Reporter flynn is now the forth person charged in special counsel Robert Muellers sweeping investigation into Russian Election meddling and any possible ties to the trump campaign. That includes former Campaign Manager paul manafort, rick gates and george papadopoulos, a campaign aide. But this new charge against flynn represents the first direct tie to the trump white house. Today, the president s attorney, ty cobb, said in a statement nothing about the guilty plea or charge implicates anyone other than mr. Flynn. And Michael Flynn is the closest person to President Trump personally to face any charges in this investigation. Guys, you know he was part of his inner circle during the campaign and then made the transition, of course, to the white house where he was given the highest security clearance as National Security adviser. Now despite that hiccup, Senate Leadership says it has the votes to get the tax bill passed when it has the tax bill written. That could be as soon as today. Meanwhile, a real problem for those republicans pushing is is that nonpartisan agencies saying that plan wont work in the trilliondollar hole. Continuing coverage now, the department of justice says it is looking into filing federal charges against Jose Ines Garcia zarate for the death of kate steinle. The jury of six men and six women acquitted Garcia Zarate of first and seconddegree murder and Involuntary Manslaughter as well as assault with a semiautomatic weapon. Now the jury did find him guilty of illegal firearms possession. To brought the citys sanctuary city city policy into National Spotlight and reignited the immigration debate yet when the jury found the suspect not guilty of murder. As the fallout continues following the not guilty verdict, a memorial in Kate Steinles honor is set up at the pier where she was shot and killed in 2015. As you mentioned, were right here at pier 14. Thats where kate steinle was shot and killed back in july of 2015 by Jose Ines Garcia zarate. We do have this memorial right behind me on the bench you see over my shoulder. An individual standing right there. Crews from overnight, at least our crews overnight saying this may have been put together by a White Nationalist group. The people passing by this morning that are here taking a look at this memorial are looking beyond the politics and remembering kate. A woman is no longer with us. Its just about that. Reporter and over the past two years, pier 14 has become synonymous with the murder of kate steinle. She was shot and killed as i mentioned by Garcia Zarate, an undocumented immigrant with a criminal past. His immigrant status coupled with San Franciscos sanctuary city policies made this a hot rod when it came to discussing immigration. Folks we talked to here today, at least this morning, want to keep the focus on the family. Im just sad. Its a sad day. And i just feel for the family. You cant bring her back, but you can learn from your mistakes. Reporter now, you guys are looking at a statement from immigration and Customs Enforcement regarding that not guilty verdict and theyre saying, quote, it is unconscionable that politicians across this country continue to endanger the lives of americans with sanctuary policies while ignoring the harm inflicted on their constituents. Following the conclusion of this case, i. C. E. Will work to take custody of mr. Garcia zarate and ultimately remove him from the country. Live, you see that memorial set up. Now the family was not here for the jury deliberations that spanned six days, but they did say in a statement they are shocked and saddened, adding justice was rendered, not served. White house Spokesperson Sarah Huckabee Sanders said in part yesterdays verdict in San Francisco underscores the danger to Public Safety when your nation fails to enforce its laws. Had San Francisco enforced our nations immigration laws, the steinle family would be celebrating this holiday with all of their loved ones. Earlier, the president tweeted the Kate Steinle Killer came back and back over the weakly protected obama border. Always committing crimes and being violent, and yet this info was not used in court. His exoneration is a complete travesty of justice. Build the wall. There is a bill working its way through Congress Called kates law. Steinle family members say they dont like the name of the bill, but it would strengthen penalties against those who repeatedly violate immigration law. It is actually stuck in the senate right now. Well, now to a story this morning thats been developing in germany. German police say theyve destroyed a suspicious object delivered to a pharmacy near a busy Christmas Market. It happened near berlin. Police quickly evacuated that area and they brought in experts to carry out a controlled explosion. They say the package contained either explosives or flammable material. A Police Spokesperson tells german media its not yet clear exactly what the device was made of. The moment was brought back certain memories of berlins Christmas Market last year, you may recall, that killed 12 people. The principal wrote, we had a number of fifth graders out with a stomach bug causing vomiting, diarrhea and or fever. Because this was a hire than typical number of students sick, we are working with the county Health Department and implementing their suggested procedures to help stop the spread. Now we researched other similar outbreaks and we learned that the Health Department will suggest more and frequent cleaning of door handles, desks, keyboards as well. The Health Department will remind all of us that hand washing is key. Now, we dont know if its neural virus, but the symptoms the principal described are very similar. The symptoms through the center for Disease Control described vomiting, diarrhea, abdominal cramps, pain, low fever, headaches, muscle aches as well. Tomorrow marks one year since the deadly ghost ship warehouse fire in oakland. It is the deadliest fire in oaklands history. 36 people were killed when flames ripped through that building. Nbc bay areas bob redell is live in oakland with how far weve come since this tragedy. Reporter youll remind the ghostship warehouse was a Gathering Place for artists and musicians. It was one year ago tomorrow night that a number of them gathered inside that structure for a electronic music event not permitted by light. The structure was powered by a labyrinth of electrical cords, caught fire, trapping many people inside. All of the 36 people who died died of smoke inhalation. The city of oakland was criticized for not having shut the place down in spite of previous visits by police. Two people, Master Tenant and the creative director of the space have since been arrested and charged with Involuntary Manslaughter and pled not guilty. Libby schaff said leaders have learned lessons from the tragedy and improving residents sea safety. Touted new software that tied together house, fire and Police Department zoning departments to fix the problems. The city said it will be doubling and tripping the number of building insuspecters. Starting today, this chapel will be opening its doors for 24 hours straight all weekend lock so people have a safe place to commemorate what happened. Tonight they will light candles at a plaque that reads, ghost ship fire, we will never forget. The concern becomes, we want to remember these people and celebrate these people and dont want to sum their lives up in the way they passed. His antics were caught on camera. I want you to take a look at this. Look at that. This video was posted on facebook. See right there . A person falling out of that car. This is all we know, this happened in the excelsior district. That car was spinning out of control and the man comes flying out. It appears he was injured and screaming in pain. Then the driver hops out of that car, carries the man and drives off as you saw. Anyone with information about who these people may be, youre asked to call San Francisco police. Can you imagine the pain that person must have felt . Thieves are targeting mail in the south bay. Weve learned another mail truck has been broken into. U. S. Postal service said it happened last tuesday. It was from the st. Jamess park station. Off of first and santa clara in downtown san jose. Mail was stolen and people are being warned to check their financial statements. There have been 15 mail truck breakins in san jose so far this year. In fremont, detectives are looking for a man caught on surveillance camera. Take a look here. They say he car jacked a landscaper. This happened on karnes street in the irvington neighborhood of fremont. Police say the suspect asked the landscaper for a bottle of water wednesday afternoon, then slapped that landscaper in the head and stole his truck. The victim was notiered. The suspect remains on the loose. Outstanding warrants in Santa Clara County to avoid spending time in jail during the holidays. People with nonviolent mist middle eastern criminal and traffic warrants can selfsurrender at police stations no matter what that bail is. People will get a court date and be able to walk out. The offer ends december 31st. And its been nearly two months since the north bay fires. Survivors, were told, the government cleanup of their properties would be done at no charge but will homeowners have to brace for another nightmare once they begin rebuilding ander. Senior Investigative Reporter vicky nguyen is learning what residents arent paying for now could cost them more time and money later. She joins us now to explain. Reporter at issue, how safe are the foundations underneath the homes that burned . The state says theyre toxic and structurally unsound. Thats why theyre taking out the foundations for anyone who opted in to the governments plan, but critics say its a one size fits all approach that will cost some homeowners extra time and money to rebuild. We had no idea they hadnt seen anything like that done before. Reporter these two neighbors say their experience could serve as a cautionary tale. Two years ago, the valley fire destroyed nearly 2,000 homes in lake county, including theirs. The state offered to remove debris from everyones lot, but the plan required all foundations to be removed, too because of concerns about contamination and structural safety. Its the same program being offered to people who lost their homes in octobers devastating firestorm in the north bay. So at the time, we did not know that removing the foundation would have such an impact. Reporter rob goodman opted in and crews took out his foundation. His lot remains empty two years later. Do you think you saved money by going with the Debris Removal Program . No, i know its cost us more money. Our costs for our foundation now went from approximately 54,000 to to 78,000. We had to replace the driveway, we have to replace the sidewalks. Pretty much everything thats being done now is because of what was removed. Reporter goodman says he had to fight with his Insurance Company to pay for the additional costs, which delayed construction. It looked just like that. Reporter meanwhile across the street, or armstrong just moved into his newly rebuilt home. Its the biggest relief in a couple of years now, to be back here. Reporter armstrong declined the government cleanup and hired a private contractor who kept his Homes Foundation and tested for contamination. He says it passed all safety inspections. And you are confident in the testing that was done to make sure its structurally sound and that the soil is safe . Oh, yeah. The one size fits all all foundations go is not necessarily the right solution. Reporter former Sonoma County Planning Commission tom lynch helped armstrong rebuild. He says people should hire an engineer to test their foundations before agreeing to have it removed or theyll risk paying a lot more when they rebuild. Its going to cost you more, but i always tell people i want you to move into a house that you feel safe in and that it is going to last. Reporter todd tall hammer is a state engineer. After the wildfires destroyed 256 homes in lake tahoe, he came up with the blueprint for cleaning up debris on a mass scale. His plan was used why is it the policy to remove all foundations . Well, it comes down to a lot of things. The contaminants that are present. The damage the heat causes to the concrete. It comes down to the simple economics of it and trying to get all the debris off the ground in a safe, coordinated manner. Reporter weve learned that coordination comes with a cost to taxpayers. Armstrongs bill for debris removal was 18,000. Records from lake county show thats much lower than what the government paid to clean up home sites, an average of 63,000 apiece. Goodmans bill was even higher, 83,000. His insurance will by 55,000. The rest is build to the state and federal government. Thalhamer says the governments higher costs come from paying the prevailing wage and a premium for speedy cleanup of toxic materials and environmental testing. Were doing air sampling at elementary schools, middle schools, daycares, were running street sweepers and doing things for the community at the same time were cleaning up the homes. If this was your house burned down in one of the fires, would you have the foundation removed . Absolutely, as a matter of fact, i lost my childhood home in the valley fire and my second family home in the santa rosa fire. Ive personally signed off on 3,000 removals. Youre going to spend 300,000 to build yourself a brandnew home. Why is it that youre willing to look at 20,000 or 30,000 of possible expense and questionable concrete to put a brandnew house on it . Or twothirds of the homeowners in Sonoma County have opted into the government cleanup. County officials are still accepting applications on a case by case basis. The other piece of advice from the lake county fire survivors, break yourself for that cleanup bill and make sure your Insurance Company has paid you for everything you are owed before you turn in that bill. There have been some type of officerinvolved shooting. This is a patrol car where the right side, the passenger side window has been shot out. We dont know what happened here. But there are numerous officers on the street. This is the Bay View District near fitzgerald and griffith. They are around the area there. The investigation continues. Theyve cordoned off you see there a lot of that area. Weve got a crew on the ground attempting to gather information for you. We dont know who has been injured, if anyone at all. You see all the officers. We count almost a dozen police cars in that area. Well continue to keep nbc bay areas stranger overhead to give you any developments as they become available to us. Well, nbc bay area responds to a san ramon man who says he was promised to a cell phone tradin but never got it. He contacted our Response Team and they saved him hundreds of dollars. Chris chmura has the story. This man says he switched his familys cell phone plan to tmobile, and when he did the carrier promised him 1,200 in credit if he also upgraded his familys three cell phones. So he did. He bought three new iphones, trading in the ole ones. He said tmobile said the credit would be applied to his count over 24 months but that didnt happen. He said he called tmobile and said he didnt qualify for the credit after all. Instead, he was offered a credit of just 100. At that point, he threw in the towel and reached out to us for help. We contacted the tmobile. It then issued him that 1,200 credit, which is very good news. We asked the company what happened but it wouldnt provide us other with any details or statements, citing customer privacy. We are seeing a couple of more clouds in the north bay. We are monitoring the storm system sitting off to the south. How is this going to affect your weekend plans . Lets get a check of your temperature trend on saturday. If you notice, the biggest impact is going to be in the skies. Were going to see a lot more cloud cover from the storm system, but the south bay not expecting much rain from this system. As for San Francisco, we will be waking up to those 30s and 40s in some spots and it will warm up into the 50s. There is a slight chance that that storm system might bring a couple of showers just north of the Golden Gate Bridge but it is definitely also going to bring changes towards lake tahoe. If youre heading to lake tahoe, here is what you can expect. There is a chance of seeing a combination of rain and snow at about 7 00 p. M. So if you had plans to head out, please remember to check those road conditions. Lets take you through that future cast when i talk about that system, its a very weak system. The biggest impact is going to be a lot of that cloud cover. I know we were worried about it possibly bringing rain, but if you notice that system sticks off mainly to the north. The blue and white hues, yes, that is snow. By sunday, we should clear out quite nicely from that same system and that will shape up to be a nice weekend ahead.
