Mud flooded her backyard. So, this there used to be a fence right here. Thats my neighbors house. Devastated. Last month, wildfires swept through the same area. As you know, this means there is really nothing to hold back the rainsoaked hillsides. Right now, mud flow is blocking highway 101 along the coast. Nbc bay areas Anousha Rasta just arrived there in montecito. Anousha, what have you been able to see with your own eyes of this damage . Reporter a lot of devastation. Marcus and laura, if you are unfamiliar with this area. Montecito is actually an unincorporated area of Santa Barbara county. Multimillion dollar homes. Today unrecognizable after rivers of mud plowed through air yeah here. We are near an area called glenn oak. You can see a lot of problems out here. A big mess for folks to clean up. On the drive over, weve seen downed trees, down power lines, homes smashed, cars submerged in mud. The destruction is just overwhelming. Now the streets are still covered in mud. Many of them are closed. They are impassable. One resident who says hes lived here for 14 years tells me many of his neighbors are missing. They are unaccounted for so there is a lot of panic. We know at least 15 people have died because of these mudslides. First respond First Responders are working tirelessly to look for survivors. Many people are trapped. They need to be rescued. The search and rescue efforts become difficult once the sun goes down and it gets dark out. There are so many hours in a day where the efforts would most likely be successful. First responders are urging folks to stay away from the affected areas if you dont need to be here. It is still very dangerous. You can see the levels of mud are still high. It is deceiving. You think youre standing on a flat surface and you step mud and get stuck. It is dangerous. Also important to note, caltrans says that 101 is closed in both directions from highway 126 down in ventura up through montecito, up to highway 144 in Santa Barbara. Again, 101 closed in both directions down from highway 126 in ventura up through montecito to highway 144 in Santa Barbara. Caltrans says 101 likely to be closed for at least another day because of a lot of heavy debris. So, again, an alert for drivers there. One of the biggest concerns right now is safety on the roads. Nbc bay areas pete suratos joins us live from napa. Pete, i know youve been there throughout the morning. We saw you on today in the bay. How much progress have they been able to make . Reporter good morning to you, marcus. Theyre still making progress. As you can see behind me, the road is still closed, but the biggest concern remains to be the stability here on highway 121. I did just speak to caltrans. They were planning to reopen this road at 7 00 p. M. He said thats not the case. Still yet to be determined. Chp is on the ground conducting their investigation and you have the geologists with caltrans here and theyre checking out the stability of that hill side. Highway 121 behind me is closed, at least up to kenso estates. Theyre going to hit the estates and hit a uturn because its closed from kenso estates to Wooden Valley road. Caltrans workers have been driving towards the scene all morning long to look at this incident. Here is the video from overnight. According to chp, theyre saying this rock slide happened around 5 00 p. M. Yesterday. Nearly a day this has been happening. After a rock dislodged from the hillside on 121, striking a car and sending it into an embankment. What caused that rock to dislodge is still under skregs, but i want to point out this rock slide is in the vicinity of the atlas fire but chp cant confirm if this is at all connected to it. I did speak to a driver this morning who is familiar with this terrain. Heres what he had to say about what took place. I always wonder about that because people that drive up and down and its a lot of people that drive by there, and im assuming that it was going to happen sooner or later because there have been major landslides in the past. Reporter i did some research on that, and it looks like hes referring to an issue of erosion last year here on highway 121 in the same area in march that shut down the highway momentarily. So the new piece of news this morning, chp and caltrans geologists are there on the scene investigating, but no word on when the highway will officially reopen. Lets talk about what makes a hillside into a hill slide because we were talking about all of the mudslides not only here but the rock slides in the north bay. Weve had 2 to 5 1 2 inches of rain and there will be some lingering impacts as we are going to still see a lot of loose soil, loose rocks, especial and as that rain came down quite heavily. We have a gravitational pull pulling down all of those materials and then you throw in some rain as well and it just makes it easier for all of those particles to become a lot looser and cause that mud or the rocks to just go sliding down the wood the hillsides. And we are going to have that potential of still some moving earth, even well after the rain is over with. Its going to be unstable in some of these areas. So thats something well have to continue to watch after this very heavy rainfall. Not only here but also in Southern California. And now as we get a look at whats happening out there, we are drying out but we are going to have more rain in the forecast. Police are investigating who that car belongs to. We are working to find out more about a deadly officerinvolved shooting in the south bay. San jose Police Officer shot and killed a man. Nbc bay areas bob redell joins us live at San Jose Police headquarters this morning with more. Bob . Reporter good morning to you, laura. We are still wait for an official statement from the san jose pliolice department but a w enforcement source tells us the officerinvolved shooting in south san jose was fatal. That the man who officers shot did die there at the scene. Also the source tells us that the officers involved were wearing body cameras, that the cameras were rolling and that they did record the incident. The shooting happened around 5 15 yesterday afternoon. Someone called 911 because the man might have been trying to break into the facility. If youre not familiar, the metcalfe Energy Center is the large structure on the west side of 101 in south san jose which provides electricity for parts of the city. According to the mercury news, responding officers approached the man sitting in a parked car near a gate. He got out of the car armed with an ax. One officer opened fire where he refused to drop that ax. As i mentioned, the man died there at the scene. This is the first officerinvolved shooting this year for the city of san jose. The facility is owned by cal pine. Their spokesperson did send us this statement yesterday. Im quoting here, we can confirm there was an event involving an intruder and local Law Enforcement at our facility. Our employees are safe and we are cooperating with authorities. Back in 2013, you might recall at least one person with a rifle fired shots at the nearby metcalfe substation run by pg e and damaged some of the equipment on site there. Sheriff laurie smith called it an act of sabotage with the intent of shutting down the system. No one has been arrested in that incident. Now Palo Alto Police did confirm to nbc bay area that a group of as many as ten men and women entered this nordstroms store at the Stanford Shopping Center shortly before closing sunday night and swiped 100,000 in gucci handbagings by cutting the metal security cables at the counter. Palo alto Police Captain confirmed what the Palo Alto Weekly reported that the purse snatchers made off in two stwat getaway cars, one a nissan sentra, the other a honda or acura with no license plate. A San Francisco federal judge ruled on tuesday washington must keep parts of the daca system in tact. Specifically it must allow d. R. E. A. M. Ers to renew their registration with the federal government to stay in the united states. Now that led the president to tweet, it just shows everyone how broken and unfair our court system is when the Opposing Side in a case such as daca always runs to the ninth circuit and almost always wins before being reversed by higher courts. The ruling does not allow anyone new to register and it still allows the government to deport any d. R. E. A. M. Er who breaks the law. All of this comes, of course, months after the president said he would end the obamaera policy and challenge congress to come up with new legislation to protect d. R. E. A. M. Ers. The president held a bipartisan meeting to talk about daca and some other issues, and in the process really managed to confuse a lot of people on tuesday. Hes long maintained republicans would not solve the daca program until they got a wall on the mexican border, but in this meeting he seemed to indicate he might compromise on that. The president then later tweeted the clarification. Our country needs the security of the wall on the southern border, which must be part of any daca approval. A Southern California district supported Hillary Clinton over donald trump by seven points and issa squeaked in in 2016 by a margin of just over 1,600 votes. The victory was so close it wasnt called until three weeks after the election. Issa is one of the wealthiest members of congress after running an auto security company. 18 republican incumbents said theyll retire from congress this year, with many anticipating a difficult environment with President Trump battling low approval ratings. As we look live right now in San Francisco, a lot of people getting out there but there still may be a little mist and drizzle coming from the air. Lets talk about how much rain weve measured and how that compares to the normal amount we should get by this date for our water year. In santa rosa, weve measured almost 12 inches of rain, but were still lacking about 4 1 2 inches of rain. So the present of averages right now at about 72 . San franciscos had 7 3 4 inches. We are looking at still about 2 1 2 inches to catch up to normal. Oakland measuring over 7 inches of rain there. Weve had some decent amounts and the last round of rain helped boost our numbers here, bringing it closer to normal, but in mountain view, 4 inches of rain, livermore, about 4 1 2 inches of rain. San jose had a little over 4 inches of rain but we still need 2 inches to catch up normal. Right now we have Cool Temperatures in the upper 40s to low 50s. Our high temperatures reaching up to 60 degrees in san jose and also to 60 degrees in cupertino. Upper 50s to low 60s today. Oakland, 59 degrees and 59 in san mateo, 59 also in the Mission District and 58 degrees today in sonoma and napa. So its going to be a cooler day. And then as we go through the rest of the afternoon in evergreen, a lot of clouds. Once again, not going to see a lot of sunshine today because of this weak disturbance dropping in and bringing in some light rain here and there. There will be another system moving in, but this looks to bring rain only across mendocino county, maybe northern Sonoma County tomorrow during the afternoon. While the rest of the bay area will we dry. Well also have a dry weekend, but then the next storm system will be getting its act together out there in the pacific and moving in by the first part of next week. Right behind that, another system. So we are going to have more rounds of rain moving in and its going to be dry for the weekend for San Francisco. You can make plans to get out there and enjoy it. Hospitals seeing a surge of sick patients. It was terrible, the coughing. Reporter the cdc says 46 states are now reporting widespread flu and more than 41,000 flu cases have been reported, nearly three times more than this time last season. California has been hit espe especially hard, at least 27 deaths there of people under 65 since the flu began in october. This hospital near san diego opening a triage tent to care for the flood of patients. Emergency services stretched thin from omaha about 1,200 positive flu tests. About 400 of which came last week. Reporter to dallas. We are now seeing 12 to 15 cases per day of people calling 911 with flurelated symptoms. So that is a 611 increase. Reporter the strain responsible for the outbreak is known at h3n2, a particularly deadly variety of influenza. Making matters worse, hospitals nationwide are facing a shortage of iv bags because a major manufacturer is in hurricaneravaged puerto rico. Any time you see more patients especially with flulike symptoms where they could be dehydrated, you need more iv fluids. Because the iv fluids are limited, that means theyre not able to give out as many as theyd like. Reporter at this Medical Center in brooklyn, theyre feeling the strain but managing so far. There has been a shortage of these kinds of medications, iv fluid bags, however, this has not adversely affected patient care. Reporter doctors say the best preventive measure is still getting a flu shot. Did you get the flu shot . No, i didnt. I should have gotten one. Youre washing your handles, right . Gabe gutierrez reporting there. Initial reports suggest this years flu vaccine was only 10 effective. Although doctors now say its likely higher than that. Still they say its better than nothing. A followup now, the man accused of sexually assaulting a san jose teacher could be out on bail as soon as today. 23yearold andrew made his accused of assaulting and robbing a harker middle schoolteacher Tuesday Morning before the school opened. The judge did not allow us to save his face. This is Surveillance Video of him shortly before the attack. Once he posts bail he will be fitted with an ankle monitor and must stay at least 100 yards from the school. He should be back in court to enter a plea next month. A high school in morgan hill has been vandalized numerous times over the past few months and Police Believe this man may be responsible. Investigators believe he spray painted the school. The campus has also been hit by theft but they dont believe this is the person that is behind that particular crime. If you recognize the person youre asked to call morgan hill police. A u. S. Figure skatingrying the bay area got a taste of the epidemic of car breakins. Someone broke into her suv her parents rented and parked in japan town. She was in town after spieth in the u. S. Figure skating championships in san jose last week. Her ice skates were stolen, along with two custom skating dresses. This is video of her competing in one of those dresses. Theyre worth more than 1,000 apiece. The dresses are very personality to me and they mean a lot to me, and if they could please return it, that would be very much appreciated. Developing story, south koreas president today gave President Trump credit for yesterdays formal talks between north and south korea. The talks were the first in two years that led to the announcement that north korea would send a delegation to the olympics next month. This is in south korea. Reporter president moon praised President Trump for what he calls his huge contribution to making the talks happen, and president moon said hed be open to having a summit with kim jongun, north koreas leader. But yesterday was a good day for president moon. The talks were positive. He will get his peace olympics next month. But they were an even better day for kim jongun. Where were just finding out there has been a power outage at the Las Vegas Convention center, home of the Consumer Electronics show. Thousands of people are there right now. Hes going to keep us posted as well on his twitter feed. More vehicles are being recalled because of a problem with the takata air bags. This is already the largest series of automotive recalls in u. S. History. Toyota and honda are recalling more than 1 million additional vehicles. Those Companies Say impact to customers will be notified within the next couple of months. They come after takata revealed another 3 million inflaters are defective, they, too, can explode and fire shrapnel. In all, at least 20 people have died and more than 280 others have been hurt. The problem brought a criminal conviction and fine against takata and forced the Japanese Company into bankruptcy. Consumer investigator chris chmura is here to help explain how our Response Team helped sort out the bizarre situation. When michael modestos radio went out, he tried to fix it himself. He found a fuse labelled spare and switched that fuse with a new one to get the radio working. Well, the radio did work, but the car wouldnt run. Michael towed his car to the local dealer where he learned his transmission had failed. Why . Michael says the Service Manager told him the spare fuse was incorrectly marked but it was actually linked to the transmission and thats what caused the failure. Michael paid 175 to fix all of this. But he didnt think he should be on the hook for anything because the fuse was incorrectly marked, right . So he filed the claim with dodge for a refund, and you can guess what happened, they denied that claim. He reached out to us for help. We contacted dodge and michael received a 175 refund. Fiatchrysler, dodges Parent Company wouldnt confirm if it the fuse was incorrectly march, instead its pleased to resolve this issue and extending an apology to the customer. Pretty even temperatures all across the board and we wont see much of a change here as we go through the rest of the day through that commute. The roads may still be a little bit wet in a few spots, especially where we have the very light rain coming down but not expecting any heavy rain or standing water on the roadways.
