Reporter tenants say when officers decided to let morales stay inside his unit not long after that they say he started the fire that spread through the complex. Residents say after that officers returned and morales was tasered and taken into custody, but it was too late. I think they should have taken him into custody when they were first here and this would have been prevented. Reporter morales father who asked his face not be shown and lived here with his son agrees. I strongly believe that if they would have apprehended him the first time all of this probably could have been avoidable. Well a reason to be rattled in the east bay tonight after more than a dozen small earthquakes along the hayward fault. The shaking started with a magnitude 4. 0 around 2 00 this morning. We have Team Coverage for you. Chief meteorologist jeff ranieri has more on that very active fault line but first nbc bay areas Marianne Favro is near the quakes epicenter in fremont. Reporter jess i am standing here right near the epicenter in the Niles District of fremont where the quake hit this morning right along the hayward fault. And thats certainly concerning pause the hayward fault is the most densely populated fault in all of california. I heard the roaring and the rocking, the whole house was shaking. It was like like on a wave. Reporter fortunately the quake that rattled people awake near fremont at 2 41 this morning was not the big one. It measured 4. 0. U. S. Geological survey Scientists Say the epicenter was on the hayward fault, two miles northeast of fremont. These earthquakes occurred at a depth of about 5. 5 or 6 miles below the surface. Reporter more than 2 Million People live on the hayward fault, making it the most densely populated fault in california. And the fault has been very active the last 15 years. These yellow dots represent thousands of small quakes recorded since the year 2000 distinctly different from the activity on the San Andreas Fault. Usgs Scientists Say you can expect to see a big one here in the next three decades. Weve calculated that in the next 30 years, some enter along the hayward and its continuation to the north, the rogers creek fault, theres a 31 chance of a magnitude 6. 7 or larger. Reporter a quake even larger than the one that caused major damage in napa last year. To give you some perspective, the last time there was a major earthquake on the hayward fault was 147 years ago. Now, uc berkeley scientists are working on a special program that will give people an early alert. I checked in with researchers and they say it worked. It gave them a threesecond warning before the quake actually hit this morning. Reporting live in fremont, Marianne Favro, nbc bay area news. Thank you. Lets bring in chief meteorologist jeff ranieri and that hayward fault weve been talking about it a lot of people dont know as much about it as we do the san andreas. Were expected to see a major earthquake sometime soon. Theres also the rogers creek fault and the hayward fault sd mixed in with some of the bigger faults. The San Andreas Fault we hear about a lot because it stretches over 800 miles in california. Its all about the north american and pacific plate colliding and moving. On the San Andreas Fault it is locked down in many places so when the pressure is released, it often is in larger earthquakes. With the hayward fault, the key difference in this zone is the fact that it creeps throughout the year a few millimeters every single year resulting in quite a bit more tiny earthquakes right throughout the hayward fault. And here is the reason why we could have stronger activity back across the east bay. We may actually have whats called a super quake because theyre finding that the hayward, rogers creek and also the calaveras fault are all linked together. You get a quake along the hayward fault thats 6. 7, it could be amplified to a 7. 3 if it begins to interact with the other faults. So while the San Andreas Fault is big, we cannot ignore all the activity that could happen across the east bay. Thank you very much jeff. Thats why it pays to be prepared. If you feel an earthquake in your area all you have to do is head to our website, nbcbayarea. Com. There youll find a realtime interactive bay area quake map. It will last all of the quakes over the last 24 hours. All you have to do is search quake map. Medical mistakes during and after surgery kill more than 100k so who exactly is your surgeon . Medical mistakes during and after surgery kill more than 100,000 patients every year. Many medical experts say many of these mistakes can be prevented. A Nonprofit Organization has released unprecedented data. You can now see your doctors track record. Steven stock is with us. Steven, this could change a lot of things for a lot of people. Reporter absolutely, raj. For the first time you can now get an idea of how many surgeries doctors have done and how many complications those surgery surgeryies have resulted in over the course of a fiveyear period. 17,000 surgeons across the country. Tonight we investigate why the publication of this data could be a gamechanger for the entire medical industry. How are you . Should we roll those pant legs up so at least we know which one was done . Reporter dr. Steven howell does as many as six nooe replacements in a day at a small hospital in sacramento. How far can you bend it . Lets see how you can bending it back. Reporter during the last two decades, dr. Howell has been especially focused on improving the outcomes and reducing hospital readmission rates for his patients after surgery. Everybody is looking to try to reduce this complication rate. Reporter in fact dr. Howell and his team published this research, showing that shorter hospital stays after Knee Replacement surgery lead to Better Outcomes and fewer complications. I think complications, theyre really sort of devastating for the patient and their family and also devastating for the physician. Reporter and according to an unprecedented analysis of medicare data by the nonprofit newsroom propublica dr. Howell has as what they describe as one of the lowest risk scores for surgeons in his field here in california. And i think it is a decent way to make everybody accountable for what were doing and trying to improve the care that our patients receive. Reporter propublicas unprecedented analysis looked at federal medicare billing data involving 64,000 patients who were readmitted to the hospital due to complications following common elective surgeries. Nearly 3500 of those patients died. As part of its analysis propublica factored in the number of surgeries performed, the condition of the patient and number of complications. To create what they called a riskadjusted complication rate for surgeons. Experts from harvard and Johns Hopkins medicine advise propublica on the Data Analysis. Were actually seeing how well the patients do after we operate on them or give them certain treatments. Reporter dr. Marty was one of the advisers on the project. For the First Time Ever in a way thats groundbreaking, we are seeing a plethora of good data in form the performance metrics of doctors and hospitals in a way we can understand. Reporter the eight common elective surgeries were knee and hip replacements cervical neck fusion lumbar spinal fusion, both posterior and anterior columns, gallbladder and prostate removals and prostate resection. When you look at very standardized elective procedures, theres really very few times when anything should go wrong. Ideally, the individual physicians their professional associations, their boards of medicine can Work Together to share these data and say how can we help each other get better . Reporter dr. Jay wolfson of the university of south floridas medical school in tampa is one of the countrys leading researchers, looking for ways to improve Health Care Outcomes for consumers. These data provide some insight into what we know to be oftentimes the extraordinary variation in process and outcome associated with health care. Reporter while he agrees that surgeons who dont use this data to improve might want to find another line of work dr. Wolfson also warns against misusing the Data Analysis as well. But i think we have to be cautious that we dont use this as a hammer because when we start using publishable data that we obtain from medical records and we focus on the clinicians we go back into the blame and shame game. Lets find somebody to blame for this and well burn them at the stake. Well find the bad physicians and hang them up. We dont want to do that. We want to say our goal is to have a High Quality Health Care system where we can feel comfortable and confident in the care we receive, the hospitals we go to and the physicians who are performing procedures on us. Most doctors are doing the right thing and always will do the right thing, but theres a small fraction that are either spoping responding to perverse incentives exercising poor skill or judgment and have atrocious outcomes. Reporter but in contrast dr. Howells low risk score shows he is in the top 3 of california Knee Replacement surgeons who perform this procedure on medicare patients. And we dont want complications, we want an easy recovery. We want them out of the hospital when its safe and we want them back to life. Reporter now this analysis also allows patients to see statistically which of these eight procedures carries a higher risk. For instance at least historically among medicare patients the cervical neck spinal fusion believe it or not, was statistically the least risky procedure of all the eight surgeries studied here. Now, you can see the full database for yourself. Check out any surgeon in the United States that does these procedures. Just go to our website, nbcbayarea. Com. Some really nice weather the next couple of days. You can see on the Sky Camera Network the biggest difference is that drop in temperatures. 77 throughout the south bay and sunny skies. Also upper 70s for the east bay. And the other largest thing today was how thick the fog came back in San Francisco. Winds right now out of the west at 20 miles per hour. We may actually get a little drizzle squeezed out of this tonight so if youre heading to sf might need the windshield wipers for a bit. In the north bay down to an average of 71 degrees after those 90s yesterday, we have seen the largest drops in temperatures at this hour right through the north bay and the east bay. Santa rosa 8 degrees cooler, 13 degrees cooler in concord and 11 in livermore. So you know the drill, the fog is at the immediate coast line. Its going to have an easy time, continuing to push back into the bay area for tomorrow morning. Lets take a look and you can see the only spot not expecting thick cloud cover will be the south bay. We think well start with partly sunny skies and 59. Low clouds back to the peninsula, east bay and also for San Francisco. The largest change today was the humidity leaving the forecast finally, after three days of it feeling like florida here across the bay area. The key opponent to that was this trough of low pressure replagzre replaceing that humid air with a colder trending. The next couple of days that trough of low pressure will keep it mild here across the bay area in the ocean breeze staying in place. Not too much in the way of humidity. The other thing for tomorrow as well if you enjoyed that nice breeze, it still looks to stay just as strong for wednesday pushing back into contra costa, alameda counties. Winds from 10 to 15 miles per hour. So i think temperatures tomorrow will even go down a few more degrees.
