It was anything but an easy a for the bill which was rejected several times and was opposed by some school leaders. Some folks saying it should be decided at the local level. 8 00 would be the earliest start for middle schools. 8 30 is the earliest start for high schoolers. The 202223 school year is when the changes fw s go into effect teens need eight to ten hours of sleep. You might wonder why not just send them to bed a little bit earlier . Good luck with that. Teenagers have a Natural Sleep pattern meaning they can have a tough time falling asleep before 11 00 at night according to pediatric sleep medicine specialists. I didnt know there was science to back me up. They do need sleep. Theyre growing. Pediatrics say they need as much sleep as when they were babies. Exactly. Two people are confirmed dead. Firefighters say teams are hard at work trying to secure the building from further collapse in order to search for the missing person safely. Additional equipment has been brought in to help with the stabilization process and crews could work through the night. Happening now, the number of confirmed dead stands at more than 40 from a powerful typhoon that roared across central and eastern japan. Saturdays storm left some areas underwater. There is now a frantic rescue effort underway. Its being called one of the worst to ever hit the country. A few small earthquakes shaking things up. One happened just after 4 30 yesterday afternoon. The 2. 9 quake hit off highway 101. There was an after shock in the aim area. No injuries, no damage. In the meantime, this week marks 30 years since one of the largest and most destructive earthquakes to ever hit the bay area. The loma prieta quake hit near santa cruz. The 6. 9 earthquake killed dozens, injured more than 3,700 and among other things collapsed a section of the bay bridge. It also devastated sections of San Franciscos marina district. All this week in all of our newscasts and online, nbc bay area examines what happened back in 1989. Meteorologist kari hall is here to take a look at how that quake developed. Good morning. This week leading up to the 30year anniversary of loma prieta. We will look at our history to prepare for the future. On october 17, 1989 a 00, 1989 p. M. A section of the San Andreas Fault ruptured rattling the bay area for nearly 20 seconds. Thousands of after shocks would follow. So the first question many may ask is how did this happen . We go down 11 miles below the surface to demonstrate the actions that led to the deaths of 63 people and caused billions of dollars in damage. The San Andreas Fault runs 750 miles through california is where the pacific plate and north american plate meet. These plates are always moving, sliding past each other while converging. The leftward bend of the San Andreas Fault is what caused the rise of the santa cruz mountains. And when the plates push together at certain points, it sometimes gets hung, pressing like a spring. And it builds up stress. Eventually those rocks are overpowered by the force and break. The earth shakes as a result. That shaking travels outward causing seismic waves to be felt across the bay area in less tha a minute. The primary cause of damage in earthquakes is the shaking. And the shaking travels through the earth from the epicenter to wherever you are at thousands of miles per hour. And that shaking can cause your structures to vibrate and sway back and forth. Building standards, they can n gelt damaged and hopefully theyll avoid collapse. We all know this earthquake was a powerful force that left the bay area in shambles. The traffic continues to build all throughout the south bay. San jose speeding up for 87. 101 towards the bay shore freeway. We have a couple of miles of backup by the alert. We still have your two left lanes blocked by a crash. Sounds like there are some injuries. A vehicle is over on its side. Two lanes blocked. That slows you down keeping that part a little bit lighter. The rest of the bay is lighter because many have a holiday today. This morning several people are hurt after a crash in a busy San Francisco intersection s. A car setting off a dramatic Chain Reaction crash. Reporter police say it started with that one driver and drugs and alcohol were involved in all of these accidents. The accidents happened last night around 8 00. The head on collision and accident left five people injured recollect one in Critical Condition. The suspect vehicle ran from one collision at a high rate of speed then ran the red light which caused the collision with the vehicle. The suspect vehicle continued and hit a northbound vehicle head on causing the driver of the northbound vehicle to sustain life threatening injuries and is in grave condition we hear. We are told this whole area is now reopened and open to traffic. Thanks for the update. Authorities have not yet confirmed the identity of driver who died in a three car crash. This happened on delta road in oakley. Investigators say speed likely played a role in that crash which happened after a car crashed into a pickup truck and then struck an empty parked car. The driver who triggered the crash died. His passenger in the car and the driver of the truck were not seriously hurt. A warning for students at stanford and anyone at a party for that matter. A woman says someone slipped a date rape drug into her drink over the weekend. Public safety says it happened at an on campus party friday night. The victim passed out. The next day, she took a drug test which came back positive for ghb. Students say that while they appreciate stanford alerting students of the incident, more stills needs to be done. The School Responds to these kinds of things, it isnt dramatic enough. Just because College Campuses are liberal and seem safe and all of that, they can be far from it. Officers say the incident was reported to Campus Security and not directly to police. Last year, seven people say they claim they were drugged. The incident led to the fraternity losing its charter. Investigators in San Francisco are trying to track down vandals who covered a statue of Christopher Columbus in red paint. People hoping to see the blue angels air show say they were startled to see the vandalism. I saw Christopher Columbus covered in red paint. I think its horrible. Tell me why. I think that people should just have freedom of speech but shouldnt deface property. Crews spent most of yesterday trying to remove the red paint. San Francisco Police are trying to track down the vandals. Its 6 34. New this morning the notorious serial stow away is up to her old tricks. On friday police at chicagos ohare arrested her accused of trying to by Pass Security without a boarding pass or i. D. She is being held on felony charges. You may remember, she once succeeded in boarding a flight without a ticket. She later did the same thing from two other airports. Eventually, she received probation for fraud and impersonation. Thats when a judge ordered her to stay away from Airport Properties which apparently she is having a hard time doing. 6 35. The ongoing effort to create a new green tax district in the area around delore s park is getting some push back. Supporters want to tax Property Owners to cover costs for more cleaning and security services. Other districts have similar programs. This morning the examiner reports the opponents are questioning the reasons for the added tax. A native American Occupation that took place in the bay area is being remembered. The alcatraz canoe journey is underway. Canoes representing tribes from around the west will participate. Last year San Francisco city Council Voted to rename columbus day to Indigenous Peoples day. 6 36. A lot of people also have today off. Census bureau is asking for drivers license information from all 50 states including california coming months after President Trump ordered the collection of citizenship information ahead of the 2020 survey. Meantime, the Associated Press has learned the bureau wants more state records. It filed a formal request last month to ask states to volunteer records about recipients of public programs.
