Not much wind right now but pretty cold. I want to show you in the distance thats the fire burning, very far in the deep terrain. That is the concern over there. Not much of a wind factor. Well see if that changes throughout the day. I want to show you video from calistoga, southeast of highway 128, thats the area where folks have been as far as covering this kincade fire. That video you have flying embers from the kincade fire burning down this Learning Center in the calistoga area and thats pretty much the concern for crews, keeping an eye on the winds, it can shift the fire in a direction at any time. This coulden uneasy for residents in the area who have to decide whether to stay or go. We have go bags, theyve been packed, when i see embers, when i see embers flying, im we have a plan for sure. The forecast around the area of the kincade fire well see winds mostly at 25 to 35 Miles Per Hour. This is higher up in some of the hills. In the valleys not much of a wind and were going to see some improvements by early afternoon. By 3 00 its barely at 10 Miles Per Hour. Were going to see our winds calming down. We heard from calfire that a fire did creep back in shiloh road around midnight. Community leaders are telling us overall it wasnt as bad as it could have been. But its always positive to hear the fire didnt jump containment lines at all. That would have been a different complication and we would be talking about, you know, losses today but thankfully that is not the case. Reporter in daylight earlier this week you can see some of the damage east of windsor. Calfire said what burned overnight was most likely unburned fuel. Theyll have more information around 7 00. In cloverdale firefighters quickly reacted to a duplex fire, the cause is still under investigation. Police rescued a baby and firefighters were grateful the winds were calm. The mother took the baby and brought it out to the front, medical was waiting. They checked her out and shes fine. There were microclimates we dont have winds which can interesting but this could be turning around and we could be getting winds at any minute. Reporter neighbors were evacuated around 2 00 a. M. Everyone is okay and firefighters quickly put out that blaze, and back here live, up in the hills area, the hillside. The other big story were following this morning, pg es round of Power Outages which went better than expected at least for people outside the north bay, because the utility never turned off power for some people in santa clara, alameda, contra costa and san mateo counties. The predicted overnight weather continues never seems to materialize. The map shows the current outages you see here, most in the north bay. We sent bob redell to the north bay and a neighborhood where outages have become the norm. Reporter unfortunately, yes, for many people here in mill valley but for people south of us, they did catch a break last night, namely because of the weather, as weve been reporting it wasnt as windy up here last night. Its quite cool. Theres forecasts for frost tomorrow so pg e decided not to turn the power off for people in alameda, contra costa, santa clara and san mateo counties. You can see behind me the power is still out in parts of mill valley and marin county, up here still around 120,000 customers without power, around 17,000 in napa and around 87,000 in sonoma. I did speak with pg e a couple of hours ago they are going to expect to give the all clear for these three counties here in the north bay, some time later today. The timing will be based on when the winds die down, once that decision is made it will take another 24 to 48 hours for pg e to manually inspect the power lines and restore power. Where the winds are a little bit more breezy weve seen the start this morning in the low 50s. Here is where were headed for today, with antioch reaching 72, well see a high of 72 in napa. I suggested instead of the dumbarton bridge if youre traveling north of there, take the san mateo bridge, traffic up into san mateo. As we go into the forecast today were also going to see drifts of smoke and so our air quality will be the other issue due to the kincade fire to the north, in the north bay we have the most unhealthy air quality and for the rest of the bay area t is moderate but i do see that our best air quality is in the south bay in Santa Clara Valley. S with go into the next couple of days we could see at times drifts of smoke. This shows the patterns of the upper level winds and smoke from the past couple of days, at times its blowing offshore. It also spreads into the east bay and just kind of drifts around. Its not going to be smoky all day, that will change into this afternoon as winds calm down. We talked about how cold it is in santa rosa, ive seen some upper 20s in parts of the north bay, especially in the valleys, lowlying areas get the coolest but we have warmer air relatively warmer where we have the breezy winds in spots like half monday bon bay. A high of 66 there. San jose reaching 74 degrees. Low 70s as we look at our north bay high temperatures for today. Tomorrow morning there will be a frost advisory in effect for the valleys and napa county, much of Sonoma County, as well as parts of marin county, that starts at 2 00 a. M. , and will stay in effect until 8 00 tomorrow morning and were already seeing temperatures right now. Were also getting a little bit more of a gusty wind coming right through the delta toward oakland and moving from San Francisco to Half Moon Bay. Wind gust at Half Moon Bay at 38 Miles Per Hour. We look at our halloween forecast, youre already starting to make plans and the air quality will be good enough to get outside with the kids, enjoy the time out there, temperatures in the upper 60s to start and cooling off. Going into the next several days still some nice weather in the forecast as we see our winds calming down, highs in the 70s and i know a lot of people are like is there any rain in this forecast . Unfortunately our models are showing that even though there are some storm systems over the pacific, it will be blocked by High Pressure and the weekend before moving into the bay area, so were all dry here and may not see rain until the second or third week of november. Going into the weekend well be setting our clocks back one hour on sunday morning and its going to be a fairly nice day. Our mornings will start out cool with upper 40s but well see our highs in the 70s. Now mike, youre tracking a number of problems. Thats right. Well move quickly, kari. Overall a lighter volume of traffic but these things are pronounced, westbound 92, there it is still we have over there on the right side which isnt a lot of area its disabled vehicle being addressed, slow across the glass section for highway 92, the san mateo bridge. That was your alternate taking you away from this jam north of the dumbarton bridge. This should start recovering as you see north 101 at woodside. Thats the Traffic Alert but only one lane is blocked by a crash just north of marsh headed up toward woodside. Farther north we have recovery as six, possibly eight vehicles were involved in this crash at peninsula, on the shoulder, that is not a Traffic Alert. The rest of the bay moves smoothly until you so they upper east shore freeway, also very slow out of el sobrante, toward Central Avenue before the racetrack and the merge coming to richmond from the north bay. Other than that, things are moving smoothly through contra costa, mild slowing for highway 4. Firefighters describe it as a very chaotic scene with victims being treated outside a nail salon next door. The shooter this morning is still on the loose. As many expected, Rideshare Companies including uber and lyft are helping push a new ballot drive to overturn californias gig economy law that makes it harder for rideshares to classify drivers as independent contractors allowing them to be entitled to benefits. An uber and lyft backed Group Announced plans to launch a petition drive. L. A. Schools are the latest to target San Francisco ecigarettemaker juul. Weve got a live look this morning from lake county, wind speeds did pick up overnight but weve been hearing from firefighters on the ground, that the effort to hold back the spread of the fire went a lot better than expected. Heres where we stand right now, the fire is going into its seventh day, and this is how large it has grown, still threatening a number of Sonoma County towns includes healdsburg, windsor and geyserville. As of last night the amount of acres burned still stood at 76,000. Calfires first update today wont come until later this morning. Also, as of last night, it still stands at 15 containment. Close to 200 buildings have been destroyed, including 86 homes. Some 90,000 more are threatened. Meteorologist kari hall has been tracking those conditions, giving us the forecast of what we can expect for today. Kari, the winds certainly dying down. Its starting to die down but weve got some new numbers in of the top wind gusts that weve had over the past 24 hours, and healdsburg hills wind gusts up to 60 Miles Per Hour and st. Helena 58 Miles Per Hour and Fremont Hills 30 Miles Per Hour and Half Moon Bay up to 40 Miles Per Hour. We are seeing Higher Elevations some gusts coming through and that will funnel through oakland, San Francisco to Half Moon Bay. Elsewhere the winds are calming down especially in the valleys and so were not seeing those high winds that are in the elevations above 2,000 and 3,000 feet, mixing down for the most part, but we are going to see as we go into the rest of the day our winds getting lighter and lighter, so thats the good news here, as we go into this afternoon and the red flag warning will expire at 4 00 today. Well talk about the chilly temperatures and whats ahead in the rest of the forecast. Mike, now you have a Traffic Alert that continues in redwood city. Thats right, were down to just one lane blocked but we have that jammed traffic over here on highway 101. Look at the rest of your commute, looks good. Northbound 101 continues here woodside road, that is the issue redwood city out of palo alto. The other crash in san mateo cleared off the roadway at peninsula avenue. Thats the reason for the slower drive out of hayward but the highrise is fine. Over toward the bay bridge west 80 at central, that crash is on the shoulder but causing a distraction, just recovering. New overnight, firefighters who were not on the fire front lines suddenly had their hands full working to stop a house fire that broke out on mission boulevard in santa rosa. Firefighters actually posted these photos from the scene. The fire luckily was contained to that home and no one was hurt. Were getting word this morning, live from l. A. Area, another fire has just broken out. This is in simi valley area, 15 acres consumed so far. You can already see the glow of this one as well. It is said to be threatening homes, this is nowhere near the Getty Center Fire which has been burning now for about a day and a half. Im sure this is going to be a stressful time for the l. A. Fire department because unlike the kincade fire, where calfire is working on that, the l. A. Fire department is working there, so theyre now handling both fires im sure. Well keep an eye on that and keep you updated whats happening in southern california. The other big story were following for you this morning, look at your screen, pg es latest round of Power Outages, which went better than expected at least for some people outside the north bay. Santa clara, alameda, contra costa and san mateo counties were all spared for those additional outages, at least some people there. Thats because the predicted overnight weather conditions never materialized. This map shows the current outages and you can see most are in the north bay. This morning, kris sanchez is in san jose and will explain that all the blackout victims that were dealing with that will be able to get some kind of help when it comes to pg e. Some of so of the first ones when the power first went off. Reporter right. Theres a big fat asterisk on the offer of credit from pg e to customers caught in the Power Outages, not everybodys going to get it and not going to cover the losses you likely suffered as a regular joe consumer, or as a business customer. Governor gavin newsom said his staff has been aggressive in negotiating credits with pg e and vocal in his criticism of the utility accusing pg e leaders creating disasters through mismanagement and greed. This is significant because utilities in the past have never credited customers for these disruptions. Were being extraordinarily aggressive and respectfully we didnt wait until this moment. Reporter before you start rejoicing about that credit, know that this is what you can expect from pg e. Residential customers will see a 100 credit on their bill. Business customer also get a 250 credit only if you were among the 738,000 customers who lost power in the first outage october 9th. Pg es ceo says thats because the utility improved the process after that first Public Safety power shutoff. You might remember that customers were frustrated because they were in the dark and frustrated because they couldnt get information. Pg es website kept going down, the call center was not accessible consistently. The ceo says the funds for this credit will come from shareholders and there will be no Cost Recovery from customers. You dont have to do anything to get this credit. If you are eligible, it will automatically appear on your bill. Pg e said this is not a result of political pressure but its the right thing to do. In san jose, kris sanchez, after deal with blackouts for many days im sure thats welcome news for people dealing with blackouts. The blackouts, people evacuated, dont have power and its such a cold night, kari. Yes, temperatures are below freezing in parts of the north bay, with santa rosa right now at 32 degrees. Imagine not having electricity and its this cold in the morning. Its really rough. In napa 41 degrees. It is now 39 in san martin and we have a breezy wind coming through keeping the temperatures relatively higher, in concord, oakland, as well as San Francisco and over toward Half Moon Bay. If youre about to step out the door in oakland, maybe headed to the fruitvale b. A. R. T. Station its only in the upper 40s. Well see the temperatures lasting through about 8 00, and then warming up into the upper 60s today, eventually reaching 71. In san jose expect a high of 74. In santa rosa 72. Ill talk about the south bay temperature trend coming up. Mike, youre seeing slowing toward the peninsula. Thats right. I think the activity cleared from the westbound flat section. I dont see any more flashing lights and traffic moving relatively smoothly and also about the same speed across the highway. I think were getting back to all lanes accessible across 92, bringing you toward san mateo and north of the slowing there for the Traffic Alert on he peninsula, northbound 101 at woodside road. Speeds are recovering but the buildup coming out of palo alto causes more slowing. If you can use 280 cleared of any problems. There is your issue out of the south bay. In the south bay 880 at 101 no major issues. The build is going on here, not kicked in for Silicon Valley and san jose is the feeder route there. The walnut creek interchange shows slowing, more traffic coming off of highway 4. Out of the north bay no problem until west 80. At central the crash cleared the lanes so we have recovery better flow out of richmond to the bay bridge toll plaza where the metering lights are on and 880 northbound starting to bunch up around high street. We dont see the specificiness dernt, this is where there is an issue reported. The backups started back here and rippling back, the traffic has a memory so expect slowing north of 98. Back to the Power Outages, most of this morning this is all in the north bay where we see outages, where we sent bob redell. I know youre in mill valley. Were guessing that by now, some people there are suffering from the blackout fatigue at that point, right . Reporter correct. They could see their power, some of it coming back on later today. A little bit of a surprise, other counties did not get their power shut off yesterday. Were talking about alameda, contra costa, santa clara and san mateo, because just wasnt as windy down south, as you could see behind me in mill valley, marin, power is still out. There are about 120,000 customers in marin without power, 17,000 in napa, 87,000 in sonoma. I did speak with pg e this morning and they hope to give the all clear for the three counties here in the north bay, sometime later today. Sometime later today they will make that decision based on the weather forecast, and once that decision is made, it would take another 24 to 48 hours for pg e to manually inspect the power lines and restore power. Sugar bowl tells us its been without power and isnt expecting to get it back until tomorrow. The resort has been forced to stop its snow making operations. Speaking of tahoe, a firefighter watching the glow of the flames near the sonoma lake county line last night. Firefighters from across the u. S. Are coming in to help fight the kincade fire, oregon, washington state, among others. Its been really nice to see this collaborative effort theyre putting together. I know a lot of people have been doing what they can to help out as well. Were watching the conditions around the kincade fire, but weve also got a new area that weve been watching this morning, and the possibility of a new fire that could be developing near lake sonoma. I wanted to show you a picture were seeing coming in from our camera, and this is a small island of an area near lake sonoma. Thats Something Else well be watching along with kincade fire, this is the view from st. Helena, as we see quite a few acreage burning here and still some very intense flames in those areas. So our winds did get quite high during the overnight hours and earlier this morning in the healdsburg hills a wind gust of 60 Miles Per Hour, st. Helena a wind gust of 58. Were still seeing some gusty winds around mt. Diablo and Half Moon Bay, at 41mileperhour combusts. These gusts were in the upper elevations this time around. Were also going to see drifts of smoke coming in, so the other concern will be the air quality especially in the north bay, and the potential of a new fire burn cog make the numbers a little bit worse. We are going to see moderate air quality for the east bay, as well as the south bay into Santa Clara Valley where thisit has b better. We saw this drifting around, this shows the upper level smoke and most blowing off the coast but we saw at times once the winds got lighter it spread it across the rest of the bay area. When the winds picked up again it was blowing off the coast once again. We have chilly temperatures this morning. Look at the freezing temperatures that we have in santa rosa, San Francisco and oakland right now waking up to 53 degrees and headed into the upper 60s, and low 70s today, so it will turn out to be a nice and mild day, and cooling off again tonight. We have a new frost advisory in effect for all of the areas shaded in blue. We are seeing in the valleys our temperatures could dip into the upper 20s. As we go into tomorrow our trickortreat forecast looking not too bad for the inland areas, reaching the upper 60s to start. There will be some drifts of smoke but the air quality will be well enough for to you head out with the kids for a little while. Going into the weekend, well start to see our weather conditions improving, High Pressure giving us some northerly winds, and then as we go into the end of the forecast, weve been looking to see if theres any potential of any rain as we go into the next couple of weeks and we are seeing some storm systems out there. They will be blocked by High Pressure and weakening as they approach the bay area. Were staying dry, temperatures in the upper 70s inland and this weekend setting our clocks back one hour. Calfire saying the wildfire did not advance overnight as much as firefighters feared. That is very good news. Here are the numbers we know so far for you. 77,000 acres have now burned but sufficient progress has been made. Listen to this. The fire is now 30 contained. Thats double the number of containment from overnight. 206 buildings have been destroyed and now that includes 94 homes. 90,000 structures still remain threatened. Happening today, Governor Newsom will once again be among the thousands of fire evacuees and blackout victims in the north bay. Here he was monday at the Sonoma County fairgrounds.
