Those turn semiautomatic weapons into fully automatic weapons like what the shooter in las vegas used to kill all those people. Both sides agree to Better Mental Health services and the 49ers will also team up with police to create Public Service announcements to foster better relations between officers and the community. As we look live at the reservoir, it is beautiful, bright, and sunny, yes, temperatures are warming up quickly, already at 75 degrees there and this is above our average High Temperature we should be at about 72 degrees in san jose and were at 75. And we have not even made it close to our whats going to be our High Temperature today. Were at 68 in oakland and San Francisco with some low 60s in the north bay and then as we look at those highs and where were headed for today into the upper 80s for the north bay. And in concord, expect a high of 91 degrees, also 91 in morgan hill, livermore 90 degrees and palo alto, upper 80s. House of representatives passed a budget, it is a critical thing for the party by a narrow 216212 margin. The house passed the fiscal year 2018 budget already approved by the senate. The budget is a necessary hurdle before the gop dominated congress can begin work at 1. 5 trillion tax cut bill. 20 Republican House members voted against the budget, many from high tax states of new york and new jersey. Every republican from california voted to pass it. We have republicans in congress who are in their dna committed to a mission of giving tax breaks to the wealthiest people in our country. In fact the budget they put forth in that budget 82 of the tax cuts would go to the top 1 . The bay areas nancy pelosi there. Investigators say that the suspects vehicle may have had minor damage to it. The victim is expected to survive. Up to a dozen Football Players at Antioch High School have been disciplined after they reportedly sexually harassed a group of girls. I spoke with the schools principal this morning and he tells me that after interviewing students, witnesses, and reviewing cell phone video, six of the players on the Junior Varsity team were suspended. He says that the players made rude and vulgar comments to the girls on monday as they passed the locker room. This happened a week after those students attended a seminar addressing Sexual Assault and bullying. Response to the players actions, the Junior Varsity game scheduled for tonight has been canc cancelled. Students and snaf San Francisco are worried about their worry. Concerns about lead contamination are prompting School Leaders to shut down drinking fountains a the three schools. Samples from taps at west portal and malcolm x Elementary Schools along with International High schools contained to elevated lead levels. The district says the problem is due plumbing. Last year Sherry Papini disappeared while jogging prompting a manhunt. 22 days later on thanksgiving day, a trucker found her battered and abandoned in yolo county. Investigators released fbi sketches this week right here of two of the women papini claimed abducted and abused her. Male dna as well as female dna was found on her clothing and her husbands 911 calls recently released. Yeah, we thought this fight was settled a couple days ago, the president declared there was no way that the republican tax plan would slash the amount of money youd be allowed to put in your 401k, tax deferred. Right now the limit is 18,000, the republican tax proposal suggested that that dropped to around 2,000 to which the president said, absolutely not. That would be an increase on middle class taxes. And we thought that was a done deal. So too did the president. Take a listen. I wanted to end that quickly. 401ks to me are very important and theyre important because thats one of the great benefits to the middle class. I didnt want that to go too far. Thats why i ended it very quickly. But todays vote on the budget in the house clears the way for the senate to start working on tax reform and the way theyve got it structured so far, under reconciliation, theyll just need 51 votes. Thats a simple majority to pass it and it looks like that 401k issue is still in the tax bill. Not today, we have a few more days of really warm temperatures and we reached the peek of the heat on tuesday, but we are still in with some well above average temperatures in many spots could be setting some records again today. So as we take a live look outside in downtown san jose, its 77 degrees there. And then we move on over towards this side, my camera went out there, but it was very nice shot. Its 68 degrees as we take a live look outside at tiburon, nothing but clear skies and then we want to talk about the possible record today and how close well be in some spots. So i think concord could set a new record today. Well be well below in San Francisco, but livermore may tie the record and we may also tie the record in san jose. So we know its not supposed to be this warm. We were talking about some low 90s in the south county and in a gilroy today, expect a high of 92 degrees. Cooper tee know will be up to 87. And well have some upper 80s to low 90s from danville over toward antioch, 87 degrees there, also 87 in fremont and for san mateo, 85 degrees today. We may make a little bit of progress towards some slightly cooler temperatures today in halfmoon bay, but its all dependent on those winds and the small shift can make all the difference and how quickly those temperatures rise. In the marina district, 82 degrees in engelside, 80 there. And napa today, 88 degrees. So if youre getting ready to head out. Well be at 79 degrees and then slight warmup by 1 00, 2 00 were at 81 degrees. So, i think for a lot of people you just get that sandwich and head back into the office. And if you could make it a beach day, its going to be really nice in santa cruz right there along the water. Our temperatures making it up to 80 degrees and cooling back quickly as you get ready to head back over the summit and then most likely at that time, youll go sit in traffic. We will have those temperatures that will be in the upper 80s in the south bay for the rest of the afternoon. We see them how quickly those temperatures jump up. For the rest of the day. Now San Francisco will keep those well above average temperatures through at least saturday, well be up to 73 degrees. Still a really nice weekend. And then we get a bigger cooldown on sunday into early next week and its just in time for halloween. And then looking at the inland areas into the upper 80s. Few spots reaching the low 90s and 85 degrees on 76 degrees, now that is going to be a big improvement over all the warmth weve had all week. Next week looks much cooler, unfortunately, theres not a drop of rain anywhere in this forecast. We will take a look at some things going on around the bay area for the weekend. Now a Big Development in the story weve been following here for years. It looks like Martins Beach in San Mateo County will remain open to the public. California Supreme Court has declined to hear an appeal from the beaches billionaire owner. We found that decision for you overnight. It means a Lower Court Ruling requiring the beach to be open to the public will stand. Now for years the beach was a popular public destination. It was bought in 2008 and closed it off for public access. Years of legal battles have followed, but again it should be now open to the public. Points with a purpose. The money has been flowing in. Donors across america have given 7m to the red cross were turning now to our coverage of the north bay fire. That money has been flowing in. They have given 7 million to the red cross to help the fire victims, but how much does that money see . The response to the valley fires two years ago. Our Senior Investigative reporter vickie we know is looking into it. Reporter at the valley fire in 2015 as the donations piled up and Community Members launched angry social media campaigns criticizing the efforts of the red cross. Tonight well tell you what theyve changed and how your donations will be spent to help the people in this disaster. So when the fires broke out, nobody knew how big they were going to be. Reporter donated to the red cross in santa rosa with trevor wiigens. They go out. Reporter Northern California region ceo. Supplies and logistics flowed from here for 900 volunteers working each day across the north bay. Still, some 3,000 people have signed a petition calling for the red cross to leave napa and some local volunteers in Sonoma County say they were pushed away. Kind of felt like a strong arm, i guess. Reporter the Patterson Brothers provided round the lock Laundry Services one day but refused by others the next. An example they say of miscommunication between the 2. 5 billion nonprofit and local relief efforts. Come in here and ask whats needed rather than telling us whats needed. And try to work with the community. Reporter two years ago during the valley fire, a Facebook Campaign complaining about the red cross went viral. The organization admits it was not prepared to shelter people for two weeks and it didnt have a way to accept help from hundreds of volunteers or process their donated goods. Every time there is a disaster, there seems to be those organizations that step up and are vocal about criticizing the red cross. I cant speak to why they want to criticize, but i know the reason they want to help. Its a stressful environment. Im sure theres times where the wrong thing is said or the wrong decision move quickly to adjust that if it does happen. Reporter the red cross opened 18 shelters at the peek of this fire storm providing 27,000 overnight stays. Now down to four shelters, the red cross is transitioning to provide financial help. 91 cents on every dollar for a designated disaster will be needed here. Reporter the seven million donated so far will pay for 125 debit card for fire victims. The money also pays for medical equipment and funeral costs donated funds also go towards fuel, food, and supplies. What happens to the money once the initial response is done and the Community Moves into the rebuilding phase . We are very sensitive, once the initial response costs are met, the remaining funds are used for longterm recovery. Give us a sense of what that covers. Direct Financial Assistance to families to help them with, you know, rental assistance, moving into a new home, could be Mental Health support or Additional Health needs that come up in the community. And other disasters weve also done grant partner agencies. Reporter as a result of the valley fire, the red cross established a system to quickly train an influx of volunteers. 12,000 people have signed up since the north bay fire ignited and many are already helping. The red cross also partnered with goodwill to take in donated goods instead of refusing them. An important note. Now to a story youll only see on nbc bay area, testimony in the kate steinly murder trial continues today. We have details this morning and weve obtained video from the day of that tragic shooting. The footage was shown to jurors yesterday. From a fire boat and it shows the minutes before the shooting at San Francisco pier 14. Images are grainy, but that green arrow is highlighting a chair that the defendant, jose garcia reportedly sat on. The defense argued several people were hovering around the chair and they may have left the weapon that was used in that shooting. The point being the video might cast doubt that he stole the gun from the car of the federal agent. We looked at that. We identified a grouping of, you know, six people gathered at that very seat, not in the general vicinity, but at that very seat. People in the courtroom gasped as the video was shown. Tweeting out just moments ago that this morning the federal agent whose stolen gun was used in the kate steinly killing just testified. The defense already asking him do you think the weapon was forward safely . Recent shootout at a San Francisco house party is putting new pressure on short Term Rental Companies to follow regulations. That shooting happened two weeks ago at this home in bartel heights. Gang members fired at each other during a crowded party leaving two people injured. Turns out the house was being listed illegally on sites like airbnb and bbrbo. Thats because the homeowner lives overseas and the home was not registered. There are regulations that should have been prevented this from being. Had abnb prevented it from being implemented, we would have prevented this horrific incident in the city. Airbnb recently settled that lawsuit and is now starting to comply. But in the meeting at bartel heights last night, neighbors argued its not happening fast enough. The shooting of four people in lake county this week is expected to enter a plea. Police say this is Surveillance Video of allan ashmore. He answered to 22 charges in court yesterday accused of shooting and killing his father and another man near his clear lake home on monday. Two other victims including a chp officer suffered minor injuries. Ashmore will be back in court in two weeks. Well there are new questions this morning about how the Orange County Fire Authority handled socalled canyon fire. Right now, there are concerns about the timeline and actions of some of the fire agencies. The kenya fire began on october 9th and burned more than 9,000 acres before it was contained more than a week later. During that time, 25 structures were destroyed and 55 more were damaged. And four people were injured. Despite those concerns, the fire cheer says hes proud of the work the firefighters did on the front line. Were devastated, homes were lost. Im devastated. But the number that were saved, three to 400 is because of people like this. And today, he is expected to call for an independent and unbiassed review to help learn if they could have done things differently. Well people in a peninsula city as they were not warned about a store opening up, that store demotion selling guns. As nbc bay area reports, now the city is being pushed to change how it permits gun stores. How does a shop that sells guns come into our Community Without anybody being aware of it . Ron and about a dozen neighbors showed up at the San Carlos City Council Meeting this week asking city leaders to stop an Outdoor Stores that sells guns from moving in. The last thing we need is more guns being circulated. Reporter they learned about turners outdoorsman plans to move in on social media. If you go to the downtown areas or the retail areas, its teaming with children. So we just to want make sure that the shops that come into this area reflect that. Reporter the San Carlos City manager says they need the police chief to secure a security plan because it sells gun, but there is no requirement to inform the public. Nothing in the municipal code that requires the city to inform the residents about the activities. Reporter they may change after hearing from dozens of people who are opposed to a second gun retailer in town, the city council will consider requiring a special use permit for gun retailers. And looking to a temporary ban on new gun stores. Outside the swim academy which is located in the same complex as the store, reaction is mixed. As long as they follow the laws and the guns theyre kept safe and everyones got a background check, i dont really have a problem with it. Pretty much like it was yesterday, our temperatures matching where we were for yesterdays High Temperatures, and in livermore, expect a high of 90 degrees. We are going to have those upper 80s and low 90s all around the bay area if youre not along the immediate coast, it is going to be really toasty today. And reaching into the low 80s in San Francisco once again, and for the north bay, upper 80s there for this afternoon. In spots like halfmoon bay, you will have a great beach day, highs reaching into the low 80s by 3 00 and then cooling off quickly once we do get a little bit more of that ocean breeze kicking in. Well go from the low 80s to the low 70s in a matter of a couple of hours. Bring a jacket just in case. And then in napa valley, that slow down, the cooldown will be a little bit more slow to happen. After sunset, well reach into the low 80s after peeking near 90 degrees. Now for that commute for the afternoon through the east bay, as you get ready to head out for your lunch hour, its going to be in the low 70s, but then look at the difference by the time you get off of work in the upper 80s. So, a huge difference there with the warmup happening in a snap for the afternoon. Youre already making plans for the weekend, so checking out a couple of the places you may be heading in santa rosa, the Pumpkin Patch on saturday, its going to be a nice place to be during the morning hours. Thatll be when a lot of people get out there. Its going to be in the upper 60s to start and then some upper 70s by 2 00 in the afternoon. Well hit that High Temperature around 4 00 with 82 degrees. And then it cools off nicely after going to the evening. We have a lot of hours there, so enjoy your time outside. Maybe not pick the hottest hours of the day. Looking at San Francisco today, a few 82 degrees and then 77 degrees tomorrow. We will have much more of a cooldown, especially by the end of the weekend, and also into early next week. While the inland areas will be a near record highs again today, well be up to 85 degrees on saturday, and mid70s on sunday. So thats when youll really notice the difference. Well bring it back closer to where we should be for average for this time of year. As we look forward to halloween, its going to be in the low 70s for the interior valleys and those morning temperatures will really be cool.
