Yesterday we had an easy drive, this morning were seeing a pretty typical pattern where were seeing the slower drives. Extra slow through walnut creek coming out of concord, 680 southbound there is a crash at north main. There may be two separate crashes there, but both sound like they are off to the shoulder, a distraction. Four vehicles reported there. A smooth drive once you get to the walnut creek interchange and a smoother drive for 24 until you meet with 580 and then youre jammed up toward the bay bridge where the toll plaza shows more traffic than yesterday. The metering lights were turned on at the typical time and look at that coming off the 880 overcrossing and berkeley curve its jammed up right here. Pack to you. 6 02. There are now emergency warming shelters at the tully road library and at the South Side Community Center on rottel road just to name a few. People get caught off guard because it was so warm a few weeks ago, we were bringing water out here. I think im in a pretty good place to know what shes feeling right now and im guessing nervous is near the top of that list. Karen has told me in the past she has had problems with nerves leading up to big events but recently said shes made a big step in conquering that. What shes learned how to do is accept those nerves as a normal part of the process and not try and fight them. Of course, the olympic schedule isnt helping karen at all, we are almost two weeks in and she is yet to compete. She has had to sit on the sidelines and watch others do their i think this. She wasnt part of the figure skating team event. Karen has been training a couple hours from pyeongchang. She says it has cut down on distractions. Its been a few weeks, but in a way didnt feel like it was that long and im really and i feel like it was a great opportunity for me to kind of get used to the environment here and for jet lag to be gone and so i think its great and im really ready to go. Now, karen would love to be feeling what the shibutanis are feeling right now, maya and alex added another bronze medal to the one they won in the team skate earlier this week. So its been over a year since weve had temperatures dipping into the mid 20s and thats what it is right now in napa, 24 degrees. It is 28 in livermore and morgan hill, san jose at 36 and still frosty, make sure you allow time to scrape frost off of the windshield. We have a hard freeze warning in effect for solano county, all the areas in purple inland are where we do have the freeze warning and a light blue shade indicates where you have frosty conditions as you get ready to head out. A look at our High Temperatures today reaching into the low to mid 50s, we will be a little milder today and im tracking some rain so more on all of that coming up in a few minutes. Were following that breaking news out of the east bay this morning, an earthquake in the danville areaover night a day after two other small earthquakes were reported there. Today in the bays pete suratos is live near the epicenter in Monte Vista High School in morning to explain why that fault line in that area typically creates smaller quakes. Reporter good morning, marcus and laura. It all comes back to the mt. Diablo thrust fault. Its a little known fault. We always hear about the san andreas and hayward fault but whats causing some small earth cakes in this danville area. We will show you the area we saw the smaller earthquakes. They are relatively small earthquakes in this area in danville right between stone valley and diablo valley road. As far as the times when it happened it was a span between a few hours that first one at 1 30 registering at a 2. 8, then between 4 25 to 4 26 we saw three more earthquakes between 2. 6 to 2. 9. Back to this mt. Diablo thrust fault, its deep in the earths crash, it pushes mt. Diablo higher. The chances of this fault actually causing a big earthquake above 6. 7, it would be a 3 chance so its a very small percentage. We will continue to monitor things and provide updates throughout the morning on my social media accounts as they come in. Live in danville, pete suratos for today in the bay. There are new concerns as well in morning about money for an earthquake Early Warning system. The trump administrations Budget Proposal cuts 13 million to the usgss earthquake hazards program, it would also cut staffing for that program, the funding cut would start on october 1st. U. S. Department of the interior says its budget justification was proposed to address higher priorities. Were following breaking news out of walnut creek, thats where four people safely escaped an Early Morning fire that heavily damaged a home. You can see this video from within the last few minutes into our newsroom of firefighters when they first arrived to that scene. Were cold that that fire started in a carport at about 4 00 this morning. That home is located on spring brook road right here the 680 24 sler change. Neighbors tell us the response caused commotion and in some cases fears that fire would spread. Well, i just heard the emergency vehicles and then i saw someone at my back door and i got it and he said, you need to leave or does anybody else live here and i said, no i just have a dog and a cat, he said you probably should come outside in case you have to leave. Firefighters say one person who escaped that fire did suffer minor smoke inhalation. Investigators are trying to figure out how the fire started. Back to our microclimate weather alert this morning. Wine growers across the bay area monitoring their grapes this morning as temperatures continue to plummet. Its cold out there. New this morning today in the bays bob redell joins us live in livermore with the impact that this freeze could have on some of the vines out there. You found out, bob, that it could be a good thing. Reporter yes, good morning. One wine maker out here in livermore tells us they are concerned that this season has been on track for an early bud break, thats when the buds break open and start to flower sooner than usual. Which could spell a possible repeat of 2015 when vines like these bloomed too early, the rains came and in some instances washed away the pollen, which meant no grapes. This vineyard told us their vines only produce 50 of the normal load of fruit that year. That i remember wine maker hopes that this mornings freeze that i can feel right now, they hope that this will slow down this years possible early bud break. Its going to slow it down, it will delay t which is good because right now its still too early. If we have stuff pushing too soon then we risk damage to the flowers when it rains because we usually get some rain in march. Youre happy with this potential freeze . Yeah, its fine. Hopefully this is the last one. We dont want those going into march, then, yes, we will have problems, but at this time of the year were okay, but were getting to the end where we would like you know, we want it to stop. Reporter theres also a risk this morning that any vines here in the Livermore Valley that have already begun to flower could suffer frost damage but that would just be a handful since most of the vines have yet to bloom. There is really nothing that wine makers would be able to do about it, they dont are watering systems in place because the freezes are so rare, but there you can see the frost starting to form on the ground outside these vines and i can tell you right now just feeling [ no audio ] we lost his microphone there. Im sure he was telling us how cold he is with the frost on the ground. All right. Thank you very much, bob. A lot of people this week they are experiencing ski week. A lot of folks in the bay area always head up to tahoe. Yeah, that is lake tahoe, believe it or not. The winds have been hitting the lake there, the speeds between 30 and 40 Miles Per Hour this weekend. Really tossing the waves up there. 6 37. This week marks one year since these devastating floodwaters really ravaged a lot of homes, sweeping those homes right here in san jose. Take a look at all of this right here. This is when the coyote creek overflowed its banks after relentless rainfall. This year were dealing with a different story, almost no rain at all across the bay area. Right here you can see across the state even. It looks like the latest Drought Monitor we are not in danger just yet but the state leaders are preparing. Californias water Board Members today will debate making permanent a series of previously temporary restrictions. That boosts the Water Conservation even when there is no immediate drought threat. One rule would be would ban using hoses to wash down those sidewalks, another would require automatic shut off nozzles for the hoses when you wash cars. Those new rules would take effect in april. At 6 38 on your Tuesday Morning we have a developing story in the south bay. Scary moments for a San Jose Police officer. Someone slammed into his patrol car and then they just drove off. This morning the search continues for the driver. Police say the officer was looking for a stolen Chevy Silverado near tea tree and authorize ton way, thats when a white tahoe barrelled into the Police Patrol car. Police believe the driver of that tahoe is somehow connected with the stolen chevy the officer was looking for. The officer was not hurt. Were looking over here the rest of your commute moves well, looking at the south bay with a build now, thats kicked in over the last 20 minutes. A build for hayward for the nimitz, standard over there. A concern right here, we just heard about a crash just behind the shield south 101 just past that Robin Williams tunnel coming down in towards San Francisco. We have two of your four lanes blocked. Lanes over to the right side are open. Watching for more slowing kicking in over the next probably 20 minutes. We will track that and a slow drive toward the bay bridge. The sensors show that slowing there as we come back to the desk a reminder that the mass transit [ inaudible ]. A lot of people have a fourday weekend which makes you think whats going on for the next weekend. Right. Especially when its this cold out there, you are like i cannot deal with this, i am ready for my weekend right now. Lets talk about how cold it is because you do have to get through today. It has dropped down to 24 degrees now in napa, its 28 in livermore and morgan hill, 27 this morning in santa rosa. Lets talk about saturday now. It will still be chilly during those morning hours, but during the afternoon were going to reach into the mid 50s. A lot of sunshine and that will be the key because on sunday more clouds will move in and we will still have those same temperatures up to about 60 degrees inland, it will be a chilly one. If its going to be this cold you might as well be in the sierra, right . Kirkwood is going to be only up to 20 degrees, yes, thats the High Temperature on friday. As we go through today its going to be all clear, sunshine, highs in the low to mid 50s, getting dress this had morning, boy, is that very important because you do need lots of layers. You need to start out with a sweater or a hat and also a good idea to make sure you have some gloves, something to keep your hands warm, especially if you will be outside for quite a while. A live look from livermore this morning where were getting an idea of just how those freezing temperatures could impact the wine harvest. The wine growers are monitoring their grapes, but say that the cold temperatures could actually be a good thing. Today in the bay spoke with one wine maker who says that part of the valley they have been on track for early bud break. That happened back in 2015. The vines bloomed too early and then it rained which washed away the pollen and stopped grapes from growing. The wine maker says that the cold weather could slow down the bud break.
