Developing this morning, the search is on for the person who shot and killed a student in the east bay high school. It happened of school let out near olympic continuation high school. Thats where you find today in the bays pete suratos with some of the resource that is will be available to students since they have returned to class today, knowing their classmate has been killed. Theres a growing memorial there, we pete. Reporter good morning to you, laura. We drove up this morning, saw this memorial growing behind us here across the street at olympic high. You see a few dozen candles here in remembrance of the 17yearold student shot and killed near campus yesterday afternoon. As you mentioned, laura, they are looking for the gunman. An investigation is under way to talk about the motive. I want to show you guys close up video of this memorial that you are looking at right now. Plenty of candles here, a few dozen with the words r. I. P. On them. Of course we are blowiurring th picture of the student. According to police, they say the students were geting out of school when a black car pulls up to a group of them at the corner of breach and savio street. That is the street we are on now. The man armed with the gun hops out, gets into a brief argument and shoots the 17yearold several times. The teenager was taken to a hospital where he was pronounced dead. Police believe, at least at this time, it is a targeted shooting. Here is one neighbor reacting to this tragic news. Its like, you know, what happened. Its really, relatively a nice neighborhood to live in. Its close to things. Yes, when you see Something Like that, your first thought is whats happened to my neighborhood . Reporter police have Surveillance Video of this and a witness tells us that the gunman was apparently wearing a red and white clown suit at the time of the shooting. Police say that the gunman was driving in a dark colored fourdoor sedan, possibly a toyota. Students and faculty will have counselors on sight. It will be an emotional day. We broke it as breaking coverage of the escape during the midday newscast. Officials say they have not found either. We are learning more about what landed them in jail in the first place. They are facing Armed Robbery and kidnapping charges connected to two Verizon Store robberies. Thats why they are considered dangerous. They show up in the middle of the night, accost the clerks and lock them in the storage room with guns and take the property. The Sheriffs Department says the pair may have used a key to unlock restraints, then got into an awaiting car across from the courthouse. They ditched that car and got into a uhaul. 6 05. The two men facing Involuntary Manslaughter charges in the oakland warehouse fire are expected in court for a pretrial hearing. They face 36 counts of Involuntary Manslaughter, one for each victim in the deadly fire. The District Attorney says they acted recklessly when they held a dance party and failed to get permits. If convicted, they could face decades in prison. We could get information on the violent halloween attack. Last check, an officer still critically hurt. One suspect has life threatening injuries following the shootout. It was the Early Morning hours of november 1st. Officers approached a stolen car and people inside opened fire. An armed carjacking in the mission may be related. Sfpd is holding a town hall tonight to give an update to the community. The start of a difficult, emotional day in Sutherland Springs this morning. Here is the latest, 26 People Killed on that sunday morning during that massacre inside the First Baptist church. 20 others were injured. Investigators are searching for answers in that shooting. We know the gunmans exwife and inlaws attended that church. The family an loved ones of the victims are in mourning and preparing for more than two dozen funerals. Jay gray has been at the scene of the attack since it happened. He joins us live with the information we are learning about the gunman. Has to be such a sad place this morning. Jay . Reporter yeah, laura and marcus, good morning. Overwhelming especially when you consider half the funerals are for children in this community. There is a lot unfolding. We are learning more about the suspect, more about the attacks here. But, also, for the first time this morning, hearing from someone who was inside this sanctuary as the shots rang out. God is still alive in this place, amen. Reporter pulled together by pain, this grieving community gathered again, overnight. These are my people. This is home. This is gods country. This shouldnt have happened here. Reporter memorials continue to grow around the church. Symbols of unthinkable pain and unbearable loss. 26 killed. About half of those, children. 20 wounded, including roseanne. I could see the bullet flying like that. Reporter hundreds of rounds, her friends falling around her. She was wounded as she dove for cover. I was hiding under the benches. I could see his feet walking back and forth and through the aisles. I knew i was going to die that day. Reporter somehow, she survived the attack, carried out by 26yearold Devin Patrick kelley, who police say targeted the church where his exwife and inlaws were members. They were not there sunday. Kelley was courtmartialed in 2012 after he was convicted of beating his first wife and fracturing his baby stepsons skull. The military confined him for a year and discharged him for bad conduct. Now, as the Investigation Continues so does the mourning here. You know, police plan to finish up gathering evidence here at the church in the next few hours. Happening today, the Oakland City Council will determine whether to fund shelters. Today in the bay is tarking to bart about this. They put together a map showing the seven proposed locations. On each sight, sheds would have toilets, Running Water and staffed by social service workers. We spoke to a councilmember who said bart could be a big help to the citys homeless. Bart owns a lot of land, not bart stations but public parcels people dont know are owned by bart. I asked them to look into the land they own to identify parcels to use to help the homeless crisis. They are voting on funding for those centers. 6 10 now. We are about 30 minutes away from sunrise. Happening today, a plan to reduce the speed limit in Palo Alto School zones could get approval. If approved, the speed limit drops from 25 to 20 miles per hour. There are five teen pedestrian deaths every week in the united states. 25 of all High Schoolers are distracted by phones, or headphones walking in a school zone. It warms up quickly into the low 70s for east san jose. 69 degrees today in walnut creek. Also, 69 in fremont today. San mateo, expect a high of 65. 65 in the Mission District and the north bay, in the upper 60s. Then, we get ready for this storm system set to move in. We can see the spin of the clouds and the center of low pressure well to the north of us. Here is the cold front. We can see all the clouds. With that, we will see the cloud cover moving in by tomorrow morning and early afternoon. We can start to see spotty, light showers moving into the north bay. Off and on rain, heavier as it moves to the south bay as well as the east bay and the peninsula by tomorrow night with gusty winds and off and on rain between thursday as well as friday before the system wraps up and moves out. As we take a live look outside in squaw valley, 15 degrees. Look at that snow. Unfortunately, this next storm system moving in will bring more in the way of rain. More on that. Mike is tracking whats happening out there with a few issues on the road. Thats right. The most pronounced problem, the volume is building, of course. We have an issue, the upper east shore freeway. We follow the motorcycle involved crash with two lanes blocked. You are jammed coming in off the upper east shore freeway approaching cutting boulevard. The jam off highway 4 presents an issue off the freeway to San Francisco. Thats the only real slowing. We show you the waze alternate there. Now waze recalculated and taking it back on highway 24 is a half hour faster than this over here. That is one issue. In palo alto, we have the issue as far as closures go. Northbound 101 there, they have the closure still there. Sorry, you have to adjust the shutter or the adjusted daylight is an issue as well. Look at that. Time change changes other things, too. For days, kris sanchez has been looking through crime numbers from across the bay area. She joins us live from mountainview with the trends she found. Reporter if you work, live or travel through mountainview, you probably know this parking lot. Its the innout parking lot, not just because of the burger joint. This is part of the reason why, the easy on and off to the freeway. Police say it is an easy target for thieves to get into and out of town. There are signs warning people not to leave anything valuable in the cars. We spoke to a detective who investigates the cars and home burglaries in the city. Often, we leave things in view we know dont have value but the thieves dont know that. Leaving gym bags and diaper bags. They say theres nothing of value in there. What they dont realize is thieves dont understand that. They will break in thinking valuables are in the gym bag or diaper bag. You are susceptible to becoming a victim. Reporter clearly, we report on crime every day, so it seems like there is an increase. We pulled the bay area crime data and found an overall decli decline county by county. There was a 9. 5 decrease in alameda county, 13 decrease in contra costa county, 2 drop in santa clara, san mateo saw an 8 decrease. San francisco saw a spike of 35 . Mountainview and livermore saw spikes in property crime rates. An analyst on juvenile justice says Police Departments can affect change through community programs. Indeed, tonight at 7 00, the detective will hold a question answered session about auto and home burglaries at the mountainview Police Auditorium at 7 00 tonight. One ferry is not making its normal run this morning due to a nightmare of a breakdown last night that left hundreds of people stranded. This happened on the San Francisco bay fer troy vallejo. 330 passengers were stuck for nearly five hours in the water near hercules when the ferrys engines died. The ferry was finally towed to mare island at around 10 00 p. M. From there, the commuters took another ferry to vallejo. One commuter told us passengers rolled with it. At the end, like, we couldnt use the bathroom. That kind of sucked, but, other than that, it was okay. Im sure that is tough. As for this morning, both the 7 00 and 8 15 departure will be serviced by buses. 6 35. The east bay teacher facing child Assault Charges is expected to make his First Court Appearance today. He will appear in a martinez courtroom this morning. He is on administrative leave from teaching sixth and seventh grade science. Hes accused of Inappropriate Conduct with a boy and girl under 10. They are not students at his school. He faces child pornography charges. Happening today, south bay leaders will vote on lifeline for troubled teenagers and young children. Bob redell is live outside Valley Medical Center in san jose. Looks like we are having trouble. Oh, there he is we have a Great Program here. When you think about it, it could cost a lot of money. Do you know how much it could cost taxpayers . Reporter we have an idea. Good morning. The santa clara board of supervisors will vote on the 36 bed facility designed just for kids to build behind me at the Medical Center. The estimated price tag, 50 million to 60 million. We spoke with the supervisor putting the proposal tolgt. He says the 17 beds provided by the county arent enough. When those beds go up, the options for children arent good, either travel far away to another county or make due at home against doctor recommendations. Terry of san jose knows the feeling. She has been fighting for this kind of facility for years. She wishes it had been available when her daughter tessa began experiencing psychotic episodes as a young teenager. I truly feel that if my daughter, tessa, had a medical psych facility to go to, she wouldnt be brain damaged today. A lot of it is money. The hospitals dont make as much money off psych patients, unfortunately, compared to heart transplants or children with cancer, unfortunately. It is something i feel we desperately need. Im not sure people realize how widespread the need is. We are talking hundreds and hundreds of families who need this kind of help. While 36 beds may not sound like a lot, the typical stay is six or seven days. So, in any given year, you could help, literally several hundred or more families as well as be a resource for the rest of the bay area. Reporter the supervisor argues the facility would pay for itself not only because they send them out of county, but accept kids from elsewhere. Critics point to the cost overrun of the countys expansion of the Medical Center, which is years past due and 180 million over budget. Live in concord this morning, a memorial for a slain student is growing. Students are returning to Olympic High School as the search for whoever shot and killed a classmate continues. The shooting happened close to campus after students had been let out for the day. A witness told police, a gunman pulled up, got out of a car, argued with a group of students and shot one student several times. The suspect was wearing a red and white clown suit. The victim, a 17yearold, died at the hospital. Work is under way on the renovation project at the powell street bart station in San Francisco. Here is a picture of what they have in mind. The crews are building a street level can pi at the entrance located on the north side of ellis and market street. In the last hour, bart officials told us, they hope to do it at the downtown San Francisco entrances to keep the escalators from the elements. We are going have 22 new can p canopies. As we get a live look outside, you see the sunshine coming through the blind and getting dressed this morning, grab a hat or maybe a scarf to keep you nice and warm. Also, a jacket. By late morning, upper 50s to lower 60s by the time you are walking home from school, going to pick them up, in the upper 60s, so really nice and comfortable. We are tracking this storm system. The pair may have used a key to unlock restraints and got into a car waiting for them outside the courthouse. They ditched the car and stole a uhaul.
