Thousands of Mental Health workers are expected to go on a fiveday strike starting today. Psychologists, therapists and psychiatric nurses did not reach a new contract with kaiser, which has a backlog of Mental Health patients, some have had to wait months for appointments. Kaiser says its working to address the concerns but a strike only hurts patients. Later this morning, Supportive Housing leaders break ground on a new south Bay Development promising nearly 150 new units including many to house the homeless. The development is going up on corvin drive in santa clara, one block east of lawrence expressway, includes about 80 units for people who were previously homeless, the other units for low income renters, expected to open in the fall of 2021. In an effort to boost Housing Options in contra costa county, walnut creek and Pleasant Hill this week both debating easing rules for socalled granny units, changes include loosening requirements for parking. Owners living on site and easing size limitations. The changes would follow similar recent steps taken in cities like san jose. If councilmembers approve the emergency changes, each may take effect immediately. After two delays, crab season is finally in full swing. It got under way yesterday. Well only reach about 56 in San Francisco, concord reaching about 55 degrees today, and another chilly night in store, so as we head into tomorrow morning, were going to drop back into the low 40s, some spots in the inland valleys in the upper 30s. As we go hour by hour, were going to see all clear skies today, and then going into tomorrow, we start to see some clouds moving in, as our next area of low pressure and our cold front approaches. It wont bring us rain until about early wednesday morning, so well see that rain off and on, with some spotty showers, and by the time we wake up and head out the door, on wednesday, we will see some waves of rain coming in, some of the heaviest rain will be along the coast, as well as the, some of the beaches, as we see some of the peninsula reaching anywhere from a quarter to half inch of rain, the farther inland you go well see some less rain total there is and the rest of the week were looking pretty good. Well have some seasonable temperatures that first wave of rain comes in, kind of weakens as it arrives, and there will be some rain in the north bay, going toward the end of the week. All lanes southbound 880 at 23rd, red speeds slow off of the tunnel there, traffic flows smoothly then down toward 23rd where the speeds improve again in the last few minutes, 880 got the all clear for oakland and no alert although it was issued for about five minutes there, just as they got the word out they had it cleared. Over here just starting to get the traffic out here on the roadway so walnut creek, shows a little slowing out of concord for 680 and built over at the richmond to san rafael westbound 580 span. The bay bridge toll plaza weve had the metering lights on since 5 15, typical time there and the rest of the bay looks good, Holding Steady for this portion of the trivalley, 84 and 680 there, looking mild over the last 15 to 20 minutes. I can tell you the crime scene here in downtown san jose is clear. Officers have now moved on, but this was the scene last night, San Jose Police were called out to this home at east reed and south 11th street about 10 00. There were reports of a woman screaming. When officers arrived they found a woman who was stabbed at least once. Shes now fighting for her life. San jose Police Believe she was stabbed by her boyfriend, and the father of her child, who then took off with the little girl. If you take a look at your screen youll see Bethanie Carranza on the left, shes 2 years old, described as three feet tall, weigh being 30 pounds, brown hair and brown eyes, last seen with her father, 24yearold victor magana, 54, also with brown hair and brown eyes. He is considered at this point to be armed and dangerous. The two were last seen in a light green 2007 Hyundai Santa fe with license plate 7xjx025. It looks like this one, this is not the actual vehicle. The amber alert has been expanded beyond Santa Clara County now, into Alameda County and Santa Cruz County in the bay area and also into the central valley, the Central Coast and into southern california. Breaking news this morning in contra costa county, firefighters are still on the scene of that damage left by a fire in an apartment in antioch. Today in the bays bob redell has been out there on the scene, hes spoke within people who live there, fire investigators and it looks like firefighters have left the scene there, bob. Reporter they left the scene 20 minutes ago. Red cross is here behind me. Theres 12 people whoo live in the five units in the apartment complex which partially burned and red cross is trying to help them because they cant go back home. One unit is damaged or destroyed, another one is damaged and the other one they cant get the water back on because the fixtures are broke. This is video from earlier around 3 30 this morning, this is a twoalarm fire, started here in this 600 block of west 14th street. A fiveunit apartment complex in antioch and when the firefighters arrived the corner unit where the fire originated was fully involved. They were able to get it out in 20 to 25 minutes. A second unit sustained smoke damage, third unit water damage. A frightening experience for several people who live in this complex. Sounded like gunshots. Honestly. Reporter what was that sound from . It was from the window busting out, thats when i woke up. Reporter what were you thinking . Happening today, activists plan to rally outside of pg e headquarters in San Francisco, following governor newsoms rejection of a wildfire settlement plan. Newsoms decision on friday leaves the utility facing an uncertain future. He decided the settlement did not go far enough to ensure safety improvements. Protesters are demanding pg e make restructuring and safety a priority. Organizers say at least 111 californians have died this year due to fires and power outages. This week for the first time mayor london breed will show off the new waterfront homeless navigation center. Opponents have contested every step of the way. The San Francisco mayor will provide tours of the new 4 million facility starting tomorrow. Happening today, san fran kiss sew leaders appear poised to try to turn over a new leaf when it comes to cleaning up city streets. The most recent hit came last week when oracles open world decided to move its annual convention to las vegas, citing conditions on city streets as a major reason why. In the struggle police say dominguez bit a police sergeant, hes facing several charges including battery. The mayor was not seriously injured. A holiday warning from police in palo alto. Theyre reminding everyone, lock your car doors to keep grinches from stealing your holiday packages. Police tell Palo Alto Weekly theyre launching a lock it or lose it campaign. As of the start of the month there were more than 800 car breakins across the city this year in addition to 139 thefts from vehicles where car doors were unlocked. Compare that with only 70 reported home breakins. Police say over the weekend at least five more cars were hit by projectiles 101 south of the bay area. The latest attacks happened saturday in prunedale south of 156. The chp says that in this case, all five cars were hit within six minutes span. No one was injured but several windows shattered. There have been more than 60 attacks since february including a High School Bus headed to san jose last month for a football game. Man. All right. Im glad theyre telling folks about that. One more thing you have to note, this is the east shore freeway and travel is just fine. It is getting congested as you expect, right around university the overcrossing at the top of the screen, take university toward shattuck, reconfiguring going on the next couple of days. Its an important area around cal. Shattuck on university and center, those are the two int intersections. North 880, just shy of high street the one set of lights looks like theres a tow truck in your fast lane or the hov lane currently blocked. Ill find out more detail once chp gets that. Someone must have took care of it on their own. Slowing past the coliseum, all of the commutes are looking good but the issue for the nimitz could be a problem coming up past the arena. They plan to reevaluate the situation after the death of a search and rescue volunteer over the weekend. The raiders played their final game at home in oakland, losing to jacksonville in the last seconds 2016. For thousands of long time fans it was bittersweet. This is behind that cold front that moved through on saturday evening, and so now as we wake up, we have temperatures in the upper 30s. We will see a gradual warmup as we go into the afternoon, and these numbers will reach into the mid50s, about normal for this time of year. So were looking at a high of about 57 degrees in san jose, oakland reaching 56. 54 will be the high in napa, while San Francisco reaches 55 degrees. Thats a live look in san jose. Ahead of that, were going to see some clear skies today, and then the clouds starting to reach in by tomorrow, but the rain will hold off until about this time early on wednesday morning, when we start to see some of the scattered rain moving in, and even by late tuesday night, were going to see some of the rain approaching the coast, off and on rain wednesday morning and then it will continue as we go at least into the first part of the day. Some of the higher rainfall totals will be along the coast. Were looking at the potential though of some spots in the bay area getting anywhere from a half of an inch to possibly an inch of rain, so thats something well be watching as the computer models evolve and unfold over the next couple of days. We want to check in with nbc bay areas kris sanchez, live in downtown san jose since we got word of this. Kris . Hi there, laura. We are concerned the person who was stabbed was the childs mother. The child now the subject of an amber alert and shes believed to be with her father. Well show you video of the scene shortly after that stabbing happened last night, not too far from the san jose state campus here in downtown san jose. Police were called to the home at east reed and south 11th street about 10 00 last night. Neighbors say they heard a woman screaming. Police found a woman who was stabbed at least one time, shes fighting for her life in the hospital. San jose Police Believe that the father of the child, then took off with the little girl. Look at your screen here, this is Bethanie Carranza, shes 2 years old, described as three feet tall, weigh being 30 pounds, brown hair, brown eyes. San jose police say she was last seen with her father, 24yearold victor magana, 54, brown hair, brown eyes. Magana is considered to be armed and dangerous. They were last seen in a light green 2007 Hyundai Santa fe, license plate 7xjx025.
