Spread of covid19. In one case alone, a los gatos man with Cystic Fibrosis has been waiting nearly two weeks for his results to come back. Nearly two weeks ago, ricky came down with a if he ever and quickly scheduled a covid19 diagnostic test. Since then his condition hasnt gotten that much better and hes been id lating at home. Ive been sleeping with that 16 hours a day. Ive had achy joints. He has yet to get the results back adding to the uncertainty, he is a Cystic Fibrosis patient making him especially vulnerable during this pandemic. His mother, herself a contact tracer for santa clara county, is puzzled by this disparity. It is unnerving. You dont know who is out there. Who could be infecting you. Locally youre more likely to get a fasterturearound from an academic lab such as stanford or ucsf but public labs can take longer. His medical provider went through Quest Diagnostics which is among the large corporations nationwide now competing. A turnaround time of a week or more doesnt really help the person being tested because they dont know their status. And our ability to make a difference with Case Investigation and Contact Tracing has really evaporated. That delay doesnt just threaten local efforts to contain covid19. It can have other consequences. For him that means not being able to receive necessary treatment for Cystic Fibrosis until he receives a negative result. Im mentally exhausted from waiting so long such as physically exhausted from just going through all this. In the south bay. Abc7 news. Abc7 is committed to building a better bay area. This week were focusing on education. And what back to school will look like for parents and students this fall. Thanks for joining us for this townhall. Hi there. Were going to spent the next halfhour talking with experts about college. What it will look like the year and if it is even worth it to attends college right now. Our guests are coming to us via zoom today. Lauren cook, dean of college and game year advising with Jewish Community high school and Independence School in San Francisco. Maria, president of Harvey Mud College in to mona. The executive directr of game year association, and lynnd mahon mahoney, president of the university. California State University system decided to go online in the fall very early on. The decision was made. And i was wondering, what was the main factor form decision . Was it the look of ppe in that you have so many students there . Or was it just pressure from teachers . It was largely driven by what we were hearing from Public Health experts. And i think everything weve seen in the last few weeks suggests it was the right decision. By making it earlier we knew we would provide time for our faculty and strength to strengthen remost services. So we made the decision early early. To make sure we give students a really good fall. Youre a big public university. Now i want to go to an Independent School in southern california. Harvey mud is an engineering school. Youre really known for your engineering programs. And i know you tried hard to do a hybrid. You want that collaboration, the lab experience. But given all the factors including what l. A. County is looking at now with a caseload, what have you settled on in terms of instruction in. Were still hoping to have about 60 of our students back on campus. Almost all of our courses and advising and tutoring and Everything Else will be online. We will have tenth throughout the campus so people can eat outdoors. Well have Wearing Masks at all times except if youre eating but then you have a plexiglass shield around you. And we will be a completely closed campus. There will be no visitors. You comhave anyone visit you in your room. Well have 33 of our students studying remotely. Many will be living in a shared apartment. Somewhere in the country. With a handful of other students. Our students are so deeply committed to living collaboratively. So we have basically made our regulations as strict as possible. It is not something that is feasible at a large institution. With only 553 students on campus, we have isolation space, a twoweek in your room quarantine when you first show up. So weve run our clients by a couple Top Health Experts and they say it should be really safe. It sounds very organized. Some students have decided to take a gap year this year. Is at this time most sensible thing to do . As i understand it, not Many Organizations are weve definitely seen fewer international students. I think a lot of students are faced with the decision, do i continue Online Learning . What if do i take a gap year, what would it look like . The benefits of a gap year are just as true although format is. Just like all of russ contending with the same circumstances with covid. So weve seen a lot of innovation, its interesting to see a renaissance with gap years. So long theyve been known as the International Destination and thats still a part of a traditional gap year prospect. Increasingly, it is coming back to the domestic side. A lot more programs are hanging a shingle, which is great. Necessity is the mother of invention so were seeing a lot more ideas and opportunities show up. Just like colleges, theyve had to reduce their overall capacity. So more programs to number. Fewer spots on each program. And outward bounds, knolls, two of the most well known gap year programs, both are null on weight lists. Not only for the fall but also the spring. Weve seen an absolute growth in the gap year market. I want to bring you in, the Jewish Community of the bay. What percentage of your seniors opted for a gap year this coming year . This year it was about a third. Generally were between a quarter and a third. So it was a little larger this year but the interesting thing was most of those folks had those plans and were making the plans before cyrus hit. So theyve kind of stayed with that. To what sentence are you getting questions from kids or thoughts regarding, we heard from the University President s about the restrictions on campus. And the classes being mostly online. Did the kids express that is not what theyre looking for, the ones that are opting for it . Some students while disappointed thinking about starting college online, are going to go ahead and do so. They feel like it is the best fit. Others are going ahead with their gapyear plans. Some folks, several students are still leaving for israel at the end of the month. They know they will quarantine for two weeks when they get there but then their programs will run with social distancing and all other Public Health guidelines being adhered to. Some have chosen to back away from some of the gap plans. Especially that involved international travel. It just feels a little too extreme in this environment. And theyre choosing to go ahead and end roll in their colleges. It just depends student by student. I did field a lot of queries about, should i continue on with my plans, whatever they were. And weve had to look a it on a case by case basis. We wish them well. And we want you to join in the conversation as well. Go to facebook or youtube and weigh in. Were taking a break on inflammation in your eye might be to blame. Ck, looks like a great day for achy, burning eyes overthecounter eye drops typically work by lubricating your eyes and may provide temporary relief. Ha these drops probably wont touch me. I want to make sure it is okay to get back on campus when the time is right. I would like school to go back to way it was before but i know it is not likely. m hoping things will be safe enough to go back to normal. It is most important that we prioritize the health of our students. So i wouldnt lying it to go back in person if it is not safe to do so. I wanted to address something, the declining enrollment throughout the country. Colleges are experiencing this. That means fewer dollars. Will that mean layoffs . If were allowed to have students back on campus, we will not have any furloughs early. We are cutting in lots of other areas. But we will not have pay cuts and we will not have layoffs. I have to ask the same question. So it is a state cut. Like many of the csus, we will be forced to engage in layoffs. But not touching faculty. They will advise the students. So were prioritizing the core needs so students can achieve their academic goals. I wonder whether public or private, are making some tightening of the belt moves because of the Budget Constraints brought on by covid. Does that make an impact in terms of how you advise students, whether to consider an independent or a private school for college . Or a Public School due to the different funding and how much likelier theyll be cut, and what that mean for the section and courses available . Yeah. I always advise students to have a very college list. In terms of the chances of admission, whether places they might be more likely to get into or a reach. But we always think about finances as well and what they can likely pay for and what might be more of a reach. So i think were obviously going to be paying a lot of attention to that this year. I always encourage my students to have csus on their list as an affordable option closer to home. And then if they are interested in private schools and out of state schools, absolutely to be looking at those. But there is a lot of unknowns financially during the pandemic. So i think families really need to be covering all the bases so they have some solid options. I want to ask you. Since youre the expert with regard to gap programs. With still some people are traveling, as we just heard. Are you asking parents, families to sign a waiver . And what happens if someone is abroad and they get sick . Great question. All i can say is, the back to protocol, back to field protocols that are being developed, theyre 70 and 80 pages in some cases. Most organizations are trying to leverage three or four as well as Additional Support to make sure theyre practicing the safety that is so important. Were seeing a lot of organizations. Every organization is based on quarantine, whether students are driving or flying, theres been a lot of debate and organizations are all over the board. Do we do a pre departure test . A day one test, a five day test, a 14day test, most us are getting certified as contact tracers. Some of the challenges now are especially in the insurance arena. So organizations are having to contend with what kinds of liability waiver do they have to do. I dont think you can call it an act of god anymore. We all know it is here. So students, if they get covid, while theyre oversees, generally the Health Insurances are covering them. They well be evacuated. Theyll have to hunker down and see themselves through until theyre ready to travel back depending on the severity of what their case is. It has been pretty benign but i dont want to say that. It is all over the board. Im glad you brought up testing. Thats something i like and of religion and maria. How are you implementing testing and Contact Tracing on your campuses . And to what extent are you using it to say this student can in fact stay in the dorms, live in the dorms, and if they went off campus, do they have to retest . Ladies, you are so good at handing off to each other. Im going to start with you. And then you can hand off to maria. So unlike a smaller college, we will have very, very, our housing capacity is well over 4,000. Well have less than 500 students on castle of we have 26,000 students. Were going to probably have less than 1,000 on campus over the course of the whole semester. So our students will do Electronic Health screenings to access the buildings. But testing at this moment, we dont have mans to regularlyarr test them. If theyre asymptomatic. And were working the San Francisco department of health. Were doing very similar things at harvey mud. The advice weve gotten is not to do mass testing but instead a very strict quarantine for two weeks in their rooms. We are also doing staffing every day for staff on campus. And anyone with any symptoms will be tested. Thats the approach were taking. What could School Look Like in the fall for any level . Well go for an in grab a box of 15 or try them loaded. Distance learning loses out on the most important as that he can we have. Being in the classroom environment, it allows students to be more engaged with what theyre learning. I dont think that i can focus the same way that i can in a Normal School setting. Were all figuring out how to carry on. We are all trying to figure out how to carry on. For this years seniors, there are a lot of questions with regard to admissions and how that process has changed. So were welcomy to have with us two University President s. If you can talk about the changes in your policy, and also testing, whether it is required or not due to covid19. Well start with you. Well we are going test optional. This is the first time we wont require s. A. Tbs or a. C. T. Tests and im sure it will be fine. So youll look at other factors more closely. We always look at other factors very closely so this will be one missing piece of data. Okay. I agree. And theyve done the same thing. The other thing is the High School Courses that were expected to increase for credit now. So were being flexible about that. And then moving forward, for the students, this years freshman who chose to go to community college. Instead of going directly to san jose state. We generally dont allow them to apply again until theyre Upper Division students, until theyve earned 60 credits. Were going to change that. So a student can my this tall and join us next fall. Much more flexible. Maria, i want to go back to you. Im sure youve been asked this many times. How do you Police Students . Will you ask them to sign a waiver . Will you ask them to pledge that they will try to stay safe . What goud that in. Were very fortunate. Yes, theyre signing a pledge. And we are very clear about the consequences of not following regulations. But you one thing that is very important, we have a pledge that says it is every students responsibility to help every other student succeed. So one of the ways of helping others succeed is to keep them safe and healthy. So were making it very clear how rigid our rules are. And weve just said to people. We dont want you on campus if you dont want to follow these. Study remotely and were allowing students on aid to cover the cost rentaling an apartment, some of across the country, with others will so we can be really sure that we havent forced any student to be on campus who doesnt want to follow the rules. Youve mentioned consequences. What are the consequences . Okay. Number one, youll get sent home right away. Now, if it is an honest error, there will be a warning first. You walked out your room and you walked out without your mask. Ive done that at least once in the last three months. We all have. Yes. So there will be a lot of social norming. Everybody is wearing a mask. Where is your mask, joe . So there will be a lot of social norming. We also have, i think we have an incredibly positive supportive culture. So i think, i would be very surprised if we have a case of, say, a party with seven people Drinking Alcohol together in the dorm room. Because weve just made it so clear that is what will cause people to get sick. You can send up in the hospital on a ventilator. The honor code. I have to say, ill check in on this.
