I went on the epa website, and there it says such violations can result in civil or criminal enforcement action. But we dont know yet. San Francisco Mayor london breed tonight saying San Francisco has a combined sewer system, one of the best and most effective in the country, that ensures that all debris that flow into storm drains are filtered out at the citys Wastewater Treatment plants. No debris flow out into the bay or the ocean. The director of the citys coalition on homelessness had this response. Back here at home tonight the coroner confirms it was a family tragedy. The two people who died in an overnight house fire in San Francisco were a father and his daughter. Shortly after 2 00 a. M. Crews arrived at this home in the Mission Terrace neighborhood of balboa park. A witness says he heard the woman trapped calling for help. No word yet on what sparked the fire, but arson has been ruled out. Back in their homes tonight after a gas leak scare. At this hour pg e crews have a temporary fix in place on a gas line in an East San Jose neighborhood. 16 homes on zachary lane near tully road were evacuated around 6 30 this evening. Reporter jessica, as you know, they actually had to dig into the pavement and the sidewalk this evening so they can get to that damaged gas line. They managed to temporarily pinch it off, but they are still out here tonight working on a more permanent fix. Construction crews are still here, but earlier this evening the neighborhood was teeming with fire engines. Several residents called complaining this block smelled like gas. A team of Fire Department personnel came over and knocked on the door and informing us that we need to get out in the house. Reporter leonard got out safely but after spending a few hours on the vta bus that was brought in he decided it was time to take a break if the mobile break room. Right now im heading to the rooster and eat. Im hungry now. Reporter fire crews were called out about 5 30 and determined it was an emergency. They called in more resources and went door to door. The residents of 16 homes were evacuated. Firefighters and pg e crews are still trying to figure out why the gas line sprung a leak, but there was a construction crew digging nearby. There were some contractors working in the area. It sounds like theyre in the process of kind of digging a trench to la some sort of cable. Reporter there were actually more than 16 homes affected because a few blocks were closed down for emergency crews that clogged up the streets. Residents who returned home spent hours in their cars because they couldnt get to their house. When i came down this street and they told me to turn that way, we tried to park our car really far away and walk but they said they wont let us walk home because they said they evacuated everybody from that street. Reporter pg e crews were able to dig into the pavement and pinch off the line around 8 00 p. M. Thats when residents were allowed to return home. But a permanent fix means a section of the line will have to be replaced. A little earlier we actually heard them using jackhammers so they could clear out a longer section of that line so they can replace it. A terrifying car crash caught on camera. A Redwood City Police officer lost control of her squad car and slammed into a pedestrian this morning. We warn you you may find this video difficult to watch. The man is standing on the median on el camino real. You see the police car right there spinning out of control and hits him. The officer was rushing to a reported home invasion. Emergency call. An officer dutybound to get there as fast as they can. On the other side is weighing in their mind to mitigate any risk of driving in conditions that could prevent them from getting there. Both the pedestrian and the officer were taken to the hospital with serious injuries. They both, though, are expected to survive. Fight against sex trafficking in the east bay. Contra costa county has a brand new hotline where you can call in and report suspected trafficking. County leaders want everyone to know that there is help out there. Oftentimes people see things or they have concerns about some things but they dont know who to call or what to do. So by publishing this hotline we are providing a tool to our community to be able to communicate with our office. Its a pervasive problem. In 2016 investigators looked into some 6700 cases of human trafficking. Most of them in california. Now, tomorrow antioch is having a day of action to praed the word about the hotline. Well, theyre calling it a first. Tenants in concord have formed a union for people whose rents have doubled or tripled or feel like their leases were terminated unfairly. In fact, theyve been asking for the support of the steep they havent gotten that yet. But now they have a union. With the average price of a bay area home costing 830,000, betty gabaldin is a renter. Shes been living in this apartment in walnut creek for a year. She was kicked out of this concord complex after getting a 400 rent increase. At the time i really thought it was like illegal to do, that to raise the rent that much. Reporter so she started organizing tenants to fight back. We did a rent strike. We formed a tenants union. Reporter now that union is official. Its called todo santos tenants union. Tenants are asking for stronger protections which right now in concord they dont exist. Reporter the union will help people fight for rent control, just cause evictions and to be able to complain about slumlords without fear of being kicked out of their homes. We hope this will build some tenant power in the city thats much needed. What we mean by that is Building Community power, being able to also offer resources. Reporter renters have been lobbying City Council Members for years to enact rent control and force landlords to terminate leases only for justifiable reasons. It was voted down in june. A san diego city councilman shot this video of a hot air balloon pilot having to make an Emergency Landing right in his neighborhood.
