For the first time in five years, congressman John Garamendi sat down with the ceo of flannery associates, former Goldman Sachs trader jan sramekiscu his vision for a so called utopia, a new city in eastern Solano County focused on affordable housing, clean energy and sustainable infrastructure here. But garamendi says their proposed plans could hurt Travis Air Force base. Its very, very clear that they intend to go to an initiative to change the zoning requirements for that entire 55,000 acres in doing so, they may very well diminish or eliminate the protections that Travis Air Force base presently has. So i remain very, very concerned. Did they specify to you specific plans they wanted to do with that land surrounding the base . Why they bought it in the first place . No specific Development Plans were given to us, and i dont believe they have any specific Development Plans. I think they had a pie in the sky, a fairy tale. Congressman Mike Thompson shared similar concerns. The iteam spoke with him last week. If the intent here is to build a city, why do you think the land surrounding Travis Air Force base was a priority three years ago . Well, i asked them about that because their city plans, their their new city plans are considerably distanced from some of the properties that they were purchasing. And they had, i guess, an explanation for why they bought some of those properties. And it ranged from anywhere there from housing that they want to be able to build to area that would be maybe suitable for housing, flannery told the iteam. There are currently no plans to build any homes within one mile of travis, but both congressmen say its unclear what that land would be used for , especially given its an area thats already restricted. Supervisor Mitch Mashburn represents the area. Its all zoned agriculture and now it has an overlay that makes it even more risky. Adjective with regard to agriculture and any industry that can be put in there related to that. So i do not see an investment purpose in that last year Solano County implemented whats called the travis reserve overlay, which adds more restrictions for Development Near the base. In an email obtained by the iteam, flannery expressed interest in using some of the parcels near travis for olive orchards, but didnt specify details. Any permits pulled to signal any change of land use or new developments . Since we last talked . No, nothing. In the meantime, there are other concerns surrounding the lack of infrastructure and the price tag attached to it. Well, heres what i learned from my discussion. Is that investors were sold a fairy tale , and right now the sermak and the leadership of this Flannery Group is busily trying to figure out how to justify what they have sold. Now, flannery told the iteam they thought they had a very productive conversation with congressman garamendi, the firm reinforced any project proposed in eastern Solano County, which would be subject to voter approval, would protect and support travis, including any compliance requirements enacted by the county. The firm also says they are actively engaging with travis about these concerns. But as you can see, conflicting messages there about any potential impacts to a lot of mystery about what this project actually is. It continues, larry. Its you know, its a never ending. Yes. They confiscated a gun. They detained for people to ended up being arrested. Thankfully no injuries reported. Parents we spoke with expressed anxiety about the situation. Theyre hoping to get more answers about what the district is doing to try to keep their kids safe. Students also expressed concerns. I knew it was real because i heard the shots and everybody was running. And then as soon as we got the little announcement on the loudspeaker, we were like, oh, no, this is actually like for real. For real. My kids are not coming to school for the rest of this week. And if i dont find out what really happened, they wont be here next week either. They need to do something about this. The school is too wide open and these kids are not safe. The district says parents were notified shortly after the incident and then they were updated once students were confirmed to be safe. A woman hit by a stray bullet while walking her dog around lake merritt is improving, but she is still in the hospital. This happened around 1230 yesterday afternoon on Lakeside Drive near madison street. Abc seven News Reporter lena howland talked with police today as well as people who live in that area. This was the scene on labor day shortly after oakland. Police say a shooting between two vehicles left one innocent bystander critically injured while walking her dog with a friend around lake merritt. All before 1230 in the afternoon. Very busy day. Lots of people out at lots of lots of shots is obviously no regard for public safety. One day later, Police Revealed they believe multiple suspects got out of a white car, possibly a lexus, and started firing at what they think was a moving silver lexus. They do not believe people in the silver lexus returned fire, not a rolling gun battle. One vehicle was still moving a the main vehicle had actually pulled over and up to 2 or 3 suspects had actually gotten out of the vehicle. Both all individuals were armed with firearms and actually took fire at the vehicle. By the time Police Arrived on scene, both cars were gone, leaving behind a trail of around 30 shell casings. Youre talking about three shooters that could be just a couple seconds. Yeah. I mean, its really disappointing whats going on, i think, in general in oakland is disappointing. And thats really tsay terrifying. We were actually going to walk the lake yesterday and ended up taking a nap. It is definitely a difficult exodus. While thousands are leaving the event and traffic was and is expected, this accident blocked for 47, a main artery in getting to and from burning man for at least six hours. And when we got out of the gate, it took like another 4 to 5 hours because i think theres a big accident here right . Yes. Yeah, you know, larry, some adults have a hard time coming to work in person five days a week and the same applies to some students who cant seem to get into the habit of this routine called go ing to school on a regular basis. School districts like oakland are raising awareness about the value of regular school attendance. When a student misses 18 or more days of school, they are considered chronically absent in california. The prepandemic rate was about 12. But after the pandemic in 2021, 22, the rate shot up to 30. There are few other states that report data more quickly than california, and what weve seen there is the numbers have remained high. Thomas de, a stanford professor, conducted a study on the issue collecting data from every state. The evidence seems to suggest that those states where schools remained closed for longer during covid still have a higher absentee rate. Students simply not readjust testing to inperson learning because theyre out of habit. But the fortunate thing is we do know there are effective strategies for promoting school attendance. For example, the oakland superintendent reached out to parents and the School Community to promote her. Every Second Counts strategy, stating that in usd we know that good attendance is essential for academic success. There is no way around the simple fact that students cannot learn if they are not in class. That district has increased its Mental Health services and asked parents to set healthy routines for their children. One of the most promising approaches is what the oakland superintendent did, which is simply to communicate with families and caregivers about the importance of attendance and making them partners and trying to make sure their kids are available for learning. School districts with high absentee rates also received less funding from the state. So we know that anxiety among some students is a real issue. Consumer activists are accusing the Insurance Industry of collusion and theyre asking californias attorney general to investigate s. B. Seven on your sides. The Insurance Companies blame it on weather change and unreal mystic Insurance Regulations this morning. Consumer watchdog blamed it on illegal collusion between insurers and called for a state investigation. In a letter sent to attorney general rob bonta, consumer watchdog is calling for an investigation into california Insurance Companies and professional associations. The letter begins. Insurers companies doing business in california are orchestrating shortages to pressure state officials to boost insurance premiums and authorize a massive bailout. Well, we think we have enough evidence that the attorney general needs to investigate. This comes as the Insurance Industry is pushing for change in state law, includes ing rate increases without divulging data shifting high Risk Insurance costs from companies to policyholders and charging consumers for what is now considered normal business expenses. Consumer watchdog says it has a whistleblower willing to speak with the attorney general about industry meetings. Hes attended. They meet regularly in sacramento. They discuss their pull outs, their requests for rate hikes, all this very confidential market information. And they they discuss it under the cover of talking about public policy. But in fact, what theyre doing is doing is coordinating a strategy to get bigger price increases. His by timing their pull outs strategically that type of coordination in order to get a price increase, this can constitute price fixing. We heard back from the personal Insurance Federation of california, which said the assertion is false. Geralyn vasquez is a Parent Teacher and now an outspoken advocate pushing for stronger legislation to crack down on fentanyl dealers. My son jacob, we lost him. No vember 28th of 2020. Her son had taken what he thought was a xanax pill. I have no idea if my son knew what was in that pill, but i know he did not want to die that day. And seven months later, when we did get the autopsy report back, he had enough fentanyl in that pill to kill several people. Fentanyl deaths are growing at increasingly tragic rates in San Francisco through july. At least 385 people died due to fentanyl. And in santa clara county, fentanyl related deaths more than doubled from april to may of this year. Young people are accessing these drugs through tiktok and online and through even through friends. County supervisor cindy chavez heads the countys fentanyl working group. She says the countys District Attorney has been working to charge fentanyl dealers at the appropriate level, but she wants to see more done at the state level. Thats what this group of families is pushing for with the proposed alexandras law, a law which gives convicted drug dealers a warning, a warning that makes them aware of the dangers of their actions. And if they choose to ignore the warning and someone dies as a result, they will be held accountable. But the law has not been able to get enough support by the state senate and Assembly Public safety committees. Though theres been some support from both republicans and democrats, the two parties havent been able to agree on specifics. Tuesday this coalition of families filed a statewide Ballot Initiative to turn the laws fate over to voters. Its now time for californians to vote to save the lives of fellow californians. I felt like i was building something for myself because Everything Else in my life, i was dependent on my male relative. And i think even though it was hard, i didnt you know, i had no foundation of anything but i think just the empowerment, just the feeling, you know, to be be able to do something just kept me going. Within three years of starting the classes, she was learning at a college level. Mahfouz is now a quantum computing researcher at tufts university. Now i can read, i can write, i can speak. And of course, in math, too, you know, i did not know how to add and subtract. And now i do proofs and i do research, not just, you know, its not just learning things youre creating. Im creating things. Her incredible story now told in a book cowritten by stanford junior molina kapoor aptly titled defiant dreams. You know, i think the beauty in this story is that its solar story and its unique to her. But in many respects, its also the story now of a generation of girls and women who are today being denied fundamental rights, but also generations of women who came before solar.
