And for the second time in a week its happened at a military base. Its the Naval Air Station in pennsylvania. Pete williams has the latest. Lets get right to him. Pete, what are you hearing this morning . Its all over now but the first calls came at about 6 30 this morning and the facility was put on lock down. The navy and the county sheriffs say the person that fired the shots is now dead and the navy says two people died as a result of the mass shooting in addition to the gunman. Theres conflicting reports on the number of people injured. Area hospitals say theyre treating or expecting to treat a total of eight people but no word yet on the extend of their injuries and we dont know the identity of the person that did the shooting although theres some local news reports that it was a sailor on active duty. Naval air station pennsylvania is a huge facility. 16,000 military personnel are there and 7,400 civilians work there too. Theyre helping with the forensic investigation as the job of reconstructing what happened will be a big chore given the number of shots that were fired. This is the second shooting this week on a u. S. Naval base. A sailor in pearl harbor in hawaii killed two civilian employees before taking his own life. The navy isnt said what the motive was so one obvious question will be whether todays shooting was somehow connected to that one. Pete williams on the breaking news, thank you. Now to yet another deadly shooting in florida. This one near miami. It all started yesterday when two suspects tried to rob a Jewelry Store. That lead to a hostage situation. A high speed chase at rush hour and a deadly shoot out on a busy street during the afternoon commute. Morgan is in coral gables with details on that investigation. Hey, morgan, good morning. Reporter good morning, not only did this case last 30 miles but it essentially played out on Live Television all of it starting when two men tried to rob this Jewelry Store, only the armed owner opened fire, sending the two men running for covering, looking for a get away car. They found it with a ups truck, the driver still inside. The wild gun battle played out on a highway near miami in rush hour traffic. Police chasing two armed men who opened fire from a stolen ups truck. It was pretty surreal. It was crazy. Reporter the frightening scene broadcast on live tv set in motion 30 minutes earlier when police say the two men tried to rob a Jewelry Store. The owner had other plans opening fire on the suspects who shot back, wounding one woman before running off. They hi jacked a ups truck and kidnapped the driver. What followed was a 30 mile chase in northern miami, as the suspects dodged traffic, swirling down sidewalks and breaking through a neighborhood barricade. When police eventually closed in, the suspects unleashed a barrage of bullets. There was exchange fired between Law Enforcement and the suspects and unfortunately the suspects are now deceased but two additional nsf civilians were also deceased. Reporter one of the civilians killed, ups driver frank ordonez, a 27yearold father of two young girls. His family says thursday was one of his first days driving a new route. His devastated stepfather speaking out overnight. When you saw that video, you knew . I knew he was dead. He wasnt moving. For this to happen i think is just unnecessary. Other tactics should have been applied and they werent, so when i say the word devastated, its an understatement. Just so tragic and morgan, what about the second civil who was killed. Do we know how that occurred, what happened during the shootout. Reporter a photo from the shootout scene shows whats believed to be the second victim sitting inside a car hundreds of feet away from the ups truck. As for the circumstances surrounding it, police stress that the suspects opened fire first giving the officers no other option but to return fire and important to note at this point in the investigation, its still unclear who shot whom. Remember, today is the deadline for the judiciary committee, the one that they gave the president s Legal Counsel for whether the white house would participate in the house impeachment proceedings. They are accused of hacking millions of dollars, also causing hundreds of millions in damage to Computer Systems the suspects whereabouts are unknown, a 5 million reward is being offered in the case. To a crew training off the coast got a call there was a pup in distress. They were able to spot that dog, paddling alongside they tried to coax him in the boat he was apparently trying to swim all the way to shore on his own. Not clear how that dog ended up in the water, but heres the good news, first of all, hes an older pup, you can tell there. That dog has been safely reunited with his family. Hes got a few more family members now, the coast guard guys. They posted that video of the rescue, writing theres a first time for everything. Thats so sweet. We have new details this morning about nbc news exclusive on ride sharing giant uber, amid concerns of customer safety and Sexual Assault allegations against drivers, uber itself has released surprising findings from its first ever Safety Report nbcs Stephanie Gosk broke this story on nightly news and joins us with the rest of the story. This is a study thats going to get people talking and thats kind of the point. Heres some incredible numbers about uber in the u. S. , the Ride Share Company completes 4 million rides a day. Thats 35 every second more and more people are relying on uber. Serious questions are being asked about the safety of those rides. The study the company says is its effort to give customers answers. For those who take uber, the numbers will likely sound alarming, according to ubers study over the course of 2017 and 2018, there were nearly 6,000 reported Sexual Assaults during or after an uber ride, ranging from groping to rape the most severe of those assaults, rape, being reported 464 times. Thats roughly four reported rapes every week one in every 5 million rides. I was surprised to see that about half of the victims are riders and the other half are drivers. Thats right. And so this is not just a onesided problem. We have to keep in mind that both drivers and riders are victims. Reporter tony west, ubers chief legal officer, the company is committed to safety concerns, releasing these numbers publicly is part of the commitment. What happens when that complaint is made . That complaint is actually taken and sent to a special unit. Reporter in essence, an investigative arm. Its an investigative arm. Reporter how is a tech company qualified to have that kind of investigative arm. Well, i think inherently, no company is probably qualified to have that arm. That is why you have to reach out to experts in the field. Reporter according to the study, uber is aware of Law Enforcements involvement in 37 of the reported rape cases that number seems kind of low to me, just 37 . Ill tell you, one of the facts about Sexual Assault is that it is a very under reported offense. Uber shouldnt make that choice for survivors. Survivors should make that choice for themselves. Reporter it also opens up the possibility that uber is aware of someone who potentially raped someone else whos out in the public without involving Law Enforcement. As someone who is a former Law Enforcement official, i understand the tension we have lots of information about an incident that we will share with Law Enforcement if we get the consent of the victim. Reporter ubers Study Reveals that more than 40,000 drivers were banned in the u. S. In the last two years as part of continuing background checks for a variety of reasons, including sexual misconduct. Uber announcing that they plan to share those names with other Ride Share Companies including lyft when you first approached Sexual Violence advocates with this idea were they surprised with what you wanted to do. Whenever we told anyone what we were planning to do with this report by counting the incidents and then releasing the data publicly, i think it surprised everybody. Reporter Sexual Violence advocate karen baker worked with uber on the study and calls it unprecedented. Reporter what do you hope other Companies Take away . Although this is a difficult topic, no one wants to think about Sexual Harassment and Sexual Assault, it is happening in their space, what they can do is be open and honest about it. Reporter uber is also rolling out new Safety Measures in the wake of this report passengers and drivers will be able to contact 911 directly from the app, thats during a ride they are also introducing new pin codes to ensure that passengers get in the right car and they are now doing continuous background checks on drivers. That means a driver has to go through a background check, guys, and then they continue to check up on that driver over the course of their employment a lot of people were noticing that you said the numbers that uber released, half of the victims were drivers. Reporter i found that very surprising as well not here in new york, i noticed when i go to other cities, there are a lot of young female drivers who are working with uber and so they raised the point that this is both drivers and passengers guys, the report also takes a look at fatality, they look at crash fatalities, and during this twoyear period of time, there were 107, and according to their comparison, thats a little less than half of the national rate. Were bringing you the latest on a shooting at the pensacola Naval Air Station in western florida. At least four people are dead. There are multiple injuries. All of this unfolded earlier this morning with an emergency call a little bit before 7 00 central time. It set off a massive and Immediate Response by Law Enforcement to the facile lavonty that employees military personnel. This is the second shooting just this week following wednesdays incident at pearl harbor that left three dead including the gunman. Our correspondent Pete Williams is following developments from pensacola. Pete, i know a News Conference just concluded. What did we learn . We learned now that the navy says this shooting happened in a classroom building on the facility. Were waiting for word on who fired the shots this morning, whether it was someone connected with the base or someone from outside. Theres some local reports that the attack was carried out by a sailor. The navy now said 11 people in all were shot at pensacola. Four of them died including the gunman. Theres no word on the extent of injuries of those that were wounded and the navy and Sheriffs Office say two of them were sheriffs deputies that were among the first to respond. Neither of them suffered life threatening injuries. Officials say those deputies exchanged gunfire with the shooter on two floors of the classroom building before it was over. The sheriff of Escambia County florida where the base is located says its all over now. At 6 51 this morning the call went out to the Escambia County Sheriff Office that there was an active shooter on naval air stati station pensacola. We had two units respond and many to respond. While wed love to do a full disclodi disclosure of what were aware of, we cant do that. Theres things required to be held back by not just the office but the lead federal agencies which is the fbi and atf and the partners we have and the u. S. Attorneys office. Fbi Officials Say theyre sending experts to help with the forensic investigation. Thats the job of reconstructing what happened. That will be a big chore given the large number of shots that were apparently fired by the gunman and the deputies. The military does have strict rules about firearms on base. Only person people are authorized to carry weapons so that will be part of the investigation too but despite those rules, shootings do happen at military installations. By our count, this is the 19th shooting on a military base on the past ten years and as you noted, the second this week at a navy base. On wednesday, the sailor there whose sub marine was docked at pearl harbor killed civilian employees before taking his own life. The navy hasnt said what the motive was but theres reports locally that the sailor had a history of anger Management Issues and was facing a possible disciplinary proceeding. So one obvious question will be whether todays shooting was somehow connected to that one. The president has been broefed broe briefed on the shooting. Senior Administration Officials tell us that yes the president has been briefed. Hes monitoring the situation and to senior staff here will continue to keep him updated throughout the day. Now we anticipate President Trump has an event at 2 00 p. M. That is a potential opportunity to hear from him about all of this. So far he has not tweeted about all of this. He did retweet a breaking news alert about the shooting. We have heard from the Vice President mike pence. Let me read to you his reaction. He says saddened to hear of the horrible shooting at Naval Air Station pensacola and continuing to monitor the situation. Now as for President Trump he played the role of consoler and chief in the past visiting communities that have been impacted by gun violence from dayton to el paso and so this is another potential opportunity for him to weigh in to lend the support of the ffederal government. John torres is here. Is this one of those things where were getting neck injuries by looking down or is there something else. This is not the tech neck. These are injuries serious enough to get people in the emergency room and what the authors studies found out since 2007 there has been a sharp spike in injuries. The same thing happened in 2007 because thats when the smartphone debuted. Theyre running into things. Theyre running into things and the group it mostly affects is 13 to 29 years old, and the things thats happening to them is theyre getting head injuries, a third of them, injuries to their faces, cuts, bruises, bronze noses, and about 12 are getting injuries to their necks and theyre getting it because theyre distracted on their phones, doing things, running into poles like we saw pictures of, falling into fountains, sidewalks. We talked to the authors of the study, its so serious, there have been deaths from people hitting the sidewalk. The second group its affecting is children under the age of 13, not from using phone but the phone accidentally falling or hitting them show. The cell phone since 2007 has been causing issues. Folks arent going to stop using their phones. What do we do . Thats the main thing, people are not going to stop texting and this happens when people are in motion, doing something and trying to text or watch a video, so the main lesson here is simply if youre doing something, do it, then good and proceed what youre doing. He made steady progress, then on christmas, he made the final surge, pushing himself to the limits a 32 hour trek where he covered 80 miles, and then passed into legend.
