You can see the memorial set up for the student that was shot and killed near campus. You can see the candles down there. Theres a picture above the candles of that student. Here is information that we know at this time. We know the students were just getting out of school for the day, yesterday afternoon when a black car pulled up at the corner of beach and salvio. A man armed with a gun, hops out, gets into a brief argument with the group and shoots the 17yearold several times. That teenager was taken to the hospital where he was pronounced dead. Crews spoke to neighbors in the area, who are reacting to this tragic news. Its like, you know, whats happened. Its relatively a nice neighborhood to live in. Its close to things. Yes, when you see Something Like that, your first thought is what happened to my neighborhood. Now, as far as that gunman goes, police are looking for that gunman. As you mentioned, witnesses say the gunman was wearing a red and white clown suit. He was driving in a fourdoor sedan, possibly a toyota. We have surveillance of this incident to help with the case. As we check out the school day forecast for palo alto, well be at 45 degrees at 7 00. Then, it gradually warms up. As the kids head out, its going to be a day where they will most likely wear the jacket all day long. Then, we are tracking the next storm system, set to move in for tomorrow. As we look at the timing, well start to see the showers approaching from the north by early afternoon in the north bay. The rest of the bay area may not see it until late tomorrow evening. It lingers into thursday. Off and on scattered showers behind the system, then on friday, it finally wraps up. We are looking at the possibility of much more significant rain that we have had over the weekend, especially for the north bay with the possibility of getting at least a half to possibly an inch of rain. Our seven day forecast shows we will have at least three days for the end of the week with showers. Saturday looks dry. Then another storm system set to move in by the end of the weekend into early next week. Ill have more on that. Mike is tracking the changes on the peninsula. We are watching this closely. We talked to an investigator and he said often we leave things in view we know are not worth much, but the thieves dont know they are not worth much. Leaving gym bags and diaper bags. They say theres not anything of value in there. I dont mind if it gets stolen. Thieves dont understand that. They break in thinking valuables are in that bag. Overall, there has been a decline by county between 2010 and 2016. 9. 5 decrease in alameda county, 13 drop in contra costa county, 2 drop in santa clara. San francisco, though, did see a 35 increase. This is from the center on juvenile and criminal justice. Local communities like mountainview, livermore, lossal toews, we are talking larceny and burglary, home burglary as well. An analyst for the nonprofit said Police Departments can affect change through community programs. Thats where one ferry not making a normal run this morning due to a nightmarish breakdown last night that left hundreds of riders stranded. Happened on the San Francisco bay ferry to vallejo. They were stuck five hours in the water near hercules when both engines died. The ferry was towed to an island at 10 00. From there, they took another ferry to vallejo. One commuter told us passengers tried to roll with it. At the end, we couldnt use the bathroom. That kind of sucked, but, other than that, it was okay. They were probably back on dry land. This morning the 7 00 and 8 15 departures will be serviced by buses. 5 35. The east bay teacher facing child Assault Charges is set to be in court. Hes an odd min straitive leave from teaching sixth and seventh grade science. Hes accused of Inappropriate Conduct with two children, a boy and girl under ten. They are not students at his school. He faces child pornography charges. Yesterday, a former San Francisco Crime Lab Supervisor testified that the gun was pointed at the ground when it went off and struck the pavement before hitting steinle. He said it would be impossible to predict where the bullet would go after it ricocheted off the pavement. Yesterdays testimony is a strong beginning. We have a physical characteristic with an accident. Debunked the prosecutions theory this could somehow be an intentional shot. The prosecution is charging jose zarate with Second Degree murder saying he may not have intentionally shot steinle, but pulled the trigger. The estimated price tag in the neighborhood of 50 milli 50 mil 60 million. The supervisor is proposing this project tells us the 17 beds currently provided by the county arent enough. When they fill up, the options for children in a psychiatric emergency arent good. They travel away to another county or make do at home. Terry knows the feeling. She has been fighting for this for years and wishes it was available when her daughter began experiencing psychotic episodes as a young teenager. I truly feel that if my daughter, tessa, had a medical psych facility to go to, she wouldnt be brain damaged today. A lot of it is money. Hospitals dont make as much money off psych patients compared to heart transplants or children with cancer, unfortunately. It is something i feel we desperately need. Im not sure people realize how widespread the need is. We are talking hundreds and hundreds of families who need this kind of help. 36 beds may not sound like a lot, the typical stay is six or seven days. So, in any given year, you could help, literally several hundred, if not more, local families as well as be a resource for the rest of the bay area. Supervisor argues the facility would pay for itself and santa wouldnt have to send children out of county but accept kids from elsewhere. Critics report the overrun of the medical center, which is years past due and 180 million over budget. They question whether the county can manage another project like that. Here is the storm system that will be arriving for tomorrow. Now, we can see the swirl of this area of low pressure in the clouds, then we have the front extending down from there. That is what will bring us the gusty winds and the rain by tomorrow afternoon. It does start out in the north bay and then work this way farther to the south. Times of heavy rain will be possible, especially by early thursday morning. Off and on showers thursday into friday before the system wraps up and moves off toward the east.
