Were starting to see it wrapping up with just mostly cloudy skies for parts of marin county. Southern Sonoma County as well as napa county and much of Solano County as well. Weve seen light, spotty activity for parts of the peninsula and over towards the east bay. This is what we can expect throughout the rest of the afternoon with the focus of the heavy rain on the north bay where we will have the flash flood watching going into effect starting at 4 00 this afternoon. Between now and early tomorrow, well have a potential of getting 1 to 3 inches of rain. As we look at the timeline, still going to see times of some scattered rain and then when we start to see the yellows and the reds, that indicates the most intense rain along with the gusty winds. That does not make it into the north bay until later on this evening. Continues a very slower progressives into the south bay as well as the east bay into early tomorrow morning. So this will be several hours well be tracking this storm. It continues through at least noon tomorrow. So ill have more on the timeline and when it will be moving out. Reporter theyre hoping to avoid this. Keeping a close eye on certain areas in santa rosa, specifically Fountain Grove and coffey park. I want to give you a quick update. There are no landslides and no sinkholes to report at this hour. That could change as those conditions change throughout the day. Well she you guys some new video. This was right after our morning show, today in the bay. This was in the coffey park area when the rain was coming down. We saw a decent amount of rain hitting one of the most burned areas of wildfires. With the rain, the biggest concern is the debris flowing into drains and affecting the water streams in this area. So far i can say for the past couple of days weve seen Good Progress in terms of areas being cleared out, not to mention the reenforcements they have in place. The straw waddles covering up drains where the debris could possibly go. Santa rosa fire tells me there are no evacuations in place, but residents understand conditions will dictate if that remains. There was a concern that we were going to be evacuating Fountain Grove. Thats not the case right now. We broke Fountain Grove up into several different zones and each one of those homes could have 70 to 200 homes. We realize with the concerns and slip aj, its going to be localized to one specific area. Were not naerl necessarily concerned about evacuating the whole hillside. It would be very isolated. Reporter so once again, those areas of concern are Fountain Grove and coffey park. Were going to see a primary focus for the crews checking on drains, hauling off any remaining debris and looking for issues with the underground piping. Remember, that prompted the concerns regarding sink holes. One of those sink holes, of course, they were able to fix. Take you back out here live to the Fountain Grove area. With the potential for landslides, looking at a hillside here in this area, but, of course, there is a bigger focus this time around following all of the damage that you guys are seeing here with the debris following those wildfires. Well, those wet roads will be a major problem during the evening commute when the rain is set to come down the hardest. Breaks out there, mike. Thats right, all morning long we did have all right. The road sensors are mostly green, but as the rain travelled through for the morning commute, kari showed us from the north bay and over into the east bay, we saw the reticencers and the red taillights kick in all around the bay. We do have a crash in the north bay, plu in, south 101, it actually closed the freeway. The chp says they have to move a tanker truck. Well watch the rest of the rain dumbing down through the area. Coming into the afternoon and evening kmupts, the south bay expecting to get rain later on tonight. That might be a problem for tomorrow again as well. Make sure you join us. The deadly shooting that spanned an entire community. We learned five people were killed by the suspect and at least seven children were hurt, four of them at the school. Right now authorities in rancho tehama are trying to identify a motive in tuesdays mass shooting. We started covering this story as it broke during this newscast yesterday. The suspect has been identified at kevin neal. Police say neal likely began the shooting spree after killing his wife with several gunshots and then hiding her body beneath floorboards. He then ram packaged across multiple locations, including a school. Police say the gunman crashed through a locked gate and fired dozens of shots into classrooms. The family of an injured 6yearold says they dont understand. Hes tiny. Hes in first grade and its like why would somebody go for the kids . Why would somebody go to the school and do that . Like what kind of person does that, you know . Police say a quick decision to put that school on lockdown likely saved many lives. And we have breaking news for you. Moments ago, we learned from our affiliate in honolulu that the search for that man described as fitting the profile of a serial killer has been found. You can see him right here. We are told he was located in modesto. He escaped from hawaii, a psychiatric hospital, flew to maui and escaped to san jose. Randall saito was found not guilty by reason of insanity. Nbcs joe fryer has the backstory. Reporter this morning, main hunt is underway for a psychiatric patient drived as extremely dangerous. The man walking out of a sake yacht rick hospital just outside of honolulu and fleeing to california after being committed to more than 30 years. New video released overnight confirms a man matching the description of Randall Saito was picked up about a mile from the hospital. How are you . Oh, my god. What a walk. Reporter saito asking the driver to hurry to the airport and at one point making a call on his cell phone. Im on my way. Reporter authorities sigh the taxi driver dropped saito at an airport hanger and using an alias he paid cash for a charter plane to take him to maui and checking in for how Many Airlines flight 46 to san jose, california. Law enforcement says saito bought that ticket on travelocity and got through tsa security using the aim alias. Police say he fits the profile of say serial killer. The 59yearold was committed to a hospital in 1981 after being acquitted by reason of insanity for the murder of sandra yamashiro. The woman selected at random was shot in the face with a pellet gun and repeatedly stabbed. Her body was found in a car at a honolulu shopping mall. He is deciding as a static and ne necrophiliac. The prosecutor who has deadly with saito in the past issued a warning. He still has that inherent ability to commit another murder. That was joe fryer reporting. According to our honolulu affiliate, the suspect has been located in modesto. We have a crew on this story. Happening now, were expecting to hear from three ucla basketball players arrested lack week in china. The players along with the head coach steve alvert and the schools Athletic Director are scheduled to speak at that press conference. You can see right now, you can see them up there. That press conference is going on live. Now we all three of those players are expected to read statements but not take questions. Overnight, the three freshmen arrived in los angeles and they are alleged to have shoplifted from a highend store in china. Yesterday on air force one, the president confirmed that he personally intervened to help those players out. This morning, he even tweeted, do you think the three ucla basketball players will say thank you to President Trump . Question mark there. He says they were headed to jail for ten years. Were also getting reaction from students on campus. I think a lot of athletes here are sort of catered to, so it kind of gives them a sense of entitlement. And its unclear what disciplinary action the freshmen will face. There may not be any legal ramifications stateside, but they still could face sanctions by the ncaa or the school. A number of people, including Stanford College students, chanted as they blocked off a street in East Palo Alto to warn the city to back off Homeless People living in rvs. Yesterday the city posted signs ordering the motor homes off the streets by 8 00 this morning. Several moved to the street next door but a couple couldnt because they broke down. The protest Organizer Says the city told her this was she believes the real reason is to clean up the area for Priscilla Chan and Mark Zuckerberg for school there to be set up. We have to fight. Ranchers renters in San Francisco could soon have a place to turn if they feel they are being unfairly evicted. Supervisors are working to supervisors say right now there is a lot a whole lot the city can do for people being unfairly pushed out of their homes. Late last night the city Council Voted 5 to 6 to keep the latest rent control cap. Units built before 1978 are limited to raising represent by no more than 5 each year. Water at California School at many California Schools has not been tested for lead. This is part of a brand new investigation. The numbers show that nearly 130 schools in Santa Clara County have requested that Drinking Water be tested but it hadnt happened yet. More than 200 Alameda County schools requested tests, but, again, it hasnt happened. Only 32 of schools statewide requires testing. Multiple schools in the city of oakland reported high lead levels. Happening now with plenty of time before thanksgiving, pass the butter sauce. The bay areas commercial dung us in crab season is underway. A couple of sprinkles earlier this morning but were going to see that rain hold off a little while longer. Its been pretty soggy in san rafael. We have a couple of puddles on the side of the road but for now the rain is taking a break. Let me show you how much rain weve had in the north bay. Two tenths from sonoma to novato. As we look at the rain in santa rosa, closer to over 1 2 of an inch there. As we look at sebastopol, 1 2 an inch of rain there already. This is ahead of the heavier rain that is set to arrive later on tonight. So we do see a big draw of moisture coming in off of the pacific. This is tapping into some deep pineapple expresstype moisture and this will continue as we go into this evening. Starting to see that rain lifting a little bit farther to the north, as expected. Everything is on time here as far as what weve expecting as this system continues to roll in. A little bit of scattered light rain farther to the south just across the peninsula, into fremont and into the trivalley. As we open up the picture, we see that there is a wind advisory in effect. That starts at 1 00 this afternoon for all of the areas shaded in orange. Now, thats molt mostly the hills, elevations above 1,000 feet. We could have winds gusting up to 50 Miles Per Hour. As we look at the timeline of when the winds start to pick up from the south at about 10 to 15 Miles Per Hour within the next couple of hours, look at ukiah at about 4 30, our wind sustained at 30 Miles Per Hour and then Even Stronger as we go into tonight with some of those higher gusts, but with those stand winds for several hours, that could cause a few problems knocking down the tree limbs and also bringing down a lot of the leaves that could clog some of those drains and cause some Flooding Issues for some of the streets. Here we are. Here is the front. We start to see the winds changing direction and then once that passes our winds will start to subside early tomorrow morning. The timeline of the rain will get heavier as we go into the evening commute for the north bay. Other areas farther to the south are not really going to see a lot of this until later on tonight. Here we are at 10 00 and we start to see rain ramping up for San Francisco, the peninsula, over towards the east bay and then still hours of heavy rain moving into the south bay early tomorrow morning. Continuing throughout much of those Morning Hours until about noon and then it starts to calm down as we go throughout the day with some spotty light showers still lingering behind the system. We are looking at the possibility of getting anywhere from about 3 4 of an inch to possibly over 2 to maybe even 3 inches of rain along the cost. They returned fire and this morning the suspect is recovering from surgery. Happened about 6 00 at night in a neighborhood near ba knee shah community part. Deputies went to his home for a felony probation compliance check. The man is facing attempted murder charges. Three deputies are on administrative leave which is standard procedure after a shooting. Authorities are investigating a quadruple shooting that left two people dead. That shooting happened at 7 30 last night on view street, just off of hilltop drive. So far police have not told us the name of the victims or what kind of injuries the other people suffered. A developing story. A possible serial killer seems to have struck again in a tampa, florida, neighborhood. A fourth victim has just been shot to death blocks from where three other murders took place last month. The first person who had their life taken was at the bus stop across the street and then ablock away and four blocks away from that. Reporter the latest victim 60yearold ronnie felten gunned down on his way to church to feed the homeless. His family griefstricken. I dont think i will really rest until they find this person. Reporter the chief of staff says theyre pretty sure this man, a person of interest, caught on surveillance cameras leaving the scene of the first murder is involved in this killing, but they have little else to go on. The cold front still well to the north of us so we will have several hours of this and the winds will start to pick up as we go into this evening as well. Once again, a light rain for the north bay. Weve outlined the burn scar areas, will have to monitor for some flash flooding, debris flows and mud slides. As of now, weve gotten rainfall totals in about 1 4 of an inch. This is in advance of the heavier rain were expectth later on. A Flash Flood Warning starting at 4 00 and continuing to 3 00 in the morning. We could have 1 to 3 inches of rain. As we look at the timeline of some of the heavier rain, not until later this evening, the reds and the yellows indicating heavier rain. That moving in for time of sunset and moving to the south. With this being a slow moving storm, that means will we have a lot of time for this rain to add up to the rainfall totals and it starts to move into parts of the peninsula and east bay and the trivalley by 4 00 in the morning. The south bay may not see the heaviest rain until early tomorrow morning. Well be tracking all of that right here as we start today in the bay tomorrow morning. The walnut creek teacher accused of having improper contact with a minor is expected to be officially charged today. 33yearold michael barr tell is expected to be arraigned later this evening. He was also a substitute teacher in martinez before that. Police say the allegations against him do not involve allegations at either of those schools. The San Jose PoliceDepartment Says it is revamping the way it investigates violent incidents involving officers. There will now be four categories. The city says there will be increased security as the levels go up. Category one deals with minor injury to a suspect. The next step involves the use of tasers, pepper spray, batons or rubber bullets. Category three is more serious, like k9 officer bite or when the officers use a chokehold. The neck one deals with deadly force. Under the previous policy, the department investigated all uses of force in the same way, regardless of severity. No violence, but still an unusual protest by stanford students outraged over the controversial appearance of robert spencer. During the middle of spencers address last night, many of the 250 or so students stood up and walked out together. Spencer scolded the students on their way out. Spencers a director of the website called jihad watch. Hes a selfproclaimed expert on islam and radical terrorism. Students continued to protest outside suggesting that spencer is spreading hate. It feeds into a narrative that a religion can be blamed for, you know, sort of almost everything thats wrong with the world essentially and can be linked to National Security concerns. I write about jihad terrorism. Jihad terrorism is not held by all muslims. Not all muslims are terrorists. Not all muslims are ever going to be terrorists. Ive never said anything otherwise. Spencer told the remaining students inside that he is not antimuslim but he will continue to address what he calls an interNational Security issue. This next story is something youve probably seen but never really thought about. More than 200,000 children in california go to bed without a home of their own. In the bay area, a growing number of homeless are newborns. Investigative reporter bigad shaban hit the streets to look into this disturbing problem. Reporter well, theyre among the most vulnerable victims of the housing crisis. Children born homeless. Across the bay area, 20,000 kids and teens were hopelemeless for least part of the last school year. We investigate whats being done to protect children and expose why some pregnant mothers are being turned away from shelters. I feel like reporter pat shah is 24 years old. Shes always moving. Reporter nine months pregnant. Im eating like a champ. Reporter youve actually had to spend nights sleeping in this park . Yes. I did. I was in survival mode. Reporter she was just 4 years old when her mothers drug addiction pushed them on to the streets. How would you describe your childhood . Lonely, i didnt really feel loved most of the time. Yeah. Do you ever get over that . No, its like a pain that stays deeply rooted in you. Your wounds heal, but that doesnt mean they go away. Reporter pat shricia was pld in foster care but at 16 started living mostly on her own. She worked several jobs, even attended college for a year. Is part of you worried your daughter might have to spend some of her childhood homeless like you did . That is a worry. But, you know, i have to change around my whole life just to make sure she has a place to stay and that she doesnt have to be homeless during her childhood, i will. Reporter to get to her doctors appointment is about an hour commute. Two bus lines i have an appointment today at 3 45. Reporter and a train. Ive been lucky that my baby works with me. She doesnt give me a lot of pain. Reporter her fiance ace also lives on the streets. He now lives at a drug rehab shelter and patricia lives at a womens only center where shes been gathering baby supplies for months. She also attends free Parenting Classes a few times a week. Have you decided on a name . Yeah. Her name is faith. So its believing things will get better even though it doesnt seem that way. Reporter the number of pregnant homeless women is difficult to track but the crisis is clear in San Francisco. Moms with children, even newborns, begging on the street. One nonprofit tells us its seen at least 224 homeless pregnant women this year alone, and the number of homeless women giving birth has spiked at least 76 since 2010. There are women who have to spend most of their pregnancy on the streets. Reporter dana is a registered nurse with the department. Is on the road daily providing medical care to the homeless, including pregnant women and new moms. Can homeless parents really provide for their kids . These women have everything that a baby needs but not having shelter makes those things really difficult to provide. Reporter children in imminent danger can be taken away from their parents, but those who leave Child Protective Services tell us sfl being homeless isnt enough because the lack of permanent housing doesnt qualify as abuse or the neglect. While San Francisco shelters boast 137 beds each night for homeless families, most pregnant women arent given priority until theyre at least seven months along. There is nowhere affordable for them to live with their families when they need to most. Reporter San Francisco mayor ed lee. Is the city doing enough to help not only homeless adults, but Homeless Children . I believe we are. Reporter the mayor recently unveiled a comprehensive plan to eliminate homeless camps over the next two years and get all families into permanent housing within four years. Were going to literally end family homelessness the way we know it. Reporter the strategy uses a new central database to help match the homeless, including children, with the housing and medical help they need. I believe a child is not in a safe environment when theyre on the streets. Reporter especially newborns, patricias baby was born nine days late, but she believes her newfound faith arrived right on schedule. Do you ever worry that faith could be taken away . That will be the fight of their life. Reporter patricia will soon lose her housing. Her temporary stay ends in four months. Do you know where youll go after that . No, i dont know exactly where ill go. How do you deal with that uncertainty . Just understanding that life is uncertain in itself. And by having faith . Exactly. Reporter the city plans to develop more permanent housing for homeless families over the next five years, enough for more than 500 people. But when dish cut the refund check, it made it payable to francines daughter. This is when francine finds out even though she opened the count and made all the payments, her daughter was listed at the account holder. Francine tried to get dish to cut a new chuck. We reached out to dish and it cut a new 77 check made payable to frincine. If the account were in her name, she would have had complete control over it. Dish agreed, the standard policy is to send refunds only to the account older. But considered this a special case. Its been busy on the radar, too. Weve got a lot of green on there. The first round of rain moving in. It started shortly after midnight. So far weve recorded anywhere from 1 4 to 1 2 an inch of rain in some of those spots. Just as we expected, starting to lift a little bit further to the north. A few more of those breaks. We will have some lighter rain but still on track with the heavier rain moving in later on tonight. Look at the radar. It shows that pretty much half of Sonoma County just to the east of 101 seeing that light rain heading over towards napa county as well. As we get a look at the peninsula, south bay, east bay, only a little bit of some light spotty showers. Hit or miss on the radar as of now. A live look outside in san jose, all cloudy. As we go through the rest of the day, our temperatures making it into the upper 60s by 3 00. In the low 60s tonight. Still showing showing clouds, no rain as of yet. As we get a look at the timeline for when the rain starts to roll in for the north bay, santa rosa will have the rain ramping up right around 6 00. So this is after sunset. Winds will be picking up as well. Ahead of the rain, the winds will be stronger from 30 to possibly 40 Miles Per Hour, especially in some of the hills. Then as the system starts to the south, it is going to take several hours for it to do so. Not making it into San Francisco until about 9 00 or 10 00 tonight. Into the trivalley at about that time. San jose starting out with some light rain but then it may kind of just back up and hold off for a little while longer. And then look at this, by 6 00 we are still seeing that leading edge of the rain just starting to make it into san jose and then into the south county. We will have several hours of rain there by noon. Its still going to be raining in the south bay while clearing up in the north bay. So with this lasting several hours, there will be the potential of some high rainfall totals and then some high amounts of snow in the sierra as we continue to see that moisture streaming over that way. As of right now, were getting still some rain mixed in. Only in some of the Higher Elevations are we seeing the snow already. And some past levels seeing some of the snow as well. So this will really start to increase as we go into tonight. As we see the rain changing over to snow. And anywhere from about 7,000 feet and above we could have 1 to 2 feet of snow and also winds up to 50 Miles Per Hour. Here well start to see the rain tapering off by early afternoon, and its all dry on friday and saturday. Thats also when we will have our nbc bay area food drive at safeway and then on sunday another round of rain moving in, but that one doesnt look at strong. So well continue to monitor that. So thats why when people are like what does golf do for you . I say it saved my life. Because, i mean, i was in a dark dark place. Reporter that dark place was mikes life after serving his country as an Army Sergeant in iraq. It had been mikes dream growing up to be a soldier and it lived up to his expectations. Mike loved the purpose and structure it gave his life. I knew what to expect. Every single day i knew id get up, there was about 100 chance i was go to do some pushups and 100 chance i was going to do some running, 50 chance there would be some breakfast. Reporter but after just two years, an ankle injury led to a medical discharge. Mike tried school and a few odd jobs but nothing filled the void in his life, which is why he considered ending it. Searching for something because im thinking about going up to travis and buying a pistol and shooting myself in the face because its not working out. Its not working out. And failure is unacceptable.
