Whats extraordinary about this is the Vice President s office says hell maintain his schedule in accordance with essential personnel. Were talking about campaigning here. Hes going campaigning tonight, not his duties as Vice President. The joint chiefs of staff quarantined when they were exposed to coronavirus. Does the white house still not get it . The whole getting of covid to begin with and the not wearing of masks has been a problem. I talked about that over the last couple weeks. Everybody has to put the health of the people theyre going to be in touch with first. When i found out i got covid that friday morning, i immediately quarantined myself. Ultimately wound up in the hospital. You got to keep yourself away from everybody. Im a little bit surprised. I do want to move to the election. We got nine days until the election. The president does seem energized. He talks about not being worried about being reelected. Hes trailing in national polls. Most key states including pennsylvania where hes down about 6 points. You heard those former trump voters saying theyre turning to biden. Should the president be worried . Of course he should and he is. When he says hes not, thats what you do when youre running for office. You dont say youre worried. Theres no question. When you hear him talking at some of the rallies if i lose iowa, North Carolina, would i have to move out of the country . Thats him about the possibility of him losing. I think were seeing tightening in some of the state by state polls. I think youll continue to see that over the next nine days. The real question is going to be when joe biden made the comment about the oil and gas industry, as we sit in pennsylvania at that debate, is that going to be a difference maker in pennsylvania . He challenged the president to put up video that he wanted to get rid of fracking. The president put up about four clips about that. Certainly the president is the underdog. If he wasnt worried about that, he wouldnt be thinking. Rahm, Vice President biden says those clips were taken out of context and he will not ban fracking. Hes been fired up this week too, biden. President trump is doing those huge rallies. That helps with momentum. What does biden have to watch out for in these next nine days . This election is set up in my view perfectly for joe biden in the sense that in 2016 this election was seen as one of about anger and rage. The emotion of this election is about empathy and compassion. Thats joe bidens strength. If you see in that video where the woman is talking about bringing people together, everybody sees donald trump as the source of the problem. They do not attribute to him or see him in any way as a source of the solution to the challenges of america. She talks about bringing people together. To me thats the ultimate thing. Theres another piece of this. Not only is it compassion, empathy, its authentic about joe bidens decency. I would at this point stay on message. Just like he did in that debate. I want to say one thing about what chris brought up as it relates and the oil and fracking. First of all, everybody is talking about this as a tax subsidy. Its corporate welfare. Hes talked about eliminate corporate welfare and invest it. For the same 5 billion exxon and chevron gets 5 million kids can go to Community College for free. 5 million. You tell me. Over 30 years your grandchildren are going to be driving an electric car, mine as well. Its talking about the future. He said it all the time. Hes pro fracking, but hes not going to subsidize exxon and chevron anymore. Hes going to do it over a period of time and phase it out. Donald trump says im did you cringe when he said that in the debate . No. I think hes been authentic to his view, which is true. We cannot continue to subsidize exxon and chevron when you can send 5 million kids free to Community College. Those kids are worth investing in. Another example why im glad rahm is not the candidate and joe biden is. If joe biden said that, that would make sense. He said he was going to phase out oil and gas and hes going to he said that hold on, rahm. He said phase it out by 2025. Five years from now. Thats not a slow phase out. He didnt say hes going to spend it on Community College. He said he was going to spend that on the Green New Deal which the people in pennsylvania dont want. Heres the thing, its very clear. Its a 30year phase out. It should be phased out. You shouldnt be subsidizing big oil and big gas. Welcome to the free market. Make it on your own. In my view use those dollars to invest in free Community College and im for wind and solar. Will you subsidize that . Were not going to do the debate over. The Green New Deal get the industry set we settled that one. Chris, i want to move on to the ballots already cast. 57 Million People have already cast their ballot. Thats a staggering 42 of 2016s total turnout. Obviously thats because of covid. The democrats hold a strong lead in ballots returned. Do you think thats going to be balanced out on election day . What youve seen in places like pennsylvania and florida since the last Election Voter registration by republicans in those key states is two to three times as great as it was with democrats. We know that because some of the things the president said about mailin voting that republicans have been slower in returning those ballots. Ive seen that in new jersey. Its a republican county. We have democrats ahead of us now in that. I dont believe that will last in the election, never has. Everyone is adjusting to this new way of going. Im not sure how crazy the turnout is going to be. Its going to be more than 2016. I dont know its going to be interesting to see. Republicans tend to vote late. They usually vote late when they go to the ballot box. Theyre afterwork voters. Ill be interested to see. Its a whole new dynamic. None of us know. Rahm, how worried are you about the election . Im jewish, im worried. Youre worried all the time. Of course youre worried. I got enough worry for the three of us. How worried are you about the Election Results coming in later and later . What do you see . What i would say is on Election Night i bet what we learn is that the path for the president is the door has closed. About a week later well be able to say x, joe biden has been elected president. I dont think youll be able to declare that. By the time we get to election day, almost two thirds of the american will have voted. Youll get about 20 million more people in 2020 than 2016. Donald trump is a centrifugal force. Those who care about him will show up. The democrats who have been angry over the last four years, theyll show up. We know the administration is working hard on getting a vaccine. Until that happens, how do you see the virus progressing . If donald trump remains in office and theres no change from the present strategy, compare that to what you heard joe biden talking about, what difference would we see if hes elected . As dr. The president has also said he wouldnt change much about his early response. I know we dont really want to go backwards. I was struck by a Columbia University report that found that potentially hundreds of thousands of lives could have been saved if there had been more aggressive action from the federal government earlier on. Your thoughts on that report . That was a very interesting study and useful in a lot of ways. Although a crude comparison, it was comparing six Different Countries and their mortality rate. The United States is the ninth highest proportional mortality rate. 66 out of 100,000 people have died in the United States. Thats not a good track record. The report is not clear about the degree of leadership, versus implementation or policy was responsible. One thing is clear. We could have saved more lives with a different faster approach. While theres no evidence this activity will impact someones ability to cast their vote, the worries are that russia is searching for weaknesses in the databases with the goal of launching a disinformation campaign. They seem to be sewing doubts with disinformation. Iran aware of russias successes in 2016 is aggressively pursuing the same goal as they saw the russians do. The russians are seen as the bigger sophisticated threat. Pierre, is u. S. Intelligence better prepared now than in 2016 and what about concerns the director of National Intelligence may be politicizing the intelligence . They are better prepared, but theyre under pressure to be transparent to give voters information in real time. To let them know what the bad guys are up to. The bottom line is only get your information from trusted credible sources. If you have any questions about where and how to vote, call your local officials directly to get all the information yourself. They should consider all the information things to ignore. The bad guys cant stop them from voting. As far as director radcliffe, a number of sources have expressed frustration because hes so tied to the president and viewed by critics as political. They point to the fact in describing irans recent alleged attacks he portrayed President Trump as the victim and did not mention one word about the democratic voters who were also targeted. Kate, do these breaches pose a risk to the integrity of the election itself or does this sew doubts about the integrity of the election . Martha, its concerning that foreign actors are seeking to interfere in the election. We need to be skeptical of the political messages we encounter on social media in the critical final days. I dont think anything weve learned calls into question the integrity of our election itself. More concerning is the prospect that americans hearing about these efforts will question the integrity of the election in a way thats out of proportion to the magnitude of the actual threat. This could cause them to disengage which would be the opposite of the right reaction. I think one other possible concern is that the losing candidate in the election could use this information to essentially advance a narrative that calls into question the results of the election. As to the integrity of the election itself, i dont think we have any cause for concern right now. Kate, what about the ballots all being counted in the days after the election . How concerned are you about that . You know, some states, including of course pennsylvania, dont allow Election Officials to begin counting ballots until election day. Its unfortunate those rules havent been changed. Thats the legal system we have right now. Ballots being counted after election day will be counted consistent with state law. Insofar as delay is concerned, its a different election cycle. Nothing in 2020 is normal. I think theres not cause for concern or reason to doubt the integrity of the process. Bob texted me friday to say i have made a decision and have already voted. It was a tough choice. This is the first time i checked the box for a democrat in a president ial election. I feel we will become more divided if we have four more years of President Trump. Lets talk about that and break down the round table with our political director rick klein, tam la edwards, morning news anchor at wpvi here in philadelphia and a former colleague at our abc News Washington bureau, and abc news political analyst matthew dowd. Welcome to all of you. Great to see you, tam. Rick, i want to go back to bob. He was undecided. He really was leaning trump. He has watched and watched and decided to vote for joe biden. You have this new abc news ipsos poll about trump and bidens favorability which leans into that. There are fewer bobs out there. The undecideds are disappearing. Its in part because people know these candidates. Their perceptions just arent changi changing. Go back to august, before the conventions, before the debates. Donald trump was viewed more unfavorably by 23 points. That has barely changed. Joe biden was minus three on that same measure. More unfavorable than favorable. Now hes plus one. People have a real sense of who they are. Unlike 2016 when both candidates were broadly disliked, joe biden has maintained that fundamental understanding. People understand who he is. They know who he is and theyre relatively comfortable with him. That is a huge difference that tells me that 2020 is not 2016. Tam, of course, pennsylvania is huge this year. Its unlikely either one could win without winning pennsylvania. Four years ago donald trump carried the state by just 44,000 votes. With covid of course the early voting has already begun. Our early voting tells a lot of the story. 2. 5 Million People asked for an early ballot. 1. 5 are already back in. 1 million of those are democrats. Whats interesting is some of the conversation about will your vote be counted has motivated democrats to get those votes back in early. One thing to keep in mind, 80 of republicans say they intend to vote on election day. If the president can turn out his base, we might see some of that come back. We talked about that a bit with Chris Christie. It really could be the democrats would have voted anyway and have already voted and it wont be a bigger turn out. Matt, to you in texas, besides early voting there are more signs that many minds have already been made up, certainly the people weve talked to. The latest quinnipiac poll shows that more than two thirds of likely voters decided who theyll vote for more than six months ago. What do they do in the coming days of the campaign . In every campaign, the last five or six or seven days of voting keep in mind, november 3rd is not election day. Its just the end of voting when two third of the people already voted. 7 Million People in texas have already voted in this election. Three quarters of the voters in texas will have voted by the time we get to friday in this race. Theres not much you can do to change the fundamental dynamics as rick was talking about. They havent changed much in this race. You cant break through a new message in the last few days. The only things you remain to do is motivate people and persuasion is done at this point in president ial campaigns and do tactically to figure out who your voters are and how to turn them out. One thing i want to say about this race and that i dont think has been covered enough, joe biden has a better chance of winning texas today than donald trump has of winning pennsylvania, michigan and wisconsin. Think about that. Joe biden has a better chance of winning texas than donald trump has of winning pennsylvania, michigan and wisconsin. That is a findmental difference in this race. Those are pretty extraordinary numbers. I want to go back to campaigning and what you do in the final days. Certainly its about enthusiasm. 60 Million People watched the debate this week. Did that make a difference with anybody . Youve seen ads off those debates. The oil comments that joe biden made. Look, so much of this race is set. Thats a huge audience. There are a lot of people that will vote on election day. Most of them had their minds made up already. Theres a limit to what you can do. The comment about the oil industry, that to me was an unforced error by joe biden. It cuts against so much of the messaging hes tried to portray. Theres another side to it too. There are a lot of voters who want to see Climate Change as an issue. Maybe that gave them extra motivation in the end. I think theres a limit to what anything can mean this late in the campaign. With candidates this well defined were used to talking about october surprises. The real surprise is that huge numbers of people are voting. The lines are enormous. People are engaged in this campaign. Tamala, talk about in pennsylvania especially. Those are pretty important issues. They are. I agree with rick that it solidified. Somebody leaning trump, that oil comment pushed them forward. That wine mom, the suburban mom, they were pushed more towards biden. Look at the ground game in the counties. Biden is going to places that should be for trump, but he thinks theyre in his grasp. Cambria, erie, westmoreland, we see trump in those places. He should be looking to expand. One number that jumped out at me North Hampton county went for trump by 4 points this time. Its up for biden by 12. Look at the ground game. That tells you why republicans are nervous. Matt, i want to turn back to you. We reported this morning that Vice President pences chief of staff has contracted the coronavirus. Coronavirus has been such a big issue in this campaign. No matter what President Trump says, people are thinking about this issue. Do you think this damages the president with his chief of staff getting it and possibly more staffers on pences staff and him still going out campaigning . I think its a huge problem. I think covid and coronavirus and the inability and incompetence in its handling has been a problem in this campaign. I think its less about a big impact on the race and more of an effect on Donald Trumps ability to drivethrough another message that he has a handle on. Joe biden has a 20point advantage on who can better handle coronavirus. This is a fundamental problem for donald trump. Let me say one thing about oil and gas. I think many people are looking at this as an issue that its like it was 10 or 15 or 20 years ago. Let me give you a stat. More people work in Renewable Energy industry in texas than work in the oil and gas industry in texas. I dont think this is near of a problem that many people think it is for joe bidens campaign. The world has changed. Its changed on energy and its changed in places like texas, pennsylvania. More voters are with joe biden on this than opposed to joe biden on this. Rick, i want to some final thoughts here from the two of you. What will you be watching for as the early voting comes in . Lets fast forward nine days. Where will we be and what should people be paying attention to . Thats when you see real votes on election day. Democrats are out voting in large numbers. Theres places where republicans are out voting as well. Im keeping an eye on white noncollege educated voters. Once those real votes come in, taking a look at florida, North Carolina, georgia and texas, that will give a sense of whether that trump base shows up. We know the biden voters are out in force. If trump is going to win, he needs that vote on election day. Ill be looking at the lines and exhaustion. Are the lawyers getting involved and does it look like well elongate this election season . Did enough democrats already get in . The main places they can challenge is the votes that come in three days after election day. If not a lot are coming in, if most people in lines are republicans, whos to challenge . That will tell us a story on election day. We know your secretary has said they probably will get all the votes counted by november 6th. Lets hope so and lets hope its even earlier. Thanks to all of you. Great to see you, tam.
