We begin with breaking news, a major intersection in the south bay remains closed this morning after a person was shot at a traffic light. The shooting happened just before 2 00 a. M. At the intersection of scott boulevard and El Camino Real in santa clara. What we know is that a man was shot and taken to the hospital with unknown injuries. Police are still investigating the scene. No word on when that intersection will reopen. The allegations are heinous, the now former ceo of a San Francisco media startup remains in jail this morning after being charged with Sexual Assaulting a minor. The san mateo District Attorneys Office tells nbc bay area that zane jafer was immediately charged because Police Officers caught him in the act. The d. A. Says police were called to his home early last sunday morning. Police say his father answered the door in a panic and told the officers to go for the back yard. Thats where police say they encountered jafer and a 3yearold child. The police saw the naked defendant committing attempting to commit Sexual Assault of the victim. Police also say a 1yearold at that home had bruises. Is so jafer also is charged with assault on that baby. After his arrest, he was immediately removed as ceo of the company he founded. The new ceo released this statement that reads we are aware of the extremely serious allegations leveled against our former ceo. And we are shocked i dont understand beyond words. Investigators are looking into the possibility that he may have been using lsd at the time of his arrest. Hes being held in lieu of 300,000 bail. He is scheduled to appear in court november 1. New details this morning about a plane crash in san carlos. Officials now tell us that two people on board the small plane are okay. We had the crash as breaking news last night. Investigators say the pilot appears to have overshot the run way at the San Carlos Airport barreling through a small barrier fence. The city of santa rose has announced the controlled access reentry period for coffey park and Fountain Grove has been extended, that means only the people who live in those neighborhoods are allowed in. He was patrolling on his Police Bicycle in the tenderloin sgrik district when a man in a stolen suv hit him while trying to flee a crime scene. Yesterday that driver marquise johnson entered a not guilty plea. Officers showed their support outside of the court. The city of oakland has a new fire chief, darin white, a 20 year veteran of the Fire Department was sworn in yesterday to a standing ovation. Calfire announced that the tubbs fire is the most devastating fire in state history. 5300 structures destroyed. Now the search for what sparked that fire. And the other fires that have forever changed the north bay. As Jodi Hernandez reports, investigators are starting to zero in on the cause. This was pretty much what started, there was a big north wind and then sent everything over the santa rose. Reporter jim and pat say its scare are to think that the deadly tubbs fire may have started in their neighborhood. The calistoga couple says fire investigators have been on bennett lane pretty much since the fire started. Several areas are cordoned off and a Security Guard is watching the area around the clock. Fire started somewhere. If it starts here, like i say, its a scary situation. Reporter crime scene tape is up around a power pole and what look like a canister from a transformer. Calfire would only confirm the fire was reported near bennett lane and tubbs lane. Firefighters are still waging battles, focusing on hot spots across the north bay. Some residents remain evacuated hoping fire crews fully contain it. To just put it out and then we can move forward. Everyone wants to go home. Reporter tonight they feel very lucky. While the tubbs fire may have started on their street, their house is still standing. It burned right up to a statue of the virgin mary in their backyard. It was about 10 feet from the house, yeah. And burned all around her. We feel very fortunate, that is all i can say. Reporter Jodi Hernandez, nbc bay area news. A deadly disease that infects trees could have fueled the north bay fires according to a new study out of uc berkeley. Our Investigative Unit reviewed the study which shows dead trees are spreading. Investigators are still looking into the exact cause of the wildfires, but the new research out of berkeley found a high numberlocated in the zone were heavily infested with a disease called sudden oak death. It makes them burn more easily. And this map shows areas in the north bay with high levels of infected trees including santiasanta ro rose. The number of infected trees glue grew by more than 25 . The studys author says that the large groups of dying trees are like match sticks. This year the Group Reported the largest number of infected trees ever. Well, good news for the firefighters, we had some rain, a cooler weekend ahead. That rain really helped. We had in parts of the north bay over half an inch of rain. So it was good to see that, but unfortunately, we will head back to some dry weather and also hotter temperatures. I thought we were done. No, it will still be hot. Well have these little spells where we do have temperatures ramping up, but at least we do have a break now. In San Francisco, as we take a live look at amazing sunrise this morning as you get your saturday started, and its cool, too. Look at these temperatures, 52 right now in San Francisco. Oakland at 46 degrees. And 39 in fairfield and napa. In sonoma, weve seen the temperatures dipping into the upper 30s as well. And where we begin this morning is about 5 to 8 degrees cooler than it was yesterday at this time. As we go through the day, it will be very nice. Looking at a lot of sunshine, breezy winds coming in from the northwest at about 10 to 15 Miles Per Hour. And expect a high of 70 on. For the east bay, upper 60s and hayward and 72 in walnut creek. And for the peninsula, 67 degrees will be the high today in san mateo. Daly city expect a high of 63. And mid60s today in San Francisco, embarcadero at 63 there. And some lower 70s for the north bay. Santa rose and sonoma expect a high of 7 0. So as you get dressed for the day, its a good idea to have a nice warm jacket and long sleeves. As the day goes along, our temperatures will start to feel a lot more comfortable and probably will need some sunglasses, too, with all the sunshine. If youre going shopping today in the peninsula, we start off with temperatures once again chilly, but warming up nicely with sunshine, highs in the mid60s. And in oakland, its going to be a chilly start there, 47 degrees at 8 00. And then mid60s for later today. And as the sunsets, it cools off very quickly. And now the check out some of the vineyards, go shopping in napa valley, low 60s by 11 00. It will be a gorgeous day. And highs in the low 70s. And then going hiking for some of the trails in the south bay, a chilly morning, but it will slowly warm up by 11 00, were at 61 degrees and a very pleasant afternoon. Santa cruz will have nice weather, but after the cool start, we make it into the mid60s. But a heads up that there will be a beach hazard statement in effect meaning that there could be some very high waves. And also some long period swells at about 15 to 17 seconds. So the risk of some rip currents and sneaker waves will exist this afternoon. And i wanted to show you this live look at the sierra with a fresh coating of snow. But they do say she is okay and is expected to survive. The driver on the other hand, she is now behind bars. It happened on the 800 block of east 15th street. Police say the little girl was struck by a car driven by a woman who then left her laying on the pavement before crashing just a few blocks away. To leave a child, something has to be wrong with you. Either mentally or physically, something has to be wrong with you to leave a child in the middle of the street like that. No one in their right mind would do it. My heart goes out to the family. Reporter the young girl was taken to the hospital, initially believed to be in critical condition. However upon arrival and after xk bei being examined, her condition was upgraded. Pal lo alto, 69. San francisco low to mid60s there. And in the north bay, some low 70s for this afternoon. And if you are planning to head out jogging within the next hour or so in san jose, its still going to be really cool, but then it does warm up as we go through the day reaching into the upper 60s by this afternoon. Going to sonoma wine country, it will be where you need long sleeves to start, but then later today really comfortable with all the sunshine. And hitting the links in the try value i will today at 11 00 on, well be in the upper 50s, high temperatures there just barely making it up and if you are at the jdrf one walk, it will be low to mid60s as the day goes along.  and for fremont, tomorrow this is the run for education, a 5k happening at quarry lakes regional park. At 9 00, temperatures in the mid50s. And then in the mid70s throughout the afternoon. So some beautiful weather there as well. The overall trend is that we will have warmer temperatures moving in, so in San Francisco today, 63. 74 by monday. And the warmest day will be on tuesday up to 80 degrees before it quickly comes back down. The cooldown will be much more gradual for the inland areas. After we reach 70 today, upper 80s by tuesday. And well stay there throughout most of the week. So were about to return back to some summerlike weather after a nice little break from this very warm weather. Still ahead on today in the bay, why millions of are living with contaminated Drinking Water. We investigate the broken promise to provide clean Drinking Water to every single resident. Drink. But no money to clean it up. That s the reality for hundreds of California Water too contaminated to drink, but no money to clean it up. That is the reality for hundreds of california communities. Senior investigator Stephen Stock and his team have been digging into this issue for more than a year. Here is what they found. Five years ago, state lawmakers agreed that every citizen in california had a right to clean affordable Drinking Water. Since then, millions of your tax dollars have gone to build Treatment Systems around the state to clean the contaminated water. But we found that even if the state pays for these facilitief, many poor communities simply cant afford to maintain and run them. Every month the delivery man brings bottled water paid for by taxpayers to the 600 or so residents living in this rural unincorporated town located in east fresno county. Its water since 2002 has contained some of the highest levels of arsenic in the state. We are forgotten. Reporter you can see an example of that right here, a 1. 3 million Water Treatment plant that can clean impurity out of Drinking Water. Translator initially it looked like a good idea and a good plan. Reporter but within six months of going online, that was moth balled while the grant covered the cost of building the plant, there was no money to maintain and run the plant. Translator even if the community wanted to, we cant afford to treat the water. Reporter 12 years after completion, this plant still sits idle while bottled water continues to be delivered to residents instead. Tr translator the brace of the blast led the community to significant debt that we are still paying off today. They cant drink the water. Reporter the codirector of the leadership for justice. And its a reminder of what could be and it isnt because so many people have failed. Reporter the group represents poor communities. Communities that she says remain forgotten by the rest of california. This issue, weve known about this and weve turned the other way. Reporter our investigation found more than 300 communities serving about 1 Million People in situations similar. It includes 129 systems with high levels of arsenic in them. More than 100 other Water Systems tainted with high levels of nitrates or uranium. Many could not afford to runt plant even if the states gave them the funds to build one. How is this possible . I think its because water has always been seen as a very local thing. Reporter felicia is chair of the control board and says that the communities which cant afford to run their systems is the biggest challenge. But i think the real missing ingredient is just financial. And i think if the legislature can come up with a way to deal with that, then well be off to the races. Why hasnt that happened before now . Well, i think sometimes you get to on it when you get to it. Reporter so we went to a state senator. His solution . Senate bill 623, which would provide state funding to run Water Systems in small rural poor communities like lanare. A bill paid for by a dollar a month fee added to every California Water customers bill. And i think it underscores a shared recognition that the problem is unsustainable. Its a human rights issue. And by coming together, we have a solution. As the legislature failed in its promise to deliver that . Because we still have these communities who cant drink. In retrospect five years, one could say that we failed bauer we didnt achieve it yet. I tend to look forward and were in a position now to do that. Reporter the senators proposed bill has broad support from activists to thing a gri kill chur community. But right now, the bill remains stuck in the Assembly Rules committee. Meantime work has begun in lan me lanare on a new well. And nearly 1 million residents here in california still live with contaminated Drinking Water in their communities. Welcome back at 7 56. Some special guests from pets in need, arguably the best part of the news. Every week echbd end my mom asku have the pets today . So mom, the pets are here. We have the executive director here. And amanda is the new Foster Coordinator for pets in need. And you have some kittens with you who were fostered and are now available for adoption. And they are two of seven and i love this idea you had, you named them after the seven dwarfs. And this is sleepy. And this one is happy. And are they sleepy and happy . They are not. They are certainly happy, but not sleepy. Okay. So if someone is looking to adopt them, someone who has a lot of time and energy maybe . Right, a lot of time and energy especially in the beginning. Ideally both of these guys would go together. Because they sort of help to play and get that energy out when they are in a home together. Right. They kind of take care of each other. They keep each other occupied. But if someone does want to adopt one, they dont necessarily have to, but just more desirable toed adopt both. Thats correct. And they came from your Foster Program and you need people to help out with that . Yes. We love to send animals out into foster care. It helps us save more animals and socialize them a little bit about that. So people will take these two kittens home for example for a couple weeks . Could be two, three weeks or longer depending on how old they are. And so that takes the animals out of your shelter and then you can rescue more animals and get them into your shelter because it frees up space. Right. And it also teaches knows pets how to be part of a home and family and test drives them. Last month, amanda today was able to get about 36 into foster homes. So in a increased the capacity of our shelter by 36 animals. Wonderful. Well, hopefully people either adopt the kittens or become part of your program. Thanks so much. Anytime we are responding to a structure fire, one of the first calls you make is for pg e for gas and electric safety. Its my job to make sure that they have the training that they need to make the scene safe for themselves and for the public. Its handson training actually turning valves, turning systems off, looking at different wire systems all that training is crucial to keeping our Community Safe and our firefighters safe.
