Mostly cloudy skies for most of the afternoon. Some heavier rain. This is the stuff that will be making it to the ground and measuring that rain as we head into this evening, starting in the north bay at 7 00. Well, months after the north bay wildfires, a lot of survivors are still out of their homes and wondering whats going to happen next. Still there are steps to get things moving in the right direction. Nbc bay area pete suratos reports from santa rosa where debris removal is underway in one of the hardesthit communities. Reporter yeah, guys, its hard to believe its been a month since the north bay wildfires completely devastated parts of santa rosa, of course the part we talked about extensively is right here in coffey park. Phase one already wrapped up as far as epa surveying the site. What you see behind me is the debris removal process. You have the u. S. Army core of engineers surveying the site and having contractors beginning to work on removing the debris. Big thing that a lot of people are waiting on when it comes to the process of eventually now he tells us he understands its a process and that the Government Agencies involved have to make sure things are safe before letting residents back to their property. In fact, he says hes making peace with the situation and just hoping for the best. For me, my house is dead. All the life that was in that house, the house had a pulse, it had a brain, you know, there was vision in the house. The house was a living entity for me, but the house is dead. Its like losing a family member, a loved one. Im going through the mourning, the grieving process right now. As time goes on, you feel a little bit better. Reporter so this is day number two of that debris removal process. I did speak to the u. S. Army corps of engineers. They say the goal is to remove all of this debris in these areas by early 2018. They made sure they want to make this point clear that their number one priority is making sure the sites are safe before residents return. In santa rosa, pete suratos, nbc bay area news. Well, all new at 11 00. One teenager is dead and another is hurt after a highspeed car crash in san jose. Within the past couple of hours, both confirmed with us they were both 17 years old. The young man died in that crash. The girl was seriously hurt but police say she should survive. This happened after 7 00 p. M. North of norwood avenue. Police say another driver came behind those teens, clipped the bumper, causing them to lose control and crash into a tree. The other driver did not did stay on the scene. Police say that this is san joses 41st traffic fatality this year. Developing right now, we are waiting for the first images of Vice President mike pence in sutherland springs, texas. Pence is scheduled to meet with first responders, with survivors and with family members of the People Killed in this weeks mass shooting inside a church there. 26 parishioners were killed. 20 more are still hurt. And what survivors have told their families about what happened inside that church is horrifying. The shooter stays at the door shooting everyone for quite awhile. Unloads quite a few magazines. And then he starts walking up and down the aisle shooting everyone that was laying on the ground. As for the suspect, investigators say they have sent his smartphone to an out of state fbi crime lab. Were starting to see our rain moving in from the north. Weve had these really cool cloud formations. You can see the stratis clouds rolling by, its definitely interesting as you step out there and our temperatures have been much cooler in the south bay, now 65 degrees. Look at santa rosa, only 52 degrees right now. Much cooler there. Our high temperatures will stay in the upper 60s with our winds coming in from the south, at a time getting a boost from winds of 15 to 20 miles per hour. Expect oakland to reach 65 degrees today. Mid60s also in redwood city, San Francisco up to 65 degrees in the Mission District and the north bay will stay in the lower 60s today. Just a few degrees cooler in some of those spots. Now as we look at the radar, youre also looking at it on the app on your phone, youre seeing a lot of green here. Much of the rain weve seen rolling across the north bay hasnt been enough to be measured, just some spotty light showers, but this is also drying up before it hits the ground but its also getting the atmosphere ready for the incoming rain and the heavier stuff that will move in later this afternoon. Once again, seeing a lot of green here. Only a spotty light shower or two so far. So as we look at the timing of the heavier rain, here we are at 7 00 and it starts to move into santa rosa and napa, approaching San Francisco as well. And then it takes its time getting into parts of the east bay by 10 00 or 11 00. Still waiting on that rain in some spots. San jose may not see that rain around until midnight tonight. The rest of the afternoon with nothing but light rain and most of the rain coming through while youll be sleeping overnight. Tomorrow some spotty rain. It still will be in the area as a few more disturbances roll through on friday before this all wrapped up and well get a break from this weather system. So looking at a couple of days of some soggy weather off and on. Mostly cloudy skies. Temperatures only reaching into the upper 50s. Another system moving in late sunday into monday will give us some more showers in the forecast. And for the inland areas, it stays in the mid60s over the next several days, even into next week, but the main thing that will be changing will be the off and on rain. But it is moistening at the atmosphere and priming it for the rain that will be here later on this afternoon. So as we get a closer look at the north bay, ive been looking around at all of the stations and we have not measured any rain there. We also are seeing some green here on the radar for the east bay. Were mostly seeing cloudy skies. The winds will start to pick up and as we go into this evening, here is the more measurable rain. Moving into santa rosa by 4 00 this evening and approaching San Francisco later on tonight. Winds will be gusty. At times up to 30 miles per hour. By later tonight, we may not seen that rain in san jose until closer to midnight. This is something ill be tracking as the day goes along. This lingers into early tomorrow. Critics say the cal fire, the states largest Fire Department is great at putting out those flames but not very good at preventing them. Investigative reporter liz wagner has the story. Reporter our investigation uncovered a tangled web of Fire Prevention efforts that some experts say fall short of whats needed to make a difference. Extreme weather, rotting trees and longer fire seen mean the clock is ticking on the next disaster. Youre looking at the blodgett forest up in the central sierra. A stunning landscape from the air but a powder keg down below. Fire wants to burn uphill. Reporter dr. Brandon collins and his team are learning how to save these wildlands by setting fire to them. The goal ultimately is not to eliminate fire from these landscapes. Theyre fire adapted. Theyve been that way for thousands of years. Reporter he said the california forest use to burn all the time but before scientists starting doing research here, blodgetts hadnt burned in a century. Dr. Scott stephens runs uc berkeleys fire science lab. Hes studying ways to make forests more fire resistant and slow the spread when wildfires do happen. This is the third time in 15 years the team set fire to this exact plot of land. They say burns like this need to happen more often in more places. To do this and really make a difference in the landscape, we would have to do this at much bigger areas. Thats the thing that worries us, were not doing it. Were not even close. Reporter why . We dont have a lot of experience doing this in california. Weve got to train a workforce. Reporter stephens says building that workforce is a challenge. Fire prevention is divvied up by a number of agencies. Often times workers from nonprofits fill in the gaps. So what we did is cleared this area down here. Reporter they built this twomile field rake. That vegetation grows up and up and up. Reporter they point out the they face the same dangers as the Sonoma County homes that burned to the ground last month. Cal fire is responsible for protecting that neighborhood in Santa Clara County. The agency oversees about a third of the says cal fire should take the lead on an aggressive prevention program. But he says its not equipped to do it. It is basically a Fire Department. Reporter stewart says the agency has made some progress but lacks the scientists staffers need to coordinate a statewide effort. Thats really not what they were designed to do and theyre being dragged into it. Were working to change the paradigm to put more time and energy into preventing fire. Reporter this man serves as one of cal fires directors. But critics say its not enough. Cal fire should be setting the tone from the top. We need to start work on these big forest projects and that sort of trickles down. The last couple of years, our director has actually set some very high goals to for our firefighters to do more in Fire Prevention, specifically with prescribed burnings. Reporter in its july memo, cal fire says the agency fell short on some of those goals, meeting 70 of the prescribed fire targets. Should cal fire be advocating to the governor for more resources, more funds to do the really important work that your agency has acknowledged needs to happen. Both this administration as well as the legislature have invested more money into doing Fire Prevention work. Reporter cal fire recently received a 200 million windfall from sacramento. Aside from this onetime boost, the agency spent 75 million on Fire Prevention each year, but thats just 4 of the total budget. Meanwhile, scientists working in the blodgett forest hope their new techniques for mitigating megafires become a priority. Its really something that is it gets a little bit more traction every year, but it doesnt feel like it ever gets out of the gate. Reporter cal fire recently signed an agreement with several agencies to increase the pace and scale of controlled burns and the agency also granlts money to local Fire Departments and fire safe sounss. Hes still hospitalized more than a week after that shooting. At a town hall meeting last night, police say they want to find the two other people who were in that car with the injured suspect. Theyre trying to figure out if these people are connected to a carjacking with a taxi nearby. The police chief says that there is some body camera footage available of that shooting but it will not be made public just yet. A Mountain View teacher is in jail this morning, accused of sending Inappropriate Text Messages to a student. Investigators say there could be other victims and they are asking those victims to come forward. Evan smith was arrested yesterday. Smith had been a math teacher at Mountain View high for 15 years. He is on paid administrative leave as Mountain View Police Investigate the crime. San mateo police want you to look at this sketch. They say this suspect tried to kidnap a 14yearold girl back in september. The near abduction happened in the area of peninsula avenue and the Railroad Tracks there. During the investigation, police discovered a 16yearold girl was also approached by a man who matched that description. More than 1,000 people are expected to attend a Memorial Service on the peninsula for three young friends who died in a car crash on halloween night. But heres the thing, the check was not the vasquezs refund, the check was actually made out to a different taxpayer who lived in a different city. This got very, very messy. The ves kezs reached out to us for help. We contacted the irs and the couple received their 4300 refund check. Federal law prohibits the irs from discussing private taxpayer issues so it couldnt tell us what happened with the refund, but we are very happy they finally got their money back. Its all cloud were as we look across the bay area. Here is a live look outside in san rafael. We may see it start to see some of the wet weather moving in in time for the evening dmut. As we look live from sunol, as we take a look there and our temperatures have been a little bit on the cool side. The sevenday forecast thats coming up at the bottom of the screen, youll see well have some steady temperatures over the next few days. The things that will change are our chances of rain. Looking at highs into the upper 60s in the south bay been heyward 66 degrees. The peninsula, mid60s and palo alto 66 degrees. San francisco up to 65 in the Mission District and outer sunset, 63 degrees there. In mill valley, expect a high of 65 degrees. Weve been watching a lot of activity here on the radar, but weve been seeing a lot of it has been evaporating before hitting the ground. So no measurable rain yet. Some of the heavier downpours are still well to the north offings as the cold front moves in. So we are going to at times have some spotty sprinkles, nothing too heavy as of yet. The winds will start to pick up in advance of that cold front that will be set to move in later on tonight. As we look at the timing of the rain, some of the heavier rain moving into yukiya and santa rosa in time for the Evening Community kmoout, shortly after sunset. Looks like well have pretty good coverage here of some rain in the north bay but then well see it start to move into San Francisco, parts of the east bay by 10 00 tonight and the south bay not until closer around midnight into early tomorrow morning. By the time you wake up tomorrow, it looks to be fairly dry. Well get a chance to dry out some breezy winds and mostly cloudy skies throughout the day tomorrow. Still some spotty rain as that upper level disturbance moves through that could be just enough to spark off some rain before this system wraps up and moves out of here on friday. So even friday looks wet at times, but not raining the whole day. The models are still being pretty consistent. Showing that we could have the possibility of getting about an inch of rain in parts of the north bay. Well have to watch that, especially in the burn scar areas and for oakland, San Francisco, about 3 4 of an inch of rain. Much lesser amounts for the south bay. Dont expect a lot there. The windings will begin to pick up there this evening. Rushing up from the south at about 15 to 25 miles per hour. At times some higher gusts. That could bring down some of those very small tree limbs and leaves. Not expecting any major wind damage here, but it will be picking up just briefly as we go into tonight. As we look at whats happening in the sierra, its all cloudy and we have a light amount of snow, but with this being a warmer storm, this could bring in more in the way of rain over the next few days and the possibility of getting about possibly 2 to maybe even 3 inches of rain in parts of the sierra. My favorite memory from the olympics was when i came home and they hosted a parade from the high school in south lake to sierra tahoe mountain. Reporter you see, maddies sport, key half pipe had never been in the olympics before. On the national scene, she was a little bit of an unknown. So when all was said and done, maddie couldnt wait to get back to the place she had always been known and loved. I was able to thank all of these people that helped me get here from, you know, teachers to soccer coaches to, you know, my baby sitter that, you know, helped raise me. And they were all there and i could just, you know, i got to have a speech and i just thanked everyone. I think that was the coolest thing for me, was being able to share this with them and just like feeling the love. Reporter even if maddie repeats 2018, it will be a different experience. Thats because while maddie continues to fly in her sport, its no longer under the radar. Those gold medals they give out turn out to be heavier than they look. Everyone has this pressure that builds over four years and its hard to figure how the to cope with it, and, you know, we each do our own thing, but its definitely there.
