The san diego coast guard released video of rescuing people from the mud. Here is the latest. 15 people died, up from 13. At least two dozen people are missing this morning. You see rescue crews doing what they can to get to people. The area was devastated by the massive fire last month. Highway 101 is closed in that area right now. Today in the bays kirk hawkins is live in montecito. We get to see the devastation behind you right now. Reporter its really incredible, marcus. We are live on the 101 freeway. You can see behind me, it is covered with mud and debris. Within the last five minutes or so, we have seen a lot of emergency officials headed through the area. They have a lot of work to do to clear the mess out of the way. At the same time, an allout search is under way for survivors. A big concern for officials, right now, is the access. Its amajor issue for First Responders. Off the coast of Santa Barbara county recovery after a massive mudslide. The coast guard called in to help with the evacuation. Certain neighborhoods got hit bad. Some houses are wiped out. Reporter from the air and on the ground, the search continues for survivors, neighbors helping neighbors. A little baby. Got it out. Got the mud out of its mouth. I hope its okay. Reporter yesterday, First Responders managed to pull a 14yearold from her collapsed home. It was so hard to hear her. We could have easily taken two more steps and not heard her at all. Reporter last month, the rain was needed as flames scorched thousands and thousands of acres. A mudslide taking place. You can see the power of that water. I heard the wind and the rocks. I looked at the river and trees were coming down. We had four feet of mud raging through counter high, through my house. It was like in the middle of a river. You see water gushing down the hills. Reporter now, storms in those same communities are destroying much of what the firefighters were able to protect during the biggest wildfire in state history. Back out here live, local transportation officials are telling us that it could be until thursday before this stretch of the 101 is once again able to open. Happening now, the mudslides are the latest in the series of natural disasters for our state. The governs office for Emergency Services is working around the clock. At oes headquarters, officials from caltrans, fema and other agencies are communicating with crews in the mudslide zones to make sure they have enough resources. 2017 was a record year for the number of days the Operation Center was up and running because of the fires and storms. It used to be when this activated, it was a big deal and we would do it several times a year. It seems like we never shut down in 2017. Here we are, the first ten days of 2018, we have activated and into another set of disasters. Its just become the norm for us. The oes is conducting recovery operations from the storms from early last year, including the issues of the oroville dam spillway. We know one person is dead after an officerinvolved shooting outside a power plant. Bob redell is live with what we know now that new information from overnight. Within the past 90 minutes, police wrapped up their investigation here at the Metcalf Energy Center here. Its the large facility at the end of the road. You can see the crime Scene Community bus along with a convoy of squad cars leaving the sight around 4 40 this morning. The person who was shot and reportedly killed by police had been trying to break into the facility yesterday. The mercury news reports around 5 15 last night, they approached a man sitting near a parked car. He got out of the car with the ax. At least one officer opened fire when he refused to drop the ax. According to the mercury news, he was killed. A spokesperson sent a statement, it was an event involving an intruder and Law Enforcement at our facility. Our employees are safe and we are cooperating with authorities. This is the first officerinvolved shooting for 2018. There were eight last year, half of them deadly. You might recall in 2013, we are going back almost five years ago, at least one person with a rifle fired shots at the nearby metcalf substation run by pg e and damaged equipment. That claim, that daca policy is unconstitutional is at the crux of the reason the judge in San Francisco ordered the halt. Transmission fae nbc bay area responds to a san jose man who says a car radio glitch caused a transmission failure. Chris chmura is here to explain how the Response Team helped sort out the bizarre situation. When michaels radio went out in his dodge, he tried to fix it himself. He found a fuse labeled spare and he switched that fuse with a new one to get the radio working. Well, the radio did work. Then the car wouldnt. The car wouldnt run. Michael towed the car to the local dealer where he learned the transmission failed. Why . Michael says the Sales Manager said the spare fuse was incorrectly marked. It was actually linked to the transmission and caused the failure. Michael paid 175 to fix all of this. He didnt think he should be on the hook for anything because the fuse was incorrectly marked. Right . He filed a claim with dodge for a refund. You can guess what happened. It denied that claim. He reached out to us for help. We contacted dodge and michael received a 175 refund. Fiat dodge wouldnt confirm if it was incorrectly marked. Instead, it said it was pleased to resolve the issue and extend apologies to the customer. When a rock dislodged from the hillside on 121, striking a car and ending it into an embankment here in napa. Own the website, i looked at what can cause landslides like this. Typically, landslides or at least some point landslides can be triggered by bigger events like earthquakes. Its triggered by intense or prolonged rainfall. Burned areas are sus speptabcep landslides as well. The conditions are considered dangerous. The information on that deceased victim is minimal. Unfortunately, i dont have the information. Its treacherous terrain. The Fire Department did repel down for life saving measures and confirmed a fatality. I do not have information beyond that right now. Reporter chp did point out, we are in the vicinity of the atlas fire, but no confirmation if this is connected to it. The examiner is reporting this morning that the commissioners unveiled the plan yesterday. The camera equipped drones would examine seawalls when a quake strikes. Engineers investigated by boat. New this morning, the search for bandits with expensive taste targeting a popular mall. Police told us thieves made off with 10 100,000 worth of handba. This happened at nordstrom sunday night. Seven people stormed in and tole the handbags. They dropped them and draped them over their arms and got out in less than one minute. As we look at whats out there now, what we are expecting today, it is mostly cloudy. A slight chance of showers and temperatures upper 50s and low 60s. As you are getting dressed this morning, it will be a reminder it will be cloudy. We dont need all the rain gear we had the past couple days. It is cool, so you need a warm jacket and long sleeves. As the day goes along, you dont have to lug around the rain gear. We are only going to see a slight chance of rain, a quick one and done moving north to south and a slight chance of rain tomorrow, then we dry out for several days with more storm systems lining up in the pacific for early next week. Some two dozen people are missing this morning. Rescue efforts are under way. A stretch of 101 is shut down in the area, covered by mud and debris. In the north bay, there are concerns highway 121 is not stable. It is prompting road closures following a deadly rock slide on tuesday. Chp says a rock dislodgeed from the hillside, hitting a car, sending it down an embankment, killing a person inside. Authorities are not saying whether the fires are a factor. Caltrans are sending a geologist to the area to check the stability of the hillside. A live look in san jose near the Metcalf Energy Center where San Jose Police officers shot and killed a man they say was armed with an ax. A crew filmed the video two hours ago showing them wrapping up the investigation. Police were called to the facility before 5 00 about an armed intruder. The suspect has not been identified.
