We are out of generators. Longer lines than usual at the arco station in mill valley. Some people heeding advice. Fill up your tank even though it was basically full. Every little ounce counts just in case if we dont know if its dwo na be two days, a week. Reporter the outage will cost businesses a bundle. Itll cost up to 300 customers per day. We will have to call all of our customers and tell them that we wont be open for business. Reporter at lapperts ice cream, the ice cream may not be cold or hard much longer. 400 tubs of ice cream in danger. I have someone coming up and taking it back to the plant. Reporter and if that truck is late . You can have milkshake if you come early enough. Reporter all of this predicated on a major wind event. If its coming, im sure it is, but its not here in sausalito. It is still as still can get. Its already impacting business though. Theres a bar up the street that usually have last call up to 1 45. Theyre having it tonight at 11 45 anticipating that shutdown at midnight. The caldecot will not go dark. Crews will be working overnight to make sure the tunnel and the devils slide tunnel stay open during this power shutdown. Workers will be installing power generators. Traffic may be a little sluggish though with those generators in place. We dont know how the next 72 hours will play out. But we do know police and First Responders are staffing up and so is caltran. Nbc bay eas cheryl hurd joins us with more. Reporter i just got another confirmation from caltran that pg e crews along with caltrans will be working on setting up those emergency generators here at the caldecot tunnel. Everyone knows that a shutdown of these two tunnels would be a disaster for thousands of commuters who use these tunnels daily. Meanwhile, oes officers in all affected areas are working on plans to keep people safe in the event of a shutoff. Alameda countys office of Emergency Services war room is up and ready to go. Sheriff greg ahern says an emergency power shutdown in the bay area is serious. For criminal activity, we are worried about being able to respond. Reporter an estimated 32,000 pg e customers living or working in the east bay hills, berkeley and fremont could be affected by the shutoff. A prolonged power outage is a major concern. Increased level of crime because alarms are not working, businesses become more vulnerable. Reporter city and county officials are preparing for chaos. In the event of an outage, they want drivers to treat blinking lights as a fourway stop. We urge people not to call 911 if its not an emergency. Reporter bart is responding by setting up emergency generators in key locations. They say aower shutoff will not affect service. Still, people are leery. Getting home, getting, you know, i hate to say this but the convenience of it or the inconvenience of it. Reporter hospitals will remain open with backup generators. This emergency power outage could last up to five days. Some 51,000 customers will be affected here in Contra Costa County if this happens. Resource centers are being set up in various locations where people can power up their cell phones or keep cool. This is a fluid situation and a lot of people are on edge. In calistoga, the county fairgrounds. The santa rosa Veterans Memorial building. Merit Community College in oakland and the bishop ranch parking lot in san ramon. You may be one of them trying to figure out what last minute arrangements you can make for your children if your classes have been canceled tomorrow due to that pg e power shutdown. Some districts are still taking a watch and wait approach, but others say they are closing down for two full days. Nbc bay areas ian cull is live in san jose. Reporter they say it is a safety issue. They are not the only ones. Every School District in those powerdown zones are monitoring not only their phones, their websites but also the power overnight. A wide number of schools will remain dark tomorrow during the power shutoffs including all 25 in the alum rock School District. You have to change your whole schedule, life around. Reporter parents alerted with an email and letter today left scrambling for Childcare Options tomorrow and thursday. So we thank god we have family here that we are leaning on for arrangements and stuff. Takes a village. Daycare for the next couple of days so mommy can go to work. Reporter pg e told the district the main office in at least four schools would lose power, possibly more. It could be dark and hot with no phones or internet. The District Office provides all the support and Emergency Services for the rest of the district. And if were not able to provide that, it will put a little bit of a risk to our students and we dont want to do that. Reporter in the east bay, san leandro closed schools districtwide. Classes are canceled at uc berkeley, but the campus will stay open. And in oakland so far only Skyline High School will be closed. We are closing it because of its unique location on the top of the hillside, the ridge up there on skyline boulevard, it is very near some more dangerous fire areas. It doesnt look windy at all. Thats exactly right and thats what i wanted to start off with. We are reporting no wind in napa or santa rosa, relatively light through most of the east bay. So when some of your power turns off in less than an hour, the winds really are not going to be that strong yet. We are going to have to wait until tomorrow night for things to ramp up here stronger across the bay area. Its for the north bay, east bay, and Higher Elevations of the south bay. We are looking at on and off mountain gusts 25 Miles Per Hour and sustained wind 10 to 20. So the number one threat would be in the north bay from saint helena down to american canyon. And the third threat the Higher Elevations of East San Jose also los altos hills, thats where the wind all could be gusting up as we head into wednesday and into thursday. But what about the timeline on this . Once again, twoday event with the maximum winds with the event wednesday night into thursday morning. Thats when a lot of you will really feel that wind kicking up, especially in the hills a thousand feet and above. Well take you through an hourbyhour forecast just like we would if a storm were to move through. Ill let you know when the worst gets here and when it all moves out coming up in about ten minutes. This was supposed to be a day to remember and honor the victims of the tubbs fires in santa rosa. That deadly fire sparked exactly two years ago. An eerie reminder for the same north bay Fire Departments who are now bracing for the worst. The power will be cut off for a lot of people there within the next few hours, jean. Reporter thats right. The east side of sanity area rosa expected to lose power at midnight. But so far the power still on, those dangerous winds have not arrived. But the city of santa rosa is not waiting for danger. It has already opened its Emergency Operations center and is ready to respond to emergencies with extra crews. It is eerie that almost two years ago to the day we are anticipating these winds. Reporter two years after the deadly tubbs wire roared through santa rosa, firefighters are preparing for similar dangerous fire conditions. Tonight a red flag warning is in effect. And the citys Emergency Operations center is up and running. Our Fire Department is upstaffed a number of Additional Fire engines. Reporter the Fire Department has four Additional Fire engines ready to respond to fire emergencies and calls related to the pg e power shutoff. The utility is expected to cut power to 24,000 customers in santa rosa at midnight. A shutoff pg e hopes prevents another fire sparked by active lines. Emergency responders now have a network of cameras to help them see whats developing. We here in the Emergency Operations center can actually monitor those conditions. And we can start working on plans a lot earlier now. We are pretty nervous because we are definitely in the fire zone for sure. Reporter people are on edge hoping the fireripe conditions dont deliver danger. There is mixed reaction to pg es move to cut power to be firesafe. I cant fault somebody for taking protective action to save people from another destructive fire. But, i mean, i could also see them doing a lot of things besides turning off the power for everyone as a solution. Reporter the Emergency Operations here in santa rosa is expected to remain open as long as the power is still out. Now, staff here are asking people not to call 911, to ask about Power Outages. Only call 911 if you have a true emergency. Reporting live in santa rosa, jean elle, nbc bay area news. A lot of questions in terms of why that power needs to be cut off for as many as as much as five days. Now according to pg es safety expert, because of the large amount of outages, in this case nearly 800,000 customers, it will take a few days for crews to inspect the powerlines once the dangerous weather is passed. Pg e says it will not restore power until every line is checked and deemed safe. A pg e spokesperson responded tonight to a pointed question about the utilitys reason for such a drastic and inconvenient power shutoff. Is it really about safety, or is it about protecting the utility from more potential lawsuits, especially after the north bay fires two years ago . Is my work in the blackout zone . The issue is that it really hasnt been easy to get those answers. Pg es website has been overwhelmed hard to get answers. Pg es reputation not very strong, to be blunt. It didnt help matters tonight with whats going on with the website. Somewhere between seven and eight times the norm. It just went down and difficult for people to figure out all of those questions. Is it me basically that was the fundamental question. This is what you were supposed to see on the pg e website, a map like this that zooms right down to the street level telling you where the power will go out and where the power should stay on. The prosecute em is s website has been inaccessible much of the day. As a stopgap tonight it posted county by county maps to twitter. But unfortunately this is all of Sonoma County here. This is not very good. They lack detail. That leaves a lot of people unsure if their power will go out. If that is you, please consider doing a couple of things tonight. First charge your cell phone and leave it plugged in while you sleep. Second, crank down the refrigerator and your freezer. Get that temperature as low as it can go just in case you dont have power. If you have an electric garage door opener, figure out how to open it manually or just park your car outside tonight to be safe. If your car is electric, charge it now. Tesla owners all over Northern California got this message tonight on the cars display advising them to override the default settings and charge the batteries all the way to 100 just in case. We saw long lines for gas and food and other supplies tonight. So the big question is what about gauging . Gauging is only officially outlawed after a declared state of emergency. Like an earthquake or a hurricane. And we dont have that. So that means stores can charge whatever they want right now. Are you planning to see a lot of consumer complaints that they didnt have enough lead time here from pg e . Was that around the corner . Possibly. Most Business Owners should have whats called Business Interruption insurance which will cover them for this sort of thing. The bad news is for People Like Us who are just homeowners we are not covered at all. We got to shoulder this ourselves. So the Business Owners might be okay. Several deputies are being checked out at the hospital tonightfter being exposed to fentanyl which is a synthetic opioid a hundred times more potent than morpheen. This is a video shot outside the jail. According to the sheriffs office, deputies stepped in to help an unresponsive inmate. They dosed that inmate with narcan. They then dosed four other inmates who may also have been exposed to fentanyl. All five inmates along with five deputies were taken to the hospital. The deputies are recovering. The inmates are now conscious. Lets get back to our chief meteorologist. You have the hard numbers for us. Pg e has a team of meteorologists as do we. What are you seeing now . Its going to take a while for these winds to actually pick up. So when the power goes off for a lot of folks here in less than an hour, its really not going to be that gusty. And thats whats going to be most frustrating to you. But the fire danger is real. We will have it with us as we head into the next 48 hours. This is the same scale that firefighters use to rate the fire danger outside. And you can see today it was 75. That is considered high. But tomorrow it jumps more than doubles here to 160 which is considered very high. Just because of how low the humidity is going to be and also the wind. So what about the wind . What do we know about this . Well, you will see in our red flag fire warning, its for the north bay, east bay, and for the Higher Elevations of the south bay. We are looking at these on and off mountain gusts. If you live a thousand feet and above, 20 to 50 mile per hour gusts are possible. The sustained wind, i keep focusing on that because thats your average wind speed that well experience for most of the time. Itll be 10 to 20 Miles Per Hour when that wind begins to pick up. So lets move the story into that. Just like we track rain with a storm system, we can track wind with an hourbyhour forecast. So i want to start off at 8 00 tomorrow morning. And heres what were talking about. Only four Miles Per Hour at 8 00 tomorrow. 4 00 in San Francisco. Tahoe up towards chico, its eventually going to work its way up here. We could have 22 tomorrow and 27 in st. Helena. Once we hit about 9 30 tomorrow night, 20 to about 40 mile per hour gusts are possible. Again the biggest zone through napa, orinda and santa rosa. That would last at this point through about 5 00 in the morning on thursday, and then eventually by thursday afternoon and evening much calmer scenario across the bay area. So tomorrow night into thursday morning looks like the worst of that wind. Now the interesting thing about this as well thatll make it feel kind of strange is as that system brings the wind tomorrow, itll Cool Temperatures off. 50s here to start with mostly clear skies. By the afternoon we are only looking at 77 in san jose. So a 10 to 15 degree drop. Thats just the way the windy weather system is moving in. 76 redwood city. San francisco 60s and right here through the north bay, 79 in sonoma. At least we are not dealing with 90s to 100s. The wind certainly calms down by friday. 60s to low 70s in San Francisco this weekend. Also calmer wind for the inland valleys by friday. 83 on saturday. 78 once we move into sundays forecast. The good news is we could have some showers moving in by thursday and friday of next week. Well see about that. But, again, tomorrow night into thursday morning looks like thats when everybodys really going to notice that wind. We will be watching it very closely. Flu season right around the corner.
