Increase california has seen since the beginning of this pandemic. The governor is now putting 94 of the state in the most restrictive purple tier, including alameda, contra costa, santa clara, napa and solano counties. The purple tier means cases are widespread and nonessential indoor businesses like churches, movie theaters and gyms must close and Indoor Dining must also close. Meanwhile, San Francisco, marin and san mateo are moving back to the red tier. That means cases are substantial and indoor operations are allowed at a reduced capacity. Good evening, im dan ashley. There was a lot of news from this briefing. We did get an apology from the governor and also saw every single bay area county but one get moved into a more restrictive tier. The only one that didnt is sonoma county. With just over a week until thanksgiving, not great news from the governor. Covid19 cases in california have doubled in just the last ten days. On summed the state reported over 10,000 cases for the First Time Since august. This is simply the fastest increase california has seen since the beginning of this pandemic. Because of that newsom says the state is pulling the emergency brake. Today he announced 40 counties are moving back to a more restrictive tier. In the bay area all counties are either in the red or purple, the most restrictive. Every age group, every demographic, racial, ethnic, in every part of the state we are seeing case rates increase and Positivity Rates increase as well. The state wide 14day Positivity Rate is now 4. 6 , still much lower than the nationwide average, but a significant increase from a week ago when it was 3. 7 . The rapid rise in cases is illustrated on this map. 41 counties making up 94 of the states population are now living in the purple tier, with widespread transmission. California health and Human Services secretary dr. Mark ghaly said social gatherings remain a major cause and concern especially before the holidays. In red and purple tier counties, we are strongly urging do not gather indoors with other households. This is the type of gathering that is highest risk. Reporter at todays briefing, Governor Newsom also apologies for his recent attendance at a friends 50th Birthday Party at a napa county restaurant. A decision that went against his own state guidelines of limiting to three households. I made a bad mistake. Instead of sitting down, i could have stood up and walked back, got in my car and drove back to my house. Instead, i chose to sit there with my wife and a number of other couples that were outside the household. You can quibble about the guidelines, et cetera, et cetera, but the spirit of what im preaching all the time was contradicted, and ive got to own that and so i want to apologize to you. Now, newsom said he is considering enacting a statewide curfew. Nothing announced on that yet, though. He also said the state is changing how its going to announce county tiers. Theyre no longer going to wait every two weeks but instead assess it on a weekly basis. He said there could even be more rollbacks this week. Liz, can you talk a little bit more about how this compares to the country and maybe some other states . When you look at the big picture, california is actually doing relatively well. Our sevenday Positivity Rate is 5 . Compare that to the nationwide Positivity Rate which is 9. 8 . When you look at specific states that are in even bigger trouble, like south dakota, south dakota has a positivity of 58. 4 , so that does make our 5 seem pretty good. But it is troubling that it is going up and pretty rapidly so, ama. Absolutely. Liz, thank you so much. In the south bay, Health Officials are seeing some of the highest case counts since the peak of the virus in july and the numbers keep rising. With new restrictions coming as soon as tomorrow, businesses are being forced to adapt even faster than before. Chris nguyen has the story from san jose. Reporter in Santa Clara County, a significant rollback that didnt really come as a surprise. The county, which had been expected to move from orange to red on tuesday, as part of the states reopening framework, will instead jump into the purple tier, meaning more restrictions are on the way. We really need every Single Person living and working in our county to take this extremely seriously. Extremely seriously. We know that this virus can spread silently. When they said 25 sitting capacity, we figured we were going to wait to at least 50 to 75 because we had a feeling this was going to happen to where we were going to shut down again. Reporter that feeling was right. In this map we can see the trend that Alameda County is experiencing during this recent wave of new infections. Today Governor Newsom announced Alameda County is among 28 counties statewide rolling back its reopening plan and skipping over the red tier and moving right into the purple tier, the most restrictive one. You dont know what to expect on a weekly basis, on a daily basis. Reporter according to the Alameda County health officer, the covid19 case rate has doubled since early october. The all activities and sectors must follow the new guidelines prohibiting Indoor Dining. Tables are going to be back in storage and no more chairs or tables inside the restaurant for a while. Hopefully not for long, but well see. Reporter also closing all operations for indoor worship services, gyms and museums. Retail shops can remain open at 25 capacity. November and december are usually around 30 of your whole year. So to be at really slow capacity or no capacity is really impactful. This comes as a Second Company announced a vaccine showing promising results. Reporter a sign of hope today. Moderna announcing its vaccine could be up to 94. 5 effective in protecting people from covid19. The Company Planning to ask for fda authorization in the coming weeks. Vaccines really are on the horizon. In fact we now have real data in large phase three trials showing that they are safe and effective at preventing covid19. Reporter this comes one week after pfizer said its vaccine is also more than 90 effective. Unlike pfizer, modernas vaccine can be stored at regular refrigeration temperatures, which could make distribution easier. In Public Health we do not get 90 plus effective vaccines often and here we have two vaccines with that type of efficacy. Reporter hhs secretary azar tells abc news vaccines could be contributed to 20 Million People by the end of the year with the most vulnerable populations getting them first. Experts say widespread vaccination could take months. As we just mentioned, the most vulnerable populations will be vaccinated first. Advocates in a san jose neighborhood with high infection rates are working on a priority plan for residents there. Community leaders told david louie why theyre raising their voices now. Reporter East San Jose neighborhoods rank among the highest in the county for covid19 cases. Community groups represent its many latino and vietnamese residents hope that will be factored in in planning for distribution of vaccines. We want to have a seat at the table just so that whatever plan that theyre putting out reflects the culture and background of our resident. Reporter luna or latinos united for a new america is one of seven Community Groups meeting weekly to form recommendations to community leaders. Many in East San Jose live in cramped housing or extended family households so the group see access to vaccines and educating the public about their safety as an important mission. They know that we have their best interests in mind. Who better than this organization to, you know, talk to people about whether they should trust the vaccine or not. Reporter county Health Officials indicate heres who will set priorities for access to vaccines. At the federal level the cdc has an advisory committee. California has a working group that will set state guidelines. Santa clara county says it will work with local community partners. Local groups say they had to lobby to get covid test sites in East San Jose early in the pandemic. They dont want the same thing to happen for access to vaccines given the high infection rate. The testing sites didnt go to those communities right away, and so i think that we learned from the mistake. We learn fred what we didnt do right and we tried not to do it again. Some of the Higher Elevations could pick up well over an inch of rain, possibly up to an inch and a half, so stay tuned. First thing tomorrow morning temperatures 40s, 50s, the rain and the wind begin in the north bay and then spread as we head into the latter part of the morning into the afternoon for the rest of the bay area.
