Oakland we will be into the upper 50s and still breezy and we will have another storm system approaching by late tomorrow morning. We will talk more about that and the timing and how much coming up in a few minutes. Youre seeing that the freeways are pretty calm now. We do have one blip behind me at the bay bridge toll plaza. We showed that in the life shot, marcus talked about the backup thats there. For the cash lanes typical and they havent yet opened all those toll taking booths. North bay there is a disabled vehicle right at the top of your screen, 101 over at san antonio road its getting cleared right now as we speak. Lets show you the bigger view of the bay. No major problems on the freeways, but these little white patches here, there may be ice remaining or maybe a little snow, we saw that video from livermore over there and theres the trivalley. So far, again, the freeways are moving nicely including highway 17 which also got an overnight advisory from chp. They said there was snow in this area just off the freeway there is a crash. For more on this and the conditions we will hand it right back to you, laura. Thats right, its really tied to the weather, he believe, as well. Those icy conditions are causing problems this morning in the hills and mountains over the bay. This is new video of that crash mike has been talking about it since we came on air at 4 30 this morning where a car went off the side of the road. Dangerous driving conditions played a role in this one. Kris sanchez is live with a check of those roads this morning. Kris, how about your commute, how was it morning . I know you went up highway 17. Reporter well, i can tell you that we did see some patchy wetness on the roadways, a few sprinkles, but it seems to be improving because some of the folks in our newsroom who drive over the summit to get to work in the morning say it was a White Knuckle ride as they were headed in. You were talking about that crash that happened just off the roadway in los gatos, we want to show you that video, though youve seen it before. We dont know yet if weather was a factor. Chp says its too early to tell when that truck went off a ravine in los gatos, but we can tell you that the driver was arrested on suspicion of driving drunk. In the video you can see the drunk at a 45degree angle with just the right tires keeping it from going over that ravine. Now, in the last hour cal fire firefighters got a harness on that car, on that vehicle, so it wouldnt roll down. It did manage to get those two people out plus their dog. At first officers on scene told us that it looked like they were asleep or passed out at the time. That might have been a good thing because it was a pretty serious situation that they were in, it might have kept them from panicking. The first cotruck wasnt heavy enough, rescuers had to call for two bigger rigs and all of that time the car was teetering on the edge of disaster. Conditions are expected to improve throughout the morning, but you will want to be careful out here because not only is the breeze going to blow you around, there are patchy wet spots on the roadway and when the temperatures are low as the sun comes up that could turn into black ice. A renewed call to end a backlog in Sexual Assault kits. The Santa Clara County supervisor cindy chavez wants to require that authorities test all kits within 30 days. Crews will be testing out new Traffic Signals that could lead to some confusion. Today in the bays pete suratos is live and we know tens of thousands of people travel that roadway every day. Whats being done today . Reporter good morning. The message is simple for folks, if youre traveling eastbound from san rafael into richmond they say disregard those electronic signs. They are going to see green arrows, red xs. Theyre saying to disregard them as a part of the Testing Process that they are going through. We will show you guys this video, this coming from the metropolitan transportation commission. You can see the blinking signs there. Periodically offer the next several weeks thats what drivers are going to see as theyre heading eastbound into richmond. Eventually that green arrow is going to mean something, its going to indicate that a third lane is open. The third lane will be open during heavy traffic periods between 2 00 p. M. To 7 00 p. M. Detail. That third lane will hopefully ease some of the congestion during that time period and is being created on the existing shoulder from sir Frances Drake boulevard to the richmond parkway once you get into richmond. While all of this is taking place during thats itting period the two left lanes will remain open, but a new third lane is expected to be open in april of this year. The Transit Agency is looking for input on what bart should do in livermore. The current proposal calls for an extension of the existing bart system from the dublin pleasanton line to a new station near 580 and isabelle avenue in livermore. There are also a few alternative options, an extension that utilizes smaller trains similar to light rail. Theyre also considering an express bus service and lastly theyre looking into enhancing the current bus service. Diablo had almost an inch of rain, the same in alum rock and East San Jose. In walnut creek a little over half an inch there and also in guerneville as well as concord. In oakland a quarter of an inch of rain, in San Francisco and halfmoon bay about threetenths of an inch of rain, morgan hill a little over a tenth. As you check out that sevenday forecast at the bottom of the screen you will see exactly when we will have the rain. Not today. Here is a look at our temperatures now as you step out in santa rosa, it is 37 degrees, 43 in oakland and 42 44, rather, now in san jose. And that morning drive throughout the peninsula is going to be in the low 40s, up to about 11 00, we are at 51 degrees and noon at 52 degrees with our high temperatures today reaching into the upper 50s. This is still cooler than normal. We should be in the low 60s in the south bay and we will get there in the north bay. Santa rosa expect a high of 64 degrees while it will be 56 today in San Francisco. Here is our next storm system set to move into the bay area and the rain we had yesterday is now south of the bay area as we look at when it arrives we will start to see some spotty showers popping up by tomorrow, late in the evening, and then continuing to make its track southward into the bay area on thursday morning. We will see this rain off and on throughout the day on thursday, friday, even on saturday. So its going to be soggy for three days straight, but such much needed rain because we are still only at about half of the normal amount of rain that we normally get and looking for that sierra snow pack. This is what one computer model is putting down at about 35 to 36 inches around tahoe city, up to 67 inches in kingvale, so that looks really good that we will get decent snowfall totals and our highest chance of seeing the rain and snow will be throughout the day on thursday into saturday and then it does clear out for a couple of days between sunday and monday. Mike, you are also tracking some changes this time at the bay bridge. We saw the backupge fluctuate at the bay bridge toll plaza and it has started to kick in. It looked like the metering lights were on but we los know are not on yet. This is what happens first, the jam all the way up the incline. The stanchion right here is where they have the metering lights. If they were on we would see everybody waiting here and then clearer traffic past it. This is what triggers the tmc to turn those lights on. They have cameras and watch the volume coming in. We look at your maps and see a n smooth drive onew all the approaches funneling down to that slower drive where we just saw the camera shot. A smooth drive across the bridges, good stuff all around the bay. That little bit of slowing for the altamonte pass and areas of livermore where the snow and ice might be sticking around so be careful, watch tesla, a lot of folks take that as it gets more crowded. The crash off of highway 17, 17 itself moves nicely, but there is this truck hanging off the edge of the roadway. Aeria back to you. B we do have breaking news we want to take to you los angeles this morning. Firefighters are at the scene, there is a pretty massive fire that was going on in this als om building. This is inn Downtown Los Angeles in the Fashion District. There you see to the left of that building right there the flames really engulfing the entire area. Absolutely. You can see firefighters as we kind of pan down the camera there, you can see how many firefighters are there on the scene as they try to battle this fire there. A very popular district as a lot of people work there as well. So as you can see there we see more of those flames there, just the glow from look at that, the sparks that are happening in that building. As you can see there, wow, as that smoke continues to bill low up there. You can see their attempts to probably go in. That building would be very dangerous for them to enter. Firefighters on top. Reality affecting students across well, at 5 25 right now its often thought of as a too taboo topic to talk about, but teen suicide is an alarming reality affecting students across the bay area. As vicky nguyen has learned, some of the Biggest School districts arent keeping track of valuable information that could help save lives. Reporter good morning. If you had information that could help you identify students on the brink of suicide, wouldnt you use it . National teen suicide rates have risen dramatically. Weve learned some schools are trying to tackle the crisis by tracking 5150 holds. That is the code used to identify people at risk of harming themselves or someone else. Theyre taken to a Psychiatric Hospital for a mandatory stay. When schools know that information they can help students transition back to school and provide counseling. We surveyed 28 of the largest School Districts in california and found only eight track this data. Across those districts, students were placed on a 5150 hold 455 times last year. As you get up early this morning about to wake the kids up and get them out the door for school its going to be in the low 40s to start so make sure they have something nice and warm to wear. Even at recess its going to be chilly with low 50s and mid 50s by the time you go through that pickup line. As we get a look at all of our high temperatures today reaching into the upper 50s, even some low 60s. We also showed folks how jammed it is up the inn clun klein. Its late for the metering lights to be turned on so im concerned about the flow on the bridge itself is still moving well, no problem except for this stretch from grand avenue right through this shot. We are talking about your travel options as well. We have no delays for these mass transit systems, south bay, peninsula, east bay and the bart system which covers that whole bay. Over here we are registering snow, possibly ice, thats over in the livermore valley. You guys will talk more about that, but first you have the breaking news. We continue to follow it out of Southern California. These are live pictures from los angeles. Look at all the fire engine response there. This is to a fire that is buildings at a burning at a vacant building in the Fashion District near pico and san pedro there. Firefighters have surrounding this building. Now you see a lot of the smoke, but the fire remains underneath as they are attempting to tackle it from all areas. It started about 5 00 this morning so its been burning now for over a half hour. No word so far on a cause. 5 32 right now, back to our microclimate weather. Check this out, this is what some people are waking up to this morning. This is near livermore. That snow falling down there, snow actually sticking overnight. Possibly causing some trouble for some drivers this more. Today in the bays bob redell is live in livermore with how things are looking. Bob, the snow is not falling right now so what are the conditions like on the roads . Doesnt look too bad behind you. Reporter on the valley floor everything is fine, its cold out here but we havent seen any ice, roads are wet from yesterday, marcus. Unfortunately getting to the snow, not going to be easy. We are on mines road near livermore avenue here in the base of the valley floor in livermore and if you go ten miles south that way on this two lane winding road you will hit the snow line. I did the drive earlier and the snow line isnt much to see. When you get a little further, five miles further to about 15 miles south of livermore you will see this. This was shot about three and a half hours ago, this was overnight, you can see the snow was coming down pretty good, it was sticking on the road, sticking on the trees. The person who shot this said that the roads are very icy and slippery up there. Something to keep to mind if you were going to try to keep that trek. The good thing is its a very rural area, thats not a main area where commuters will be using it, its something where people who live out there will be impacted but its not something thats going to be impacted the general population at all, but it is that was an an elevation of around 2,000 feet. Ive been in livermore for a good 15 years now, we do see this from time to time when the snow line will drop to the 1,500 to 2,000 foot level. Its not entirely unusual. What will be interesting to see is once the sun comes up if we will be able to see some of the hills here in the southern livermore area, see if they have any dusting of snow. We know mt. Diablo north of us has snow, it will be interesting to see if we got it at these lower elevations closer to the valley floor, we will know within the next hour or two once the sun comes up. Reporting live in livermore, bob redell, today in the bay. Kind of a rural area there so not too unusual to see. Its rare, dont see it that often, but who made Mother Nature angry . We need to make her more angry, right, because we need every drop of this rain and snow or whatever type of precipitation we have. Right now as we get a live look outside in San Francisco lets talk about these snowfall totals because bob mentioned mt. Diablo and thats where we had the most amount of rain and there was wintry precipitation mixed in there, Alum Rock Park also got quite a bit, close to an inch of rain, walnut creek and guerneville had about 0. 6 of an inch of rain and concord a little more as weve seen some of that rain falling in San Francisco, about a quarter of an inch there, and in Castro Valley a half of an inch and in halfmoon bay a little less than an half of an inch there. Take a look here, firefighters responded about 3 30 to a call on South Broadway near el camino real. It turns out this fire was in the trash chute and that triggered that smoke alarm and the evacuations. After an hour plus in 40 degree temperatures neighbors got the all clear to go back inside. New this morning one person in the hospital after chp says they were hit by a pickup truck while walking in a crosswalk. It happened after 6 00 last night at the intersection at Center Street and gem avenue in Castro Valley. The chp says the victim suffered major injuries. The officer we spoke with is not sure if the injuries are lifethreatening. The driver did stay at the scene to talk with officers. The family of gilroy man who died while in Police Custody believes officers crossed the line. But police insist officers did everything by the book and they say they have the body camera video to prove it. Family members last night gathered at the location where 42yearold steven juarez died on sunday. Police say officers responded to reports of an intruder and that the suspect was jumping from roof to roof and then resisted arrest. At one point officers say they had to use a choke hold. Family members are calling it an unjust beating. My cousin was alive when the police found him and then he died at their hands. The witnesses said they kept beating on him and that he was calling and pleading for them to stop. Police have not announced an exact cause of death. The results of an autopsy are still pending. 5 37 right now and tonight Palo Alto School board will discuss making class size requirements a policy. Right now class size standards are laid out in Teacher Union contracts only. Proposed new policy calls for one teacher for 28 students. The board meets this morning at 8 00 at the district offices. More details now on class size averages in the state. This data is reported to the state by schools. Currently on average there are 22 students for every one teacher at the kindergarten level and it only increases from there by the time we get to sixth grade. There are 27 students to one teacher. Were looking over here over at the bay bridge. Also packed in and this is what were talking about. Those metering lights have been turned on, you see how everybody waiting right here, but folks up the incline a lot more spacing now thats what we need to keep things moving smoothly. In case anything happens on the span over here, they want emergency vehicles to be able to get there. Thats the reason why everybody wax up over here on the oakland side, to keep that bridge moving smoothly. Everything else moves nicely around the bay as we look at the city down toward the south bay. Continue down toward highway 17, traffic does move smoothly in the direction with the arrow there was a little slowing toward the summit and that accident over on the right is where kris sanchez continues to follow that truck that is hanging off the side of the roadway there. The good news is they rescued a couple people and a dog. And their little dog, too. Car not so much. So we are looking forward to the weekend and we know its going to be a soggy one at least to start but there will be one day where you can get out there and enjoy a little bit. Its still going to be chilly. Our high temperatures are only going to reach into the mid 50s and you know its going to be cold during the morning hours, but rain throughout the day on saturday, sunday all of that clears out and we will get some times of sunshine and highs reaching into the mid 50s with some breezy winds. If youre going to squaw valley this weekend big heads up we are going to have a lot of snow falling between thursday, friday as well as early saturday and then by sunday it does taper off, you will get some unis, but the high will only be 27 degrees. As you pack, make sure you have the tire chains, allow a lot of extra time to get there and you have nice warm clothes. As we look at our forecast we are going to have a lot of rain so thats going to be the big story. We will break that down, i will also bring you back to today and show you the temperature trend, thats coming up in about three minutes. And these travel times for the trivalley moving nicely, that snow we showed you in livermore is not a problem for the freeways right now. We are looking over toward the approach to the bay bridge. Colleen sanders a statistics teacher in El Dorado Hills said a student made threats about her to other students. She reported it to the district, but she says she heard nothing. Here is what sanders says was said. This individual said to other students that he wanted to beat me up and he wanted to fing kill me and he wanted to shoot up the school. The district did hold an jt recently but would not say ifva the student s expellede e or not. U is not allowed on any district campus or event auto. Students and teachers are expected to pressure the school board tonight looking for more clarification. More details now, threats against schools are up since the Florida School shooting. Overnight we looked at data recorded by the Educator School safety network. It finds on average 50 threats a day have been made after the shooting compared to ten before. California is leading with the highest increase of threats since the florida shooting. 5 45. A look at washington. Here is the next storm system that we can see the clouds and clusters of clouds starting to get its act together and lining up to bring us more rain. We will start to see that rain in the north bay by tomorrow evening and the rest of the bay area on thursday morning, it will still be raining off and on throughout the day on friday as well as saturday, snow coming down in the sierra. Even some low elevation snow for some of our hills in the bay area and then by sunday its clear, but there may be another storm system early next week. And this storm system moving in has the potential to bring us one to possibly three inches of rain, much needed rain, but we still in the north bay need about 13 inches of rain to catch up to normal. Faa records show more than 2,600 different instances of unapproved paz airplanes just since 2011. Including on airplanes flown by almost every commercial airline in the united states. Citing recordkeeping weaknesses, lack of management control as well as inaccuracies in tracking unapproved parts, the Inspector General for the faa said, quote, the fa as oversight of industry actions to remove unapproved parts ineffective. Congressman Peter Dee Maz Joe of oregon asked the Inspector General to weigh in. One critical component that isnt up to manufacturers standards could take down a plane midair.
