But first lisa is here and were getting ready for some more rain. Yes. Did you have to use your wipers this morning . I sure did, yeah, yeah. At about 3 00, my gutters started going and i was like, oh its here. Yeah. So were looking at a level one system for here this morning in the north bay. And then this afternoon as it sweeps through the south bay, theres a cold pool of air thats going to drop temperatures a good 20 degrees. And as we look at live doppler seven right now, the north bay is looking at the rain and it is sinking south into San Francisco. It is light. And as you can see, all of the north bay covered in green and right offshore there. So its going to be a sloppy morning with this system bringing some heavy downpours at times. And then spotty showers follow this in the afternoon and we could see an isolated thunderstorm. Right now it is 56, in fremont and 53 in sonoma. Looking at our winds, they are breezy up to 29 miles an hour in napa and theyll continue to increase. And when the front passes, well get the gusty winds. Theres a look at the timeline. 8 00 heaviest rain in the north bay. And then you can see that front pushing through the bay by the middle of the day. 12 1 00 it clears the north bay, but you can see the isolated showers there in the north bay. And then finally by about 3 00, the south bay is dry. So we will talk about a dry second half of the weekend in a few minutes. Stephanie. All right, lisa, thank you. The suspect who led a police chase on interstate 80 is alive this morning. This followed an hours long standoff. Highway patrol investigators say emergency crews revived him at a hospital. The chase and standoff shut down the freeway at green valley road, creating a massive backup. Officers say the suspect was wanted for a shooting that happened around 11 a. M. Along highway 101, in windsor. A bullet went through the back of a car, seemingly chosen at random. The driver, thankfully, was not hurt. Police found the suspects car three hours later in a parking lot. The driver took off as officers closed in. The pursuit continued across several freeways with multiple failed attempts at spike strip stops where hes really uh avoid the spike strips, so be careful. Spike on the right, spikes on the right. Police eventually stopped the car in fairfield. This started a lengthy backup for miles as i80 was closed in both directions. Eastbound 680 near the junction was also impacted. A chp officer said the driver was sitting with a gun in his lap as police surrounded his car. Officers then deployed what appeared to be a flashbang and rounds of tear gas through his back windshield. The standoff lasted about three hours this morning. The suspect is in Critical Condition because of a reported selfinflicted gunshot wound. Developing news now two officers are expected to survive after a shootout in south san jose. It happened at the extended stay america hotel, right on san ignacio avenue, and bernal road, on thursday night. Police say 33 year old Kevin Briones attended attempted. That is, to break into a hotel room where a mother and her three children were. Briones, who had a prior warrant, fired shots at the officers and tried to take off after they saw him. Both officers and briones were injured while exchanging gunfire. He then jumped out of a third floor window to escape, but was quickly arrested. Mayor matt mehan says hes grateful for the officers bravery. We got a reminder of the courage it takes to put on the badge every day, knowing you would give your life to protect the city you love. Sj pd is trying to determine why briones tried to get into the room. The Woman Told Police he has a Domestic Violence restraining order. New this morning. Classes will resume at ucla on monday after propalestinian protests shut down the campus for days this weekend. Classes will be remote, police will maintain a presence on campus until further notice and encampments remain in place at San Francisco state, uc berkeley, stanford and sonoma state. Theyve been mostly peaceful compared to other locations. Earlier in the week, representatives from the American Civil Liberties union aclu visited the protest area at berkeley. They informed the students what rights they have while protesting and what would be illegal. The First Amendment and california constitutional protections for free speech are incredibly powerful, but they are not absolute. Both sonoma state and uc berkeley say they plan on having graduation ceremonies as normal, but they also say theyre prepared for all scenarios. Here in San Francisco, a protest encampment is up at ucsf this morning. Tents and signs were set up on the lawn near Ignatius Church this comes a day after a number of student demonstrators walked out of classes to protest against the israelhamas war. University Officials Say they are, quote, committed to keeping students, faculty and staff safe on campus. After tense protests earlier this week, Cal Poly Humboldt extended its full campus closure until next sunday, the 12th. No one is allowed on the premises without prior authorization. The university will now hold three Commencement Ceremonies at three off campus locations on saturday the 11th at a casino, theater and a high school auditorium. Student housing and dining will remain the same, along with move outs all on campus events have been canceled as the semester comes to an end. California lawmakers are trying to cut down retail theft across the state. One of the areas theyre targeting is the Self Checkout option, but some are worried this will hurt businesses. Abc seven News Reporter Tara Campbell tells us more about the proposed state law. The familiar sights and sounds of Self Checkout. But i like Self Checkout because its convenient, its fast. Whether a fan or not, changes could be coming down the line. The hope is that we can reduce the amount of theft that happens. Thats a much better solution than punishing theft after it occurs. The Prosecutors Alliance of california getting behind senate bill 1446. The bill would regulate Self Checkouts in hopes of boosting employment and cutting down on thefts. Theres data on this that shows there is theft that happens at Self Checkouts. If voted into law, grocery and pharmacy retailers would have to meet certain requirements or get rid of Self Checkouts, including upping the number of employees monitoring the stations. One of the main deterrents from theft is that there are staff paying attention in the store to your activities. In part, its codifying, you know, some requirements that that i think from our perspective, are a little heavy handed as far as you know, getting down into the granularity of how a business or a store needs to operate the California Chamber of commerce coming out against the proposed legislation saying it could hurt business. For example, the grocery space where they are operating on pretty thin margins, you know, when youre having to make these drastic adjustments or adjust staffing ratios, that can be a big cost impact. The bottom line a concern among shoppers to, are we as a consumer going to have to pay for that, to take it down and redo it or whatever is decided . I understand the concern for theft. Id be concerned, though, that if Grocery Stores were required to staff more checkout aisles, that that would be a huge cost increase for them, and theyd pass that cost to on customers. Were learning more about a plan to create an entertainment zone. The area would be located in the financial district on front street between california and sacramento streets. Local restaurants and bars would be able to sell alcohol during outdoor events. As abc seven News Reporter luz pena explains, it would be funded by a new grant program. Thousands of people in downtown San Francisco having fun. This was the scene during the citys downtown first thursday event, a scene they want to repeat more often in the financial district, with designated areas called entertainment zones. Were changing everything thing to yes. Not only are we saying yes to opportunities to have nightlife and entertainment and to close down streets, we are actually proposing legislation to waive those fees that people get charged to close down streets. The mayor is proposing to designate front street between california street and sacramento street as the citys First Entertainment zone. San francisco is authorized to create these zones under sb 76, a bill authored by senator scott wiener. Until this year, it was completely illegal in california for bars and restaurants to ever sell onto the street in a street festival, so we have now given San Francisco the ability to create these entertainment zones by turning this block of front street into an entertainment zone is still not a done deal. The board of supervisors will have to hopefully pass it. The new coowner of harringtons bar and grill is hoping for the mayors proposal to pass. He says its pivotal to reenergize the area. Its not just about capturing the people, getting people to come back to work. Its also about bringing people to downtown from all over the bay area to make it easier for entertainment zones to happen here. Mayor breed is also offering 500,000 to provide grants for events and activities. With that half 1 million, we can fund between 10 to 20 events and activations. As robbie silver, executive director of the downtown San Francisco partnership, says, this proposal will bring the boost they need to turn downtown into a destination for the entire bay area. Seeing it 22 uh new bars and restaurants open in the downtown, and this is significant to the financial district in San Francisco. They get to pick out a dress. They get to have their makeup done, their hair done before they come down and enjoy prom. They get to take it all in. You remember how nervous you were about prom . Not so happy that that will be canceled because its going to be a good soaking. In fact, its really not going to exit the north bay until maybe about 1 00. And then those fields and everything pretty wet. Maybe you can play on the pavement there, but by sunday everything is absorbed even by later on today. But look at that cold pool of air and a cold front that is pushing into Northern California. This isoing to progress to the south and east throughout the day today, bringing unseasonably cold air. And as we get you set into a live doppler, seven, right now, you can see from sea ranch to fort ross and some of the heavy rain. Guerneville, bodega bay and out towards healdsburg. So it is on the move. Sinking to the south. Here we are in novato, a southern marin county, and pushing over into napa and fairfield. So everyone getting a little bit of light rain right now, even San Francisco down through the peninsula. And then well get into the heavier rain with the passage of the cold front. That looks about 9 00 or so. 55 in oakland, right now it is 53 in santa rosa. And look how murky that looks out there. Looks like a january day. So a rainy start, much cooler. And looking at tomorrow morning pretty chilly as well as your monday morning. But were going to recover nicely and look at temperatures steadily warming throughout the workweek. Heres a look at the winds. You can expect the winds to accompany the front the gusty winds. So 6 00 notice that theyre mainly along the coast, but as the front pushes through right here, youll notice winds up to 30 miles an hour. And then behind it we have the northwesterly winds. And the winds really stay elevated throughout the day. So even by about 5 00 we get those northwesterly winds keeping it awfully cold out there. Heres the timing of it. So just beginning right now, 7 00, you can see the heaviest rain up in the north bay. And then throughout the 9 00 hour, it pushes into the east bay, the peninsula there across San Francisco, by late in the morning, and as we get towards 10 00, its still raining pretty good. Its not going to be till about 12 1 00, where we begin to see a few peeks of sun, but then there are scattered showers behind the system and by 2 00 it is still raining in parts of the east bay and south bay. Its going to be about 3 00, so it moves through rather quickly and we have snow to accompany the system as well. Rainfall amounts anywhere from about a half inch to an inch around the santa cruz mountains. Look at San Francisco. This is a whole days. This day rain is a whole months worth in may, so we should see about a half inch to an inch for the entire month of may. So certainly above average with the rain for may and looking at our winter storm warning until 8 00 on sunday, there is a look at the snowfall anywhere from two feet at kirkwood, ten inches tahoe city. And as we look at our high temperatures today, only in the 50s, 58 San Francisco breezy wind 60 san jose the accuweather seven day forecast level one system today. Theres a look at the cold pool of air that will be descending across the bay area throughout the day today, and all the rain covering the north bay from guerneville to santa rosa, inching down towards San Francisco and over into the east bay, not quite yet, over into hayward and fremont and the south bay. But theres a look at the extent of it. So as we get through the Morning Hours, this level one system ramps up a downpours at times, spotty afternoon showers, gusty right now 58 in hayward, 56, in fremont with low 50s in calistoga where theain is falling and the winds certainly a factor today at about 830 9 00, it pushes through the north bay and then the rest of the day will keep the south bay soggy until about 3 00. There it is, 12 00 in far north bay is getting cleared out, but well see those scattered showers behind it. So the washout not so much for the north bay, but youll see the shower activity. Cease fire and hostage negotiations continue in cairo today. Cia director bill burns will take part in those discussions. Hamas is weighing a new plan proposed by egypt. The plan calls for the militant group to release as many as 33 hostages taken from israel in exchange for a pause in fighting in gaza. Hamas said it will send a delegation with a, quote, positive spirit. Secretary of state Antony Blinken spoke about the matter, saying a deal is in hamass hands. Will you wait to see whether, in effect, they can take yes an answer on the cease fire and release of hostages, and the reality in this moment is the only thing standing between the people of gaza and a cease fire is hamas. Right now, Israeli Forces are preparing for an apparent invasion of the Southern Gaza town of rafah, starting this weekend. Universities are trying to balance safety with celebrations as graduations begin and those protests continue. Schools Like University of south florida held a graduation yesterday with heightened security. Indiana university had graduates and spectators walk through metal detectors, and one University Staff member boycotted the ceremony altogether. Ive, decided that im not going to walk in graduation. I cant do it. I cannot be there and salute these people and pretend like they have any authority. I cant. Colleges like usc canceled its main graduation ceremony, but there are new plans for a trojan family graduate celebration. Instead, its expected to be held next week at the los angeles memorial coliseum. In developing news now, high profile witness hope hicks gave an emotional testimony and former president Donald Trumps hush money trial. The former White House Communications director broke down on the stand. Abc News Reporter Chuck Sivertsen tells us what she said. Hope hicks, once one of Donald Trumps most trusted advisors, took the witness stand in his hush money criminal trial on friday. Much of her testimony, centering around the access Hollywood Tape released in october 2016, just before the election where mr. Trump could be heard bragging about groping women. Hicks testifying that the tape left her a little stunned, she was briefly asked about Stormy Daniels, the adult film actress to whom prosecutors say michael cohen, trumps former lawyer, paid 130,000 in order to buy her silence ahead of the 2016 election. Jurors were shown an email hicks received on november 4th, 2016 from the wall street journal as the paper was preparing to break the story that National Enquirer Parent Company army paid off, former playboy playmate karen mcdougal. That article also mentioning Stormy Daniels and claims of an affair with trump. Hicks testified that the president wanted to make sure the response to the paper denied any relationship with daniels, as the defense began crossexamination, hicks broke down on the witness stand, the defense asking for a break. The jury then sent out of the courtroom. When she returned a brief crossexamination following court, trump saying this about her testimony. I was i was very interested in what took place today. Testimony resumes monday morning with a new witness as trump awaits judge juan marchands ruling on four additional alleged gag order violations after the judge found the former president guilty of nine. Chuck sivertsen abc news, new york closer to home now a new ruling from the california Supreme Court could have a big impact on how police do their jobs. Community groups say its an important step to prevent overpolicing, but some Police Unions say its going to make it harder for officers to actually do their jobs. Abc seven News Reporter anser hassan explains why a new ruling by the california Supreme Court may change how Police Interact with the public. I think its a very important decision, soojungkim is a managing attorney at the San Francisco public defenders office. She says with this ruling, the Supreme Court of california is finally recognizing instances of overpolicing, especially in communities of color, for, you know, innocent behavior. For just being in the a certain neighborhood, and characterized as, criminal, the court is finding it, acknowledged that fact on thursday, the court ruled to restrict grounds under which police can stop and hold people for questioning. It stems from the case. The people versus marlon flores. The only thing he did was he was standing by a car at night, you know, in an area that the police deemed to be high crime area and would not was seeming to avoid Police Interaction. The court ruled that police cant detain someone on the street just because that person tries to avoid contact with them in her opinion, associate Justice Carol corrigan writes, before an officer can compel compliance with the show of authority, articulable facts must support a reasonable suspicion of criminal activity. In the absence of such facts, the person is constitutionally protected and empowered to go on his or her way in an email to abc seven news, tracie mccray, president of the San Francisco Police Officers association, writes, this is another example of californias criminal Justice System working to protect criminals, she writes, observing the actions of those we encounter is a critical part of police work and has never been grounds alone for an arrest. Obviously, Police Officers do have a lot of discretion on the streets. They still do have a lot of leeway. Theres a lot of ways that you can interpret reasonable suspicion. Doctor Francis Ramos is with Communities United for restorative youth justice or courage. Shes encouraged by the Supreme Courts ruling, especially because, as she points out, a routine police stop can quickly escalate into a pat down or detention. So 7 00 heres the way its going to look with the heaviest rain. Well to the north 9 00 theres that narrow band, that cold front that pushes through and will get the heavier rain with it. This is 10 00 and it begins to exit marine county, but really not till about 11 and 12. And then by 2 00 raining, still pretty good. San ramon down through san jose.
