S also along the peninsula there and thats going to setup a pretty good sea breeze. 3 to 4 miles Half Moon Bay. The airport is reporting fog and hazy conditions in livermore. The worst air quality right now through 7 00 is up in the north bay. Going through 2 00 it lifts further north, so were looking at slightly better air quality, we get into that afternoon sea breeze and those winds continue to push the smoke up into the north bay throughout the afternoon, the overnight hours. And your sunday is going to feature some warmer air and some lighter winds. Still with a spare the air alert both days. Weve got the unhealthy air along the Central Coast and bay today and our had inland east bay as well as tomorrow. 60s and weve got 70s and 80s arriving by 1 00. Inland well make it to about 90. Pretty good weather for firefighters, and looking at tonight the deck of low clouds will be back but limited as we get into the next several days. Ill explain why in a few minutes. Hundreds of people took to the streets of oakland and san jose to protest Police Brutality. The demonstrations were part of a day of activism around the country on in the south bay the jake blake demonstration in san jose took protesters through downtown, and it did lead to some vandalism at mayor samlocardos home. This is new video from overnight of neighbors helping to scrub the walls and driveway. Our crews say protesters were peaceful for the most part last night. Hundreds started at city hall at 7 00 p. M. Watching through the heart of downtown to san pedro square as people were dining outdoors. Some even jumped as you can see into the cupid shuffle Holding Signs demanding an end to Police Brutality. Mayorlocardo who has a black lives matter signin the window of his home was asked about the vandalism immediately afterwards. Doesnt have nothing to do with the message and doesnt have anything to do with the movement. It has to do with the decisions of a few very irresponsible individuals. The president of the san jose Silicon Valley naacp jethro moore says the continued demand for change hurts in a different way each time. Its eerie. 57 years after the march on washington what was a peaceful march, and were marching again claiming peace but yet were still getting no peace from those that are supposed to protect us. Abc 7 news spoke directly with one protester who also took part in a george floyd protest back in early june. She says the video of jacob blake reignites the fire and reinforces why these protests are necessary. And a similar demonstration took hundreds of protesters through oakland mond oakland. Police made dozens of arrests including one protester believed have pointed a laser at officers and a news crew. Oakland police formed a riot liep on broadway and demonstrators hope they can send a message for change. Im sick and im tired. At the age of 15 i lost my friend due to Police Violence and its not stopped. Its not going to stop until we stop it. It was the second night of demonstrations this week in oakland. Wednesday night we saw fires, graffiti and broken windows. So far abc 7 news has not heard of any reports last night of fires or broken glass. And this morning new questions about what might have happened before those jacob blake protests. Six oakland mailboxes removed by the postal service. According to the chronicle the usps said they were taken out yesterday morning to prevent vandalism ahead of last nights demonstrations. Congressman lee of oakland and mayor libby shaft are not buying that claim. Theyre demanding they be put back so voters can use them to mail their november ballots. The u. S. Post master general recently testified before congress he would pause any mailbox removal until after the election. And new this morning were hearing President Trumps first direct comments on the jacob blake shooting. Im looking very strongly into it, and ill let you know very soon. It was not a good sight. I didnt like the sight of it certainly and i think most people would agree with that. But well be getting reports in very soon, and well report back. Those comments came in front of air force one last night in New Hampshire after being asked to respond to democratic Vice President ial candidate senator Kamala Harris thursday. Harris called for a thorough investigation into the shooting and says she believes the officer should be charged. And thousands of americans also marched on washington to highlight racial injustice. The crowds put on masks and they braved the sweltering heat in d. C. To stand up against racism and Police Brutality. This years march was sparked by the killing of george floyd and fueled by countless others. Speakers included the faems of george floyd as well as Breonna Taylor and jacob blake. One of the most powerful moments of the day the 12yearold daughter of the civil rights icon was one of many who vowed to take on the fight. The east bay soldiers Youth Basketball Program took a trip to d. C. To participate in the march. Members of the group are no strangers to loss. A teammate who went by jay mack frasier was killed last november. The 17yearold Richmond High School student was shot while picking up something from the store for his mother. His older sister went with the teen for the trip and says her 19yearold cousin was shot a killed at a Halloween Party within a month of her brother. Because i swear just to have to go to a cemetery and see them buried next to each other, that hurts so bad. Today the group plans to connect with people that they met during the march. And new developments, jacob blake is no longer handcuffed to his hospital bed in wisk. The Kenosha County Sheriffs Department said blake was restrained because of an old warrant that he faces. Blakes lawyer says it has been dropped. Blake is paralyzed from the waist down right after being shot in the back seven times by police. And the nba and the players have agreed to resume the playoffs starting today. The league will be forming a social Justice Coalition made up of players, coaches and state governors. They also agreed to convert team arenas into polling locations for the upcoming election. Ends monday. All right, lets talk about the coronavirus pandemic now. California finally ready to reopen some more businesses. Ultimate elacounties can still decide to impose stricter requirements. Abc 7 News Reporter leanne melendez has the details. Zbhr the state took into account several factors to determine if and when a business can reopen such as the hospitalization rates, the number of available beds, the number of people in the icu, et cetera. But now the number of cases and test positivity will serve as more crucial metrics. Heres what were looking at. Were looking at these four tiers, color coded making it a little simpler for folks. Purple, red, orange and yellow. Reporter so if your county is in the purple tier it means that most nonessential businesses can operate outdoors but some like hair salons and malls can open indoors at limited capacity. Red means more indoor businesses like museums and movie theaters can reopen with restrictions. Orange means places like indoor wineries and bowling alleys can open. And at the yellow level all indoor businesses can reopen with modifications. By modifications the state means physical distancing is still required, so are masks and health screenings. Right now every county in the bay area is purple except San Francisco and napa which are red. This new framework is up to the discretion of each county meaning they can be more rigid but not less. Heres where the governor says the stringent part comes into play at the state level. We also have a triteria just just 21 days on moves between tiers and two weeks on stability and steadiness before you move into those tiers. Reporter with that the state seems to acknowledge covid and its effects on the population will be around for some time. And as leanne just mentioned San Francisco and napa counties are in the red tier and that gives them more leeway for reopening, but both are taking very different approaches. Despite the states new guidelines mayor breed says nothing changed in San Francisco, and that has left teachers and salon and Restaurant Owners confused and frankly frustrated. Hair salons and barbershops can continue to operate outdoors. Cop trau costa and san mateo counties can also open and all let salons and barbershops serve clients indoors again. Just go to abc7news. Com. Lets get to the major fires burning in northern california. The scu lightening complex is the second largest fire in state history at more than 374,000 acres. It is 40 contained. The lnu lightening complex in the north bay is roughly the same size. 35 contained. And the zcu lightening complex has scorched 83,000 acres and is 27 contained. And major help is coming today for people impacted by the fires. A Recovery Resource Center is opening at the Kaiser Permanente arena in santa cruz where the Santa Cruz Warriors play. This will be open daily from 11 00 a. M. To 7 00 p. M. Staff will be there to provide help and resources to start the rebuilding process. Anything from debris removal, utilities, insurance plans or what to do if Important Documents burped in the fire. Some services will also be on the Santa Cruz County website. And two other Resource Centers also are opening in the north bay today at least for anyone affected by the walbridge and myers fires of the lnu lightening complex. The west Sonoma County center is at the bank of america in guerneville, and the second at the Healdsburg High School gym. Hours are 1 00 to 7 00 p. M. Today and 10 00 a. M. To 7 00 p. M. Daily starting tomorrow. Help is available regardless of immigration status, and Language Interpreters will be available. And for all these Resource Centers keep in mind that masks are required. We are looking at some of the haze and smoke lingering on the peninsula. So you wept from good to poor this morning, and thats going to be the order of the next several days where we get some good air quality and then the winds shift around and things are hazy again and you can smell that smoke. Usually the Morning Hours when the winds are light. But things definitely have a way of changing out there when our overall weather pattern changes and thats going to be the case throughout the weekend. Heres a look at liefve dopplerr 5 it in gilroy, 55 in sann San Francisco. A bit of sun rise here but a lot of smoke with moderate air quality. 57 by the delta. Those winds are quite gusty right now. 58 in livermore. And finally mt. Tam, air quality here obviously not looking too good, and its going to continue throughout the day today on the unhealthy side. Coast and bay fog looking at the smoke impacts for everyone over the weekend. Heat building as we get into your sunday, monday time frame. The winds going offshore. And extended models look like we could hold onto a lot of heat as we go into the first week of september. So theres our fog, still staying at the shoreline from point rays to Half Moon Bay. Thats when the winds at 7 00 get pretty gusty. You can see the orange here in redwood city. Pretty good up in san rafael now, but were expecting that to change. Also into the east bay and right around the coast here where it will be kind of smoky. So the czu lightening complex looking at the winds up to about 12 miles an hour. And temperatures will be in the mid70s tomorrow today. Upper 70s as we get through monday and looks like that warmth building through the week ahead. Up to the north bay light winds with relative humidity. And numbers in the 60s out towards the hennessy fire. High winds definitely helping and making a high impact here with relative humidity, a little breezy out there but temperatures point degrees. And well watch that for you with numbers up in the north bay mount saint hunuclieping through the weekend and staying in the low 90s as we get towards the end of the week. Warmth today about 90 degrees in antioch, 84 with hazy conditions in san jose. Look for 88 up in concord, 68 in richmond. Those cool 60s in the sate, along the coast, our accuweather seven day forecast were going to keep it comfortable there but numbers will inch up just a little bit and were going to watch it closely as that offshore flow could push more of that smoke right into the bay area as we get those winds around that high coming up to the monday, tuesday time frame. The statement from his family was the first anyone had heard boseman was battling the disease and had been for four years. And the statement posted on twitter and instagram revealed he was going through chemotherapy and surgeries while filming movies. Were told he died at his home surrounded by his wife and family. Boseman got his start with a small role on the soap opera all my chirp in 2003. Hit parts on er and law and order followed and would go onto shine in other pics. His role as a leading man established, he put on the costume for black panther. Authorities arrested johnson thursday on charges of stealing the firefighterss credit cards after allegedly going on a 2,700 shopping spree to purchase everything from gasoline to bitcoins. From our east bay hills camera you can see all the haze right there. 57 by the delta, so the air quality not so great right now in parts of the peninsula you can see 3 mile visibility, Half Moon Bay thats a mix of smoke and fog. 3 miles up in novato. As we look at the air quality reporting this hour to be good. Moderate through oakland and San Francisco, and there we go with the poor air quality for fremont and redwood city and really bad there as we get north of santa cruz. So a look at our roof camera. Temperatures will certainly be warming up, but not as much as you would think for the end of august. Theres our spare the air alert. Well tell you about the warmup coming up for the second half of your weekend and for much of the week. Doctors are sounding the alarm and confirming whats believed to be the first coronavirus reinfection here in the u. S. Starting monday napa county will be allowed to open indoor nail salons, retail, churches, gyms and restaurants. Its been very hard. Reporter the owner of a restaurant went from having seven tables outside before the pandemic to taking over the sidewalk to help his business survive, fear creeping in. Honestly we were worried about winter. Reporter but there are restricts. Gyms are going to be allowed to reopen with 10 capacity. Restaurants goteeg be allowed to open up with 25 capacity. Retail is going to be allowed to open up with 50 capacity. Reporter napa county is part of tier 2 which means is has 4 to 7 covid19 cases. The county supervisor says this is all thanks to its residents. We have an infection rate Positivity Rate one of the lowest in the states. Reporter a step in the right direction that lisa, the 2019 napa Small Business of the year said it was necessary. Were getting texts left and right from clients. Reporter the next step is to reopen schools. In napa, luz pena, abc 7 tenants would be protected through january as long as they pay at least 25 of their rent. The bill must get at least a twothirds vote in the senate to pass and needs to happen by monday night before the legislative session ends. If the district takes on the responsibility of test, have employees opt in, have us pay for the testing and then the results on any positivities would be sent to the district which would then help us to reach the reporting requirement and the monitoring requirement that the governor has put out. Reporter the district says it could cost up to 24,000 a month if all its nearly 300 employees opt into the program. Stanford would then conduct the testing at school sites for staff. We could garner their expertise about testing and they could garner our expertise about how that could better integrate with the Public School district so we could sort of put together a plan. Reporter researchers would also get valuable insight into data that could help them formulate recommendations in the future. Were helping them. As were doing here were helping them to try to interpret what those testing results will mean in terms of bringing teachers back, bringing students back and how do you scale the way schools reopen. Parents here glad to know these two organizations are now working together for the health and safety of all.
