might tear scotch tape tearing off a card board box dr.
