One thing is there are signs up suggesting cameras are in use, but whoever did this walked right up to the mural dressed in dark clothes and set it on fire. San Francisco Police released Surveillance Footage that shows the man at 24th and bryant throwing some sort of flammable liquid on the wall and setting the mural on fire and that was june 29th. It does depict gay couples and a trans man and highlights lgbt culture and it did elicit negative comments on social media. It is in the mission and there have been large gatherings to denounce these incidents and i spoke to one person who attended in hopes that this might open a dialogue. I hope this is one of the last really big reminders of this issue that needs to be addressed and what i really wish is that we use this moment to like move forward and have those tough conversations as a community so we can start to like get rid of this trans phobia and homophobia that we still carry. A decision to expedite a 10 Million Contract without Competitive Bidding on a drought solution to increase the valleys dwindling groundwater supplies. A solution that wont pay water dividends for at least five years. 10 million is a lot of the publics money. Barbara keegan sits on the board of the santa clara Water District. To award it to contractors without any outside scrutiny i think is troubling. She voted against the proposal. I feel very uncomfortable with how this particular source was handled. I do think theres been a lack of transparency. Was this rushed through . Yes. The chair Gary Clemmons also voted against the proposal impeach. I think singlesource contracts shows lack of planning. An unusual emergency proposal, no Competitive Bidding and a multimillion dollar contract awarded to a company with close connections inside the Water District. What does that add up to to you . Thats definitely something that the public needs to know about. Heres the connection they question. One of the winners of the multimillion dollar contract is a San Jose Company called rmc water and environment. One of its principal owners is married to a Water District director. Shes the sixth highest paid employee. I dont believe this has been the most transparent process and so if i dont believe that then it doesnt surprise me that there are people within the organization that feel the same way. In fact whistle blowers from inside the Water District reached out to nbc bay area including sending us this letter reading in part check recent singlesource contract done without Competitive Bidding and wife of key rnc consultant is on Leadership Team of district. Decision not without influence. I dont think thats accurate. Which brings us back to the ceo of the santa clara Water District. Insiders and Board Members say it was his call to expedite the contract without Competitive Bidding and without including other Companies Capable of completing this work. There are some that say youre doing a favor for the puz of a highpaid employee. Thats flatout wrong and were not doing any favor for any individual. Were doing work for the Community Silicon Valley as a whole. It shows the districts sixth highest paid employee and member of the Leadership Team currently holds between 100,000 and a million in stock in rnc and her husband who is listed as a principle in the company is paid more than 100,000 a year by rnc. Are you aware of that . Yes, in looking at the form. Do you see that as a conflict . No. The Water District says it has a fire wall in place to insulate the highranking employee from decisions involving rnc. Well have to single source. Well have to expedite this whole process. Ultimately the multimillion drought solution passed on a 52 vote the two dissenting Board Members questioned why the ceo did not disclose the relationship prior to the boards vote. They say the process lacked transparency. Quite frankly, thats why were here. Right. That was looked at a number of years ago. Our deputy operating officer and the relationship of the rnc. The district dealt with that a number of years ago and it was a dead issue and it was found that there was not a conflict. Would you change anything . No. The board president gary kremen has called on the ceo to suspend negotiations until a conclusion of an external investigation. Are you saying the ceo should put the brakes on . Yes. If the ceo doesnt, the board should. Im going to call on my fellow Board Members this afternoon. So heres the takeaway it will take a new vote by the board to stop the current process. In a statement provided to nbc bay area the president of rnc said in part we have always understood that appropriate policies and practices are in place at the district to ensure that the highest standards of professional integrity are adhered to in its contracting process including preventing potential conflicts of interest. The Water District director whose husband is a partner at rnc also sent a statement saying she does everything she can to avoid true or perceived conflicts. That is the upper Level Circulation and whats left here and lower Level Circulation for lower hurricane dolores and all of the moisture streaming away bringing more heavy rains into Southern California and for the bay area interacting with the system off to our west directing that our way at least for the next day or two, and you can see how that moisture continues to run up the Central Coast heading towards us through tomorrow and more heat and humidity and the highest likelihood of seeing accumulating rain and Thunder Showers across portions of the south bay and hour by hour as we go through tomorrow we will see a lot of humidity and high temperatures again and perhaps right around the same time tomorrow for portions of the south bay and then early tuesday as the upper Level Circulation start tos move to the east and well see a decreasing chance of showers for tuesday and then a stronger sea breeze will kick in and thats whats going to bring our temperatures down but in the meantime, all of that moisture in the air has the ability to retain quite a bit of heat, case in point and 70s to start the morning and a break in the clouds and well see mid80s by most places by noon tomorrow and 80s around the south bay with a chance of seeing showers and upper 70s near 80 again and San Francisco and north bay temperatures upper 80s to low 90s and then the heat will begin to move on and well still see a lingering chance of the shower around the hills of the south bay and probably around the peninsula. You see the temperatures are starting to cool off as we head into the middle part of the week and places like San Francisco dropping from the mid80s to the 60s and you see the trivalley cooling off from wednesday and thursday and just in case youre making plans it doesnt look like well be dodging lightning bolts for a change.
