Residents of orinda, people have been leaving cards and flowers for the victims at the driveway to the party house and near downtown. The company, based in San Francisco, also is expanding manual screening what have they all high risk reservations, flagged by risk detection technology. Theyre creating a dedicated party house Rapid Response team, and taking immediate action against violators, including complete removal. Someone carjacked a dry cleaning van that had 60 uniforms inside. Police eventually were able to find the van and the uniforms. They are now looking to see if any uniforms are still missing. There is concern about people being police imposters. Police are still searching. Police did arrest a man for allegedly starting fires near hayward. The fires were reported just before 5 00 yesterday in guerin regional park. Firefighters say eight small fires scorched about ten acres of the park. This is the suspected arsonist, roman montalvo. A witness identified him as he escaped the area. A team doing helicopter water drops spotted him trying to get away. Police arrested him shortly after. Firefighters are making headway on the kincade fire. Its been burning for ten days in Sonoma County. We have the latest information from calfire, it is now 74 contained. Most evacuations have been lifted. Nearly 78,000 acres have burned, more than 300 structures destroyed, including 175 homes. Many people are returning home after many evacuations were lifted in Sonoma County but theres a new hurdle for those people. Theyre being required to check in with an Environmental Health officer before doing any cleanup on their properties because of health concerns. Some homes and businesses now have their power restored but still dont have gas. One pizza place uses woodfired off on it make fresh, hot pizzas, a limited menu but decided to open for folks anyway. In a time of crisis, sometimes you have to come out and have a good meal but we werent sure how it was going to be but weve gotten a lot of people coming in. The Hotel Healdsburg has had a few guests return but hoping to be back up and fully running by today. People in the north bay arent getting any breaks. That quake was starred near the geysers on the northern perimeter of the kincade fire, and then three and a half hours later, a smaller 2. 9 quake struck just west of cobb. There have not been reports of injuries or damage from either trembler. Friends and family of two people missing for more than a week in Northern California plan to come together to pray for them this weekend. A vigil for Justin Winfrey and Kayla Rodriguez is set for this afternoon at Third Baptist Church in San Francisco. The two took off from novato in winfreys small plane bound for shelter county. They were seen having dinner there but shortly after, the plane dropped off radar, five miles off the coast of mendocino county. Winfrey grew up in San Francisco and was very active in his community. Rodriguez was a labor and delivery nurse in San Francisco. It is no secret, living in the bay area is expensive. San Francisco Mayor london breed is now pushing a 1 billion plan to deal with just that. The mayor is taking her case to the online site medium, in her oped, she says the billion dollars will go towards Housing Investments like rental subsidies, development, and revamping the housing authority, and she says 600 million is coming from the Affordable Housing bond, the largest bond in the citys history. That will get construction off the ground for nearly 3,000 Affordable Housing units. The remaining 400 million is from the city budget for the next two fiscal years. Mayor breed says that pot of money will buy up land to build new homes and go towards keeping rentcontrolled housing that already exists in the city, emergency rental insurance and a right to counsel, so if anyone is getting evicted, they will have proper legal representation. We know that you Just Announced new number this is morning from our nbc news wall street journal poll showing 49 of people surveyed are for impeachment and removal of President Trump, but very closely 46 against. Chuck, what do you think it says about the president and the upcoming 2020 race . Well, as one of our panelists pointed out, that 4946 split looks awfully familiar. Its about what the split was in the 2016 general election, right . Essentially 46 with trump, 49 essentially with hillary clinton, so in some ways the more things change, the more they stay the same. My takeaway from the poll the country is as wided as congress is, in some ways congress is reflecting the divide in the country. I think what you see in our poll is political strength for the president that can survive impeachment but political weaks than makes me question whether he can survive reelection. So yes, the partys united behind him, which is why he probably survives this impeevement process, but then you look at another part of our poll and you have 46 of the country already saying theyre going to vote for anybody that runs against him, with another 17 saying it depends on who is running. My word, 46 , you dont need much of that 17 there in order to get your majority there. So it is a fascinating poll in that it both simultaneously explains why the president is Strong Enough to survive impeachment while at the same time makes you wonder whether hes too weak to survive reelection. Wow. Very interesting. Chuck, in a few days, the three house committees meet in closed session about the ukraine matter, will release interview transcripts. What impact is this likely to have on the impeachment process . I had a long conversation with tom cole, republican, in leadership, he was sort of, he led the house floor vote on behalf of the republicans during the impeachment inquiry, and he said, look, he hasnt read all the depositions. He hasnt totally closed his mind. Hes not going to sit here and say theres nothing that would somehow that could somehow come out that would convince him to vote for an article of impea impeachme impeachment. Its possible when you see the depositions when theyre laid out, then you animate them with the people that gave these depositions that testify in public. Its possible more folks are persuaded. A lot of people, veterans of watergate will say hey, the public wasnt there in impeachment until the very, very end so anything is possible. But i will say, i think with our political calendar, as scrunched as it is with the impeachment calendar, i dont know if youre going to have the time for the democrats to lay this all out and have this president ial election get started in iowa all at the same time, and sort of have an open mind in the country politically. Thats the part of this i cant envision. So back to the calendar youre discussing, assuming a trial, some Senate Republicans may frame the quid pro quo allegation in advance, as poor judgment by the president rather than an impeachment offense. If so, how would this approach affect the credibility of these guys during the trial . Well, i think that at end of the day, its a reminder why we always tell people, there is no Legal Standard for impeachment. Its a political standard, and that is something youre going to hear the l word thrown out. Thats not legal, thats not this. Well, look an impeachment its a political standard, pure and simple. So it looks like republicans are getting at least in the senate they cant bring themselves to defend what he did, so at the end of the day, they want to go with lapse of judgment perhaps. Look, i do think a powerful argument, the most powerful argument the republicans have is not defending the president s actions, its simply saying lets leave it to the voters to decide in november. Ultimately thats probably their most powerful talking point, because its one that doesnt allow them to it doesnt force them to have to defend the president s actions. The New York Times just released the results of an intense analysis of the president s account and the findings include the fact that trumps staff wanted his tweets on a 15minute delay earlier in his presidency. More than half of the president s more than 11,000 tweets are attacks, and the New York Times reports he rarely follows back. His feed comes from just 47 accounts. The investigation of President Donald Trump reached a new level this past week, when the house of representatives adopted factfinding rules that could lead to the impeachment of the president , all but two members of the democratic majority approved a set of procedures while every single republican voted in opposition. There are some things. This much we know as facts. About three months ago, President Trump called ukrai ukraine president zilinsky to congratulate him on his election. He called on him to investigate crimes by then Vice President joe biden and his son hunter during the clinton administration. Earlier probes of trumps games were investigated by the american authorities and found to be without merit. Mean whil President Trump denied military aid for the ukrainians in a life and death battle with the russians. Just about everyone on all sides subscribes to the facts including President Trump in a summary of the call he released to the public. Thats the quick update. Devils advocate. If there is widespread agreement on the facts, why would the democrats investigate those facts . Well, the now famous whistleblower to authorities, that account he wrote to the authorities a long letter alleging several potential misdeeds by the president and others, among them that the president denied military aid for ukraine until zelenskiy complied with his request. If so, this would be the much discussed quid pro quo which many consider improper if not illegal. There were other questions that emerged over circumstances revolving around the phone call, among them, why was the phone call summary provided by President Trump as noted in the three dots that followed many paragraphs before moving on to the others. Moreover, if the phone call was as innocent as the president claimed, why was the full transcript stored in a high level computer file typically used for the most Sensitive NationalSecurity Issues . Democrats demanded and received answers to many of these questions and others, which have been provided by individuals testifying in those very important closed sessions. So if democrats have been satisfied by the committee hearings, the answers theyre getting, could they or why dont they call for impeachment now . It takes time. It takes time, for the past few weeks really, three i think the three committees have held closed door factfinding interviews not open to other members of the house to shield participants from attacks and even any ecreate information relating to National Security safe but now, but now the house of representatives is about to go public, and in this next step, the Intelligence Committee will hold public hearings now, public that include testimonies from most of the closed session participants as well as others. As was the case with closed hearings republicans will have the same opportunities as democrats to question witnesses. One other thing, in addition, representatives of the president will be allowed to dispute findings claimed by the democrats. The president s representatives will also be able to ask their own questions of witnesses appearing in the public hearings but perhaps the most important reason, kira, for the public hearings, will be the ability of the public to watch for themselves, to get a handle on the issues surrounding the president s behavior, questions so profound that they are likely to produce a house vote on the impeachment by the hearings end. So the process seems long, which i presume is a good thing. It can be more thorough. So all of these steps are necessary for an Impeachment Vote and then a trial in the u. S. Senate . Yes, and we cant say this enough. Impeachment is an incredibly serious business. The steps weve discussed up to this point have been necessary for the house to carefully gather the facts before deciding whether to move forward to the public component, only after the public hearings will the house decide whether to impeach the president , and if the house does impeach President Trump, we can expect an even more dramatic moment or two, when the trial occurs through the senate.
