Well, first of all, that is correct. Because that case you are looking for is less than 200 per 100,000. So one thing thats reassuring in california is we have a program for Elementary Schools, its expensive. I looked over it this morning. Schools have to provide proof they have a lot of variables under control, cleaning, disinfections, staff training. Contact trace. All this process. That i have to talk to labor organizations and after all that, local Health Officials will look at that specific county and make sure its safe for kids to return. I think its reassuring. It should be to everyone including parents and teachers, there is a lot of factors going into k through 6 can go back to inverse learning in specific counties. I think those guidelines, too, said something about sports. I am seeing a question from our viewer scott futch, the waivers would apply to Elementary Schools. Talk about what the governor said about pe and physical activity. Right. I skupd over obviously a lot of details in the waivers. One of them does involve sports. There is specific guidance about sports that may require some physical contact versus something that you can physically distance. And you know, depending on the county and depending on the specific school, you can tell the difference between swimming and track and field versus soccer. Some sports, or basketball. Which requires if you are touching the same ball, unless you are playing a funky version of multiple basketball. So some sports may not come back this way. That is true. I know thats devastating for a lot of high school athletes. That is the world we live in right now. I am seeing a plea from someone named joseph saying please open schools. I get where he is coming. From i know many parents want to see their kids learn in person and be with their friends and see them in a classroom setting. I got to ask you. As more and more people explore the pod concept, what are the Health Warnings you might give to them who are considering that mod sthel. Well, first of all, i agree with that sentiment. We should strive to get into prison as safe as possible. Learning pods can be beneficial. When it comes down to behavior, people are really responsible about it. If you have the same group, you know, that you are trusting. You essentially have quarantine. You know that everyone is monitoring exposures. That includes any inperson tutor you may have, that can be a safe option. One thing that were going to have to explore is a potential disparity, that again is not accessible to everyone. Not everyone has the space for learning pods or the resources to support that. So i think there needs to be different variations of a learning pod environment for every Single Person regardless of their resources . Yeah. Truthfully, right, if you talk about if you did do the pod, because you can afford to and you can have that kind of setup. Lets say you are exposed to only five kids, instead of say the 300 you might at school. That should bring your exposure down quite a bit. But the warning is what if each of those people have five other groups going. This is where my math cant keep up. That becomes expo thensh, the risk. Its the same analogy as when we talked to people about whether or not they could have a dinner party or friends over. And they say i trust my five friends. Its the exact same situation with a learning pod. You have to look at their exposure when theyre not specifically in your Home Learning or dinner party. Thats where trust comes into play. A Smaller Group of obviously obviously means you control the exposures more, the environment more, set a better ventlation, more physical distancing. There is a lot of things at your disposal. A lot of people are afraid because some other states have opened schools, already in georgia we saw the week. They have been pretty aggressive about reopening and promoting fewer option. We saw pictures of their schools, kids fought Wearing Masks in busy hallways in high school. Now we are hearing in one school district, 90 Staff Members are having quarantine due to exposure. I want to ask you. That cannot happen here in california, right . Given the mask mandate we have and given the rules and guidelines that you were talking about that were pretty detailed with regard to spacing, contact tracing. That could not happen here. Right . I dont think anyone, you know, i think it speaks to kind of different times of guidelines or Public Health benchmarks. You are seeing, its unfortunate that it varies so much from statetostate. Californias labor process as we just mentioned. Its very detailed guidelines that i shy should pose no surprise for students or parents. There are some places where the guidelines are a little looser. I heard from teachers, myself. They are going back to schools, where functionally arent any limitations and masks are optional. That is not a plate scenario. Thats literally a setup for more outbreaks. All right. Lets get into the heart of the matter, the truth as best we know it about kid and covid. Right. We heard a lot about kids under 10 may be less susceptible and less of a vector, if you will, for carrying this disease, transmitting it. You saw the president s video, though, that was taken down by twitter and they suspended the account until they took off that video in which he said children are pretty much practically immune to covid. A lot of people hope that is the case. Certainly parents hope so. What do we know . What does the data tell us right now . First of all, the data tells us thats not true. Children are not inhuman to covid19. We dont understand it and its clearly misleading and a potentially dangerous statement. It might give people false hope or their kids will never get sick from it. We know kids can get hospitalized or illness. We had a few kids die even. Now, you are correct, the data so far suggests that children, Young Children are less likely to get a severe illness. That doesnt mean 24they cant carry the virus around potentially spread it to other teachers, students, vendor, anyone in the community. Older kids can spread it the same as adults do even if they are less likely to get hospitalized. One other variable, out there, for the past six months, schools have been shut down and there is a summer vacation. So lets say kids have been getting sick onefifth of the time. Were about to potentially reopen schools and increase their exposure. So whatever low rate of transmission weve seen in children could potentially increase by a major magnitude. It is fought safe at all to think kids are immune. You still have to protect them. As you know, most schools are starting with dance learning for the fall. Do you have hope conditions will change in the next month or two, such that it would be safe to allow inperson learning, even if its hybrid sometime this semester . Is it possible . Im optimistic, to be honest. I think the producers over there get mad at me for always being negative. But im optimistic and i think that you know given how rates are going, and the waiver of the process, i think some schools are in a county where they might be able to apply for it. They have the resources to do it. We could see some type of hybrid model or Elementary Schools to go full with it. If they are going through the entire labor process, i think we would be in a safe situation. Again i have to stress, we should be prepared the possibility that schools should be going to inperson learning, they may shut down. The exposure. That can all move backwards, which the ability to trigger a shutdown is also a part of the labor process. Theyve thought of everything. That is somewhat reassuring. Okay. Its possible there is a little more control if its a Smaller Group. I think it would be difficult to make a generalization. There are so many different types of day cares. Ive also dont know if it means commercial versus home day care. I dont know if i would answer that i would say for day cares and pre school, i do hope they are following the same types of precautions that you will see in the waiver process. All right. You know this week, we have also been reporting on the fact that california seems to be having technic at issues with covid19 reporting. How does that happen . And i guess, you know, we heard that our cases, our hospitalizations, icus are all down, but can we trust those figures . From what ive heard, we can trust the figures when it comes to hospitalization rates. However, the test positivity rates might be in question. What was reported wag delaying electronic reporting of the tests. Why that happened . I dont have a great answer. I wish i was a pure engineer. Its frustrating. It shows us rates are getting delayed. We know rates have a delay in reporting as well so that normally would have a little lag compared to the positivity rates. Its unfortunately possible certain days from now that decrease in positivity rates, we heard from Governor Newsom may not hold true. We have to wait. The other delay we are seeing right now, we saw a huge backlog in testing. 10 to 14 days in some states. Trust me, getting an appointment is enough. Then the wait for results. One wants to know on facebook, dr. Patel, when flu season hits, how will we distinguish covid with this seasons flu . I doctor ed the day when full season hits right now. One thing we will be able to tell is some slight, slight differences in symptoms that your doctor will be able to sort out. There is exposur. Also we have a rapid test for influenza around thats going to be something thats very key for anyone who might have an egg posier who will differendiffere between. Hopefully, they will have a rapid test for covid as well, it will be like getting a flu chance. This allows me to say please everyone get your flu shot when it becomes available. The last ting we want to have both surges happening at the same time. You said the vword, vaccines, which leads me to what we want to talk about. There are hundreds of candidates right and varying stages. Thats a lot more at this stage of the game than other things weve confronted. So i got to ask you, does the make you optimistic that we will have some things soon and, if so, how soon . And when i say something, i mean fda approved, which means its safe and effective. Right. Hey, no pun intended. This means more shots on goal. And you know the more vaccines that are out there, the higher chance we have of won that safe, effective. We have six right now in phase 3 trials, which is break neck speed. Thats great. We have less than a year right now. So some of these companies have said they will have an effective vaccine by the end of the year. That doesnt necessarily mean widespread distribution. It goes through phase 2 trials. It protects more than if you didnt have the vaccine that could come out by the end of the year. But we wont see hundreds of millions of doses until way later. Novamax is showing a great result as well. We are seeing more and more candidates come out with optimism. I would tell people, unfortunately, for the next year or so, the vaccine is not the silver bullet. We cant let our guard down hoping the vaccine will come out immediately. We have to have all our strategies in place. The behavior modifications. Hopefully, the vaccine shows up, you will get to immunity and some type of normalcy. All right. So who percentage of the population needs to be inoculated before we can manage covid . Well, if you were going to submit it right now is probably around 60to70 and you know if you looked at our estimate, we feel that were under telling the amount of people in the united states. Lets say for arguments sake, lets say 10 of our country at some point is going to get this. Look at the sheer amount of deaths we had. We need to get to 70 to be completely disastrous and unsafe to get it naturally as opposed to gettin it from a vaccine. Vaccines are providing a better antibody response than the natural infection. So you know, to get to that, you do need a vaccine. Okay. You mentioned earlier that the producer sometimes goes, hey, dr. Patel, dont be so negative. You are scaring people im about to take that moniker from you, scarer in chief. I have been wondering this morning over my coffee, im wondering can this virus lie dormant like shingles and flare up in you like decades later . Well, were not decades later for me to be able to tell you that. But you know one misnomer is thinking that only severe cases of coronavirus are debilitating. Because there are reports of people who have what was classified as mildtomoderate symptoms that lasted for two, three months. They still had fatigue, headaches. A whole assortment of symptoms. So there are some scientists and doctors who theorize the virus may lie dormant and reinfect people or perhaps it has a slow phase of laboring. Some people made the speculation it can remain dormant. People were testing positive thinking they were recovering and they test positive again. Its not they got reinfected. They had the same virus. It kind of hung out in their body. We dont know. Ufortunately, right now, earning could be a possibility. We have two questions. Robert wants to know, can it be transmitted through Drinking Water . Yes or no . I dont believe it can be transmitted through the actual water. Im not sure how long, but its from continue drinking from, yes, absolutely. Tracy wants to know, dr. Fda approved one. Yeah. There is no reason to not trust the fda on that just because they are moving at a faster speed than usual . Joining us to talk about the college is calstate president , thanks for joining us, dr dr. Morashida. Thank you for having me. I got to ask you. Fall semester before you start on august 24th. Are off ready . August 18th will be our first day of classes. Oh, okay. I got to ask you. How are you starting . Most universities in california you are starting basically remotely. Thats what i read. You guys made that decision pretty early on. That makes sense, especially since Alameda County is on the watch list. According to a memo, it seems you will have some sections taught facetoface. Am i right . You are correct. We teach about 95 of our sections online and about 5 in person and thats teaching in person. Why do those particular ones in person, what kind, whats the nature of those and why do they need to be in person . Those are lab classes and sciences and they need to have more of a handson experience thats but its really, really very difficult if not impossible to do remotely. So those are live classes. Some of them are actually music instrumentation classes. A lot of choir class and machine classes that they work with simulators and those need to be observed in people to see how they respond to those simulations. Got it so two questions. One, how are you ensuring safety in those particular classes . What lengths are you going to . And, two, what if the student doesnt feel comfortable . First, what we have done is we created Risk Management for faculty members to really provide for the kind of cleanliness and care in terms of those classes. That we will make sure people are wearing appropriate ppe equipment and to have those things and making distance and face coverings and to take all kind of precautions that are necessary to do it. And they will be social distance 6 feet apart at least. So that will take care of those kind of situations in that way. As far as students that might feel uncomfortable. Yep. They can still learn online and we are willing to do that. But these for the quality and facetoface we feel will be the best for those section zbs are your instructors, professors, required to teach from campus . Or can they teach from home . No, they can teach from home, if they want to because they feel more comfortable or the connectivity is better, they can teach in their officers. Otherwise, they can teach from home. Can you talk about what kind of changes you made to the dorms to make them safer. I know you made them less dense. But i understand some students can be housed on campus, right . Sure. We have probably about less than a quarter of the number that we have. We house somewhere around 325 students, normally havent 1,500, 1,600 students on campus. And so we provide the safety for those students. They are going to have their own bedroom and their own bathroom. So they will not be sharing a bedroom or a pathroom with another student. Got it. That will help a lot in terms of keeping distance and really having them follow all the protocols, right, in terms of the distance, wearing face covering, huge service will be on a takeout basis, food service, so they will let them know and it will be prepared and set aside for them and they pick it up. So grabngo. Less contact. With the dorm limitation and xafrt, though, does that mean you can capacity, though, does that mean you can only house freshmen . We have continuing students as well. They really have the weight of students who have applied and live in housing. We fill out a questionnaire in terms of what kind of conditions require them to live on campus. So for some cases, it might be foster youth, they have no other place to live. Some students may want to live on campus. Others that only comfortable for their Family Safety and them and study in their homes they would like to live on campus. So i am wondering are you facing a financial crisis like so many other schools we have been reading about . And, if so, you know, what does that translate into in terms of cutbacks, things like that . Yes. So we are, there is a local revenue sources. Our normal operating budget half of it dollars is coming from the state of california. The other half is commercial investments in the state. So the assistance has been cut by 10 . So thats translated to us to have a 10 cut in support and on the revenue side of the fees, some of the enrollment might be dropping a bit so we will move some revenue there. And then outside of the general fund, the state support are fees that cover and the businesses that cover our housing. So, can we wrap up this conversation over on our live streams .
