Augustine allegedly posting his intentions online after dozens of searches for isis propaganda. At one point even looking up direction to isiscontrolled territory. It was here on this street in key the fbi says Bernard Augustine started searching online for how to join isis. His classmates from Pittman High School in turlock were surprised to hear he was arrested overseas. He is just a quiet guy, smart. I mean, thats all i know about him. Reporter the complaints unsealed today shows augustines expressed desire to join isis in texts and online posts, and he supported their cause. It charges that he searched for jihadist propaganda, showing executions along with the literal search, how to safely join isis. And in february 2016, agents say augustine flew from sfo to tunisia, where he sent family members messages on social media saying not to contact him. But he was ultimately arrested trying to enter an isiscontrolled part of libya. Oh my goodness. Thats scary. Because i lived right in front of him, you know. Reporter some neighbors do not want to show their face on camera saying theyre frightened and confused about the news today that their former neighbor now faces serious federal terrorism charges. He wasnt rowdy or anything. He was quiet. He was mostly always sitting just outside. Augustine served two years in a tunisia prison before he was released to the fbi. Nbc bay area has confirmed late tonight that a gun was taken from a car near Fishermans Wharf earlier today that gun belonged to a Law Enforcement agent whose jurisdiction is outside San Francisco. Police are looking into the matter at this point we dont know why the officer was in the city or how that weapon was stored in his car. We hope to learn more about this tomorrow. It definitely looks like a stronger storm will be moving in. Everything with our forecast models is lining up with it with our latest update thats come in over the past hour to hour and a half. Right now on the satellite radar picture, you can see its absolutely dry here from the north bay down to the south bay. What were waiting on is the storm system, which is still developing out here in the pacific. Not only the rainfall, but a cold reinforcing blast of some air moving in as well that will bring down the snow levels. So latest on what we expect right now, again, still some healthy rainfall totals. 3 4 of an inch to 1. 5 inches for the bay area. This may produce some mudslide risks here in the fire zones of the north bay. Wind gusts 20 to 40 Miles Per Hour at times and low snow down to maybe 2,000 feet. It shows a shootout you can see right there between police and a homicide suspect in that camper. Police say seven officers fired 65 rounds after that suspect fired two shots from inside that rv. Now in spite of that barrage of bullets, nobody was hurt. Now were just getting the video now, but that shootout actually happened early saturday, february 17th. Police were looking for Joel Armstrong in connection with the deadly shooting and a carjacking that happened in the panhandle. They found the stolen truck parked right by that rv. This is at de haro and alameda, an area filled with People Living in cars and tents. And the people who live nearby say they want that area cleaned up. I know its bad to have assumption about homeless, but they do scare me. Now at a Community Meeting tonight, officers told neighbors that theyll continue to help deal with the homeless issue in that area. Police, by the way, did recover a gun from inside that rv. Armstrong is charged with murder and eight counts of attempted murder. So who is targeting those tech buses on our local freeways . A local bus company is now offering a reward for any of the information. Last month, on one day alone, someone shot out the windows of five buses carrying apple and google employees. This happened along 280 on the peninsula. Now the bus Company StoreSan Francisco is offering a 10,000 reward to find those responsible. The company is also working with the chp and other Law Enforcement agencies on this problem. Well, the raids were last weekend, and they were swift. More than 150 people here in Northern California and near fresno arrested by federal immigration agents. Politically, President Trump says this is the right thing to do. Deputy director went on to say, quote, this reckless decision was based on her political agenda with the very federal laws that i. C. E. Is sworn to uphold. Critical components that could be bogus or counterfeit. What the faa is doing to stop bogus parts from getting on to airplanes and posing a risk to your safety. And one Amelia Earhart mystery solved. The famed aviator still missing, but her car has been found in southern california. Think of be flight. Bogus parts that find their way onto airplanes. It can have its something we usually dont think of before we hop on a flight, bogus parts that find their way on to airplanes. And it can certainly have deadly consequences. Senior Investigative ReporterStephen Stock has been looking into this problem for more than two years. Tonight he talks with a whistleblower who says the problem has gone from bad to worse. Stephen, how valid are his claims . We checked them out and theyre very valid. A couple years ago even officially they were called bogus airplane parts. Now theyre called suspected unapproved parts or sups. We found ntsb records linking sups to at least 32 general aviation crashes that have killed at least 11 people since 2011. Now a whistleblower has contacted us from china, telling us that sups are on even more airplanes than you first imagine. Planes we fly all the time. Reporter faa and ntsb records showed nearly 3,000 different instances of unapproved parts discovered on airplanes since 2011, including on airplanes flown by almost every commercial airline in the u. S. The list of planes caught with unapproved parts on them includes both official faa notification and enforcement action. The fatal accident could happen any time. Reporter this man says the problem of unapproved parts on airplanes is worse than the faa acknowledges. I was the investigator myself. Reporter his name is charles shi. I had a 20people team working for me. Reporter based in china where he spoke to us, shi worked as a Quality Control inspector, overseeing parts made and shipped from china for a company that made materials for boeing aircraft. During his inspection he found parts outsourced by a Third Party Supplier were made with what he called inferior materials that werent being baked long enough to harden appropriately. And he says the company forged records. These components are part of the 777 spoiler systems which allow the airplane to take off and land safely. You need to take the part to get the hydrogen over the part. Otherwise the hydrogen goes in to the part. That can make the parts very brittle. So that part can fail. Reporter he says he took his concerns to his company, to boeing and to the faa several times. Faa documents confirm that hundreds of the parts used on the boeing 777s were manufactured in violation of faa standards, and that documents were, quote, fabricated. Even so, the faa still allowed bowing to install the parts as is. Those parts remain on boeing aircraft to this day. A spokesperson for the company he worked for, Moog Incorporated said the parts in question were later tested and determined to meet specifications, that there had been no reported issues with these parts and none are Flight Safety critical. The third Party Chinese vend theyre supplied them no longer supplies boeing. I dont think anybody knows how serious the issue really is. Reporter former acting faa administrator joseph debalso and his administrator mike rio both say the faa is not doing everything it can to monitor, track, and keep unapproved parts out of the system. They need to treat an unapproved part no different they live than they do any other safety issue. I dont believe the faa has kept up. Reporter congressman Peter Defazio of oregon says right now the faa does not pay appropriate attention to about approved parts. One critical component that isnt up to manufacturing standards could take down a plane midair. Reporter that concern prompted him to ask the faas Inspector General to weigh. In. A lot of our airlines have outsourced their heavy maintenance to overseas where, you know, one criminal could put in a part thats going to cause a critical failure in that plane. One terrorist could put in a part that intentionally is going to fail. Reporter citing recordkeeping weaknesses, lack of management control as well as inaccuracies in tracking unapproved parts, the Inspector General report says the faas oversight of industry actions to remove unapproved parts is ineffective. And the faa cannot be assured that the unapproved parts no longer prove a threat to safety. Are you going to change that . Is there going to be changes under your administration . We asked the faas current new acting administrator daniel k. Elwell about the Inspector Generals report. Something for us to look into. We take all those reports very seriously, and we review them meticulously. So if there is an issue, well definitely address it. Reporter a former commercial pilot himself, elwell emphasized the faas stellar Safety Record. There has not been a commercial fatality in nine years. Its an amazing Safety Record that is born from a collaborative approach to safety. Reporter when it comes to unapproved parts getting on aircraft, do you worry about that as a pilot or as an administrator . I dont. Ive been as they said, ive been flying for longer than i care to admit, and recently checked out again. So if i had a concern about it, i wouldnt be flying. Reporter the experts at jda aviation who teach how to stop and spot unapproved parts say the Inspector Generals report makes clear that the faa needs to do more. Does the faa need to make this a priority . Absolutely. Can make it a priority and to hold people accountable. They need to understand that it is a serious issue that needs to be taken seriously. And if we dont . Something is going to happen. Somebody were going to lose an airplane. Reporter now a boeing spokesperson tells us, quote, the safety of the flying public is boeings primary concern. And any allegation related to safety is thoroughly investigated. The commercial airline cited in the faa records that are there in our piece said they too would work to make sure sups dont get on to airplanes. Ette does look like stronger weather certainly going to be moving in. Its going to carry all of the bay area unlike the rainfall we had the past couple of days. So get the umbrellas out. Get it ready. Things are going to be rapidly changing for us. You can see in the satellite radar picture nothing in terms of storm activity right now from santa rosa down to san jose. Were still tracking dry conditions. But as early as tomorrow morning, well begin to see the cloud cover moving in across the bay. Well have 41 throughout the south bay, trivalley down to 37. Potentially a little bit of drizzle in San Francisco. Youll want to watch out for, also right up against the immediate coast. And well start with 38 in the north bay. Temps will warm up tomorrow. But its not going to be mild by any cases here as the cloud cover is going to stick around keeping our temperatures down. That will bring us to 55 here in napa. 58 in antioch. 57 in san jose. Really feeling similar throughout the entire bay area tomorrow. Over here towards San Francisco, 52 degrees. I think well see our best chance of showers beginning to develop around 6 00 tomorrow night right here across the north bay. Weve seen the timing speed up a couple of hours. So once we hit about 11 00 at night, we might get some heavier pockets of rain here. Thats on wednesday at 11 00 p. M. But the bulk of it early thursday morning from 2 00 to 7 00 a. M. With heavier rainfall developing as you can see indicated by the yellow and orange showing up on the futurecast. All of the bay area is in for this wet weather at this point. Rainfall totals havent really wavered too much. Weve got some new data in over the past hour to hour and a half. And most of the bay area is good for that. 75 to 1inch rain. A lot of the east bay as well. And the north bay maybe over an inch and a quarter from about napa into calistoga. Concord, San Francisco and novato not showing quite as much. I really think at this point that the forecast model is ironing things out. Again, i think most of the bea area is good for 3 4 of an inch to 1 inch as this rolls in on thursday around into friday. On my extended forecast, well keep scattered rain on the mix on friday and saturday with low snow, maybe down to 2,000 feet. And well dry out sunday, monday and tuesday. Temperatures inland will remain here in the 50s over the next several days as well. And, look, this rain coming in for us here is going to mean heavy snow for the sierra. Prepare and prepare now.
