Reporting along southbound 680 at main street, you can actually see those Speed Sensors starting to pick up some delays, it appears one of those vehicles may be blocking one of the lanes and thats going to cause some delays, especially because its already 6 00. Were also following another cratch along eastbound 84 right before 680. You can see just before that traffic collision the yellow and the red, Speed Sensors definitely showing some slowing. Its time to head out now because that traffic is definitely building. I will send it back to you. Developing this morning, a shelter in place has been lifted after a fire at a scrap metal yard in richmond. This is video at the fires peak yesterday. You can see the thick plumes of smoke and the flames. Pete suratos is live at that scene with the major progress firefighters have made overnight. Pete, it looks like they have things under control at this point. Reporter yeah, marcus, things are definitely under control here on south Fourth Street in front of that metal facility that caught on fire yesterday. Of course, its a much different scene here. Look, as were standing here you can still kind of smell that odor in the air but i confirmed with richmond fire that there are no longer high levels of chemicals in the air since that fire is under control. No shelter in place for folks in this area. You guys are taking a look at the scene yesterday when those flames were very high. According to richmond fire theyre saying this all started just after 5 00 underneath a pile of scrap metal at the recycling facility. Its too early to tell what caused that fire, but immediately fire officials ordered five neighborhoods in richmond to shelter in place. Basically right now crews are working with the facility to move piles of that scrap metal looking for any hot spots. Fire crews are dealing with steam and smoldering, different than last night. I had a chance to speak with richmond fire about the scene last night. It was a really large pile when we got on scene some portions were up to 30 feet tall and the fire was at the highest point in the center of the pile. So what we have had to do is work with the heavy equipment to remove that metal and peel it away. As we do that it actually provides oxygen to the pile which gets flareups so that became a problem overnight, trying to extinguish the fire. Reporter once again those affected neighborhoods were santa fe, atkinson, North Richmond and richmond parkway. You no longer have a shelter in place so richmond fire says you can open your windows that shelter in place is no longer in place. We still have fire crews on scene, five fire trucks last time we checked theyre dealing with the smoldering in that scrap metal but the good news is that shelter is no longer in place and folks are able to resume their normal activities throughout the day. This morning where there is still a lot of talk about President Trumps first state of the Union Address. President trump called for unity and tried to strike a conciliatory sorry conciliatory tone. Yeah, what it means is republicans and democrats are still at odds this morning. I can tell you, though, this speech was the third longest in state of the union history. The president started out with the first half talking about the economy. Prurp outlined his economic successes in his first state of the Union Address. We enacted the biggest tax cuts and reforms in american history. Reporter the president set an ambitious agenda for his second year in Office Starting with a 1. 5 trillion investment to rebuild the nations infrastructure. He called on democrats to work with republicans to act on the immigration plan the president laid out. One where nobody gets everything they want, but where our country gets the Critical Reforms it needs. Reporter the president called for an end to chain migration. Under the current broken system a single immigrant can bring in virtually unlimited numbers of distant relatives. Under our plan we focus on reporter democrats also sending a silent message wearing all black in support of the me too movement. Their official response this administration isnt just targeting the laws that protect us, theyre targeting the very idea that we are all worthy of protection. Happening today parents at Marshall Elementary School will meet to discuss a disturbing incident that reportedly happened on campus. Listen to this. A popular teacher being charged with child endangerment after allegations surface that had an dress tobar held a young student over a second story balcony in campus back in december. Tobar surrendered to Police Yesterday but some parents say they want him back in the classroom claiming they dont believe he would intentionally hurt a student. I dont think so. At least, i mean, not intentionally. I dont think he would do that. He would give his life for these kids. I dont think he would so i think its being handled really unfair. The School District put tobar on paid leave. He is expected to answer to charges in court later this week. A followup now, Stanford University says its canceling plans to put a plaque on the campus site where a woman was sexually assaulted. The decision came after the two sides could not agree on a quote for that marker. Spokes persons for the University Say that they are deferring to the woman who decided not to participate after the school rejected several quotes she offered from a statement she read during the june 2016 sentencing of brock turner. Stanford law professor and friend says the victim the victim says that the universitys poor handling of this situation scuttled the plaque meant to acknowledge sexual assault. Late last night the city decided on a sixweek deadline to lock down a new permanent home for that statue. Its been in the lobby there at city hall for decades but activists want it gone. A Lunar Eclipse occurs when the moon passes through the shadow of the earth, a total Lunar Eclipse started at 3 48 this morning. The sky has been Crystal Clear all morning. Totality began at 4 51 and ends right about now, the super blue blood moon is a rare event, the last one occurred in 1866. This is the first time in about 150 years that we have had three Different Things happen at the same time. This is so cool. Like its not going to happen for long so im happy i came. Reporter so if your kids are just waking up right now, tell them to get outside and take a look, theyre seeing a partial eclipse of the blood moon. The company will also reportedly cut orders for components used in the phones. Apple hasnt commented yet, but the company is set to release its first report on iphone x sales tomorrow. Theres word that the feds are investigating apple. They want to know more about how and why apple slowed down some folks iphones. Apple has admitted to doing this. It sent software to some phones to slow them down to save Battery Power after it noticed that some iphone batteries were not performing as well as expected. Happening today, disgraced former team u. S. Sa gymnastics D Larry Nassar will be back in the courtroom to face more victims. Last week a judge sentenced nassar to 175 years in prison for sexual abuse. The gymnast tied to that case were able to confront nassar in court two weeks ago. Todays case is separate and is tied to sentencing for assault cases at an elite michigan club. More than 50 victims are expected to present their impact statements today. 6 26. Happening today a reminder to employers today is the deadline to file w2 forms. We call it a blue moon because this is the second full moon in a calendar month, but it doesnt actually appear blue as you can see, but it was a blood moon when we see the earths shadow cast on to the moon it makes it appear as a red hue. Now, it did start at 3 48 this morning with the partial eclipse and then as the morning went on we saw the bright red hues on there, it was really beautiful if you missed it you will be able to go on our twitter page and also nbc bay area and you can see all of the videos and pictures there. Weve seen fog rolling by and for some thats been a little bit of a damper and like for a lot of people trying to watch the eclipse, but we have about 30 to 40 more minutes being able to see more of the moon appear as we go out of the earths shadow and seeing its going to be for the next 40 minutes id say a nice one to see. And were looking at some Poor Visibility in spots down to about threequarters of a mile in santa rosa and napa. Weve seen low visibility there at times. Elsewhere it is mostly clear. Hopefully you will be able to get out, get a look before you get your stay started. Weve got a couple of things going on, so right now if you look at an overall look at the bay area you can see were starting to see yellows and reds, but this is one i want to pop up because there is a crash along westbound 80 at pinol valley road. Chp has not issued a sig alert but in the chp report they say it might be advised so im going to keep a close eye on that. Coming sky way we may want to hop off of that highway entirely before even thinking about jumping on before this exit, also back behind frances street, just take the surface streets in this area because this looks like its going to be pretty heavy delays throughout the Early Morning hours. Happening right now all eyes are on the sky this morning as we monitor that historic lunar trifecta. Here is what it looks like right now from the Research Center there, it is a blue moon, a super moon, blood moon. This is only the first time that its happened since 1866. Reporter yeah, you know, its been good, one thing just listening and talking about this i think we all agree we need to come up with a better name at some point for this kind of thing, maybe in 185 years we will come up with something better. The moon very low, its going down on the horizon. Im in south san jose. You may be able to catch a little bit of it depending on trying to get out of the way of houses and trees. It is a clear sky, though. Some of the cloud covering that was here a little earlier this gone and because weve now transitioned from the red back into the sort of post eclipse white you are seeing a very bright moon. This actually for those of you who do have telescopes or those who like looking at the moon for the naked eye, this morning is part one. Tonight we see the super moon and that will be 20 closer than usual so its going to be another very bright night this evening. What you are looking at is some shots we were table to take early this morning near totality when the red light was reflecting off the surface of the moon giving us such an incredible rare event. I know youve been talking about whats been going on up at chab chabot, we were at foothill observatory yesterday, some of us who just want to go to a nearby parking lot and pull out the telescope and do it by ourselves. What we call backyard astronomy a way to bring people in and try to get people interested in this kind of thing, especially young people. Its been a fun morning. Again, getting low right now, there is still a chance to see it all, totally visible with the naked eye and its been a really cool morning. People sharing pictures online and its just been that kind of a day, the kind of day we havent seen since the eclipse of some time ago. Tonight another chance to see the super moon where the moon will be 20 closer to the earth. So weather permitting it should be pretty bright. Send it back to you guys. Happening today leaders of a struggling south bay School District will try to hammer out their planned closures. The oak grove district plans to close four schools at the end of the school year. District leaders say enrollment dropped by 1,000 over the past four years adding up to losses of about 50 million in revenue. In all there are six schools that are on the list of possible closures. The bay area ballet instructor of accused of molesting is minor is expected in court today. Viktor kabaniaev is expected to be arraigned in a Martinez Court this afternoon. Contra costa county prosecutors say he molested a girl under the age of 14. The instructor has worked in several local Ballet Companies including in San Francisco, walnut creek and daly city. Investigators say its possible that there are more victims out there. Sonoma county is reportedly planning legal action against pg e for those destructive north bay wildfires. The press democrat reports that the county plans to file a 25 million lawsuit to cover costs of clearing debris and replacing temperature there. Cal fire still has not determined the exact cause for the fires, but the utility says it is still focused on recovery efforts. This would be the first firerelated lawsuit filed by a government entity. New this morning, Sonoma County deputies credit an alert resident on noticing this truck in an area destroyed by last octobers wildfires and then reporting that to authorities. This may look like a work truck, but investigators say the two suspects were actually bogus cleanup crew members, complete with fake uniforms and hard hats. They were stealing from burned out properties. They are accused of taking metal and tools and selling those for profit. Boft of the men are facing felony theft charges. You may notice street signs in parts of the north bay you hadnt noticed before. Those signs come after last years bear fire. Take a look. In the distance you will see new Fire Evacuation route signs along los gatos and month sareen know. That need came to light after the bear fire last october which you might remember burned six structures and nearly 400 acres in the Santa Cruz Mountains in october. Some folks found themselves on small back roads they might not have used before. Los gatos and month screen know and the Fire Department are who sting a community ton to address escape routes, how to build a 72 hour survival kit, also they will talk about Defensible Space and other questions citizens might have. Warm temperatures will continue, even warmer for those inland valleys on saturday, look at that, 74 degrees and 70 degrees by the bay. We will see some nice warm temperatures also for the coast. This continues into sunday. All weekend long weve got some cool mornings and warm afternoons headed our way. If you are going to be celebrating the Lunar New Year in oakland, that will be happening on saturday at the asian cultural center, its going to be a nice day. Starts out in the upper 50s, warms up to 65 degrees and then if you are going to be maybe hitting the road this weekend going to Russian River valley check out these temperatures, 77 degrees, thats going to feel like the end of spring here and its going to be a very nice one also for watching some of the games on sunday or watching the big game on sunday if you are going down to l. A. , 75 all weekend with some sunshine and if you want to get away from it all, go hiking in muir woods its goes to be also really comfortable there. S. Navy is holding a Community Meeting on the ongoing cleanup effort at Hunters Point shipyard. In the meantime our Investigative Unit has been unearthing new information about the cleanup. Navy officials tells us they have been reviewing radiation data from the contractor tetra tech. Officials believe 50 of that data showed inconsistencies and that a good portion of that is likely fraudulent. That could lead to more cleanup. The 900 acre site was once home to a radiological defense lab, it is now set to become one of San Franciscos largest redevelopment projects including new homes, parks and shops. We begin with live pictures in richmond in morning, air quality leaders lifted a shelter in place just a couple of hours ago, this after a fire broke out at a scrap metal plant. That fire started about 14 hours south Fourth Street near interstate 580. Thick plumes of smoke were seen in that area and firefighters are still on the scene this morning watching for any of those flareups. Tollbooths at the richmondsan rafael bridge will be staffed again this morning now that the shelter in place is lifted. All new this morning firefighters are on scene at a fire that damaged a home in los altos. This started an hour ago on cles crescent drive just south of interstate 280. No word about any injuries or how many people might have been inside the home at the time, but firefighters do believe a log somehow rolled out of the fireplace and on to the floor and thats how the fire started. Parents at a San Francisco Elementary School are meeting this morning to talk about a disturbing incident that reportedly happened on campus, a popular teacher at Marshall Elementary School is charged with child endangerment accused of holding a young student over the second story balcony on catch us. The alleged incident happened back in december, that teacher andres tobar turned himself into police on tuesday. Some parents say they dont believe the allegations and that they want him back in the classroom. Tobar is expected in court later this week. Stanford university now canceling plans to put a plaque at the location where brock turner sexual assaulted a woman. This comes after a disagreement over that plaque. The victim of the assault decided she didnt want to participate after the school rejected several quotes. The quotes were from the statement she read during turners sentencing in june of 2016. California State University board of trustees is considering raising tuition for a second straight year. The board says that the governors new proposed budget doesnt have enough money for the 23 csu campuses. The trustees are considering a proposal that would raise instate tuition by 228 for the 2018 19 school year. That would bring the cost of undergraduate tuition to nearly 6,000. Today is an important deadline in terms of your taxes. It is the deadline for your employer to file your w2 de f which means that you will be able to file your tax returns. You cant get started as early as kari likes to this year. This year the deadline was pushed up after a new medical law passed to make it easier for the irs to detect and prevent refund fraud. The irs must also hold some refunds until february 15th. Today is also the deadline to get your free credit freeze through equifax. This comes after last years equifax data breach.
