Four bodies have been recovered and crews can see four more at the bottom of the ocean. Again the hope for more survivors is dwindling. Well, at this point its still a search and rescue recovery effort. We are always hopeful that we will find additional survivors that maybe had swam ashore or got caught adrift. But just the devastation of the boat itself and the fact that it saip sank, we are preparing for the worst. Reporter and even with that, this will remain a search and rescue operation throughout tonight and into tomorrow morning. The rescue crew say this was the worstcase scenario for them. A catastrophic scene and one garbled distress is call. It came from a 75foot dive boat with 39 people on board after 3 30 a. M. And triggered a coast guard response from san diego to San Francisco. The conception was at Santa Cruz Island 20 yards offshore in 64 feet of water when the mayday call went out. It sank while crews were trying to put out the fire. The crew was awake and on the bridge and jumped. Reporter a nearby pleasure craft rescued the crew members in the water. The conception was on a threeday outing, due back at the sea landing early this evening. And the coast guard says it inspects this particular vessel once every year and its passed every single inspection. They also say that there was there were tanks with compressed air inside the boat and also tanks with propane. However, they have not determined the cause of this fire. Live in Santa Barbara, damion trujillo. The coast guard issuing a sobering statement that said be prepared for the worst. Among the eight people who died, christie fin stad, she lived in santa cruz. She was an naui instructor with a degree in aquatic biology. Thats National Association of underwater instructors. She loved adventure and had thousands of dives under her belt. There was also a scholar in costa rica. Her family is asking for privacy tonight. It is a painful waiting game. Family members are arriving there in Santa Barbara waiting and praying for the best. Frightened and crying, people arriving hoping just to get some sort of answers about their loved ones. This is the coast guard station Channel Islands in oxnard. A brother of one of the crew members briefly spoke to reporters. Well, you know, i am very concerned. Yeah, i hope the best for everybody on there. And again the crew members did survive, five of them. He added his brother regularly worked on the conception. This is what the conception charter boat looked like. It was well known by bay area divers. Here is a schematic of the scleepg quarters on the boat. We talked with two south bay divers who have been on the boat, slept in those very quarters. What did they say about getting out in an opportunity like this . They say the captain was meticulous about safety. And on each trip a crew member was assigned to watch the boat overnight. When she saw this video of the conception dive boat on fire, her heart sank. She had taken many trips on the same boat, including this one, to dive for lobsters. I was in shock and disbelief. Absolute denial that this could be the boat that i frequent twice a year for the last five years as a scuba diver with my friends. Absolute shock. Reporter she trusted the captain and described the boat as safe. Its like a wellrun machine. The captain has always done an exceptional job being on top of his crew members, clarifying safety procedures and standards as well as checks. I know there is always a watchman throughout the night watching the boat and keeping us safe every night. Reporter he has been on a dozen dive trips on the conceptionhe says if there was a fire, people sleeping below would have two options to get out. Up thetairs to the galilee or an escape hatch. It leads to the rear of the galley. He tested it out and confirmed it worked, but admits in the dark during a fire it could be tough to find. Going out the rear escape hatch probably would have gained more time, but you would have literally had to navigate that possibly blind up to the point where you could actually reach fresh air. Reporter joyful was planning to to another dive trip on the conception next month. She is not sure if any diver friends were on the boat this morning. When i called my dive buddy i said this could have been us. Reporter now instead of taking photos of dive adventures, rescue divers are searching for victims. Alan says no drills were conducted before the dive trip, but passengers were given detailed handouts about safety on the boat. Well, good reviews as were hearing. Many returning customers. Yesterday a deputy tried to pull over a driver who they say ran a stop sign. The driver took off and the deputy chased him to the oakland airport. Divers are scouring the water for 26 people who at this hour are still missing. Here is the timeline of the events, chain of events here. Mayday call around 3 30 this morning about a fire on board that chartered boat named conception. There were 39 people on board at the time. Five crew members jumped into the water and were rescued. They were on the deck. The passengers though were sleeping down below the deck. The both was on a threeday diving trip to the Channel Islands. This is where it was parked and when the fire started. The death toll as of this hour is eight. This is probably the worstcase scenario you can have to be in a remote location, have a fire, have limited if any firefighting capabilities to address that, and to have a fire that spread very, very rapidly. Lets talk about what kind of firefighting equipment they had on the boat itself. And about that hatch we keep hearing about, that emergency hatch. Reporter well, by law they have to have at least a fire extinguisher. The sheriff said that they did. Otherwise, they would not have pass an inspection by the coast guard. Its an annual inspection. That particular boat has received a clean bill of health. They have had no issues with it. So they had a minimum fire extinguisher. If there was an explosion, as people think happened out there, then there was little chance for either people on the boat or outside the boat to put out that fire. Damion, we have a big Diving Community here in the bay area. Its believed that a lot of these victims could be here not only northern california, but specifically in the bay area. Any idea of where these people are from . Reporter the sheriff does have an idea. He has a manifest on that boat. So does the coast guard. They are trying to notify kin right now and work with them to make sure that they are notified first. I asked if there were any victims from the bay area. It is a massive storm and it is moving across the ocean all day long. Jeff ranier has been tracking. Jeff, its been sitting over the bahamas but its about to start moving towards florida . Over the next six to eight hours this would take a turn to the north and keep some of the worst of the sto just offshore here of florida, but they are going to feel the outer bands of this storm as it moves in because from the eye of the hurricane to the florida coast its only 86 miles away at this point. Those 140mileperhour winds stretch out 45 miles from the center of the storm. It looks like florida could be spared from the worst of the wind, but they will still have some impacts. As you mentioned, its stationary now. Thats the problem over the bahamas. Catastrophic damage happening this very second in freeport. The track takes it parallel to florida with that key change to the north as we move through tonight and tomorrow as a category 3 storm, winds of 120 to 130 Miles Per Hour. Extremely close to Daytona Beach, jacksonville, melbourne. After that the carolina coyot coastline. Winds up to 70 Miles Per Hour and a storm surge of three to seven feet. Wherever the baitfish are, thats where the whales go. Reporter he was on board yesterday as humpbacks were feeding inside the golden gate. The skipper of the whale watching boat warned this container ship moved away. But a few hours later another ship struck and killed this humpback in the middle of the bay not far from al island. Pearson says is the solution for ships to slow down to 10 knots or less when whales are in the area. When they reduce their speed there is a dramatic decrease in the number of ship tricstrikes. Reporter private boaters are encouraged to report it. Smaller vessels need to keep 100 yards away from the animals. Yesterday pearson says he witnessed this speed boat he thinks was named skating doing donuts around the animal. They can scare them into the path of these on coming vessels. Reporter they live on a condo overlooking tick San Francisco bay. They said coming out on the bath gave them a new perspective. We need to be more careful about the humpbacks habitat and what the boats are doing and make sure we are not harming them.
