But there is still a path to victory for both biden and President Trump as Battle Ground states continue to tally votes. Here is where we stand. Vice President Biden has 253 electoral votes. Voter turnout is expected to be high in this unusual Election Year but how high in comparison to past president ial elections . Abc 7 news Leslie Brinkley looked into that question today in Contra Costa County that could be a micro cost m for the rest of the bay area. Reporter here in the east bay, there was a big push to register new voters. They received more on the roster than four years ago but no so much the sheer number of voters but the percent of those voters who actually vote. This machine takes pictures of signatures on ballots. First step in the process of counselling a vote. There are ballots dropped off at the polls and those that arrived in the mail today. On this white board, tallies of the ballots collected from drop boxes across Contra Costa County, over 365,000 voters already have had their votes counted. Right now, we still have about 180,000 ballots. Thats an estimate in house to process. Reporter i use the analogy of a fire hose. Well slam them as fast as we can but after friday they will dry up. The supply will turn into a trickle. Reporter so far turnout looks less than historic. In 2008 we had the highest turnout ever in a president ial election. It was 86. 7 , and all indications were that we were going to be able to hit that same target. In 2016, we had a 79 turnout. Reporter there was a tsunami of early mail in ballots but turnout was lower than expected with 40,000 at the polls, a quarter of what they thought. Turnout is projected to be on par with 2016. We have to wait until november 20th for vote by mail ballots that have been mailed by election day. Reporter by this friday, its expected 99 of the ballots will be in and tabulated. San francisco had the highest percentage of votes for biden. 86 compared to 12 for trump. Marin and Alameda County voters each gave biden more than 80 support. 33 of Solano County voters voted for trump. The votes for biden and trump do not add up to 100 keep in mind. Nationwide the president ial race is coming down to razor thin margins, more than anyone expected especially if you watch the polls. Abc 7 news anchor liz kreutz has a look at the race and how the polling ahead of election day painted a different picture. Many expected this race should be close but maybe not this close. Depending on arizona and nevada, there is a chance biden reaches 270 on the dot. But as we know, its not over until its over and the president is not going to go down without a fight. Pollsters for many this feels like deja vu and theyre now asking many we can ever trust the polls. Honestly, cant blame them. We were missing minority voters, rural voters, young voters, more importantly, new voters. Weve not seen the president since his address to the nation overnight. We do not expect to see him tonight, either. That said, as we all know, hes been actively tweeting. In fact, twitter flagged a hand full of his tweets today for misinformation. Ama . Right, four years ago there was an idea of a silent majority of Trump Supporters that showed up, it seems like they missed the mark to include certain voters in the sampling. So do we keep the Electoral College or is it time to abolish it . Every time we have a close election, this comes up. Its just like a close sports game. You start wondering are the rules right . Should we change it . For example, during the conf confirmation hearings for the recent Supreme Court justice, there were questions about should the senate be the same composition, should california have the same number of senators as the smallest state rhode island. In the Electoral College question, it boils down to this. Should we be doing it that way or by a National Sort of balloting . One question is how is that safer . Would that be more reflective . How would you do it . Would you do it with computers . Can they be hacked . Even has a criticism for the system because it is imperfect but you ask what are you going to replace it with . Thats when it gets dicey. The Electoral College, one of the big issues is in all but two states, its a winner but all situation. And in california, for example, lets say donald trump walks away with a quarter of the vote as it stands right now, biden gets all 55 of the Electoral College votes, under a new system that averages that out, it wouldnt get as many. What are we going to replace it with . By the way, whatever we replace it with has to be agreed to by, what, twothirds of the states and im not sure everybody will say what do we get out of this deal for a change . Its not perfect but the closest one we got. Uhhuh. Yeah, you can see a lot of people are saying abolish it. 88 . What do we replace it with . Thats this process going forward. We have the vote. Then we have the count. Then we have the court case over the count. Thats how the checks and balances continue to go. One of these days well wind up with it at the u. S. Thats a slow process and one a lot of people say goes back to 1804 but like i said, its what theyve got, its old but if it works, you keep it. Because you dont have anything else. Do you think this will be the standard for elections . It went well in california but chaos in other states and its very politicized. In california weve been leading up to it. I think in california, it is even the governor gavin newsom said its heightened and hypered up. I think well go more and more to all mail in balloting. I dont know if other states will. Some people, you know, just like going down there and meeting up with other people and their neighbors and stuff and doing part of this ritual we call voting. Proposition 2 2 classifieds app drivers as contractors, thats a big win for ride share companies. Five propositions failed to get enough support. Prop 16 would have restored affirmative action. 20 was about parole restrictions, 21 was a rent control measure, 23 would have created requirements for kidney dialysis clinics and prop 25 would have eliminated the money bail system. Yeah, dan, prop 15 is what im going to talk about right now. 15 and 21. 15 promised to tax commercial property at a much higher rate. It also promised to bring in a lot of money for local governments. Prop 15 supporters held the measure as big business paying its fair share and big guns. Governor newsom, Bernie Sanders would require landlords of commercial property to pay tax records on unoriginal price with california commercial properties. It would raise up to 1 11. 5 million for local government and schools. Right now, we dont have counselors. Right now, we dont have nurses. Right now, there is still children without computers. Small businesses struggling in the pandemic say the measure could push them over the edge because their landlords can often pass the tax down to them. Small businesses like restaurants and retail and bookstores and bars with strict leases, the landlords will renegotiate, they wont. One of her leases requires she pay half her landlordslands property tax. We need to fix the School Districts but super conscious this isnt going to kill more businesses. Prop 15 was losing by over two percentage points. This while another consumer measure to expand rent controls went down decisively. I think at the housing issue in california is a serious issue. Labor organizer dolorus was a key supporter. When we see all of the thousands of people on the streets unhoused, we know we have a crisis. A wide margin as a similar measure two years ago. Prop 21 would not have set rent limits itself, instead, it would have given local governments the power to set limits on buildings 15 years old or more. It also would have capped rent heights for tenants moving into vacant units. When these laws go into effect, people take their homes off the market and turn apartments into condos or airbnbs because they dont want to deal with the regulations and for renters, there is less available affordable housing. The governor opposed prop 21 because he wants a state law on rent control time to work. As it turns out, thats exactly what were going to do. All right. It was thought to be a close race but seen in green 58 of california voters overwhelmingly approved the proposition. Most of the bay area in red voted no. This is a huge win for Silicon Valley. Prop 22 classifieds drivers as independent contractors and supersedes ab 5, a California Law passed last year that granted drivers full employment and benefits like minimum wage, over time, paid sick leave and unemployment insurance. It is pretty interesting that there can be laws can be rewritten for specific companies. In a statement today, uber said soon drivers in california will be guaranteed a minimum earning standard of 120 of minimum wage and will gain access to important benefits like health care, Accident Insurance and more. Uber, lyft, door dash and insta cart spent 200 million supporting the proposition. The most expensive ballot prop in california history. We see over and over again corporate interests are able to qualify any ballot measure they want. San Francisco State senator scott weaner opposed property 22 and says californias ballot measure system that allows paid signature gatherers is badly broken. The ballot measure system was not designed to be a battle of who has more money. I spoke to uc berkeley chair ken jacobs who was researched prop 22. Do you think prop 22 will have larger ramifications for other employees and employers in the workplace . I think this sets a bad precedent. The fundamental question at stake, do workers have basic rights in the workplace . Most agree this debate is not over by a long shot including the no campaign. We are hoping for a biden outcome, of course, because on a federal level that will be easier for us to fight for workers rights. Kate larson, abc 7 news. Battle proposition 16 thats a measure that would have repealed the ban on affirmative action in california, it failed. The results in the bay area are even more surprising. What the protests around george floyd taught us earlier this year in california is that the people do want to play a role in fighting against systemic racism. Reporter he was hopeful that fight would come with proposition 16. The measure would have repealed the ban on affirmative action allowing the government and up many lick univer public universities to have sex, race, ethnicity or originality but california clearly wasnt ready with more than 11 million votes cast, the majority pushing the measure out including most of the bay area. We knew this would be an uphill battle. Reporter the measure passed with a big margin in San Francisco and slightly smaller margins in alameda, marin and san mateo. It lost by less than 1 in sonoma, santa clara and contra costa counties. Around a 10 loss in napa county with a 13 loss in Solano County. Evidence va p Eva Patterson told abc 7 months ago, the polls indicated the measure wasnt doing well because people were confused. Black voters from los angeles said no, we will not vote for this as it was read to them. Then we explained that it was in favor of affirmative action that equal opportunity went of course well vote for this. Reporter thats where the measure predominantly failed losing in larger margins outside of los angeles. I think it was very disappointing and disheartening. Reporter the chair of the San FranciscoLatino Task Force was shocked and concerned about the misinformation. I think its the way that it was marketed and sold as this idea of excludeing someone else based on race is what people probably felt wrong about without thinking of the fact for generations they have been excludeing people because of their race.
