In vallejo, winds up to 40 Miles Per Hour sent branches into homes causing Power Outages. They have been on high alert since they issued the red flag warning for the bay area. It is a reminder of the deadly north bay fires in october when similar wind conditions spread flames and embers into multiple neighborhoods. In an instant, everything you have can be jeopardized and threatened. Making sure you are doing your job as a citizen. Thousands of people in palo alto lost power yesterday. There are homes this morning that are waiting for power to be restored. The high winds left two boaters stranded near the old berkeley pier. The winds sent their boat into the pilings of the pier. This is coast guard video of their rescue. Someone called the coast guard around 11 00 a. M. After spotting the men stuck on the pier. The boaters, as you can see were lifted to safety by helicopter. Fire leaders say its the Third Largest in california history. 6,000 acres away from being the largest fire in california history. Conditions are taking a turn for the worst. Some ignored their orders in order to protect their home. When this house was very first built, the fire came, the coyote fire. I dont think we are going put our lives in danger, but we are going to try to do as much as we can to save our property. More than 8,000 firefighters, many from the bay area are battling the flames from the ground and the air. One firefighter died while battling the flames. 800 homes have been destroyed. Now, to the death of mayor ed lee, after a very public tribute to the San Francisco mayor on friday. Yesterday, his family held a private memorial. Thousands paid their respects on friday to view the closed casket, paying their respects to the First Chinese american mayor. He died unexpectedly on tuesday after suffering a heart attack. The most startling weapon was a bazooka. I think we have video of it. As the policy states, no questions are asked. Organizers collected double the amount of weapons compared to last year. Every gun we destroy and get off the street is a potential gun that could have killed somebody or destroy a whole universe, one of those guns. Getting any gun, even if we on the got one, we win it. That is going to help us with the air quality. We saw unhealthy and moderate conditions all week long in the north bay and the peninsula. We are seeing moderate conditions and much better conditions for the east bay and the south bay. Its going to be a great day to head outside. No significant rainfall as we head into wednesday and thursday on the 21st, then jumping ahead toward the weekend on Christmas Eve. It looks like it is going to be fairly dry. I know Southern California really needs that rain. Looks like we are in for a dry december. We are going to end the year off fairly dry. The rain is possible before new years eve. Yesterday, this group walked from union square to pier 14 where kate steinle died after a bullet from a stolen gun hit her. The undocumented immigrant holding that gun was found innocent of killing steinle earlier this month. Protesters say shooting or no shooting, sanctuary cities should not exist. If we think sanctuary cities and states are dangerous, we do believe in immigration. We do welcome anyone who wants to come to the country and do good things here. If you cause crimes, we dont feel you should be here or taken care of by our government. At times the group was tackled by counter protesters, but it remained peaceful and there were no arrests. More than 500 americans got sick this week in several outbreaks of the nor ro virus. The biggest was on board a Royal Caribbean cruise ship. They were treated for the virus this week. Many passengers say their vacation turned into a nightmare. I never [ inaudible ] throwing up everywhere. In eureka, california, three schools closed early for the holidays after more than 130 students got sick. Another 100 cases crept up at an air force headquarters near pensacola, florida. When i took to the ice today, it was kind of had like, i was feeling nervous, but excited at the same time. It hit me like, in a few months, i will feel all this energy and this rush of excitement and nervous energy. Reporter san jose is home to the 2018 United States figure skating championship. The competition that will go a long way to deciding who represents the u. S. At the winter games in pyeongchang. A competition this native won last year, surprising much of the ice skating world, including herself. It was definitely a big shocker for me because going into the competition, i really didnt put much expectation on myself and i was already having a little rough season and just nothing that nothing that i really wanted came out of that season, but reporter but when she did, and very little has been the same since. Even in front of no one, everyone is now watching. It can make her nervous, which she admits has been a weakness of hers in the past. Like the week before, i feel all this nervous energy. Sometimes i dont know how to cope with that. Its frustrating. Sometimes, i feel like im ready for the competition, but once i step on the ice, i feel like i dont know how to skate anymore. Im so nervous. Im so tense. Reporter while karen will work to overcome that obstacle, paulina is facing a different one. Injury. The san jose 19yearold already has one olympics under her skates, the 2014 games in sochi, russia. That experience only left her wanting more. Definitely. In sochi, after the long program, it had only been like three hours i was sitting back in my room in the apartment complex and looking through the photos of the Olympic Rings in the background of me skating and i was amazed. I totally wanted to do it all over again. Reporter a foot injury kept her off the ice for much of the past year. She focused her energies, instead, on her freshman year at santa clara university. I feel like it was almost a blessing in disguise that it happened. Even though i was working really hard the first few years after sochi, i didnt feel as motivated as i did until i came back from the injury because, at that point, it was like, i got to actually see what i was missing. Reporter all that time off the ice, though, have many wondering if paulina will be in top form for the nationals. They call her a question mark. She disagrees. I think im an exclamation point. The law denies federal immigration officials access to jails undocumented immigrants unless evidence suggests they have broken any of 800 laws. The new law is controversial in light of the kate steinle case. So, did the legislature go out on a limb or did they represent the bulk of their constituents . I spoke with nbc bay area political analyst earlier this week and began by asking him if we have any indication if this is what californians want . Yeah, we do, as a matter of fact. Theres new polling data that finds most californians agree with the states efforts according to a study by the los angeles times. 52 support the sanctuary state law, compared with 29 who oppose it. 18 are undecided. These numbers bode well for democrats in the 2018 elections, which will feature the governors race and all the executive branch positions, half the States Senate and all the members in the state assembly. It includes all of californias 53 members in the house of representatives or democrats outnumber the republicans. Between huge democratic majorities in the legislature, the fact that democrats own all of the executive branches and most of congress, this law is used by them to be riding on their coat tails. So, do you think the sanctuary state policy represents a new era . Because in recent years, the state has allowed undocumented immigrants to apply for a drivers license or scholarship to public universities and other benefits. Do you think this is a change . They are not unusual for todays climate. As you alluded, 25 years ago, california voters passed a series of initiatives outlawing affirmative action making english the official state language and stopping them from access to Public Education and local county hospitals and participation of state welfare programs. My gosh, it goes on and on and on. Think about it. Think about it. Over the course of one generation, california has done a 180 on the whole immigration policy area. How do we account for this about face . Has to do with demography. Pete wilson, those characters, nonwhites made up 43 of the states population. In 2015, nonwhite made up 61 of the states population. Moreover, as the states demographic composition changed, so has the make up of the legislature. Again, in 1990, ten nonwhites were elected to the 120 seats in California State Senate and state assembly. In 2016, 38 nonwhites secured elections to the same number of seats. Those data go a long way toward explaining the sanctuary legislation in california, which has 2. 3 million undocumented immigrants or onefourth of the nations total. Put it together. The state and the legislature have become more diversified. Californias political culture values, likewise, have become more diversified and changed. What do you think this says about the federal governments efforts to remove undocumented immigrants from california and also elsewhere . Now it gets interesting. Short term battle between the Trump Administration and many states, including california is going to persist. Its not going away. The struggle is fairly new. Most Big Questions havent worked their way through the courts. A Public Policy institute of california study taken last month found 86 of californians agree that undocumented should be able to stay in the u. S. Just how all of this plays out in the 2018 midterm elections remains to be seen. Given that california has a history of leading the nation in many social issues, the states newest policy providing sanctuary status to undocumented may set the trend for other states in the future. Put it together as the state and the legislature have become more diversified. Californias political and Cultural Values have changed, too. Now to vianey arana with a quick look at the microclimate weather alert we are still under. Thats right, until 10 00 a. M. The reason is the red flag warning is in place until that hour. Eventually, as the winds begin to die down, more breezy conditions, thats when we are going to see the red flag warning to expire. The winds will decrease. Low humidity for the Higher Elevation areas. As we head into the afternoon hours, thats when we are expecting to see one of the bigger changes in the forecast. Thats going to come in the form of a chance of rain as we head in toward christmas. Now, its a quick look at the microclimate highs. Temperatures are going to remain fairly mild. We will stick to the upper 50s and 60s in those areas expecting a high of 64 degrees. San jose, 63. San francisco, 63. As those breezy conditions begin to die down, one thing we are going to focus on is a very dry december. So, our rain versus our average is definitely on the low side. When you look at santa rosa and San Francisco, we are at 1 of the average missing over two inches, over two and a half inches of rain in santa rosa to where we should be at this time of year. San francisco, also short about two inches and oakland also an inch and a half. When you look at san jose, just over an inch missing. We are going to be ending the year in what looks like december, to be a very dry note. Of course, that raises concern as we head into the start of the new year as well when dealing with these dry conditions. Lets get a quick check of the long range outlook. We have the High Pressure dominating the forecast. Thats whats been keeping us dry and of course has been keeping that rain away. We have been monitoring that system off to the north. It looks like there is a possibility of getting rain on wednesday, light rain totals, not heavy for San Francisco and areas north of the golden gate bridge, spreading into wednesday and thursday. Fast forwarding ahead to next weekend, Christmas Eve, it looks like we have the High Pressure once again dominating the forecast. We are on track to see a very dry christmas. Some rain is possible before new years eve, but all in all, we are trending on the drier side. A quick check at the forecast, once the red flag warning expires, we are dealing with low humidity, dry areas. Look at the temperatures, they stay in the 60s. With that system that arrives on wednesday, we drive to the upper 50s. The first day of winter does come in on thursday at 8 28 a. M. Thats going to be the start of a new season. Looks like we are going to end december on a very dry note in terms of rain totals. Unfortunately. Hey, ill take those 60s. A nice way to ring in Christmas Eve, a week from today.
