The east Bay Regional Park District has a little known policy that is now the center of controversy. Park staff shoot and kill cats that may pose a danger to wildlife. The iteams dan noyes joins us live now. Dan, youve been investigating what else can be done to protect both the cats and the endangered birds here. Reporter well, thats right, dion. The fact that park staff shoot cats came as a shock to many people, including the viewer who tipped me to the story and to those who work in animal welfare. Its 7 30 at night in an east Oakland Office park, and cecilia is trying to trap whats left of the colony of cats shes cared for over the past year. I really want to get them out of here. Reporter after cecilia came here to work for the county training poll workers in the last primary election, she began helping others feed the feral cats. The little one who climbed on her hood waiting for food, the first cat she befriended. So hungry. Thats better. Each one of them had a personality, and helping them was a priority for me. Reporter she found homes for their kittens, took the adults to be spayed and neutered. The colony was stable at 30 cats. But over the past month, most of them have disappeared. Cecilia finally got east bay Regional Park officials to admit their staff shot and killed several of the cats that had wandered into a nearby marsh. Her heartbreak spilled out on social media. Its not okay to shoot these beings that were some of them were pets that were abandoned. Reporter cecilia had a hard time finding out what happened until i started pushing, and it was even worse than she thought. I filed a California Public records act request for each incident of park staff killing cats. But the district has not supplied the documents. They did confirm shooting 12 cats in the marsh near the office park, and 6 more in other parts of the district this year. We feel horrible about this, you know. This is really sad, and we really dont ever want to have to take this step. We are compassionate and love wildlife. Reporter the Park District tells me staff was able to trap three of the cats in marshland thats part of the pacific flyway. Thousands of birds will be feeding here over the winter, including the endangered clapper rail. But matt grohl confirms the district failed to give cecilia a chance to trap and move the cats before they shot and killed them. Im sorry to hear she didnt have adequate notice. Reporter is that a mistake . There could have been Better Community certainly. Reporter the district also did not contact local Animal Rescue groups. Its heartbreaking. Yeah, just knowing that that theres no reason that that needed to happen. Reporter and dunn tells me her staff at Oakland Animal Services would have helped trap the cats and that the shelter would have had space for the entire colony until they find homes or placements as working cats. You know, i trust that they just did not realize that we were a resource, and we certainly didnt realize they were doing what they were doing. Otherwise, we would have reached out sooner. Reporter since the shooting, cecilia has been able to trap 12 cats. Theyll be up for adoption soon. Shes hoping something good can come out of this story. B that the Park District will do more to preserve all life, including the wildcats she loves. Im sure theres lots of other things i should be doing, and the outcome was not good, so i just hope that they shot them quickly, that they did know what they were doing, and i hope that they didnt see each other get shot. Reporter park officials tell me they will try to work with those rescue groups, but they would not pledge to stop shooting cats altogether. You look at surface winds, and you can see from sonoma to calistoga, winds up to 16, 17 Miles Per Hour or gusting to 25 right now in fairfield. Outside of the north bay currently, our winds are generally on the light side. But as we go with an elevation into our hills, its a much different story. Our winds are more energetic. Hawkeye gusting to 37 Miles Per Hour in the north bay. Tam gusting to near 30. Diablo, 33 in the east bay. Even the Oakland Hills right now we have winds gusting to about 25 Miles Per Hour. So the offshore winds have arrived and theyre having an effect on our temperatures right now. As those winds kind of race down the hills in the north bay, you can see fairfield is at a pretty mild 61 right now. But a more sheltered location in a valley like san ramon with calmer winds has cooled off to a chilly 39 degrees. So temperatures, there will be a wide range in overnight lows tonight thanks to our wind. Heres that red flag warning, again in effect now until 5 00 p. M. Monday evening. Were tracking those offshore winds already arriving out of the north, and we do expect gusts to 45 Miles Per Hour, even higher. I know it sounds weird to talk about red flag warnings in december. The last time this happened was december of 2017, so about three years ago. The problem this year, we have not had a significant storm to end our fire season, so our landscape is very parched, and these offshore winds are just heightening our fire danger, that combination. So were watching tomorrow morning very closely. That critical time frame between 4 00 a. M. And 8 00 a. M. Monday morning. Here is 5 00 a. M. , and the winds are pretty strong, especially in the north bay where we frequently see gusts 20 to perhaps 35 Miles Per Hour. Its a similar story as the sun gets up here around 7 00 a. M. But what i want to emphasize, once we get into the later morning hours, the winds quickly die off. Look at this. By the early afternoon, 2 00 p. M. , the winds are very light, less than about 15 Miles Per Hour. So its really that fourhour window tomorrow morning were watching very closely. We also have a wind advisory because of these offshore winds. This until 11 00 a. M. Tomorrow morning. You can see a fair amount of the bay area will be underneath those northerly winds, again near the surface. 15 to 25 Miles Per Hour. Along our hilltops, likely over 45 Miles Per Hour. So overnight tonight were going to have that mixed bag of temperatures thanks to the winds. 30s, 40s, cant rule out even some low 50s in our hills under clear skies. Now, tomorrow thanks to those offshore winds, its going to feel like a warm december day. Look at these numbers. Upper 60s, mid70s. 74 in santa rosa. Near 70 in the city. 70 in oakland. 70 in san jose. 71 in concord. So well be flirting with some records certainly tomorrow afternoon. Also just be aware a high surf warning will go into effect along the coast tomorrow starting at 5 00 p. M. So do not try and go in the ocean water besides the fact that its active. He called family, who then called rescuers, who tracked his location through cell phone towers. The unidentified man and yaro are doing okay. Overnight temperatures in fairfax dropped to 42 degrees.
