Over the past year his farright activism and his suppor for President Trump brought him to the portland riots. Im not going to go home. I will not be intimidated. It must stop. The entire event was literally just about big tech and their racism and oppression against me, banning me over 14 times, shadow banning my current account. Reporter but his flier for the event featured prominent leaders of the proud boys, a hate group according to the Southern Poverty Law Center and mentioned in the first president ial debate. Reporter andersons flier drew the attention of the bay areas antifa movement. Social media posts called for an aggressive response to the rally. Why did you come here . The whole point right here. What i saw was individuals from the fascist side instigating and coming in and inciting so they could be portrayed as victims. Like, im not, like, no one here is a proud boy. No one at the event was a proud boy. Reporter but just two weeks ago, anderson described himself as a member of the proud boys on twitter. Explain to me how were racist when the proud boys have dozens and dozens of black members, including myself, by the way. Reporter the counterprotesters vastly outnumbered andersons small group. He was attacked before the rally even began. Theyre trying to kill me. You knocked my teeth out for no reason. Youre not even willing to listen to me. You call me a white supremacist when im black. Youre making no sense. Reporter the crowd pushed against the barricades and the Police Ordered the rally to stop after ten minutes. They escorted anderson and others and kept the crowd at bay until their van arrived. This is wrapping up. Walking down Market Street. Reporter i saw people in black spraying antiproud boys graffiti and chasing an asian man in a red shirt. He was able to make it around the block to the police. They attacked this trump supporter, dousing him with pepper spray. He suffered a leg injury. The sfpd three Police Officers had to be treated. Counterprotesters shut down Market Street and now Phillip Anderson is being criticized by the proud boys leadership. So i hear youre running your mouth, phillip, and thats cool. On sunday the sfpd made an arrest in this attack, charging 35yearold Adora Anderson of whatsonville with mayhem and a hate crime enhancement. San Francisco Police release new details and video today of a deadly officerinvolved shooting. 21yearold cesar vargas was shot and killed the night of october 10th. Police say he tried to car jack a women. Surveillance video shows him jump on the hood of her car. She also tells police he held a knife to her face when she opened the door. Witnesses say vargas got in the car and it moved a short distance before he got out and ran down Market Street. Thats what youre seeing there. Now, body camera video from the two officers who arrived at the scene show vargas running. They yelled for him to stop and drop the knife. Mr. Vargas took steps backwards and sprinted towards one of the officers with the knife in his right hand. The two officers shot vargas and he was pronounced dead. Police released pictures of the knife they found at the scene. The two officers are on administrative leave as several investigations are under way. A group called defund sf pd now as officials held the virtual town hall. Organizers say they streamed the event to facilitate conversation among community members. Happening right now, a memorial is taking place for a fallen San Francisco firefighter. This afternoon we saw a procession of police and firefighters firefighters escorting the body of jason cortez to saint ignati ignatius church. This is a private event. The service is expected to wrap up at 9 00 p. M. Cortez joined the San FranciscoFire Department back in 2007. He died during training accident earlier this month. A celebration of life is planned for tomorrow morning at oracle park. That event is also private. Fire risk is increasing this week. A red flag warning will take effect tonight. Today the weather in San Francisco showed no hint of the danger ahead. Because of the upcoming fire danger, pg e says power shutoffs are likely. Starting on wednesday in parts of the east bay, north bay and south bay. As we take a live look outside now, abc 7 news weather anchor Spencer Christian is tracking the conditions. And spencer, where are these highrisk areas . Well, ama, right now its mainly the north bay, but could be expanded to other parts of the bay area. Whats developing is another offshore wind event. Although they dont look impressive right now, they are starting to get gusty, and as those winds become stronger, of course, they will be downsloping, drying out, warming up and increasing the risk for fire. So we have a red flag warning in effect from 11 00 tonight until looking at 8 00 a. M. Wednesday. And wind will be generally out of the northnortheast and gusts up to 40 Miles Per Hour or higher. Parts of marin county, sonoma county, napa county and lake county. Now, we also will probably have an upgraded warning for this area. Right now we have a fire weather warning watch going into thursday for virtually all the Higher Elevation of the bay area. Parts of this watch as i mentioned may be upgraded to a red flag warning. But our downward progress, that appears to have plateaued. However, we are bucking a National Trend with the surge of coronavirus cases reported across most of the u. S. Mainly in the midwest. Reporter well, dion, if we look back nearly a month ago, 25,000 covid cases were reported nationwide each day. And now that daily average has doubled to 50,000 cases. And even though california isnt seeing as much of a spike, the governor was quick to point out today we could be there soon. A third wave of covid19 is moving quickly and broadly across the u. S. But if you look closely at california, the r effective number or rate of spread shows in the last ten days covid cases have declined slightly from 0. 99 to 0. 96. In other words, spread is considered stable. Its not surprising to ucsf lead epidemiologist dr. George rutherford. Were doing the right things. Weve decreased the effective reproductive number. Reporter californias Positivity Rate has declined slightly over the past two weeks, but the governor made it clear today the 14day averages for both hospitalizations and icu admissions dont always give te full picture. Also in the north bay, a marin county nonprofit is working to make sure everyone has a face mask, especially those who might be struggling to make ends meet. Abc 7 News ReporterCornell Bernard shows us this effort to help build a better bay area. We are giving them away to the community. Wonderful. Reporter Douglas Mundos spent monday afternoon reaching out to his district giving away free face masks. Mundo was executive director of the Multicultural Center of marin, a nonprofit serving thousands of families. Thousands of masks donated to his organization and other groups serving the community. He says its a big help. Sometimes, you know, buying a mask, it costs money from 5, 10, 15, 20 or more. Reporter these masks, 50,000 of them, are a gift from the Marin Community foundation. The nonprofit says it wants to protect essential workers in this community. Many of them doing essential work but they have a hard time financially. So our determination was to make these masks available. Reporter another effort, marin together a Publicprivate Partnership between the county, san raef, keizer and equip has set up these bins with mask and covid information inside envelopes. Theyre free for the community to come pick up whenever needed. Today for the first time the state department of insurance held a hearing on how those wildfires are affecting Homeowners Insurance. One Consumer Group says it has led to an insurance crisis. California insurance commissioner Ricardo Laura heard from consumer advocates, wildfire experts and Insurance Company officials. The hearing focused on Homeowners Insurance availability and affordability. Laura says the state is seeing shrinking Insurance Options for some of californias most vulnerable residents. And he heard about other insurance issues following our very latest wildfires. We heard evacuees were cut off after just two weeks from their Insurance Benefits that cover living expenses, even when their homes were still inaccessible or had no water or power. Laura says he wants wildfire victims to get a 60day grace period for Premium Payments and an immediate advanced payment of at least four months of living expenses. State regulators say one way to keep fire rates down is a communitywide approach. 7 on your sides Michael Finney looks at how one local city is doing just that. Michael . Now, you could be doing everything right at your home to keep wildfires at bay, but if your neighbors arent, you still pay more for insurance. Well, in mill valley, theyre hoping to come up with a plan to change that. Battalion chief michael st. John goes on a home hazard inspection with longtime resident maggie lam. Shes in the middle of a highgrowth area where the risk of fire is higher. St. John wants to minimize that risk. All we can do is improve conditions. Were not going to be able to eliminate the fire threat to the community or this house. Reporter maggie says shes spoken to neighbors whose insurance has been cancelled due to the high fire risk. She doesnt want to be next. Im very concerned about losing insurance. And thats why i it was very helpful to have chief st. John come and give us guidelines about what we can do. Reporter simple guidelines like sweep agway leaves from the home. In a fire leaves and vegetation can fuel embers to spread the fire quickly. Keep trees from hanging over your home. Close up vents with proper meshing to avoid having fire enter the inside of your house. Replace vegetation with potted plants. Placing gravel near your wood deck is another easy preventive measure. Its right up underneath the deck. So making sure all of that stuff is clear is really important. Reporter many homeowners dont realize theyve been assigned a fire risk score. Tese scores are given by private companies and there are no state standards. The department of insurance would like to see more transparency in these scores. Deputy commissioner michael solar says the department wants Insurance Companies to give homeowners an opportunity to lower their scores by minimizing their risk. Its the idea that you there are things that you can do to your property that can bring down the risk of a fire catching your home on fire. It can bring down the damage that it can cost. Reporter joel, who just retired from the department of insurance, couldnt agree more. I mean, its more its about making sure your home is as protected as it can be. Reporter the battalion chief says homeowners who make the proper correction will get letters certifying theyre in compliance. He says that can lead to a reduction in their insurance rates or even reinstatement if they have been cancelled. Hoping thats incentive enough to people to do whats right. Over time were hopeful that people that will influence peoples behavior. The city of mill valley just recently agreed to hire more of these inspectors to hopefully help more people save money. In santa clara county, a promising plan to quickly house a large number of homeless people. Appears to be in trouble as city leaders in milpitas push back against the proposal. Reporter tonight a possible setback in the fight against homelessness in santa clara county. The overarching theme is theres not a process for residents to make their voices heard. Reporter last month the county was awarded 29. 2 million as part of the States Project home keep program which aims to purchase and rehabilitate hotels, motels and vacant apartment buildings into permanent housing for the homeless. County leaders want to convert this into 132 units of Supportive Housing with move in as early as next spring, but the mayor says residents are concerned about the speed of the project and are also worried about the length of the lease. The residents ive spoken to do not want to commit to a 55year relationship only after a 90day dance. Reporter under assembly will 83 signed into law this summer, projects like these can project local zoning and planning roles. Milpitas resident sharaj says he isnt against building housing for the homeless, but questions the proximity to nearby parks, schools and neighborhoods as well as the milpitas down center across the street. He wants the county to press pause on the project and concerned those currently unhoused in milpitas wouldnt necessarily get first dibs on the units. Unless we address all of those concerns, i dont want something to come into our city where we start blaming the county and the county blames us and its just going haywire. I dont want that to happen to the city of milpitas. Reporter but time is running out. If the county doesnt move forward with the plan by midnovember, it runs the risk of losing the allocated money from the state. Betray bramson from destination home which is a partner on the project says it would be a shame to see the proposal fall apart. The apartments would be a Community Asset and a resource. Back in 1978, proposition 13 was the taxpayers revolt against paying high property taxes and doing anything to change it was considered touching the third rail of politics. Prop 15 would change it. Proposition 15 increases property taxes on most commercial real estate worth mon than 3 million. It does not touch private property tax. Private property taxes and smaller businesses would continue to be assessed on their purchase price. Prop 15 would assess taxes on commercial and industrial propertial market value, and thats called a split roll. Ever since prop 13 was approved. California has looked for some way to increase property tax revenues without initiating another taxpayer uprising. The states fiscal analyst estimates the initiative would generate between 8 and 12 billion every year. The money would go to schools and local governments. Opponents say the tax increase will raise our cost of living by being passed on to everything we buy and any businesses who rent property will have the tax increase passed on to them. Prop 15 is a state constitutional amendment that would be phased in over three years, if approved. Now one initiative not getting as much attention as the others is prop 24. It would allow consumers to prevent businesses from sharing their personal information. And limit the use of sensitive personal information like your exact location, race, ethnicity and health information.
