Chances. Jessie wasnt about to go home with only a half tank of gas. Im calling all my daughters. Theyre all grown. Im telling them go fill up. Make sure you have gas and batteries and everything you need. Reporter if the power outage happens, fuel pumps wont be working. In San Jose School district, students are getting a twodaybreak. The district cancelled classes for wednesday and thursday because it con frmed four schools and the District Office will, in fact, lose power for at least 36 hours. Because the district is not going to have power and we provide all the support and all of the Emergency Services for the rest of the sites, we must close everybody because of safety. Reporter the concerns are widespread. San jose mayor got a head start on monday by asking residents to be careful on the streets since signal lights will also be powered off. We do not want you driving on the roads. That is because street lights and street signals will not be operational in those areas. Reporter widespread concerns triggering a lot of lastminute planning from one end of the bay to the other. And its commute time here in the allen rock area of san jose. Ive gotten about six different Text Messages from pg e over the last day warning about the possible outage. And believe it or not, we ran into several people who had not heard about this possibility. We are live in san jose. Im damian trujillo. Hopefully theyll know all the details soon. Governor newsom not happy. He told reporters pg e needs to step up and fix its infrastructure. Were going to do everything in our power to get them out of bankruptcy and get them to fix their damn system. It should not happen. This has happened. The governor understands why some upset but that the powerout yajs at this point are necessary to keep people safe. City leaders are just wrapping up a meeting. Theyre reminding people you should charge your phones, your computer, anything. Make sure you have flashlights out and have an Old Fashioned radio, believe it or not, on hand. Primarily, we can see shutdowns as early as midnight tonight though the Weather Forecast indicates that it is more likely in our area tomorrow afternoon or later. A lot of things to keep track of here. Jeff raniere is with us. Youve been forecasting fire danger for years. What do you see . We think its wednesday into thursday morning. For the worst winds the way things are setting up right now. Thats what were following at this point. Lets get a look at the Weather Forecast, and well take you in and show you the key things that we are following. Once again, a twoday wind event for us here. Wednesday night into thursday morning being the worst of it. Number one danger in the hills at a thousand feet and above. And what were really thinking will happen is these on and off northeast wind gusts, 20 to about 50milesperhour. And the sustained wind, thats your steady or average wind, 10 to 20milesperhour. So, whos in effect with the red flag fire warning . Most of the north bay, east bay, and Higher Elevations of the south bay. Take you into the number one spot that i think will be in the highest danger based on the wind forecast, and its marin, santa rosa. Number two danger is contra costa, antioch, mt. Diablo, Oakland Hills, and san jose elevations. Well have an hour by hour forecast on the wind just like any storm system. Ill take you through the wind forecast in 15es. Now, most counties are focused on the planned outages, cal fire focuses on the issue at hand, the fire danger. Within the last hour, a c fire crew launched. They launched for fire near snoel. The expected high wind and low humidity of several agencies beefing up staffing. But cal fire includes adding a strike team of five engines and 25 members putting members on stand by and bringing in bulldozers. Weve stocked up reserve engines. Were staffing those. Err with hiring Fire Department to assist us. Theyre asking crews to be ready to fly two hours earlier than normal beginning tomorrow morning. They plan to rely on emergency generators to pump gas and diesel for engines. You heard the governor talk about it just a few minutes ago. We asked pg e about why these planned outages include so many people in so many areas. This is the biggest wind event that weve seen in a mile in our territory. And the devastating fires of 2017 and 2018 have made it very clear that more must be done. Ultimately for pg e this is about prevention, making sure some of its power lines do not spark a fire. They say they want to be preventive instead of being liable and sorry later. Thousands of people in the llama ryme da area are gearing up for the lights to go out tonight. Jodi hernandez joins us in lafayette where many people are stock piling supplies for a prolonged outage. Reporter chef brian shows us the fine food that may soon spoil if pg e turns off the fire. Postino is one of hundreds of restaurants told theyll have to close during the Public Safety power shut off. Theyre telling us hours ever be is not really fair. Reporter Health Inspectors went door to door today to let restaurants know it wont be safe to operate if the power turns you have a. Once theyre not able to have refrigeration, hand washing, restrooms, then they are required to close. This is a huge unprecedented event. Reporter the city of lafayette says theyve been told the power could be shut off for as long as five days. That means traffic lights will go dark and many city offices will close. The majority of the people in lafayette will not have power as we understand it now beginning as early as midnight tonight. They took all our flashlights. Reporter many store shelves are bear as people scoop up flashlights, batteries, and other supplies needed to get through a power outage. Im feeling like its real. Its scary. Reporter mike fields is stocking up on battery operated lights then made a trip to the Grocery Store to get plenty of ice. Trying to conserve what i have and not have to lose a bunch of food. Okay. Another critical heads up. Caltrain is telli us it is preparing for a potential full closure of the caldecott tunnel if the power is shutdown in that area. That means you wouldnt be able to use the caldecott. You would have to detour between oakland and Contra Costa County potentially using 580 and 680 unstead. That would bay mess. Double slide will also be closed at a point. What about your phones . Will your phone signals go dark as well . Chris chmura joins us with answers. This is a big issue when it comes to technology here. Yeah, because these are vital devices these days, right . We know from the fires way back when that sometimes the service does go out. The bottom line with this event is there might be service but it might not be 100 . We asked the four biggest wireless carriers about their plans. At t and vicinisprint havent g back to us. But verizon did. They have generators and back up batteries at the majority of their towers to keep our network up and running if commercial power is lost. Tmobi tmobile told us it has a fleet of temporary generator trucks similar to the ones on your screen now. On top of those portable power services, Cell Companies have temporary cell towers they can dispatch by truck in an emergency. There are no guarantees here, so you need to really brace yourself for service to be spotty for the remainder of the week. Even if you have four bars, youve got to figure out how youll keep your phone charged when the power is out. Start charging your phone right now. Leave it plugged in tonight when you go to bed. As back up, you could probably charge from your consider if you have the right cable. Please do not run the car in the garage. Open the garage door, take it outside. That raises the risk of Carbon Monoxide poisoning. Also consider a battery back up. Thats a heck of a lot safer. Lots of stores carry them. Land line phones might not be working either. Comcast which owns nbc told us its Services Require power to work. So, subscribers who lose power will likely also lose digital phone service. If youre one of the lucky few with older copper wire analog phone at home, it might actually work. You could still have a dial tone when the power is out. Ill be back in a little bit with a look at the map where you can look up Power Outages at your home address and a potential pitfall with that. Good information. What about about the food in your fridge during a black out . Thats a big question. Chris answered that question on our 5 00 news cast. You can watch it on our website nbcbayarea. Com responds. Reporter cali was the latest victim. Thieves likely got a surprise with what they found. I had three large duffel bags full of yarn and i had my rest kit. The owner of a luxury yarn Company Based in fresno used the black table cloth to try to shield items. It didnt work. The table cloth was pulled through the window and the window was shattered and everything was gone. Reporter she estimated 15,000 worth of handdyed cashmere yarn was taken along with her laptop and other items. She attended hardly strictly and hoped to sell the yarn to local shops. She doubts anyone will be able to easily sell the expensive material and hopes it makes its way back to her. Even if we just get half of it back, that would be amazing. Reporter she is still shocked. But it wont keep her away from the city. Next time shell be more careful. I love San Francisco. Im not going to avoid it. Reporter she did call the officers but they didnt show up. They dont respond to car break ins. She filed a report today. Insurance will only cover 250. Ali wolf, nbc bay area news. Thank you ali. This empty lot is where lisas home was in north santa rosa. We had about a 2,200 square foot home with a pool. Reporter she cannot talk about it without tearing up. Especially today, its tough. Yeah, its really tough. Reporter because today, State Farm Insurance is cutting off her 5,000 a month additional Living Expenses because the 24month time limit has run out. For she and her husband, it means construction will mean a smaller house, no pool,nd her mother will be moving in with them. State farm has granted four month extensions when theyve requested but for zee, thats not what theyve experienced. The state farm narrative is that theyre dealing with us, and theyre not. Reporter on top of that tonight the power is going to be shut off in much of santa rosa. It really is a very ominous thing for so many in our community. Reporter the head of nonprofits and Community Organizations says the power shut off will bring a lot of bad memories but is also understandable. People want to make sure we dont see flames in this community again, theres no doubt about it. Reporter a lot of questions tonight about the power shut off, who will be affected, and how long the power will be out are the two biggies. Reporting from santa rosa, mark matthews. Mark, thank you. Its going to be periodic. And youre going to feel it. In lower elevations, some people may say what wind event . Its not going to be a nonstop twoday event for all of the bay area and i think thats the important thing to remember. Some people may have their power cut off but youre not in extreme wind situation. And thats just a call pg e is making. I want to put this into perspective. Its a fire danger rating scale. Its the same scale that firefighters use when they take a l at the fire danger across california. And youll see today it ranked a 75 which is considered high. But tomorrow goes up to 160. Also into thursday which is very high. So, the danger is real. It is out there. I want to spend time on the hour by hour wind forecast. Its just like we do when we have a storm system coming in. Right now at 6 30, parts of oakland among the many areas that will lose power overnight. But the Oakland School district still waiting for more information from pg e to decide which of at least a dozen schools it will need to shutdown. We have a list of schools here. One of the many ways the city is preparing for these blackouts. Oakland has cancelled days for police and firefighters and will monitor neighborhoods in the dark. How long will it take pg e to turn the power back on. Melissa colorado joins us at one of the dozen of schools that might be shut down. Its not just the schools in the Oakland Hills that might be impacted. Its schools west of 580 that might be shut down. Fruitville elementary could be one of the 12 schools that will have to close tomorrow because of the power outage. The district says they are still waiting on conclusive information from pg e that will let them know which exact schools will be shut down. The countdown to the pg e power shutdown is on. Every leader from every major agency in oakland packed the Oakland Emergency Operations Center this afternoon to tell the public prepare for a black out. City leaders say pg e told them the worse Case Scenario is that the power outage could last up to five days. S this is a public interruption to life that should not happen. We are stocked to keep the city running well. Reporter firefighters will be in the Oakland Hills taking part of roving patrols first thing tomorrow morning until the strong dry winds subside. We are going to do it because we are going to agree that it is in the interest of safety of people, but we have got to do better. San jose this evening, chief meteorologist jeff raniere has been tracking this index. Thats sobering when we see that number. The fire danger is pretty much going to double as we ed had into tomorrows forecast. Its because of that dry wind well see develop. It is the exact opposite of our normal cooler westerly foggy breeze. Well get this dryer northeasterly wind thats going to race across the hills and help to heat up our fire danger throughout the area. Mountain gusts 20 to 50milesperhour, sustained steady winds 10 to 20. Thats the average wind speed well experience. Youll get gusts in Higher Elevations. That will kick up. Humidity values down to 10 . The lower that number goes, gets closer to 0, the dryer the air is. I want to bring in the top three locations of this danger. And the third danger, south bay, eastern foothills, los gatos, loss altos hills, right up to wood stock. We have fire danger tomorrow but temperatures drop about 15 degrees. I have a new update in about 15 minutes. Weve had high fire danger for decades but never had this type of response from pg e. Investigative reporter jackson van derbeken has been breaking stories for years about pg e issues with its power lines. He shows us how we got here. Reporter two years ago today the north bay fire storm whipped through wine country, fuelled by what pg e said were unprecedented winds. At the time the company argued to state regulators that shut off even in high winds might prove counterproductive hindering First Responders and leaving medically dependent people help es. But in response to what it called the new normal, pg e last year did cut the power before a high wind event in wind country. These photos showed some of the wind damage that could have easi srked a fire but were repaired safely during the shut off. Still state officials and regulators consider that effort disorganized and wrote this letter chiding the utility it needs to be better prepared. Days later pg e opted not to flip the switch leading up to the disastrous campfire. Last month the company outlined what the company is doing to avoid a third year of disaster. We are working hard and Getting Better every day. Reporter the now upgraded shut off effort includes higher voltage lines like the one blamed in the campfire. Pg e is struggling to cut trees from power lines. Short on crews, its cleared less than onethird of its goal this year. Judge al sap says he looks forward to a time when the utility never has to cut power. But in the meantime, he said, i think its more prudent in at least some cases than leaving the power on and burning down an entire county. Jackson van derbeken, nbc bay area news. Reporter instead of connecting arrows like on the old ballot, the new ballots have a grid of ovals to fill in. Just fill in the oval. Reporter but the biggest change voters will notice is the Voting System. In the past, voters could rank their top three candidates the in a race. Now they could rank up to ten depending how many are running. Two would be mountain number three, ocean for number four. The aim is to give voters more choice. Some voters may have three pressing issues and want to give them the choice to rank more if they like. Reporter it eliminated the need to rank. They count rankings until one candidate has 50. 1 of the vote. The new version will change how some candidates campaign. I would not be surprised to see candidates being more court and jury yall to each other and also reaching out beyond the base to get the second choice or third or fourth. Reporter the system will take a picture of each ballot and post it anon pously to the internet giving voters a ring side seat for a democratic process in action. Joe risotto jr. , nbc bay area news. Pg es website has mapped out the areas where the power is likely to be turned off. This is the wide bay area view. Its pretty easy to zoom in. If youre in the greenish area. The power is likely to go out. If youre not, youre likely in the clear. If you can use google maps, you can use this tool. Here is santa rosa. Heres the problem. Its not been working. With hundreds of thousands of customers set to shut off, the website has been overloaded and the maps have been inaccessible for people today including us. Pg e addressed computer issues the in a tweet today. Heres what the utility said. We are currently experiencing high volumes of traffic to our website and understand your frustration with the delay of accessing the psps related web pages. We apologize for the inconvenience and thank you for your patience as our team is working as quickly as possible to restore access. Keep refreshing. Thats what we did and eventually it did work. We kept hitting f 5 on our computer. Wi we have a link to that map on our website. That might help you determine whether your lights are about to go out in five hours. If you have consumer issues with the black out, let us know nbcbayarea. Com responds or give us a call. 888996tips. A lot of pressure happening with pg e. Theres a pg e News Conference in about ten minutes. Well take that live. Eight of the nine counties will have some sort of black out. The numbers from your point of view and your stance on what to think when it comes to the wind its about wednesday night and thursday morning. Thats when we definitely could see things certainly become most active. And if we had any fires, thats definitely going to be the most dangerous time zone for it. So, as we get a look at the humidity, this is the measure of the amount of moisture in the atmosphere. And the closer this number is to 0, the higher the fire danger because ittusymp think very dry air. All the red here indicates, well, the low humidity. You can see how its coming from northern cal up near chico, redding, lake tahoe, and just inching closer towards the bay area tomorrow. Santa rosa, napa, concord, and livermore will have some of the lowest humidity while pacific and San Francisco is not that bad. Where you see the lowest numbers, thats where the fire danger is the highest. Weve been showing you a lot. Just in case youre tuning in right now i want to give you a look at the red flag fire warning. Starts 5 00 a. M. Tomorrow, ends 578 thursday. Youre looking at the best chance of maybe getting these on and off 20 to 50milesperhour wind gusts in the mountains. The sustained wind, the average wind speed most of us experience for most periods during this event would be 10 to 20milesperhour. Then all of a sudden youre going to get a gust of wind if youre in the hills and youre going to feel it. Thats why were under this fire danger. I want to take you by an hour by hour wind map just like we do with storm systems just to help you kind of plan and see whats happening. Youll notice tonight 11 30, its only about 10 to 15milesperhour. Its not that bad. Power is going to get shut off and you might be saying wheres the wind . I dont have any. Tomorrow morning, still kind of get going. Only 3milesperhour in san jose, 4 in San Francisco, calm in santa rosa. You can see the wind building into the central valley, vacaville 29, st. Helena getting to 22. Tomorrow evening it begins to ramp up. Wednesday night starts the wind event. Well see 20 to 40milesperhour wind gusts, the sustained winds 10 to 20. Then as we move through thursday morning were Still Holding on the othe gustierind into about 5 00 in the morning and eventually once we hit thursday afternoon we get these winds calming back down and hopefully well be able to get the power back on. Kpabt temperatures . With the wind moving in, the system creating the wind is going to drop temperatures and cool us off. 50s to start, mostly clear skies. Tomorrow down into the 70s. 77 in san jose. Right to the east bay, 78 in pleasanton. 76 redwood city. San francisco 60s and in the north bai, 79 at sonoma. Wind calms down once we hit fridays forecast.
