We are tracking how california is taking some action as cases continue to spike here. Our state has now pushed past 1 million cases and starting today some bay area counties are moving into more restrictive reopening tiers. Abc7 News ReporterAmy Hollyfield is live in walnut creek with what we can expect there. Amy . Contra costa county is now in the red zone. For an example on how that impacts a business, this 24 hour fitness yesterday could allow 214 people inside at a time. Today they can allow in 87. So gyms have had to cut back their capacity to 10 starting today. Restaurants, Movie Theaters and religious services have to go from 50 capacity down to 25 . Health Officials Say they have tracing all of these cases back to people being inside businesses and social gatherings. People we talked to this morning dont think gyms are to blame, but people socializing is the problem. You walk in here, everybody is well separated. They have sanitizer stations everywhere. What i am seeing, because im a resident in walnut creek, you know, people are out like theres not a pandemic. The new restrictions mostly impact the number of people allowed inside, though indoor swimming pools and bowling alleys need to close entirely. Officials are worried that the cold weather will push everyone inside and theres going to be large gatherings for thanksgiving and theyre worried that is just going to further the spread. Theyre saying Everybody Needs to pull together, fight hard now, wear your mask, stay six feet apart to try to prevent this county from going backwards another tier into the purple tier, which is the most restrictive one in the states reopening plan. Live in walnut creek. Amy hollyfield, abc7 news. Thank you. In the north bay, test numbers have been improving in Sonoma County but the county remained in the most restrictive purple tier. Now county Officials Say there may have been a counting error. The results of as many as 20,000 tests may not have made it into the state Health Departments database. So now they are recounting two weeks of testing. We discovered there was a company doing a significant amount of tests in Sonoma County and those were not getting counted in sacramento. Sonoma is the only bay area county that is still in the purple tier. The hope is that if they move on to the next tier, businesses there can reopen. With guidelines changing pretty much all the time, we have the latest information on every bay area county. Go to abc7news. Com to find our reopening tracker. All that poor is for the evening commute. The morning commute will be dry. It will be fine and quiet. The wet weather is going to be around for the evening commute. Lets look at it and go hourbyhour. From 7 00 to 9 00, some sprinkles develop in the north bay. The steadier light to moderate rain takes off around noon. Then it starts sliding south. Notice the moderate, which is the yellow. Kind of fades away. Were stuck with green, which is lighter rain. And then as we head into the latter parts of the evening hours, it exits the south bay and the clouds open up overnight. That allows some tule fog to develop for tomorrow morning. Heres a look at your rainfall totals. Most of us less than a quarter inch. Those rain shadowed areas like the peninsula, livermore, the south bay, couple of hundredths of an inch of rain. Thats it out of this system. We have more coming next week. Ill show you that coming up along with the warming trend for the weekend. Lets talk about the morning commute and get it over to jobina. How is our friday the 13th commute . Not as scary as some other things we were talking about. Good. Thank you, mike. Good morning. Happy friday to you. Looking live at our overall bay bridge cam. You can see its a little sluggish. Tracking speeds around 25 Miles Per Hour going up to as fast as 39 Miles Per Hour. You think the toll plaza is full . Check it out. Up no the mountains, a 12 hour timeframe from 10 00 this morning to 10 00 this evening, above 6,000 feet, three to six inches of snow, the peaks, nearly a foot. How safe are they . Jobina, experts say theres a certain setup we need to look out for . Absolutely. Heres what were learning here. Experts say the safest tent is the one with no sides because it allows air flow. Gma teamed up with Virginia Tech to show how the virus can travel from table to table depending on the type of dining structure you use. How and why is Outdoor Dining safer than Indoor Dining . It has to do with ventilation. If the ability of this virus to dissipate in the air. As you see more tents popping up, what are your concerns . Tents dont have ventilation the way an indoor restaurant would. So these outdoor settings are not actually outdoors. If youre with someone who happens to be infected, theres really a high potential for virus to build up in the air and for everyone in that little bubble to be exposed. I feel like its only prudent to go in there with people in your own household or people in your own pod. All right. So heres another recommendation for restaurants. The infection disease expert gma spoke to says turn down the loud music. Loud music means you have to speak more loudly which creates an opportunity to expel more virus particles. There will be much more on this at 7 00 on gma. The irs is trying to reach out to people who still have not received their stimulus checks. Most people got these way back, months ago. But 12 Million People who dont normally file tax returns had to register online and there are still 4 million of them who havent done that. There is a november 21st deadline to register or you will have to wait until you file your 2020 tax returns to get that 1,200 payment. Now to your Morning Money report. Black friday is just two weeks away and its expected to be the biggest sales day ever, even in the middle of a pandemic. The biggest difference this year is that most major retailers are closing back their brickandmortar locations on thanksgiving thursday. So Analysts Expect online sales to increase by nearly 50 on thanksgiving. Online sales are expected to top 10 billion on black friday. This would be the first time ever. Experts say americans have more money to buy things this year because theyre not spending as much money at restaurants or on travel because of the pandemic. Still twothirds of all shopping will be in Stores Versus Online this year. Sales are expected to top 1 trillion. A Bay Area Company is getting some love on gma this morning. Let me show it to you from our exploratorium camera at pier 15. It is the cliche, the calm before the storm. The waters on the bay quiet right now. We have moderate and light rain moving from north to south from morning to early evening hours. A warming trend sunday through tuesday. Tuesday marks the beginning of an unsettled pattern that weve been talking about most of the week, that will bring us a chance of rain through at least thursday. Right now its on the lighter side. Where it clears out, look at all that tule fog forming. 30s in the north bay, the rest of us waking up into the 40s. Heres a quick look at next tuesday. The u. S. Model shows one storm coming through, a break wednesday, then another storm coming through thursday. Rainfall amounts healthier over the threeday period. Half an inch to possibly up to an inch. Thats our model, the european model is not quite as robust. Before that happens, look at the warming trend, 70s. For everybody around the bay, monday and tuesday, 70s. Then cooler with that rain getting heavier wednesday into thursday. Have a good weekend. Thank you. As traffic returns to the streets of San Francisco, so does the debate over congestion pricing. The public just weighed in on a plan that would charge tolls for driving on streets downtown and south of market. So one option calls for charging inbound traffic. Another would charge traffic going both ways. Some drivers would get discounts. Part of the plan aims to encourage people to take Public Transit instead of driving, but some accuse muni of being unreliable. All of this would work if we had a Transit System that functioned, but the truth is we dont. We would not expect to implement congestion pricing if we dont have a Transit System that can take those extra riders. Sf mta plans to ask for more public input before implementing any plans.
