The shell casings, a grim reminder of the attack. Tonight the tragedy has compelled the community to come together. This School Counselor knew both boys. Both those boys lost their lives, and here on the school campus. Sweet kids. Reporter as neighbors ask what can be done to better protect children, Police Investigate the murder, but tonight as strangers hold hands, the focus is on healing. I know the community is really hurting. This is a really, really tragic event with two children being killed. They started a petition demanding safety changes and are planning a sitin outside the College Chapel tomorrow. Hey new turn in the housing crisis. There is a growing homeless encampment in front of Oakland City Hall and proceed esand pro theyre not going anywhere. Cheryl hurd is live with the latest. Reporter protesters are set up here in Frank Ogawa Plaza and there are a dozen tents set up. The homeless and supporters say they have a right to be here. The city might feel differently because there is a Police Presence. The message tonight, housing is a human right and the city is not doing enough to combat the homeless problem. We have come to the foot of city hall to say people are dying on these streets without shelt shelter, without access to enough food, without access to sanitation and we need help. While that includes homicide and rape, robbery and aggravated assault make up the vast majority of Violent Crime here. B. A. R. T. Has argued its crime rate was relatively low with four Violent Crimes for 1 million rides but we compared that with subway systems in los angeles, new york, d. C. And atlanta. Found b. A. R. T. Police say a rider was assaulted last wednesday. And the attacks sometimes come out of nowhere. I was sitting in the aisle and there was this guy who kept walking up and down the aisle. Were here at west oakland. Theres a guy Walking Around in a hockey mask like from those horror movies and it looksed lie he was going to walk on the track so these b. A. R. T. Employees stopped them. There are people from b. A. R. T. Who rip out seats while others apparently bring their own. This guy is trying to sell used jewelry. Then these women fighting near the platform. And, yes, thats the sound of one of them trying to takes the other. We also caught people openly doing drugs. Repeatedly. B. A. R. T. Has its own police force, more than 170 officers. So, where are they . They dont really ever get on trains. I think ive seen police twice. Only twice . Yes. And youve been riding b. A. R. T. Your whole life . Yeah. Im currently the interim for the police for b. A. R. T. s police. Do you have enough officers right now to protect passengers . No. Ahead on derailed someone holding a knife. How are people supposed to feel safe if this is what theyre seeing on b. A. R. T. . At this point i just want justice for my daughters. A teenager stabbed to death while waiting to board b. A. R. T. If youve ever been towed it, you know it is not cheap. Tonight we have a doozy. We respond to an oakland viewer who got hit with a nearly 5,000 towing bill. How can that be . That got our Consumer Team asking questions. This is when we call a lost cause we but we think theres a lesson here for everybody. Lets talk about nancy. Well tackle her unusual case and take a wider look at towing and an effort to rein in the high price of getting towed. Nancy asked us to hide her face but she wants you to hear her story. About a simple parking error that cost way more than she ever expected. Parking . Sxles less every day. Driving around in circling for a while. I get a lot of parking tickets. But mostly just a problem. Its a mess. Parking is especially a scarce near lake merritt. Thats where nancy mistakenly parked there. Somehow i didnt know it was a driveway we were blocking. Police had the car towed. The next day nancy and her mom went to this tow yard to retrieve the toyota rav4. The police wouldnt let them take it. The only name on the registration was her dad and he died in january. It was a really, really complicated process. We had to go to toyota, get the loan transferred to my name. Nancy says she spent two months ironing out the paperwork. We confirmed with toyota that two months is the typical timeline to modify a title. When nancy was cleared to pick up the rav4, the towing company handed her a huge bill. 4,800. They charged her 90 a day in Storage Charges for two months. I felt bad, they werent empathetic with our situation. We asked them to look at her case. They declined. We wondered how much the cost of getting towed varies across california. We called two dozen cities across the state. The rates are all over the map. Storage ranges from 32 a day in bakersfield to a maximum 100 a day in oakland. The base fee to get towed is more, 106 in palm springs. On the high end 537 in San Francisco. The disparities in these fees obviously suggest that theres something strange going on here. San francisco Assembly Member david chu told us its time for states to rein in towing fees. He sponsored a bill to limit the citys towing and fees. The storage of individuals who might have made a mistake for a split second when they parked their car on that street on a particular night that then spirals into thousands of dollars of debt. And economic disaster, thats what i have a real problem with. Our database of consumer complaints contains hundreds of nbc bay area viewers who are upset about towing. Why is it so expensive . We asked the tow companys lobbyist. They said high costs for land, Regulatory Compliance but declined to talk on camera. We wanted to know why oaklands storage rates were the highest in the state but the city declined to comment. I feel the system is broken. Nancy is still out her 4,800. She appealed her case, explaining the paperwork delay due to her dads death but oakland upheld the Storage Charges. She believes towing as a whole needs an overhaul. I didnt feel any of the parties were very helpful along the way. Nobody was. So its really up to us to try to figure things out on our own. When nancys father died dealing with the car title was not priority one. Thats understandable. But after a loved one dies, you need to attend to their affairs as quickly as possible. Fire danger will not be the issue because these are stormdriven winds. Tuesday morning, clear skies, rapid changes by the evening commute on tuesday. Heaviest rain from 6 00 in the north bay, 9 00 across the central bay. That may include some thunderstorms right around 9 00 tuesday evening. Heading into tuesday night, 11 00, heavier rain exiting out of the south bay. Rainfall projections, if you add everything up from tuesday evening into wednesday, most of the bay area seeing half an inch to an inch of rain. As you can see, those totals adding up. Look at the sierra. We already have a winter storm warning up for 2 to 3 feet of snow. Look at the elevation. The thats not a typo. 2,000 feet.
