An inmate is back in custody this morning after he escaped last night. 27yearold rashad vaca turned himself in to Vacaville Police at 4 00 this morning. He escaped from the delta conservation camp about 20 minutes either of fairfield. Correctional officers last saw him at 9 00 last night during the inmate count. Across the bay area, 20,000 kids and teens were homeless for at least part of the last school year. At just 16 she started living mostly on her own. She worked several jobs, even attended college for about a year. Is part of you worried that your daughter might have to spend some of her childhood homeless like you did . That is a worry. But, you know, if i have to change around my whole life just to make sure she has a place to stay and that she doesnt have to be homeless during her childhood, i will. Reporter to get to her doctors appointment takes about an hour commute. Two bus lines. I have an appointment today at 3 45. Reporter and a train. I have been lucky that my baby works with me. She doesnt give me a lot of pain. Reporter her fiance has been on the streets, living at a Drug Treatment Center and patricia at a womens only center where she has been gathering baby supplies for months. Rotate the ankle. Reporter she attends free Parenting Classes a few times a week. They look like they like it. Reporter have you decided on a name . Her name is faith. Its believing that things will get better even though it doesnt seem that way. Reporter the number of pregnant homeless women is difficult to track, but the crisis is clear in San Francisco. Moms with children, even newborns, begging on the street. One nonprofit tells us its seen at least 224 homeless pregnant women this year alone and the number of homeless women giving birth has spiked at least 76 since 2010. There are women who have to spend most of their pregnancies on the streets. Reporter dana is a registered nurse with the department. On the road daily providing medical care to homeless women and new moms. These women have everything a baby needs. But not having shelter makes those things really difficult to provide. Reporter children in imminent danger can be taken away from their parents, but those who leave Child Protective Services tell us simply being homeless is not reason enough because a lack of permanent housing doesnt qualify as abuse or neglect. Most shelters host 137 beds each night for homeless families but most pregnant women are not given priority until they are at least seven months along. There is nowhere affordable for them to live with their family when they need it the most. Reporter is the city doing enough to help homeless adults and children . I believe we are. Reporter the mayor unveiled a plan to alleviate homeless camps in two years and get all families into permanent housing in four years. To literally end homelessness the way we know it. Reporter using a central database to match the homeless, including children, with the housing and medical care they need. Patricias baby was delivered nine days late, but she believes her newfound faith arrived right on schedule. Do you ever worry that faith could be taken away . That would be the fight of their life. Because of the billions of dollars of federal grants steered to california by the Trump Administration. But, state attorney general bacerra really cant be touched by the Trump Administration. And yet, at the same time, his position gives him the power to act. Its a very unique position, the a. G. , and he is moving on it. Yeah. I dont know if i am allowed to say this but its almost like the rest of them have to play the game and he kind of doesnt. Thats a good summary. But what has he done as an attorney general to benefit californians . Good question. As the states chief legal officer, bacerra has been extremely active in taking the Trump Administration to court on matters that he believes interfere with californias laws and values. In his first ten months, bacerra has sued the Trump Administration on eight different occasions, including the constitutionality of the famous, or infamous, wall with mexico. President trumps effort to defend the deferred action for childhood arrivals, daca. The Trump Administrations intention to end funding for sanctuary states and cities and to deny women access to contraceptives from employerprovided health plans. He has won decisions by either stopping or delaying trump plans. Even when he has lost in court, bacerras actions have put the Trump Administration on notice that california will not be a party to what bacerra believes are unconstitutional federal actions. So it definitely seems like bacerra has become quite a force for california, and its still quite early, but what do you think we can expect down the road with him . Well, the short term, bacerra will be around for a while. Next year hell run for a full fouryear term as attorney general. At the moment he has no serious opposition. And then he will run for another second fouryear term before he is termed out of office. Short term he is looking pretty good. Yeah. Well, what do you think after that . Do you think he has a future beyond a. G. . Here is where it gets interesting. Nine years from now, kira, look, its an eternity in politics. We know that just from what weve seen in the last few months, but here is a possibility. Dont be surprised if bacerra runs for governor down the line. Here is the reason for that expectation. Of the last ten open elections for california governor, the attorney general has won five. No other office in california has that kind of political steppingstone reputation. As we have seen lately, missteps can sometimes derail politicians, of course, but assuming bacerra stays clear of political minefields he is likely to be a force in california politics for a long time to come. Very cold in the north bay. 35 degrees. The temperatures right now, a little frosty in the north bay. Eventually theyll warm up quite nicely for a more milder feel by the afternoon. For the south bay. San jose, 65 degrees. East san jose, 64. And in the east bay expect similar conditions as well. Wall n walnut creek, 63. Oakland, 62. On the peninsula, a combination of upper 50s for half moon bay, 58 degrees. San mateo 62. San francisco, 60s as well. Now, the north bay will stay on the cooler side, though. Right now they are in the 30s. Eventually santa rosa climbs to about 58 degrees. Sonoma, 59. And i have been talking about the chance of seeing some rain, but i want to show you this time line. Right now it looks like the models are showing the rain sticking off to the north. If you notice by about midnight tonight, the rain kind of starts trailing in through ukiah, santa rosa, napa might see a few showers through early monday manager. By 9 00 p. M. The system moves off north. All thats left behind is cloud cover for the north bay. Then it stays that way at least through tuesday and into wednesday. Well stay fairly dry, but we have got a couple of changes on the way. Ill move out of the shot so you can see how gorgeous the shot of Kirkwood Lake tahoe is. Many of you might be heading up there for thanksgiving. This is what you can expect to arrive to. Not tracking too much snowfall rhine. Thanksgiving, even for inland spots, we do see the return of cloud cover but its on friday when we can expect to see another storm system move in.
