It happened out of nowhere. I was walking down the street. It was a normal day. And multiple gunshots one after another. It was completely unexpected. Reporter this rented truck barreling over bike riders and slamming into a school bus. Eight people were killed, 11 injured. This was an act of terror. And a particularly cowardly act of terror aimed at innocent civilians. Reporter carried out police say by 29yearold saifullah saipov, this video showing saipov after he jumped from the truck yelling allahu akbar, according to police. I saw a guy with two guns. A and the guy with two guns was running around. He was getting chased. And all of the sudden four shots went off, and we all started rung. Reporter a Patrol Officer shooting and stopping the suspect. He is in Bellevue Hospital right now. And this point has refused to speak to investigators there. Police say he acted alone. At least one person is dead, and at this point we dont know what led to that crash. To the city now, where the police are on the scene of some breaking news. This is in the sunset neighborhood. A crash along sloat that killed a man. Were told the man was walking near 36th avenue when he was hit by a car. The driver of that car is at the scene and is cooperating with police. Well, it looked more like a movie scene today on the streets of san francisco. But this is very real. And the damage was severe. A runaway dump truck smashing into cars as it rolled down a hill. And an uber driver might have saved some lives. Nbc bay areas jean elle is in the city for us this evening with this wild ride. Jean . Reporter raj, that truck was near the top of the hill when the brakes went out. As it started to come down the hill out of control, an uber driver was heading up that hill. He said he saw the truck coming at him and he put his car in reverse. He was coming. And i was backing up into the intersection. Reporter uber driver says he started backing down east divisadero above vallejo when he saw this construction truckloaded with bricks heading right for him. It was careening out of control down the hill, crushing cars along the way. He says he knew if he didnt get out of the way, he and his two customers were in grave danger. Save the life of myself and my customers. Reporter his car didnt escape damage. He walked out of the hospital tonight in pain, but otherwise not hurt. Police gave his shaken passengers a ride back to their hotel. Just slammed into us, spun us around. Reporter police say the smart demolition and excavation truck was double parked on the steep hill with 2 x 4s in front of the tires instead of blocks. The wheels were not curbed. And as workers loaded the truck with bricks, the brake gave out, hitting nine cars. Three had people inside. It was intense, man. It was it got to be a serious headon with a big truck. Reporter that truck came to rest on mike lindseys suv. He says he is feeling lucky a tree and a curb helped absorb the impact. Tonight cal osha says it does not have a record of citations or investigations involving smart demolition and excavation. The Police Department is investigating this incident. Police say that the suspect was hurting a woman, so they sent in the k9. The suspect stabbed and killed the dog. Officers responded by shooting and killing the man. Police say the man also stabbed a woman in all that chaos. She was rushed to the hospital, but she is expected to be okay. A fire in santa clara sends an elderly person to the hospital. Firefighters responded to a home on bonita avenue just after 00 this evening. The person suffered seconddegree burns there was another person treated for smoke inhalation. Senior Investigative Reporter vicky nguyen shows us a sidewalk struggle facing many of the bay areas growing communities. Oh, your sunglasses. Reporter the saying goes walk a mile in someone elses shoes. Maureen just wants her county leaders to roll a few block. Its not easy to understand what her son ian endures every day. This is what im talking about here. Nope. I cant get over this. Reporter they live in Castro Valley. Its the largest unincorporated area in the bay area, a ranching community thats boomed into 61,000 residents who say they need sidewalks for safety. Everybody is so scared to walk to school. Reporter and that tumlinson was recently sideswiped while walking her kids to stanton elementary. Thats when the car hit me. It could have hit my kids. Reporter adding to the dangers, drivers parking on sidewalks. These are all illegally parked. All illegally parked. Reporter this is a common practice in Castro Valley . Yes, unfortunately. Reporter then there are the walks to nowhere. They Border School campuses, but abruptly end at busy intersection. Thats it. Its like an island. You cant go anywhere. And there are so many intersections in Castro Valley like this. Half the community has no sidewalks . Reporter she says people understand it takes two to four years for sidewalks to be constructed. But they want temporary fixes in the meantime. They point to painted lines or asphalt curbs that can mark pedestrian pathways. Theyre failing to consider the shortterm solutions that are inexpensive. Its an easy way for them to enforce protecting where people walk. This is the one that is under design. Reporter art carerra is the principle Civil Engineer for alameda public works. Who is accountable for the safety of the people who have to use their wheelchair or walk in the street with traffic . So thats where i think it were focusing on the walking. Youve got to take safety in your own hands. Dont be distracted while you walk. Reporter the county spent 4,000 on Public Service announcements to tell people how to walk defensively. Always look both ways before crossing the street. Reporter carerra says the county hasnt painted lines or poured curbs because of cost, maintenance and liability. Do you worry there will be someone seriously hurt or even killed . Yeah. Its something that why were actively pursuing as fast as we can the sidewalks. Reporter what other solutions are there for people while theyre waiting for the sidewalks to be built . They have the opportunity to fund the sidewalks. How much on average does it cost to build a sidewalk . Depending on the length of a block, maybe half a million to a Million Dollars per block. Reporter 500,000 to a Million Dollars for a block of sidewalks . Thats a lot of money. Yeah. Reporter he urges people to report blocked sidewalks using the mobile citizen app. We found they have. 128 times since 2014. But enforcement is spotty. The Sheriffs Department issues an average of one ticket per day for cars parked on sidewalks in all of alameda county. They are always temporary solutions. Reporter eric shin, a traffic engineer with 25 years of experience who teaches at the university of Southern California said there are much cheaper options. He pointed to box dot, or graphic delineators that can be easily removed. Those are low cost, easy to install. At the same time, agencies tend to have more flexibilities to install them and also remove them when they are no longer needed. Reporter for ian and his mom, anything would be a step up from this. It would definitely make a big difference for me and a few other members of the bay area disabled community. Reporter after we asked the county about access for the disabled, they said they would consider asphalt curbs. The county is looking into the bot dots and the white cones you saw in our report.
