Hard to believe it was a week ago today we were sitting here talking about this hurricane named harvey that had just made landfall. It has been a busy week and it is another busy day, we have lots to get to this morning. Lets get you caught up on the latest in the aftermath of harvey. The death toll has risen. Officials now saying at least 41 people died since harvey hit. President trump will see the devastation firsthand today, he is planning to visit houston and lake charles, louisiana. Overnight, the president asked congress for nearly 7. 9 billion in federal funding for texas, though damage estimates have been well over 100 billion. Congress is expected to approve his request quickly. Lots to get to this morning. Lets begin with nbcs Miguel Almaguer in bridge city, texas. Whats the latest there, miguel . Floodwaters have not receded everywhere. As a matter of fact on friday overnight they were still making rescues and when the sun comes up, theyll likely do it all over again, and water isnt the only problem. Late friday, plumes of black smoke rose over the arkema Chemical Plant outside houston. At least four explosions with more likely to come. The remaining six trailers in a more remote location of the plant. We fully expect the same thing to happen with those containers. Thousands of evacuees told to stay away. Smoke could be toxic, the air dangerous. Meanwhile, in east texas, a flood of misery. Desperation is growing. In cities like beaumont, many are wading to safety. Running out of time to find dry ground. Its all the way up to my roof now. My whole neighborhood is flooded out. In a city that was surrounded by water theres no safe drinking water. Thousands in line for hours waiting for basic necessities. We got a few supplies. How desperate is the situation for so many people. Desperate, im a diabetic, i take insulin four times a day and i got to have water. Where the water is receding, the lasting destruction is revealed. 100,000 homes damaged across the region. The flood here may be gone, but the mud and debris is everywhere. I just feel like you know, we had this wonderful neighborhood, how are we all going to how are we all going to rebuild . President trump is expected in houston later today. This is what hell see. A cleanup that will take months. Costing in the billions, and an impact deeper than the murky waters so many have seen. There are a lot of things that are in that water. And so as people are now coming back home and theyve been exposed to those waters what were asking them to do is really wash up. At the Islamic Center in houston, during a holy holiday, a helping hand for neighbors. Communities coming together when so many need so much. With clear skies in the forecast, the water will slowly recede, but it could take days, if not weeks for some to return home. Hundreds of First Responders who rushed out to help after harvey hit are only just now getting their first look at the damage the storm did that their own homes. A week after harvey made landfall, First Responders are stretched to their limit, the magnitude of this disaster hitting home. When harvey roared through they sprang into action. We have a lot of people that are asking for help. Police officers, firefighters, the national guard, First Responders, on the front lines of a catastrophe. Did you expect it to be this bad . No. Houston Police Officer Tim Whittaker has been working nonstop since harvey hit. Two years old, all gone. Now volunteers are helping clean his house, ravaged by three feet of water. Has it sunk in yet for you . No. Absolutely not. And i dont think it will for any of the First Responders, until theyre able to get back to an eighthour shift. More than 300 houston Police Officers are displaced. So are at least 125 firefighters. Many more outside the city. Being out there and seeing the devastation and destruction and catastrophe thats happened, is very difficult to process. The long hours keeping this hpd officer away from home. So his young daughter had to wish him a happy birthday by phone. Sacrifice, part of the job. When you come to work, you have a duty to serve the citizens around you and really, you have to put them first. Rob hyatt was working a 24hour shift when harvey showed up. You know you did everything you could. But at the same time you feel like, maybe you could have done more. Dana brown and her husband, lance are, both houston firefighters. Rushing water stranded them in their home for days. We felt like we should be out there, we should be assisting others. But we were stuck. This morning, they and so many other First Responders are grateful for the nations support. As a first responder, it is humbling to ask for help. Because we usually give the help. Cops and firefighters have been arriving from around the country to offer relief, locally unions are providing financial help and collecting donations. And theyre also mourning the loss of hpd Sergeant Steve perez, who drowned on his way to work. Kristen, most people run from disaster, these people run towards it. Indeed, gabe, thank you for that report. Amazing the way the First Responders, but really the entire community has come together down there. Always, weve seen so many images of strangers helping strangers, neighbors pitching in. So many boats down in texas, so many people taking the boats out to rescue folks. You spent some time down there. Were going to get your thoughts on what you saw firsthand in a moment. But were looking at another hurricane . There is the possibility. Its still a week away. A lot is going to change. Were still dealing with the remnants of harvey. And take a look at what it did in ashland city, tennessee, the cumberland river, the boat came off its dock, took the dock with it. Went under this overpass. You can see the Rushing Water takes everything with it and nothing can stop it. So thats just small example of some of the destruction that were even seeing as far north as tennessee and even up into kentucky. The storm itself is weakening, theres not a lot of rain left with it we will see pockets of heavier rain down near washington, d. C. And into philadelphia today as the remnants continue to make their way to the northeast. Pittsburgh will see rain as well. For new england, the new york city, i think most of the rain will hold off until overnight. Well see a round of heavy rain and on sunday most of the heaviest rain will be across northern new england. Thats it with harvey. Now lets talk about irma it weakened down to a category 2 hurricane, only because it ran into cooler water. Watch what happens as it runs into a much more favorable environment for strengthening. Its forecast to become a major hurricane by sunday morning and possibly strength noon a category 4 storm. You can see it taking this path. This is where the big forecasting question comes into play. We have an area of high pressure. If this remains weak, it will allow the storm to curve around it, no threat to the United States next weekend. Theres a possibility the ridge could build, it could be more intense and it will steer the storm farther south. Possibly hitting somewhere in the southeastern part of the United States. Were still looking at this storm a week away. A lot is going to change. But i just want to point out its out there, its strong and theres a chance it could impact the United States. Okay. And we know you continue to track it all right, dylan. Meantime as mentioned, President Trump is headed back to texas today. Hell head to houston to survey the damage there. But this isnt the only storm hes dealing with this weekend. Hes just days away from announcing a decision that could force nearly one million young Illegal Immigrants out of the country. A lottor work to be done at the white house this weekend on both of those issues, beginning when the president returns to texas this morning, with a message of support both emotional and financial. Every american heart is with the people of texas and louisiana. President trump now promising more federal relief to floodstricken gulf coast communities. Were working on emergency funding. Were doing everything we can and were working very well with the governor. Who has done a terrific job. Last night the administration sent a letter to Congress Asking for a down payment of 7. 85 billion towards rebuilding the region. Most of that money going to fema. That request, likely to receive broad bipartisan support from congress. While another pending decision by the president has many lawmakers pushing back. The white house says they will announce on tuesday the fate of some 780,000 socalled dreamers. Theyre young immigrants like houston paramedic jesus contreras, brought here illegally by their parents, now working or going to school, while protected from deportation by an Obama Administration program known as daca. Were on the ground helping people back up and were getting our butts handed to us by people you know, upstairs and in the white house. And the president. And its just such a horrible time. Facing a threatened lawsuit by nine states wanting to end daca, the president must decide to keep or cancel the program by tuesday. Dreamers be worried . We love the dreamers. We love everybody. But a growing number of members of congress, including some Top Republicans say they should be making decisions about daca and immigration policy, not the president. I think the president as well has mentioned that he wants to have a humane solution to this problem. And i think thats something that we in congress are working on and need to deliver on. Kristen, the president may be adding a little of his own money to the Hurricane Harvey relief fund. The president has pledged to donate 1 million to charities working in the region. But so far, no word from the white house on which charities could receive that money or whether it would come from the president s own pocket or that of his foundation. Kristen . Garrett, thank you. The political winds may have shifted as well in the wake of harvey. Now to breaking news overnight. Firefighters out west are battling a growing wildfire thats threatening dozens of homes. Even forcing some neighborhoods to be evacuated. Nbcs steve patternson is on the scene for us in los angeles. Steve, whats the word . Hey, craig, good morning from one of those neighborhoods in burbank where its an eerie sight here. The homes are dark, yet the neighborhood is bright from the flames in the hillside behind me. Now pushing up against those homes. This socalled Latuna Canyon fire exploded overnight, charring 2,000 acres in this area, leading to the mandatory evacuation of 200 homes and crews have been engaged in a nighttime battle, using nighttime technology, night vision to try to douse and contain some of those flames. But its been rough going. It started in earnest on friday afternoon, alongside the 210 freeway, a simple brush fire. But because of the strong winds, it blew some of the embers over the fire, creating almost a tunnel of flames until crews were forced to shut down the highway. Theres about 260 firefighters on the front lines of this thing. Right now battling back yet. Its only about 10 contained at this point. And with strong winds, with dry conditions. A Salt Lake City Police Officer has been placed on paid leave after a disturbing incident caught on one officers body camera. It shows Detective Jeff Payne dragging a nurse from a hospital and handcuffing her after she refused to draw blood from an unconscious patient. He was a truck driver who had been hit by another driver fleeing police. The nurse says she was simply following hospital protocol by protecting the rights of the patient. The citys mayor and police chief have apologized. Just moments before the 2018 winter olympics, a surprise announcement from one of team usas brightest young stars. This morning, one more. A group of medical professionals braving the elements to make sure a man who needed a lifesaving Cancer Treatment got the help he needed. Medical correspondent dr. John torres is here with more on that. Great to see you, dr. John. Good morning. Harveys relentless rains started on saturday. By sunday, nearly two feet had fallen, making roads impossible. For one patient at m. D. Anderson Cancer Center who needed Critical Care on monday, his doctors would stop at nothing to make sure he got it. When harvey made its way to houston last weekend, the worldrenowned m. D. Anderson Cancer Center was quickly surrounded by water. Dr. Karen liu had to make a heartbreaking decision to shut down some of the hospitals lifesaving services. Ive been here for 18 years, and this is the worst that its been. I was scared on sunday. The water was high. Reporter this team had an even greater fear their patient was in the hospital while they were all stranded at home. We knew that the gyp fusion had to happen infusion had to happen on monday. Reporter john cormiers life and treatment couldnt wait. Did you think it would happen . No, of course i didnt. If we didnt make this window, we would have to start over from the beginning. Reporter john has advanced melanoma. The team had developed a precision drug to attack his tumors, but it needed to be given at a very specific time. The very same time the hurricane hit. Theres no doover here. You have to do it when you have to do it for optimum results. Reporter in a race against the clock, each team member braved the hurricane and headed to the hospital. I was sitting in this room watching the water rise. At one point, water started coming into the building. The main street in the front had probably about five feet of water. It was almost like impossible that anybody could get here. Reporter the only way for dr. Abdid to get there was to walk three miles through flooded streets. It was just a lot of pressure not knowing exactly how it would turn out. Reporter one by one, they got there just in time to give john his infusion. I feel great. And im ready for my healing. That was in hawaii in 1950. We picked up 51. 88 inches of rain out of this storm system. In just a handful of days, too. You saw so much while you were there, dylan. From the floodwaters to the people helping people. What surprised you the most when you were there . I think a lot of people said this we focus so much on the flooding, but it was also the wind damage in areas like rockport. There were places just destroyed. Right now, were forecasting about 98 and 99 but there is that chance that it could peak at about 100 degrees once again. The remaining six trailers are in a more remote location of the plant. We fully expect the same thing to happen with those containers. Reporter thousands of evacuees told to stay away. The smoke could be toxic, the air dangerous. Meanwhile, in east sterks a flood of misery texas, a flood of misery. Desperation is growing. In cities like beaumont, many are wading to safety, running out of time to find dry ground. Probably all the way up to my roof now. My whole neighborhood is flooded out. Reporter in a city that was surrounded by water, theres no safe drinking water. Thousands in line for hours waiting for basic necessities. Got water, a few supplies. Reporter where the water is receding, the lasting destruction is revealed. 100,000 homes damaged across the region. The flood here may be gone, but the mud and debris is everywhere. This is what hell see a cleanup that will take months, costing in the billions, and an impact deeper than the murky waters so many have seen. Still, a scary sight driving over the bridge and seeing whats happening. Theres nothing you can do to withstand the power of that Rushing Water. We do still have rain with harvey. Again, here it is, moving into the philadelphia area, down near washington, d. C. , into southern new jersey. Thats going to be the trend today. This will ton move to the north. It is going to bring the rain into the new york city area overnight. And eventually inin up into n england into saturday, the heavier rain in new england all day long on sunday, but then thats it. The storm will move away. Were finally done with harvey. Here is erma. This is the next storm were talking about. It is a powerful storm. Its downgraded to a categorytwo hurricane. It moved into cooler water. It is going to move into a more favorable environment. Its forecast to strengthen into a category three, then even a categoryfour hurricane. Major hurricane by wednesday with winds up to 130 miles per hour. Now, there are some steeringing currents. If it maintains this weaker steering current, this area of high pressure, this will curve the storm up and out to sea. No threat to the United States. However, if the storm pushes if this steering current is a little stronger and pushes this whole storm to the south, theres the possibility it could aim itself toward florida or somewhere along the southeast coast. There are still a lot of details to iron out with the storm. Its still a week away. This is something well talk about into next weekend. We are looking at least for the possibility of something out in the tropics to keep a very, very close eye. Guys . All right. Thanks, dylan. Some breaking news overnight out west where a wildfire near los angeles is burning out of control forcesing dozens of people forcing dozens of people out of their homes. We have the latest on that. Steve, what are you seeing . Reporter its like the perfect cocktail of conditions to fuel this fire now hot, dry, and windy. You can see the fire burning in the hillside behind me. You probably cant tell, but there are houses lining that hillside, and its getting dangerously close to those houses at this point. The socalled La Tuna Canyon fire exploded overnight, leading to the mandatory evacuations of about 200 homes 3ding to a dangerous fight overnight with leading to a dangerous fight overnight with crews using nightvision technogy to pinpoint and douse flames in key locations. Its bee tough for them trying to get ahold of this scene. Meanwhile, this fire sparked friday afternoon about 1 00 alongside the 210 freeway. It was just a small brush fire, and then the powerful winds picked up the embers, tumbled them across the highway, and turned it almost into a tunnel of flames until crews finally had to shut down the highway. About 260 firefighters battling this fire on the front lines right now. Only about 10 contained. The good news now, no injuries reported, and firefighters are having to go house to house to house in areas that are evacuated to make sure nobodys in there. Joining me in the judging arena are two of our favorites Sunny Anderson and matt abdu, executive chef here in new york. Guys, good luck. And craig, were going to start with you. What have you got . All right. These are recipes from friends and family. This first my good friend robert, we call him bobby gogo, his pork loin recipe. Heres the ingredients for you at home. Its simple. Italian seasoning. Weve got brown sugar, pepper, soy sauce, some salt, olive oil. If you dont like soy sauce, swap it out. Heres the swapout. You take the ingredients, you just pour them all in a ziplock bag. The idea is to let it marinate for four to six hours. The length of the marination is important. I think i made a word up. Heres the italian seasoning package. Well put that in a ziplock bag. Let that sit. You also want to bring the tenderloin to Room Temperature after that. You bring it to Room Temperature. Like to do it outside. This is in a grill that you can use inside, as well. Three to four minutes on each side. Oh. Three to four on each side. You dont want to overcook it. The best part is you can also take some of the leftover juice and you just you spread it on. You spread it on. You cut it heres my mothers potato salad. Betty jos potato salad. The ingredients, you dump it in. My wifes key lime pie. Linds lindsays key lime pie. Ill mix up the potato salad, but weve got to get to dylan. One followup. Tell us a quick back story of your moms recipe. I know that hits close to your alert. This is my mothers potato salad. Shes been making this since we were little. Mayonnaise, mustard, simple stuff. But make sure the potatoes are cool before you mix the ingredients. You know we dont just eat anybodys potato salad, baby you know. All right. Dylan . I know. A special recipe, too. I dont know where these recipes came from. I might have found this on line at some point. The other i kind of tried to recreate something that i had at a restaurant once. Mine is super easy. I use skirt steak because its just nice and fatty and delicious. And then in the blender, ive got garlic, some jalapenos, ive got a nice, big handful of cilantro, ive got orange juice and lime juice, throwing that in. Going to do white vinegar. I dont know why, but i think the recipe called for that. A whole bunch of salt. Pepper. Everything goes right into the blender. Were going to blend it up interest some olive oil. Blend it up with some olive oil. Thats what makes it so easy. It blends up quickly. You put see, its so fast. You put the meat in a pan. You pour this right over. I cover it with saran wrap and let it sit for like an hour. Thats it. On to the grill you take it out. You put it on the grill. The best thing about skirt steak is it doesnt take that long, but it gets this nice char on the outside. And i personally dont mind if its a little red on the inside. Once its done, you cook it against the grain. And theres theres your skirt steak. I also have a little salad that goes with it. Super easy. Tomatoes, avocado, massesel area, red onion mozzarella, red onion, topped with salt, pepper, and parmesan cheese. Thats it. That is looking good. Well do a quick taste test. What do you think .
