This weekends blizzard is expected to bring an epic amount of snow to the sierra, and thats great for the snowpack. Well, today, the third snow survey of the year was conducted at phillips station. Abc seven News Reporter suzanne fan spoke with state water officials about exactly where our snow and reservoir levels stand. Markus schulz of San Francisco cant wait to head to lake tahoe to hit the slopes, go skiing, snowboarding, trying to bring my daughter up into the snow for the first time, schulz and many others know this incoming storm will bring lots of fresh powder, and thats great news for the Sierra Snowpack. Because of the big storm coming, officials decided to conduct the snow survey today, a day early near lake tahoe. Our survey today we recorded a depth of 47. 5in, about four feet, and a snow water content of 18in. This afternoon, the state department of Water Resources announced that its statewide snowpack is currently 80 of normal for this time of year. Last month, the statewide snowpack was 52 of normal. On january 1st, the california Sierra Snowpack was just 28 of normal. The state water experts say the approaching storm could bring the snow levels up to average. And thats important because during the summer, melting snow flows into the states water table and fills reservoirs around the state. This is the water that we generally expect to fill reservoirs and become available for use, uh, in the summer. And fall. And so these numbers are extremely important to water managers and reservoir managers. The statewide Sierra Snowpack makes up a third of californias water supply. All the recent Atmospheric River storms have really boosted snow and water levels, according to the map we have at abc 7. Com tracker. The Reservoir CapacityLake Berryessa is at 92 capacity, and Hetch Hetchy Reservoir is at 90. Sandia San FranciscoFire Department unveiled its new hose tender and above ground water supply system at the Twin Peaks Reservoir today. The state of california granted the citys Fire Department 1 million for three rosenbauer hose tenders for the new above ground water main was developed to apply water to a large fire in case the underground system is compromised by Something Like a major earthquake. When we learned in 1906 when we had the earthquake, it wasnt the earthquake that destroyed the city, it was the fire that, uh, emanated from that earthquake and our inability to put that fire out, which is why weve invested so much in our Fire Department, in our infrastructure. And thats why this these portable hose tenders are going to be absolutely critical. Assembly member ting says the hoses will be critical in the western and southern parts of the city, where water is, infrastructure is limited. Its something that happens only once every four years, and its all thanks to the greeks. Plus the nonprofit making a major impact on the lives of east oakland teens conservative republican steve garvey is the wrong choice for the senate. Our republican opponent here on this stage has voted for donald trump twice. Mr. Garvey, you voted for him twice. As your own man, what is your decision . Garvey is wrong for california. But garveys surging in the polls. Fox news says garvey would be a boost to republican control of the senate. Stop garvey. Adam schiff for senate. Im adam schiff, and i approve this message. The month due to leap year, we learned a little about the history behind the phenomenon. When i spoke today with professor of astronomy from the university of San Francisco, andrew fraknoi. There was actually known to the greeks and julius caesar, the roman emperor, made this a rule for the entire roman empire back in the days of julius caesar. But then it was still off by a little bit. There needed to be some adjustment, because its not exactly one quarter of a day, and in 1582, pope gregory uh ordained for the at least the christian world that there should be a little adjustment which brings everything into alignment. So it took about it took up a couple of decades for everybody to get on board. But now weve got our day and our year aligned trial and error. And now we got it. We get the extra day every four years because it takes just about 300 and 65. 25 days for the earth to go around the sun. As andrew mentioned. So for people who are born on february 29th, leap day is obviously a very big deal. Yeah you get to celebrate your birthday on your birthday. Well, once every four years though, right . Abc News Reporter danny news spoke with two leaplings. Im 1040. I was born february 29th. Naturally leap day birthdays can get a little complicated. So lets ask two people born on leap day. Or as they sometimes call themselves, a leapling. Oh, i spoke with adam and mahmoud, two real live leaplings who finally get to celebrate their authentic birth dates today. Although for adam, he says his mom was a little worried at first, she really didnt want to give birth to a leap year child. She was like trying to hold out to march 1st, but she couldnt do it. And its always like, which day you celebrate . Its always the first question, im sorry i asked you that question five times. No, its okay. So actually usually claim the first because its more i feel its more accurate. I feel like a fraud if im claiming the 28th is a day sooner. For the record, they both claim march 1st on the off years and have fun with the whole two different ages thing. In fact, adam and his daughter even celebrated when they both turned 13. In the same year. However, one complication is the dmv in california. Adams license is supposed to expire every five years after february 29th, but that doesnt exist. They actually make it the year that is a leap year for my license to expired. But hey, at least there are plenty of deals on leap day, especially if you were born today. Krispy kreme donuts will give you a free donut because you were born in leap year. Theyll toss you a bone out there. If youre born on leap year in new york. For abc news, im danny, new. So you could be five and 20 at the same time. Yes, but i hope you got 20 presents, not just five. Yeah, well, that would be optimal. Coming up, president ial politics heading south. Abc News Reporter nguyen has the latest a made for tv split screen moment. The optics of politics at the southern border. President joe biden and gop president ial frontrunner donald trump, both in texas, today record setting unauthorized border crossings. One of the top issues with voters is President Biden meeting Border Patrol agents and First Responders in the border city of brownsville, texas. The president blaming Congressional Republicans for killing a bipartisan bill to fix the border crisis with new funding. But trump had denounced the bill. Even before it was released, saying it wasnt Strong Enough to secure the border. Critics say trump did not want to allow President Biden to fix the border before the election. Even so, heres what i would say to mr. Trump instead of playing politics with the issue, instead of telling members of congress to block this legislation, join me or ill join you in telling the congress to pass this bipartisan Border Security bill. But gop lawmakers quick to criticize biden for visiting brownsville, saying conditions are far more dire in countless other border cities. Why would he go to the 29th ranked hotspot . Because he doesnt really want to see the reality. Trump today, about 300 miles away in eagle pass, texas, where the surge of migrants is greater. Now, you take a look at the jails throughout the region, but more importantly, throughout the world. Theyre emptying out because theyre dumping them into the united states. With Congress Still deadlocked on any kind of border reform, President Biden is considering taking executive action to address the migrant influx. And when abc news, washington. It could soon be easier for thousands of families struggling to pay for child care to apply for help, the department of health and Human Services announced a new rule to lower costs for more than 100,000 families. It limits the amount parents pay to 7 of their household income. It also makes it easier for states to eliminate copayments for vulnerable families. The changes are part of an update to the child care and development fund, which is the nations largest funding stream to help families afford child care. On this, the final day of black history month, california senator Laphonza Butler is highlighting the importance of black literature in americas history, and she gave an impassioned speech on the senate floor about the controversy over banned books. In some states. Our nations most, most ethnically and racially diverse generation have seen themselves reflected in these pages and for these extremist adults to deem these stories inappropriate is a direct attack on their experience and their very existence. S following the speech, senator butler read an excerpt from the book sister outsider, which was banned in tennessee due to lgbtq plus related content. This marked the kickoff of butlers banned book reading series. She plans to read excerpts of other banned books on the senate floor to ensure theyre available for public viewing, and consumption. A wonka experience goes wacky , and the robot takeover is starting before it for is next lets go win this thing then we hit the road and never stopped. You shared with me your frustration at working harder to barely get by and afford a place to live. Your fears for our democracy and freedoms and your dreams for yourself, your family, and the future. It is not too late to realize those dreams. Im adam schiff, and i approve this message because together we can still get big things done. But in scotland there was a chocolate experience, willy wonka, that didnt turn out to be what they expected. In fact, major disappointment. Heres trevor ault with the story. Im with me and youll be in a world of pure imagination, conjuring up a Magical Experience chock full of candy and chocolate rivers. You know, no other factory in the world mixes its chocolate by waterfall. But its the only way. If you want it just right. Those are the images parents had in mind when they took their families to the willy wonka experience in scotland. Advertisements spoke of cascading Chocolate Fountains and giant mushrooms filled with sweets, but instead they got this. So you get nothing. A nearly empty warehouse we got, and there was maybe 20 chairs, Something Like that. A few tables, a half inflated bouncy castle, a sad looking oompa loompa standing next to a half finished science project that we would all just kind of looking at each other and just in disbelief, really. One parent telling abc his kids were given a jelly bean at a half cup of limeade. No chocolate to be found. My little girl, shes only four. She was dressed up and as willy wonka and everything, so she was really looking forward to it. And she was quite disappointed. The reaction to the event itself understandably, people are outraged. Kids were really let down and like, thats thats not okay. The event organizer, house of illuminati, which advertised these Extraordinary Events and immersive experiences, instead shutting down the event midday. What was that . That character in the mask. So scary and frightening. Thats not in willy wonka. That is sad and ridiculous. I hope they all got their money back. And what a ridiculous was that put on by the same people that had the Fyre Festival in the bahamas. Heres your sandwich uh. Good luck with it. But one jelly bean and no chocolate. Come on, play for the little ones too, right . Yeah, it looked like they had just set up in some random warehouse and threw some things together, like, hey, like, did they think maybe because theyre little kids, they could just get away with it or fool them or something . But just how disappointing. What a terrible, terrible to do business that way. Right exactly. Yeah. Hopefully they did get their money back. Well, you could see this coming a mile away. Wendys is clarifying its stance on surge pricing after social media backlash. Wendys would like to make it clear that its not implementing surge pricing. Instead they say they want to try dynamic pricing. Oh, okay. Okay all right i see what you did there. All right. The company says dynamic pricing will allow the company to offer discounts to customers during slower times of day. And the testing will begin later this year. And dan, this is what you talked about the other day saying let me know when its the cheapest and ill be right over. Dynamic pricing surge. You know, if it walks like a duck sounds like a duck. I mean, maybe theyre trying to go after a group of people at odd hours, you know, 2 00 to 4 00 when people arent eating meals and maybe theyll drop the prices then, you know, maybe thatll work, you know . But like i said the other day, hey, let me know when its cheaper. Ill be there. Sandy dynamic, really, i mean, and whose eyes, right. I mean, wendys or wendys. I dont know, i dont know, i mean, its a good idea. Listen, its a clever idea. If youre going to try to entice people to show up at those strange hours, not around lunchtime, not around dinnertime, between breakfast and lunch, you know, thats a clever idea. Its just kind of like early bird pricing, right . Yeah. Theyre just like 2 to 4. Yeah. Heres heres the price of 2 to 4. Right. Like happy hour. Its just all how you frame it. Whether its dynamic or surge or a Silicon Valley company is taking a first step toward its vision of shipping billions of human like robots to the worlds workplaces and homes. Today sunnyvale based figure announced a partnership with chatgpt maker openai. The goal is to fuze openais Artificial Intelligence systems into the bodies of humanoid robots built by figure. Here we go. He looks just like me. Yeah it was just a matter of time, larry. That robot will replace you someday. By the way, uh, you know, i think we make a lot of jokes about it, but, of course, there is a lot of serious concern about ai. And this application. Larry and i have joked for years and years and years that this is all great until they turn skynet on and these things take over. But, uh, that is one more step in this direction. Dan, i am a little afraid to give it a physical form because its one thing. What if the ai decides humanitys better without you . But now its in a body thats capable of doing stuff, and its decided that humanity is better without you. I mean, literally, that is sort of the terminator model, right . The Science Fiction movie. So uh, you know, i think thats why there is some legitimate concern down the road. Um, did you do you mean kristen without you or without me . Im just trying to clarify. Just trying to clarify. Who are we talking about or without sandy . I dont know. We can never replace up a good point. And so does dan. All right. There is a good chance, though, that these things eventually go, hey, we might be able to do this without them. Exactly. Yeah. And a lot better. All right. Finally, for now, the eating contest that Joey Chestnut just could not crack. Are you ready resident finished fifth in this weeks pistachio eating championship in santa monica. He wolfed down 167 nuts in eight minutes, which includes having to shell them. And thats the most difficult part of this. Australian james webb won it. He ate 338 pistachios. He almost almost doubled or maybe he did double. Anyway, uh, joey bosa, the brother of 40 niner, nick bosa, finished seventh and i saw an interview with joey recently. And they were asking him like, whats up with you in the pistachios . Youre not that good at it. And he and he said, you know, the breaking apart of every pistachio nut is what was killing him. It wasnt just, you know, throwing him in his mouth. It was the process. And you have to go through the shelling process in these rules, especially when theyre really closed. You know, and youre crying and just cant get them open now somehow that slows down how many you can consume. Obviously, somehow this seems a little less gross than the hot dog eating a lot less gross. Yeah, a lot less exciting too. Yeah, but you know how, like with the hot dog buns, they just dip it in water and then its whoosh. Yeah. Couldnt do that. No except for the i love you. [vo] confusion. Ill just take your arm. [vo] pain. Worry. And bravery. You got this. [vo] all in the life. I love you. Okay . [vo] of a child. This is why starlight exists. To bring happiness to hospitalized children when they need it most. Because happiness matters. She brought it up and now it just seems more appropriate. Its a good week to use it. Yeah yeah. Wider perspective avalanche watch for the back country until tomorrow morning and another one goes up for the weekend. Level one storm. Its a cold low from the gulf of alaska , and were going to keep going with those light to moderate showers tonight. And it really switches over to heavier rain tomorrow with windier conditions tomorrow afternoon. Youre looking at 40s and 50s, a coat and an umbrella definitely comes in handy. Monday before another weaker system comes in next week. Larry thank you. Sandhya. All right. A Community Support center officially opened its doors today in an underserved oakland neighborhood. Abc seven news anchor Julian Glover has a look at the allies in action. Lets gather around. You dont have to sit if you dont want to come on over. Were going to do another coloring project. Come on. Yeah youre good to go. Look at it. Look it. The need that we are meeting here is one. Providing a safe space. Two, providing a space thats filled with adults who are protected factors. And then three, providing them with multiple experiences that allow each child to discover their island of competency. So we break our program into nice, neat little sections. So we have a visual arts section. We have a performing arts section where our karate instruction is mixed in there, as well as our cheer program and our dance program. And we also do singing. So within that realm, those children find their islands, and we also do public speaking. Im amber and i develop youth to build a better bay area. The inspiration for me starting Higher Ground is that i. I participated in after School Programs myself. I participated in summer programs and some of my islands of competency were discovered in those spaces. My parents gave me a wellrounded life, so i felt that children in oakland at the time when i started this 20 years ago, were not experiencing that one, youll see some kids maybe struggle with paying attention. And if youre a good teacher, or if youre a good lead towards the end of the month, you can see a difference. You know theyll listen to you. If they feel safe with you, theyll open up to you. So i love that. You serve so many students, hundreds of students here in oakland. Where do you think those students would be if they didnt have an after School Program like Higher Ground, enriching them in the way that you all are . We could kind of see by the state of our youth in the city and the kinds of activities that some of them are engaging in, thats what they would be doing. So so being here, they are allowed to be safe and they are allowed to be children had College Students now over this last 20 years. Weve had children who have come through our programing from second, and now theyre college graduates. So with the young people, every everybodys not going to college. Um, and those who do go to college, i want to expose them to entrepreneurship. So now were going moving into the concept of micro business and being able to be the conduit. So its kind of just grown organically what does it mean to you personally to think back at the impact that you, the staff, the kids that have grown up and then, you know, come onto the staff have been able to give back to this community, this work makes my degree worth it. So. So all through college, i envisioned and being able to have influence and impact on the black community. And im doing that. Nothing replaces the hug of a child. The admiration of a child that means everything to me. And you can be a part of building a better bay area to find your ally and learn how to take action, go to abc seven news. Com slash.
