The Investigation Continues into a bizarre homicide case in concord. A teen gunned down near his high school by a shooter dressed as a clown. Pete suratos is live where a memorial is now growing. Pete . Reporter good morning to you. Students and faculty deal with this tragedy. Concord police tell us it appears to be targeted. The question is why the student was targeted. You can see the memorial set up for the student that was shot and killed near campus. You can see the candles down there. Theres a picture above the candles of that student. Here is information that we know at this time. We know the students were just getting out of school for the day, yesterday afternoon when a black car pulled up at the corner of beach and salvio. A man armed with a gun, hops out, gets into a brief argument with the group and shoots the 17yearold several times. That teenager was taken to the hospital where he was pronounced dead. Crews spoke to neighbors in the area, who are reacting to this tragic news. Its like, you know, whats happened. Its relatively a nice neighborhood to live in. Its close to things. Yes, when you see Something Like that, your first thought is what happened to my neighborhood. Now, as far as that gunman goes, police are looking for that gunman. As you mentioned, witnesses say the gunman was wearing a red and white clown suit. He was driving in a fourdoor sedan, possibly a toyota. We have surveillance of this incident to help with the case. Officials say they have not found jamal and john. We are learning more about what landed them in jail in the first place. They are facing Armed Robbery and kidnapping charges connected to two Verizon Store robberies. Thats why the d. A. Considers them dangerous. They show up at the end of the night. They locked the clerks in the storage room, then take the property. The Sheriffs Department says the pair may have used a key to unlock restraints. They then got into a car waiting for them across the street from the courthouse. They ditched the car and got into a uhaul after. 5 04. Two men facing Involuntary Manslaughter charges in the o oakland warehouse fire. They face 36 counts of Involuntary Manslaughter, one for each victim in the fire. The men acted recklessly. One suspect has a lifethreatening injury. This was 18th and diamond november 1st. Officers approached the stolen car. The people inside opened fire. Carjacking in the mission may also be related. Investigators continue to search for answers after sunday mornings massacre inside a church. This, as victims plan and prepare for two dozen funerals. Jay gray has been there since the attack happened. A long road to recovery, if a recovery at all can be made for the tight knit town. Its such a small one, jay. Reporter so difficult. You are right. Half of those funerals you talk about are for children here. As they begin to move forward, a lot is unfolding. Learning more about the suspect and the investigation. They were not at the church sunday. He was courtmartialed in 2012 after he beat his first wife and fractured his baby stepsons skull. The military discharged him for bad conduct. As the Investigation Continues, so does the mourning here. Now, police hope to finish up their evidence recovery here at the church in the next few hours. As you check out the seven day forecast, the temperatures not so bad for today, up to 71 degrees in east san jose. The east bay, up to 70 in danville and hayward, 67 degrees. Low 60s for the coast and mid60s for the inner bay. Redwood city, 66 and 64 degrees for the embarcadero. For the north bay, expect temperatures in the upper 60s. As we check out the school day forecast for palo alto, well be at 45 degrees at 7 00. Then, it gradually warms up. As the kids head out, its going to be a day where they will most likely wear the jacket all day long. Then, we are tracking the next storm system, set to move in for tomorrow. As we look at the timing, well start to see the showers approaching from the north by early afternoon in the north bay. The rest of the bay area may not see it until late tomorrow evening. It lingers into thursday. Off and on scattered showers behind the system, then on friday, it finally wraps up. We are looking at the possibility of much more significant rain that we have had over the weekend, especially for the north bay with the possibility of getting at least a half to possibly an inch of rain. Our seven day forecast shows we will have at least three days for the end of the week with showers. Saturday looks dry. Then another storm system set to move in by the end of the weekend into early next week. Ill have more on that. Mike is tracking the changes on the peninsula. We are watching this closely. We have this eye in the sky. We saw traffic jam up here northbound 101. Started to move the crews in. They are getting ready to clear the cones. Northbound 101, you cannot access at willow. When it comes to guaranteeing transferring from a community college, they say Diablo Community college is doing a great job. They rank higher than any other Junior College in the state automatically allowing transfer to cal state campuses. It was developed six years ago. Listen to this, in this parking lot, alone, thieves hit more than 100 cars since january. Just this parking lot. We are at 101 and that easy on and off the freeway appears to be one of the draws thieves are looking for a break. There are signs in the parking lot warning people not to leave anything valuable in their cars. We talked to an investigator and he said often we leave things in view we know are not worth much, but the thieves dont know they are not worth much. Leaving gym bags and diaper bags. They say theres not anything of value in there. I dont mind if it gets stolen. Thieves dont understand that. They break in thinking valuables are in that bag. It makes you susceptible to being a victim. Reporter we pulled bay Area Property crime data. Overall, there has been a decline by county between 2010 and 2016. 9. 5 decrease in alameda county, 13 drop in contra costa county, 2 drop in santa clara. San francisco, though, did see a 35 increase. This is from the center on juvenile and criminal justice. Local communities like mountainview, livermore, lossal toews, we are talking larceny and burglary, home burglary as well. An analyst for the nonprofit said Police Departments can affect change through community programs. Indeed, tonight at 7 00, they will host a question and answer about auto and home burglaries for citizens of mountainview. Going to happen at the mountainview Police Department and auditorium. A live look at the Ferry Building in San Francisco this morning. Thats where one ferry not making a normal run this morning due to a nightmarish breakdown last night that left hundreds of riders stranded. Happened on the San Francisco bay ferry to vallejo. They were stuck five hours in the water near hercules when both engines died. The ferry was towed to an island at 10 00. From there, they took another ferry to vallejo. One commuter told us passengers tried to roll with it. At the end, we couldnt use the bathroom. That kind of sucked, but, other than that, it was okay. They were probably back on dry land. This morning the 7 00 and 8 15 departures will be serviced by buses. 5 35. The east bay teacher facing child Assault Charges is set to be in court. Hes an odd min straitive leave from teaching sixth and seventh grade science. Hes accused of Inappropriate Conduct with two children, a boy and girl under ten. They are not students at his school. He faces child pornography charges. Yesterday, a former San Francisco Crime Lab Supervisor testified that the gun was pointed at the ground when it went off and struck the pavement before hitting steinle. He said it would be impossible to predict where the bullet would go after it ricocheted off the pavement. Yesterdays testimony is a strong beginning. We have a physical characteristic with an accident. Debunked the prosecutions theory this could somehow be an intentional shot. The prosecution is charging jose zarate with Second Degree murder saying he may not have intentionally shot steinle, but pulled the trigger. The estimated price tag in the neighborhood of 50 milli 50 mil 60 million. The supervisor is proposing this project tells us the 17 beds currently provided by the county arent enough. When they fill up, the options for children in a psychiatric emergency arent good. They travel away to another county or make do at home. Terry knows the feeling. She has been fighting for this for years and wishes it was available when her daughter began experiencing psychotic episodes as a young teenager. I truly feel that if my daughter, tessa, had a medical psych facility to go to, she wouldnt be brain damaged today. A lot of it is money. Hospitals dont make as much money off psych patients compared to heart transplants or children with cancer, unfortunately. It is something i feel we desperately need. Im not sure people realize how widespread the need is. We are talking hundreds and hundreds of families who need this kind of help. 36 beds may not sound like a lot, the typical stay is six or seven days. So, in any given year, you could help, literally several hundred, if not more, local families as well as be a resource for the rest of the bay area. Supervisor argues the facility would pay for itself and santa wouldnt have to send children out of county but accept kids from elsewhere. Critics report the overrun of the medical center, which is years past due and 180 million over budget. They question whether the county can manage another project like that. We have had areas of frost. We are in the upper 30s. Look at the high temperatures today in the upper 60s. Napa and santa rosa, 67 degrees in antioch. Livermore, 67 degrees with palo alto reaching 68 degrees. As you come over and look at the seven day forecast at the bottom of the screen, we will have a lot of rain in the forecast from wednesday to thursday, then again by the end of the weekend. We start out with dry and clear conditions. Today will be the day to enjoy. With the chilly temperatures, you need a hat and also a nice, warm jacket to start. Here is the storm system that will be arriving for tomorrow. Now, we can see the swirl of this area of low pressure in the clouds, then we have the front extending down from there. That is what will bring us the gusty winds and the rain by tomorrow afternoon. It does start out in the north bay and then work this way farther to the south. Times of heavy rain will be possible, especially by early thursday morning. Off and on showers thursday into friday before the system wraps up and moves off toward the east.
