San francisco is gearing up to bring Mental Health care treatment into court as the care act goes into effect. This monday, october 2nd. And the goal of this law is to help people with Mental Health disorders access both care and housing. So heres whats different about this program. It expands the range of people who can file a petition for someone to get Mental Health help. Not only family members can petition now, but also First Responders who may encounter someone on our streets. San franciscos department of Public Health says the program will help them to tackle Mental Health differently, with potentially thousands on our streets qualifying so individuals can file petitions directly with the court and care court allows for a wide range of petitioners, including First Responders, family members, workers, somebody who lives with an individual whos worried about them and those can get filed directly with the court. Its voluntary in that the court cannot force you to take medications or put you into a locked facility, but youre still having to come to court. The courts still going to order a treatment plan for you. So theres that aspect of it that makes it somewhat coercive. The San FranciscoPublic Defenders Office says even though participation in the care Court Program is voluntary, three judges have the last say. The Mental Health association of San Francisco opposes care court, citing not enough resource is to help everyone in need. And San Francisco has about 2500 Mental Health and Substance UseDisorder Treatment beds and is adding more Mental Health. Advocates say thats not enough. And under the care court, judges can find the city and county if they dont provide the necessary help and beds for people in need. Live in the newsroom, lena howland, abc seven news. Thank you, lena. We are getting more reaction to the mayor of San Franciscos plan to drug test people on welfare right now, more than 5000 unhoused or formerly unhoused people in San Francisco are getting nearly 700 a month in welfare. Mayor london re wants to make it so that people have to pass a drug test or seek treatment in order to get a check. The city points to its recent survey showing more than half of unhoused people self disclosed, having a Substance Use disorder stability reduced drug use, instability increases, drug use, taking away peoples vital money that they use to purchase the things that they need to survive will create more instability, may test clean. Its been nearly six months since the pahharow levee breach in monterey county, and some people who once lived there still do not have homes. The board of supervisors voted to allocate about 1 million over the next six months to support those families. When the levee broke back in march, hundreds of people were living in cars. They were in motels. They were either at the Santa Cruz County fairgrounds right now, the county says about 30 people from ten households are having a hard time finding a stable home. They are not waiting for repairs and they are unable to find or be approved for new housing. And theyre struggling to connect with with the limited availability of housing inventory, supervisors say they are also concerned about levee repairs. As were getting closer to the winter season, were not sitting back. We are taking this very seriously. Were trying to push this along as quickly as possible. The county expects the levee to be back to its original state by november, but efforts to strengthen it wont get started until next summer. In the south bay, major progress is being made. Rebuilding the anderson dam valley. Water Officials Say work on a huge tunnel is more than halfway done. The tunnel will let the utility release more water faster and safer during major storms or emergencies. A lot of people dont think about what goes into delivering safe, clean water to their households. But there is a lot and this is, you know, our number one priority right now. Officials say work is on track to finish the tunnel on time and move on to a seismic retrofit of the dam itself. That project is set to start in 2025. And last seven years. Now, to prove that one persons trash can really be another persons treasure, two artists created this art installation using nearly 2,500 pounds of trash collect from the bottom of lake tahoe. The statue is a nine foot bald Eagle Holding a trout. The base represents a Ponderosa Pine tree, which is actually made up of anchor chains and rope. The fish is a mosaic of sunglasses and fishing gear and the eagles feathers are made of buoys and bumpers. Volunteers say the message is clear. What used to be hunks of garbage and now its pristine, clean and a beautiful reminder to protect lake tahoe moving forward in the future. Um, the idea was that the more kids that come and study with us and learn our ways, experience our traditions, get to know us on a personal level, what is this rabbi . Its called the lulav. This years group of kids includes 11 jewish students and two nonjews during class, they learn everything from teachings of the torah to ancient jewish holidays and traditions. As the inclusion of new students has been warmly received, we get to learn about other cultures and like its just inviting kids in who arent the same culture as us. And its a new experience and its fun. Those types of feelings are exactly what rabbi finley wants to create. He says while jews have faced persecution for centuries, in recent times, hes gotten more worried. He tells me his congregation regularly has Armed Security at their gatherings just to ensure peace of mind. According to the antidefamation league, antisemitic incidents are rising rampantly, not just across the us, but also right here in Northern California. There were. 166 incidents in northern calif, and that was up to him, 137 year over year. That includes incidents as recently as one month ago in marin county. Well, the states care corp program meant to address serious Mental Illness and the states homeless crisis. It goes into effect on monday under care. The court family and others such as First Responders who may encounter someone on our streets, can file a petition in civil court if they believe a loved one is suffering from severe symptoms of an untreated psychotic disorder such as schizophrenia. The petition must also include either an affidavit from a licensed Mental Health professional which says they examined or attempted to examine the individual within 60 days of submitted submitting the paperwork or evidence the person was detained for at least two intensive treatments. Its then up to a judge to order a care plan for the person for up to 12 months with renewal for an additional 12 months. The Governors Office says that person will be set up with a team to prescribe individualized treatment, along with Supportive Services and a housing plan. San franciscos department of Public Health says the program will help them to tackle Mental Health differently, with potentially thousands on our streets qualifying when we look at the program, one of the criteria that somebody has to be suffering from a spectrum diagnosis. And when we look at a population estimate, our best range estimate right now is that roughly 1 to 2000 people in San Francisco may meet criteria. 75 of folks who are approached who have serious Mental Illness about assisted outpatient treatment are more than willing to participate in some type of assisted outpatient treatment and forced forced treatment is basically taking folks Civil Liberties away and forcing them to do things they may not understand. The Mental Health association of San Francisco, who you just heard from, opposes care court, citing not enough resources to help everyone in need. San francisco has about 2500 Mental Health and Substance UseDisorder Treatment beds and is adding more Mental Health advocates say thats not enough and under the care court, judges can find the city and county if they dont, if they dont provide the necessary help and beds for people in need. Live in the newsroom, lena howland, abc seven news. Lena, thank you. A road rage investigation leads police in san jose to a cache of ghost guns. Those guns are made from parts purchased online that arent traceable. Police say theyre investigate began in august when a driver waved a hand gun at another person. Sapd says he was later identified as manuel leon valdez. Detectives obtained a warrant for his arrest after being alerted valdez was prohibited from possessing firearms. The assault unit, with the assistance of the gun hazardous offender suppression team, our ghost unit served a search warrant at the residence and they located approximately 16 firearms. 15 of those being privately made firearms, which we call ghost guns. Valdez is currently detained at Santa Clara County jail and booked for multiple felony gun charges. There could be a break in a second. Cold case murder in the bay area. Police say a man arrested for the 1987 murder of a boy in vallejo is now a person of interest in the killing of another young boy in martinez. Jobina has more on what were learning about this cold case decades later. Thank you, kumasi fred kane. The third, was arrested in oregon last week after prosecutors say they linked his dna to the 1987 murder of six year old Jeremy Stoner in vallejo. And now martinez. Police believe that theyve been able to confirm for us theyve named kane as a person of interest in the killing of a nine year old named eric coy in martinez. That same year, investigators say coy was stabbed to death on the Martinez Junior High School campus while walking to his best friends house. Kanes family tells abc seven they dont believe kane lived in martinez at the time, but he did live in the nearby east bay town of pacheco.
