For 50 years the Environmental Protection agency has granted waivers to california, allowing us to set emission standards that exceed national limits. Those standards were adopted by so many state, automakers began building cars to the california standard rather than the national standard. Today Governor Newsom says the president s rollback is about one thing and its not jobs. Its about the oil industry, period, full stop. Its not about the car manufactures. Its not about consumers, not about the health. Its not about our economy. Its about oil companies. And there is more. The epa administrator and department of transportation secretary say theyll make the formal policy announcement tomorrow at 5 00 a. M. Our time. California attorney general Xavier Becerra says as soon as that happens, his office will be filing the lawsuit to block it, arguing the announcement violates due process. This will be the 51st time the state of california has sued the Trump Administration over a policy issue. Raj . All right, scott, thank you. So yesterday President Trump here in the bay area. Today in southern california, and he wrapped up his california visit with a fundraiser in san diego. He also visited the Otay Mesa Community just north of the u. S. mexico border. He was there to inspect a newly built section of the border wall. A reporter reminded the president that he said he wanted the wall painted black to it would heat up under the desert sun. In general feels were better off letting it be a natural rust, letting it be the way it is. Well make a determination as to painting it later. This will be a good strong rust color, and well see. This was the president s third visit to the california mexico border since he took office. He says his goal is to build up 500 miles of fencing. Well, as the president toured a wall, one of the men trying to replace him went to prison. Just about two hours ago, democratic president ial hopeful beto orourke toured san quentin. Melissa colorado was outside when he finished that tour. She joins us live from the famed prisons gate where he talked about his time inside. This is not your typical campaign stop. Number one, there is no wealthy donors here. These inmates cannot vote. But beto orourke is actually right behind me. He is doing a live interview right now with cnn. This visit was about sitting down with inmates for a heartfelt discussion about life behind bars and the candidates position on criminal justice reform. Well want to show you some video from earlier this afternoon. No Billboard Campaign bus for beto orourke, the former texas congressman arrived to San Quentin State Prison in a maroon minivan. Orourke spoke to inmates who are close to finishing their sentences and returning to society. Among the issues discussed, ways to help convicts reenter the real world, and ways to make sure they dont return to a life of crime. Just yesterday, orourke was in los angeles visiting skid row and seeing firsthand the homeless crisis there. His trip to california was actually supposed to happen last month. But after the deadly mass shooting in his hometown of el paso, texas, orourke rushed home and postponed his trip to this week. Heres what he said to reporters about his experience inside San Quentin State Prison. One of my big takeaways is were all capable of change, that when we focus on the person, their ability to make that change, their ability to transition into civilian life successfully, there is a better outcome not just for that former inmate. There is a better outcome not just for the taxpayer. There is a better outcome for this country. Reporter he is not leaving the bay area just yet. But now that the city has decided to go to court, a lot of things might come out in the open, including exactly how much money the stadium generates. They say numbers dont lie, but this this case the dollar figures from both sides are so wildly different, leaving many residents baffled. I really dont know who to believe. As we reported last night, the city Council Voted to terminate the 49ers Management Authority to book any event except for the nfl. Today they said they filed a lawsuit to try to make it binding. If we get a new manager and we follow contracts, i think its very successful. So no, i dont regret having the stadium here. We just have to have better managers. Reporter the city says bottom line, its not making any money, zero, and say the 49ers refuse to show records. So if they can provide that trust by providing the records to us, then maybe we have something to talk about. Reporter an accusation the 49ers didnt pay the prevailing wage for at least one contractor angers the south bay labor council. You cant just get away with stuff by stonewalling. Those are all red flags. Reporter in a statement today, the 49ers said the prevailing wage shortage was revolved and contrary to city claims, the 49er bookings have netted 22 million for the city stadium authority, almost 11 million went to the general fund and an additional 9 million for the stadium authoritys discretionary fund. Theyre always busy. So i dont know how theyre not making money. Reporter well, thats what a lot of people want to know. The ordinance will be reviewed october 8th, and the determination goes into effect on october 15th. Tonight were getting a clear look at the moment that a Redwood City Police officer lost control of a squad car and slammed into a pedestrian. There it goes, and it hits him. It then hit two more cars heading in the other direction. Both the man and the officer were taken to the hospital with serious injuries. Both are expected luckily to survive. Police say that officer was rushing to a reported home invasion. A woman had called police saying she was hiding in her closet with her children as four masked men wandered through her home. I just heard screeching sound of the tires and then people making the commotion, and then shattering. It happened before 10 00 in the morning near james avenue. Police say it had been raining. A fiery crash in san rafael landed two children in the hospital. It happened this morning on 101. A toyota 4 runner hit the car in front of it and then swerved off the highway. You can see it there, fell down a 90foot embankment. The car was trapped in the ditch. The impact ejected the driver. There were two kids in the car as well. A mother and little boy are recovering after being hit by a car while crossing the street, and they were in the crosswalk. The pair was hit by a car monday afternoon as they walked hand in hand through an antioch crosswalk to pick up bravos two other Young Children from school. I saw two cars stop. So i start crossing. She was able to push him, kind of toss him out of the way. So she took the brunt of the force, and he he still got hurt in the process, but he was actually saved by her. He says people driveway too fast on 10th street and often dont slow down when approaching the crosswalk. He says more needs to be done to make it safe. The crosswalk needs to be lit up. University california president Janet Napolitano is resigning. Former cabinet secretary and Arizona Governor was the first woman to lead the uc system. While an audit found fault with her financial management, napolitano says she is proud of increasing enrollment, stabilizing tuition and forming and reforming Sexual Assault policy. She will step down in august of next year. Out of the classroom and on to the streets, this friday thousands of students around the world, including here in the bay area, will walk out of school and march, all in the name of Climate Change. A local fifth grade class was denied permission, though, and now the students and teachers are fighting back. Anoushah rasta has the story from San Francisco. Hey hey, ho ho reporter from San Francisco to new york, and more than 100 countries around the world, friday, september 20th will be a day of protests for thousands of students demanding that their politicians take more action on Climate Change. Our planets dying. So we kind of need to stand up for it if the adults arent going to. Reporter students in jennifers fifth grade class were ready to protest too after she says the School DistrictsSustainability Office sent out this email letting teachers know that theyd get help with bus, chaperon, even lunch so students could participate in the local march at the San Francisco federal building. Having the opportunity to guide them in their mission of speaking up was exciting to me. Reporter but plans quickly changed when jennifer tells us the district superintendent sent out a different email saying Staff Members are not authorized to take students on a field trip to a public march, rally, or demonstration during the school day. Citing safety concerns and adding that students may choose to miss school and or leave school, and staff must record the absence as unexcused in the attendance system. If the district had expressed huge support for this in an organized way, and that suddenly seemed like it was being pulled back. Reporter parents like Terrell Hutton say theyre encouraged that the School District does support students rights to protest, but she would like to see the educators take a bigger role in the issue of Climate Change. She plans to take her children to fridays march in San Francisco and other parents do too. Were going to go because i do want to express myself and, like, say what i believe in. I think its really important for our for kids to have their voice in this. Reporter jennifer says most of her students, though, wont be able to go. The reality is parents can take their students down to this march on friday on their own, but those are parents who can afford to take a day off of work. In fact, it was past midnight. The milpitas city Council Voted 32 to change Dixon Landing road to barack obama boulevard. Thats the road that leads into the sunny hills community. One of the first integrated neighborhoods in america. The mayor of milpitas was one of the two opposed the new name. Hes concerned it will be an embarrassment because a section of the road runs in an area known for its famed stench. Its near the newby island landfill, the largest in the area. A missile attack on a saudi oil facility. The president will announce details of the sanction in the next 48 hours. Earlier today the saudi government displayed drone and missile park that proves the attacks are linked to iran. Nbc news has not verified that claim, and iran continues to deny involvement. And we want to warn you, it is difficult to watch. Its pretty cool. The video shows students using typical back to school items like sneakers and jackets in an emergency during a school shooting. It was unveiled on the today show this morning by a group called sandy hook promise. They say the goal is to educate student, teachers and parents about the signs of a potential School Shooter and intervene before its too late. People might wonder why . Why do a psa that is hard to watch. We dont want people to turn away from it. So pretending it doesnt exist is not helping to solve it. Sandy hook promise was formed in the wake of the 2012 Mass Shootings at Sandy Hook Elementary School in newtown, connect. 22 children and six adult Staff Members were killed in that school shooting. Shows us one bay area dairy farmer who is putting his cows to work in the fight against Climate Change. So my father started the farm in 1941. Reporter to every farmer, land is a precious thing. You know, i love this land. I love being here. Reporter for Albert Strauss so this is called a free stall barn. Reporter home is the strauss dairy farm in the west marin county town of marshall. This farm is about 500 acre, and its about 280 cows. Reporter 280 cows doing things cows do. Ythi going. Are keing reporter long ago, strauss had the notion his farm could be different than other farms. Were the First Certified organic dairy and creamery west of the mississippi river. Reporter but after focusing on his dairys end product, strauss began to wonder about the less glamorous product at the end. The cow manure, a significant source of polluting methane gas. I was always looking at how could i address the methane concerns from dairies. Reporter so strauss installed a contraption called a methane digester. The manure separates separates the solids from the liquids. The solids are used to fertilize the farm. The liquids go under a tarp where the methane gas is captured. The bacteria digests the manure. Reporter gas runs a generator creating enough electricity to power the entire farm. This is showing that were exporting power to pg e. Reporter the motor heats water used to clean the milking machines and even powers strauss new electric feed truck. Id like to claim the First Electric feed truck in the world. Reporter straus is in front of a New California law aimed at reducing livestock methane emission 40 by the year 2030. Just a little bit of methane has a very big impact on the amount of heat thats trapped by the earths atmosphere. Were virtually certain that we have a limited window in which to act to forestall the worst effects of Climate Change. It happened along highway 9 near castle rock state park. A man drove off the road and slammed into the tree. You can see the aftermath there. Firefighters found the man trapped in his car. They say it took them an hour to get him out. He is in critical condition. No word on what caused that crash. A case of road rage led to gunfire in vallejo. It happened on the westbound side of highway 37 near wilson avenue. Two men say they were waiting in morning traffic when someone shot at them. The shooter then took off. Thankfully nobody was hit. The chp is still looking for information, but believe this may have started with some kind of argument between drivers. Okay. The delays at sfo may be over much sooner than expected. Nbc bay area responds to man in contra costa whos insurance bill shook him up. The price of his earthquake policy more than doubled. So he asked consumer investigator chris chmura and his team to find out. Why would it double snishs let me ask you a question real quick. You have earthquake insurance . No. No one does. Dennis dabney actually does. And his premium jumped from 2500 last year to 6,320 for the next 12 months. That is a 150 increase. Dennis says nothing changed with his house or his policy. There were no quakes where he lived over in byron. So he was baffled by the increase and called us. Earthquake insurance is sold by the california earthquake authority. We asked the cea what happened. It told us about 25 of its policy hders saw a rate hike late in july, including dennis. The cea blames higher construction cost. Some Research Showing increased risk of earthquake, and changes to how the cea evaluates roofs and foundations. There is good news, however. You might qualify for a grant of up to 3,000 to retrofit your home with earthquake resistant braces and bolts, and doing that might reduce your premium as much as 25 . One last bit.
