All right, the countdown is on, and we are one day away from the oscars in addition to the films themselves, fashion is also a huge component of the event. And of course, the red carpet. Abc seven News Reporter luz pena is in los angeles with our oscars coverage. The oscars are a time to celebrate film. Economic justice is right and wrong, and also a pivotal time for Fashion Designers to get their masterpieces on the red carpet. This one actually attended obamas inaugural ball. So before i headed to hollywood, i was on a mission to feature several bay area Fashion Designers on her oscar weekend coverage. My first stop Oakland School for the arts. These are our middle school students, sixth through eighth grade. Stephanie verrier is a Fashion Design chair for the school. Youve been very successful as a Fashion Designer , but i also love that youre giving back to the next generation in. The students here are just like, theyre so talented, and its definitely proof that if you can give students and children access to resources to the arts, that they can really thrive and grow and yeah, i get to be part of the next generation of Fashion Designers kind of handing down my wisdom and my years of experience in the industry onto them. Verrier and sacco is the fashion line she created with her Business Partner and Fashion School friend, kimmy sacco. Since 2008, success has followed them. One of our gowns is going to be archived at the de young museum. Its pretty huge. Yeah, yeah, well be the only living bay area Fashion Designer archived at the museum in the couture department, in the back of the classroom. I helped her roll out the green. One of her masterpieces. Were bringing these gowns out for you to try on. One of them was featured on vogue magazine this year. And now shes lending me one of her gowns to wear on the red carpet. Oh my gosh, that color is amazing. All right, heres dress number two. Oh my gosh. How are you going to choose that looks amazing. Theyre both beautiful movie directors and Fashion Designers both know it takes years to turn their vision into reality. One of the key players in the bay area fashion world is shereen hashim, founder of San Francisco Fashion Community week. I feel that San Francisco is all about that. There are so many, emerging artists, emerging designers, shereen put us in contact with our next designer ibibio, one of his dreams is to see his gowns at the oscars. I love this actually, and it fits you well. Joey kicking it. Thats how i work it. Just keep kicking it. Pio is from nigeria and fashion is in his dna. I came from a ninth generation of weavers from nigeria. My father is a designer. My mom is a weavers. My parents designed for nigerian royalties. Kings and queens. Both bayo and stephanie can easily make anyone feel like royalty. As to my dress, you will see two of their masterpieces on the red carpet. All their pieces are truly stunning and what you dont see are the days, months and years it takes to make some of their masterpieces. I know i love barbie too, but oppenheimer. Is that my fave . Yeah, yeah, ill have to check that out. Well, yeah, we have to wait and see. Yeah. All right, well, we are back to an unsettled weather pattern for the bay area as we get into the next couple of days. Were not talking about big storms, but enough to mar the sunshine and allow for cooler temperatures. As we look at live doppler seven right now, theres activity in the extreme northern part of the state, and that will be pushing through this morning. 53 in oakland. Good morning fremont. It is 49. Temperatures are in the mid 40s in their coolest locations. So it is slightly warmer than we were yesterday. Look at the airport. There and our headlines. So a hit or miss showers today. Mainly in the morning. Then looking at some evening rain tomorrow and by monday another system headed our way late in the day. But by the middle of the week we are looking at some brighter conditions. So the weekend well call it a level one system, allowing for that first week system today and the second one tomorrow combined. And then looking at some really nice weather. Temperatures above average. Finally we deserve it by the end of the week. But also we are watching this. Remember, we are going to lose that hour of sleep. 628 is the sunrise today and then tomorrow 727 but by june 20th, the sun coming up at 547. So we have that to look forward to as we go through the Morning Hours. Youll notice the clouds. And then here comes a little bit of shower activity. It sort of falls apart by the afternoon. So best chance is in the morning. And in the north bay. And then by tomorrow were cloudy. 330 still the rain holding off, but by about 630 here comes a heavier line of rain pushing through. By the evening hours and the overnight hours. And then finally this weaker system by late monday, allowing for just a couple hundredths. But adding up the totals today favoring the north bay. You can see not much out there. A couple of hundredths and then well add in sunday system and thats going to bring us anywhere from about a 10th to maybe a third of an inch out there. So weak systems level one systems in general. As we get through your weekend for the mountains, 2 to 4in over the next couple of days. But we do have a winter storm watch for the west slopes tomorrow into tuesday. And thats because of that system headed our way tomorrow. Thats going to bring in total through the early part of the week. Another foot of snow to the mountains. And here were looking at some breezy winds with that sunday system, especially in the afternoon. So those winds switching around today, thinning out the cloud cover late in the day. 63 in fremont, 59 in San Francisco. Level one system over the weekend oscar sunday, tomorrow for a wet and windy afternoon and then for a monday, another level one system. It carries over into tuesday. Finally drying out with sunny and much warmer conditions th a onshore it may be time to see the bigger picture. It actually ran out of money this morning. We want to tell you the story of one bay area man who found out the state canceled his application. Not because he applied too late, but because he applied one day too soon. Abc seven news anchor karina nova has this story from seven on your side. And thats exactly why im so frustrated. Jonathan seminoff was counting on a 7,500 rebate to help pay for his tesla model three without breaking the family budget. That was the only way that it made sense for us to move forward with procuring an electric vehicle. He applied for the rebate through the states clean vehicle rebate project, which offers the incentives as california pushes toward a goal of electric only car sales by 2035. We live in right area. We have the right income as long as we purchase the vehicle filled out the application, we would qualify for the rebate. So jonathan went ahead and bought this tesla last july. Then he immediately applied for the rebate as officials were warning the program could soon run out of money. The state was getting thousands of rebate applications every month. There was a lot of paperwork required. We had to give them access to our w2s, our lending agreements, our tax records. Jonathan submitted all the documents and waited for his money and waited. The program did run out of funds and stopped taking applications last november, jonathan figured his rebate was still being processed. It was my birthday morning. I was sort of excited because i thought, oh, what a great birthday present that theyre going to let me know today that theyve released the funds, but not so jonathan got an email in january. There was no rebate. They said, your application has been canceled and my Immediate Response was, wait a second. Officials told him his application was dated one day before the purchase went through. Turns out tesla didnt process the paperwork until after midnight, and by rule, rebate applications must be submitted after the purchase is complete, not before even its only a one day difference. And so were canceling your application based on that. And that was astonishing. Astonishing. What was worse, his application was automatically canceled way back in july. But no one notified him. Now, six months later, it was too late to correct the mistake. Funds were gone to me. Uh this is just government gone awry. We need to do better. State senator bill dodd criticized the way the program handled his case. You apply one day early, you know, if youre going to reject it because of that, they should have sent an automatic email back. Im sorry, youre one day too early. The states air resources board, which oversees the rebate program, said the agency cannot make exceptions even for a minor mistake. Even if he was qualified. A spokesperson said jonathan wasnt notified in time to correct the date because the program was overwhelmed with applications telling us, quote, staff was processing upwards of 16,000 applications a month. Unfortunately that meant a delay in mr. Seminoff receiving updates. They should have warned those people. Theres no excuse for that. They should have realized that this onslaught was going to come and staffed up for it. This is not fair to the average person whos going out into the market buying an electric vehicle based on this rebate program, and then losing those funds for seven on your side. Karina nova, abc seven new as you can imagine, this is so frustrating. Its possible thousands of applicants missed out on a rebate because the funds ran out in november, and the state is still figuring out how many were actually denied. Coming up in our next half hour on abc seven mornings, the president takes his state of the Union Address to the 2024 battleground sounds. We have a weather system to the north that will be pushing through the bay area kind of falling apart after the Morning Hours. So over the weekend its a level one system. The stronger system is sunday with gusty winds and heavier rain, but itll still be on the light side and most of the rain will be in the north bay today. Right now, 51 in hayward and sfo with cooler numbers inland with mid 40s. But overall we are milder than we. Of the cloud cover this morning. Insulating us 11 degrees warmer in oakland. Good morning to you as we go through the next couple of hours, youll notice that were in the 50s. And look at the spotty showers. It is close to noon and theres not much happening.
