As abc 7 News Reporter chris wynne explains south bay leaders say the abrupt changes could within st. Claira county this afternoon Health Officials didnt hold back after learning of the new covid19 testing guidelines from the cdc. When i first heard about this change in guidelines, i actually didnt believe it. Reporter the Nations HealthProtection Agency now says as long as a person doesnt show symptoms testing may not be necessary. Health officers however are questioning the guidance saying it is important to identify infections in the small window preceding the onset of symptoms while people are still contagious. It seemed entirely bizarre. In that it undercuts our very basic ways we control an infectious disease. Reporter this comes amid questions on whether politics has leaked into Public Health guidance at the national level. Dr. Anthony fauci expressed his concerns earlier this afternoon about the erin terptation of the new guidelines saying he was undergoing surgery and under general anesthesia at the time the changes were being discussed by the group. County Officials Say theyll continue to urge anyone who may have been exposed to the virus to get tested as soon as possible. Failing to test is not going to end this pandemic. Failing to test will not make the virus go away. Reporter the governor today also saying he disagrees with the cdc. We are influenced by those that are experts in the field that feel very differently and so with respect to the cdc, no, that is not the policy guideline that we will embrace or adopt here in the state of california. Reporter according to the cdcs own estimates roughly 40 of those infected with the coronavirus may never go on to develop symptoms which is why experts believe proactive testing is essential. Identifying particularly asymptomatic individuals who are capable of spreading the virus to others i think has to be a key part of controlling this pandemic. Reporter in Santa Clara County abc 7 news. Today Governor Newsom announced what he calls a new coronavirus Testing Partnership with a diagnostics company. Under this agreement newsom says the state will provide an additional 150,000 tests a day in addition to the current daily total of about 100,000. The governor wants the results turned around in 24 hours to 48 hours at the most. He says the volume will lead to lower prices for tests, around 31 and 48 respectively far lower than the current low of 150. Now to the wild fires, firefighters are getting the upper hand. The lightning complex in the north bay is 33 contained. The scu lightning complex in the east bay and south bay is 25 contained. The lightning complex on the peninsula and in santa cruz is 19 contained. Cal fire says the top priority for the lnu complex in napa, sonoma, lake, and solano counties is an area just south of middletown where the walbridge fire continues to burn. Make no mistake. There is a lot of work that has to be done on the walbridge fire. It is very difficult country, no fire history over there. What i can tell you is there is a good plan in place. The folks over there are working tirelessly every day. Helping that fight the national guard. We do have approximately 250 California NationalGuard Service members that are coming into the incident. Theyve been trained for fire line. You have two days of thef the basic, fundamental familiarity with what the job is as a fireman and the third day we participate in training where we put everything together in the field. Covering these fires for us today, wayne, what are you seeing . Reporter a lot of things today. A lot of Little Things actually. Behind me you have a road blocko in Dry Creek Valley where the fire did not pose a direct threat today but still an implied threat and real threat. Another part of the story today the air quality. Smaller flames with lots of smoke. This was the walbridge fire near healdsburg today with air so thick that at times we could not see from one side of the Dry Creek Valley to the other. And in the midst of it what will be the 2020 harvest in this wide region will the smoke impact the grapes . Wine makers remain optimistic. Bill williamson evacuated last week and spoke to us from crescent city. We dont quite know the full extent of any damage. Well know within a week. Well run it through the labs to check the chemical levels and the chemistry will tell us the answer. Reporter in the hills above healdsburg this passed for firefighting today, almost piece work and the crews in yellow were happy to have it as they took advantage of the weather by cutting new lines while trying to stay ahead of a fire that has been hard to catch and more difficult to contain for more than a week. Crews did work like this from healdsburg in the north to gurnville in the south. A lot of the firefighters working especially above the communities are deep in the Wooded Forest area. It is deep and accessible and an ohare that hasnt burned since the 1900s so working to establish the containment lines can be tricky. That was what appears to be a hot spot. Either a hot spot or a spot fire. And the hills behind us over there. They were planning on setting some spots today depending on the weather. The irony here was the weather was not cooperative not because it was too hot but because today at least they had too much humidity. They are getting a bit of an advantage on this fire. Now to the ccu lightning complex burning in the Santa Cruz Mountains. A nearly 80,000 acres have burned there. 443 structures are gone. One person has been killed. Approximately 77,000 people have been evacuated, mostly in the communities from Scotts Valley to boulder creek. That is the Silver Lining to all of this considering how dangerous the working conditions continue to be. Woo he were deep into the burn zone this afternoon. Here is what we saw. When youre fighting a fire in the Santa Cruz Mountains this is what it looks like. One firefighter scaling a steep terrain, pulling hoses thousands of feet long all to fight one hot spot. That is the kind of work happening all along empire grade between bonnie dune and felton some of the hardest hit areas of the czu lightning complex fire. This scene too common along this route and in both counties. So far more than 500 structures have been destroyed. It is not just the fire is out now we have to go back. We have to make sure everybody has utilities in place and the roads are safe for them to travel. Reporter at cal fires base camp in Scotts Valley less smoke more fog. This marine layer coating the mountains a good sign. The extra moisture in the air doesnt allow the fields to burn as intense as it was when it was hot and dry. Reporter that means that fire crews can do this kind of wrk, firing operations where crews fight fire with fire. They got a couple of what we call firing operations where we fight the fire with fire. And make that buffer around the different communities and eat up the unburned field before the actual fire gets to that location. This morning cal fire was happy to share that they now have control of the Northern Edge of the fire and that is the reason they were able to lift the Evacuation Order for Santa Clara County. That was the first time i was ever scared for a fire out here. We grabbed the bag and the dogs and we left. Reporter despite the enormity of her loss desiree says she hasnt had time to be sad. Instead, she is focusing on rebuilding. No matter how many wild fires youve seen or covered it never ceases to amaze how flames can leave one home totally unscathed yet a few feet away totally destroy another building. For some of the vacaville residents who lost homes these two 16yearolds are putting their all into helping out. They began a small effort to gather food, toiletries, and clothes for fire victims. But at an event sunday hundreds of people dropped by to donate filling this classroom and part of another at vacaville high and the best part they did it without parental help. We just wanted to b for people that helped us in our hard times. Our friends or family or anybody that could come by came by and it was great knowing they were helping and then we were helping people that needed it. More than two it dozen illegal guns are off the street today after police served a search warrant in san francisco. Take a look at what they seized last friday. Police released this photo today showing 29 firearms. Investigators say they also recovered rounds of ammunition and various drugs. Stay with us. Check this out. Satellite imagery shows both the wildfire smoke in california and hurricane laura in the gulf of mexico. This video from the National OceanicAtmospheric Administration is from yesterday. Laura is now much stronger. That hurricane laura is a category 4 storm as you can see here. The eye of the storm is just really well defined here. It is a monster storm and it is eying the gulf coast. As you take a look at radar now the bands of rain beginning to move on to the louisiana coast line. It is expected to make landfall later on tonight. Category 4 with 150mileperhour winds, gusts of 175 miles an hour moving pretty quickly at 15 miles an hour. Landfall expected between the texas louisiana border as a category 4 and it could bring catastrophic damage. That is what is being described right now. It is going to continue to weaken but spread a lot of rain so flooding is going to be a big problem along with the storm surge. Were talking about flash flooding that is going to be in the very dangerous category and a storm surge that could be unsurvivable. Look at the storm surge 15, 20 feet above ground for some areas there along the louisiana coast line. So hoping for the best for those people out there. As we take a live picture back here at home a much quieter picture. Smokey conditions from our san jose camera and plenty of fog from our emeryville camera. Smoggy with patchy drizzle overnight. Smoke impacts continue this week with spare the air through friday. Temperatures from the 50s to the 80s right now. Cooling continued as you take a look at live doppler 7 with the fog cozying up to the coast line and the conditions near the lnu lightning complex fire definitely good for the firefighters. The humidity is up anywhere from 36 to 48 . Yes, it is breezy right now but it is cooler as well so that is helpful to those firefighters. Near the woodward fire it is socked in. 100 humidity. This obviously will help the firefighters. West wind continuing to bring the humidity even though it is gusty there. And near the czu lightning complex fire, 64 degrees westsouthwest wind to 12 miles an hour transporting the higher humidity from the ocean. Air quality not so great around santa cruz, san jose, unhealthy. For the rest of the bay area looking at good to moderate air quality from the east bay to the south bay. San francisco excuse me to the north bay. So that is an improvement over what weve seen but the smoke impacts are going to continue. Spare the air for thursday, friday. Poor air quality saturday and sunday. Slight improvement air quality for all areas. Midnight tonight some spotty drizzle. Already seeing mist in Half Moon Bay as we head toward the morning commute. Definitely expect some slippery roadways with the spotty drizzle going into the evening the fog will hang around near the coast. Haze, fog, and drizzle in the morning. The Student Union was closed. So was the main library. Students living on campus are limited to one per room. And for organizing a gathering on or off campus will face disciplinary action. Everyone has to be tested and students are meant to selfisolate. You are supposed to remain by yourself for seven days. But then after that youre allowed to have a small group of people you can go out and do stuff with.
