A minor fenderbender. The cars are off to the side. You could see a couple hazards as you drive by this area so dont expect to see any delays out of there. This one also just popped up, too, chp is reporting a crash along eastbound 580 at high street. It appears that right hand shoulder is blocked. Im not seeing major slowing just yet, but if that doesnt get cleared out within the next 20 minutes we know how quickly that can build up. Also seeing a couple slow areas along eastbound and southbound in the 580 livermore area but looks like that has also cleared out quite nicely. As of right now not dealing with any major headaches out on the roads. Back to you. And developing this morning, finally over, a 15hour standoff ends in the south bay coming to an end about 15 about an hour ago, actually, with an explosive bag. Now, this is happening in san jose in the neighborhood near loss lagos golf course. Today in the bay kris sanchez is live with the overnight updates. Kris . Reporter hi there, marcus. Yeah, San Jose Police did take down this man in dramatic fashion, it happened on the street behind me and the scene is starting to clear, but we have video of how the officers took him down with nonlethal force. You can see the s. W. A. T. Bear cat backing into the home and what appears to be smoke. We know that officers fired those nonlethal shots which you and i would call a beanbag. Then you can hear the k9 going in. The suspect did manage to stave off arrest for 15 hours. At some points jumping fences in this neighborhood trying to get away, but eventually he was cornered. This all started when a Patrol Officer spotted that man who has a felony warrant for burglary and possible connections with other crimes. During the 15hour standoff some neighbors were forced out of their homes and into the cold, dark night. So everyone was kind of worried. We were like, are we safe here or should we go . They just told us we cant be inside our house. Im getting tired of being out in the cold. Its not too nice to be out here. Reporter so hopefully those folks will be able to go home soon because the scene is starting to clear. We know that officers are still gathering evidence at that home where that suspect was taken into custody behind us, but now the threat is dissipated and hopefully things will get back to normal in this neighborhood after a very long and cold night. Developing story from washington this morning, republicans have agreed on that sweeping tax plan. We could get details on what it says today. Voting could begin next week. Of course, changes to tax policy could hit california harder than other states if property Tax Deductions go away. And oakland today 61. A lot of these areas running up to ten degrees above normal. So as you head out jogging in San Francisco its such a cold start, but we will have a very warm afternoon. Already by noon we are at 57 degrees so maybe if you can hold out until then before you head out for that run. Police say that that driver initially left but then came back about 20 minutes later. It happened just after 5 30 on wednesday near wright road and highway 12. 56yearold Barbara Jones was walking when a minivan hit here. The driver says he did not see her in the crosswalk. A Sacramento Man accused of driving drunk and killing four people heads to court. Police say fred lowe caused a Chain Reaction crash this on interstate 80 in san pablo. He is expected to enter a plea today in court. The new year will lead to fare changes for some of the bay areas busiest transit systems and that includes vta in the south bay. As of january 1st adult fares will increase 25 cents to 2. 25 per ride, youth fares will drop 75 cents to a dollar. The vta is trying to get that word out now. Today an Outreach Team will be located at the sunnyvale Transit Center through noon. New details now on the victim of the deadly accident involving a vta light rail train. Authorities have identified the man who was hit and killed while walking as 78yearold due vaughn of san jose. That crash happened on tuesday night. The train shut down about 100 passengers were removed and transferred on to another train. No one else was hurt. So starting out this morning in oakland heading to school its only going to be in the low 40s as you go out the door and then throughout the day our temperatures making it into the upper 50s by early afternoon. And then maybe later on this evening you will head out to christmas in the park, going ice skating in downtown san jose and look at how warm it will be, 67 degrees at 3 00 and by this evening at 6 00 we will be at 58 degrees. So make sure youre wearing extra layers. As we go throughout the next several days it stays dry but then we take the timeline through next wednesday when we start to see some rain moving in. It will be our highest chance in Northern California, just a little bit farther to the north of the bay area and then we will have a couple of waves of some rain chances and sierra snow moving in. If you take an overall look you can see the trivalley dealing with a couple hot spots and we were monitoring a couple of accidents in the south bay, but if i take you over towards the east bay now, chp isnt reporting any accidents along 880 but you can see definitely a lot of slowing near embarcadero all the way to 12th street and even down towards foothill boulevard we are seeing some of those delays. I havent seen any reports, it looks like it could just be that Early Morning buildup. I will keep a close eye on that area because anytime there is an accident there we know how crazy it can get and how quickly that traffic buildings up. Now, in the trivalley we are still seeing some slowing along eastbound 580 at high street. The reason for that is that right hand shoulder was blocked, but just behind it we are also dealing with another crash along eastbound its actually not on the freeway, u. S. Just off to the side at altamonte pass and grant line road. Whenever there is an accident, looks like a car might be turned over on its side a lot of people slow down and look. You can already see how its building up some delays. Try to keep it moving, be safe out on the roads. A quick look in palo alto where were seeing an overall smooth commute. There is a lane blocked in that area, you can see its already causing some delays. It appears to be an accident involving multiple vehicles. Chp hasnt reported any injuries but we will be looking into that. We also had one just up ahead at jacquelyn and we are also seeing some slowing near that area. So all in all if you can try to get off before scott street boulevard because you can see thats already starting to cause major delays out of that area. 5 31 right now. Developing this morning, finally over, a 15hour stand offin the south bay comes to an end after nearly two hours with an explosive bang. Kris sanchez joins us live with some of the overnight updates. Good morning, kris. Reporter i have lieutenant todd trar here from the San Diego Police dealt. The suspect was taken into custody, this is the home where he was holed up. Can you talk about that . The subject went into a strangers home and wouldnt come out after the demands from the police department. Fortunately our merge unit and other tactical teams were here to rescue one subject that was inside the house, a citizen that was unrelated to this whole thing, and then hours later the subject was taken into custody. Now, this was a rescue because this man was not considered a hostage, he just couldnt leave on his own. That is correct. Thats the best information that we are right now. It was a pretty dramatic takedown, i understand, a lot of nonlethal force, though, used. Yeah, that is correct. So the suspect is in custody he is known to have a felony warrant at this point so he will be behind bars for a while while he is processed, right . He is an outstanding warrant for his arrest and then today of course incurred some additional charges. Thank you very much, lieutenant for talking to us about that information. At this point it appears that almost anybody can come home, there are a couple houses that have to be cleared. The home behind us where that suspect was taken into custody also has to be repaired because in the arrest of the suspect there was a bit of damage to that home, but these folks were out of their homes for a very long and cold night, so they are fortunately going back home this morning. There has been a growing memorial on the steps of city hall as you can see right here as we take a live look there, steady stream of people have been dropping off those flowers and cards since his death. The 65yearold mayor collapsed at a glen park safeway and soon died after. Jigds returns to court today in San Francisco, the First Time Since a jury found him him guilty of being in possession of the begun of killing kate steinle. Not a sentencing hearing but we are expecting to have a sedate that have be set for that. A jury said Garcia Zarate was not guilty of murder or manslaughter charges. Steinle was killed on pier 14 in 2015. We have exclusive interviews with a juror and alternate juror you can watch on nbcbayarea. Com. 5 34. A new law in 2018 will mean more time at home for new moms and dads, but there are some requirements that parents will have to meet. Today in the bays pete suratos is investigating the new law. A lot of these protections already in place for Larger Companies where theres 50 or more employees, but senate bill 53 also known as the parent leave act is going to extend to millions of workers that work for smaller companies. Now, here is how its all going to work. We are talking about senate bill 63, the parent leave act, its going to help out about 2. 7 million california parents who are working for these Small Companies. When we say Small Companies we are talking about 20 to 49 employees. They are going to have to work for those companies for at least 12 months or just above 1,200 hours. Employers are required to give employees up to 12 weeks of parental leave to bond with their newborn child within one year of birth, adoption or foster care placement. I want to point out these 12 weeks are unpaid leave, but at least it protects these employees from losing their jobs. We had a chance to speak with some parents who say this is still a good thing for families. As a mom that would mean so much that i get to spend more time with our children versus the first six weeks isnt enough at all for any mom. So 12 weeks, that would be really great. I think that anything that can be done that makes it easier for a family to live a normal good life, i think thats great. Now, as expected the chamber of commerce which represents businesses are opposed to this saying it puts a burden on employers, but once again this is unpaid leave for 12 weeks, which just means employers can hire permanent replacements while those employees are on leave. Were live in San Francisco, pete suratos for today in the bay. After months and months of anger and frustration the vote is in. Oakland unified school board will go ahead with drastic budget cuts. Last night the board voted 61 in favor of cutting 9 million. The original number they were considering was 15 million. Its undecided which programs or Staff Members will be cut but parents, teachers and staff want the impact to students to be minimal. So just like at the last meeting i have questions about what you discussed back there. Did you discuss the fact that this school board called out the police at last weeks meeting so the community was not allowed access to the meeting . The budget cuts are the result of five years of increased spending. Protesters say the district should first start by cutting at the top. Good morning. It is 5 37. If youre heading into the south bay from the east bay you may run into a couple of issues. Now, before i get to that i want to show you an overall wide look. We are still seeing that slowing along altamonte pass. That accident now off to the shoulder but if i zoom in this is what im talking about. If youre driving in from the fremont area this is what youre going to encounter along southbound 680 at scott creek road. There is a lane blocked and this has gone from green to yellow to now red. You can definitely see heavy delays there. We are also seeing another unrelated accident up ahead. If you can try to get off before scott street, take some of the surface streets there so you dont get caught up in any of this. Chp is reporting that they are already working to clear that accident out of the way so hopefully that gets cleared but definitely seeing some slowing there. A quick check right now, also we were seeing major slowing but this is pretty typical for the southbound 880 side along embarcadero, its backed up all the way towards the interchange between 260 but you can see definitely a lot of major slowing there. Unfortunately, though, thats just regular Early Morning traffic. We are not seeing any accidents. A quick check of your bridge drive times. Westbound 580 toward the richmond drive, 8 minutes, westbound 80 towards the bay bridge, 15 minutes and westbound 92 towards the san mateo bridge about 12 minutes. You see that the bay bridge has the slowest drive time right now. Were already starting to see the backup along the bay bridge. Those metering lights have now been on for about 45 minutes. That backup is there, thats for sure. Those cars looking for the weekend. Unfortunately they are not watching right now unless theyre streaming on line while carpooling. It is going to be a cold morning. We are looking forward to some warmer temperatures, but as we go into the weekend those High Temperatures will be on par with what we will feel today, but more of those cool mornings expected. On sunday more of the same, highs in the upper 60s, morning temperatures for the inland areas in the 40s. If you are going out ice skating in walnut creek it is going to be fairly mild during the middle of the day and that may be the best time to get out there. As we go late into the night those temperatures dropping off into the upper 40s so you do have to wear an extra layer if you are going to be out there ice skating or enjoying a lot of time outside. Fantasy of lights going on in los gatos and its going to be at 59 degrees when they flip on the switch for those lights. A mostly clear sky, a few clouds in the mix and its going to be breezy, too, dropping down into the low 50s. So heater on inside the car. It if you are going down to los angeles its going to be in the upper 70s on friday. For the weekend temperatures near 70 degrees and sunshine, miur woods fairly mild with mid 60s during the middle of the day although it will be cool during those morning hours. If you are going to go early for a sunrise hike make sure you do have on the boots and also lots of extra layers. You will also need layers if you are going to the sierra this weekend, its going to be blustery. Look at this High Temperature on saturday in kirkwood. New this morning the National Football league is launching its own internal investigation into the wake of Sexual Harassment claims at the nfl network. Firefighters making more progress fighting the thomas wildfire. This morning that fire is 30 contained but it continues to threaten thousands of homes in Santa Barbara county. The search continues for a suspect who painted racial slurs on another mans suv. Steven wilson says he was shopping in fairfield yesterday when he came out of a Grocery Store and found this. In the state of the world today we cant take anything like this lightly and with racial epithets being used its very concerning to us. We dont like that in our community. Thats an officer from the Fairfield Police department who says they are treating this as a hate crime. Wilson says police are looking at Surveillance Video but they have no suspects as of yet. 5 45 right now and the president says hes ready to sign a big tax cut bill. Scott mcgrew, congress is almost ready to sent it. Thats right. They need to hurry, though, laura. The new tax year is coming january 1st. They could make it retroactive but they would prefer not to. The two sides of congress the house and Senate Passed different tax bills so they had to get together and find Common Ground and they have accomplished that. We have not seen the actual text of the bill and we probably will not until friday. Now, here in california we have two major questions, number one, what about property taxes . Will we still be able to deduct what we pay in property taxes . We are almost certain the amount is yes up to a limit, same for mortgage interest rate. Then salt, state and local taxes, salt, will we be able to deduct what we pay to california from our federal taxes . For many families this is a thousand dollars many thousands of dollar question that we are talking about. The republicans in the senate want to hurry and make sure they pass that tax cut before doug jones takes his seat. Jones is a democrat so when he takes office in january republicans will have one fewer senator on their side. Jones of course the man who won big in alabama this week. Every election is a combination of your message as well as your opponents and in this race there is no question we had the wind at our back. We felt like that our message was getting across. Jones will be on the today show coming up. Meanwhile, his opponent, judge roy moore, the republican, still hasnt conceded. At this point even the person in charge of elections in alabama and the president of the United States have acknowledged that moore lost, but the election has not yet been certified. As we take a look right now we want to go out to dublin this morning, a live look at interstate 580. Very soon holiday travelers will be hitting the same road. All new overnight, a record breaking prediction from aaa. The company says more than 107 million americans will leave their homes for the holidays and its a 3 increase over last year. Those travelers will be driving so expect peak congestion on december 20th and 21st. So not on the sleigh, over the river and through the words. Aaa didnt have those numbers. I think theres probably already that meaning people out around the bay area this morning on the roads. Traffic is building. Its been pretty busy. So we dont need the sleigh, we dont have the snow. We might get some. Thats the good news as we head closer to christmas. Even as we head out the door now it feels like its cold enough to snow in parts of the bay area but there is absolutely no moisture in the area. Its 41 degrees in the peninsula and the south bay, 36 in the trivalley, north bay now at 32 degrees and 48, a very cold start as well in San Francisco. And we are feeling such warm weather during the afternoon hours we are thinking, okay, whats normal for middecember . Well, the forecast today for santa rosa is 63 degrees, but where we should be, 56 degrees and of course normally were getting a lot more rain, too, right . So in San Francisco forecast is 63, normal is 57 and in san jose 67 is the forecast high today, but we should be at only 58 degrees and a lot of areas well love normal. So this is where were headed, up to 64 degrees in palo alto, 63 in San Francisco, also 63 in antioch today. As youre Getting Started its such a cold start, you do need to layer up. That means wear layers that you can kind of shed as the day goes along because it will be very chilly to start, a jacket needed, also the sunglasses with all of that sunshine warming things up later today and it will be comfortable wearing a light tshirt and maybe some pants or some jeans. And then as we go into the rest of the forecast we are also going to have more dry weather but we talked about that chance of some snow in time for christmas. This takes us through next wednesday. And we start to see a change in the pattern. That will allow for some cold fronts and some areas of low pressure to move in and some snow to start happening in the cascades as well as the sierra. For the bay area it looks like its going to still be fairly dry, still some slight chances of rain in the forecast, but at least we will work on this High Pressure and get it out of here and that will give us a chance of some rain. Very windy for the weekend, especially in San Francisco inland areas and the hills its going to be gusty and staying very warm through at least wednesday of next week. Vianey getting us out there with a look at this mornings commute. Were still dealing with kind of a headache now along 680. You can see an overall look at the bay area, everything is looking pretty decent but then when we zoom into that accident that ive been following all morning long along 680 at scott creek road it looks like its backed up even further. We are seeing that a lane is blocked. Chp is reporting possibly multiple vehicles involved. It looks like one maybe sitting off to the side but thats also causing a road hazard as people it end to slow down and look. Dont be that person, you might end up causing another accident. As you head out this morning try to get on the freeway possibly after scott creek road, maybe take some surface streets and hop back on after scott creek road. You may want to take some extra time out there. Of course, we are still seeing a lot of that slowing along the 880 and it looks like were going to continue to see this. This is very typical Early Morning commute. Why dont we go ahead and head out towards that life cam along oakland 880. Both directions we are seeing a smooth flow, no stents to report along 880, just a couple more cars out there out on this thursday morning. Back to you. She said the hugs continued for two months and she asked him to stop. I said im not a hugger, im not comfortable with these kinds of hugs. He grabbed me anyway. He then pressed my lower body against his groin with the bakt of his hand or the front of his hand pushed against the small of my back. Halderhand says she complained to the chief Administrative Officer at the time. There was no other unwanted contact after that complaint. Researchers found that patient information pamphlets about surgery tend to be too complicated for the average person so they recruited kids between the ages of 8 and 10 to help revise those leaflets on hip surgeries. But the kids did not sugar coat a thing, explaining that patients hips had become old and rotten. Yeah. A Northern California family really touching a lot of people across the globe. The reason behind that is the holiday tradition created out of loss. Last night nbc nightly news aired a family about a family and their special Christmas Tree. Danielle once saved this almond tree from being cut down, she called it her Charlie Brown tree and decorated it for christmas. It ended up becoming a Family Tradition and she and her dad would go out and decorate it every year. Es in the sad part. In 2005 danielle was killed in a car accident but the Community Came together to turn that tree now into a special tribute. The year we lost her that christmas we dont know who, we suspect a neighbor made homemade origami ornaments and put them on her tree and that started it. People understand what the tree is about now and they want to be part of it, just like this lady that just drove from greyson. I put her name and i put rest in peace and god bless you. Isnt it nice that people come and decorate it for them. The family created a nonprofit in danielles honor, its called danielles gift and it helps children and young adults in crisis.
