Irene, i want to start with you. Because were august 3rd, school is basically upon us. What is the situation at your preschool now . So we were fortunate to reopen on june 1st. So we sort of had a trial run over the past eight, nine weeks. So were feeling prepared for september. That would bring new children and new families a new way of doing things. Were excited about it, were little scared and anxious. A lot of planning is necessary for all the preschools in the city to reopen properly. So far were feeling good about it. Its a lot of work. I wanted to ask monica walters, with regard to your staff, im sure that many were very concerned. What did you do to sort of address their fears . Well, we were fortunate in the sense that we did receive a ppp loan, which allowed us to keep everybody on payroll, even though we were closed for about three weeks. We reopened for emergency child care, and then we have gradually reopened much like irene did from june 1st on. Weve been really clear with our staff that Vulnerable People are to be working remotely. We still do a lot of Virtual Learning with our teamers and staff. And the teachers that are coming in are screened carefully before they enter. Any symptoms or signs or any exposure, they need to stay home according to dph rules. Were trying our best to support our teachers and staff, because they are on the frontlines clearly of this. And their work is essential. So theres some fear, but so far so good. We have been really able to serve. We have all 12 centers open. Currently have about 150 children in school, and were expecting more in august when we open more classrooms. But were trying our best to support our staff and give them a lot of Mental Health support, as well as giving them some time off when they need it, just to decompress and be home with their families. Monica, are the kids are you asking the kids to wear masks . The children under two do not wear masks. And the preschoolers, 4 and 5yearolds do. We try to, yes, have them wear masks. Of course, the staff are all masked up, and were cleaning all the time. Were doing a lot of outdoor activities. So kids are getting outside more frequently. Of course, everything is very, very well contained in terms of small groups, stay together, and the children dont comingle with other groups. Theyre in the same little pod the whole time. And with their same teachers. So were able to watch very carefully any changes in their symptoms, checking with parents every day so see how theyre doing, how the parents are doing, how their extended is family is doing. Many of our children live in multigenerational families, which puts them more at risk. So were very aware of that and being very skau shouse about any exposures. Monica, you talk about support. I want to go to gina. Your organization really supports both, child care providers and families. What are some of the Biggest Challenges youre seeing right now . I want to say thank you for inviting me on to speak about this most important topic. There is no bridge to recovery without child care. And i ohinkfhe biggest things we seeing. Precovid, we had about 1,000 spots in San Francisco. Right now, were down to 600. So youre looking at a 40 decrease in spots across the city. We are hearing from providers, its affecting their businesses, from families, its affecting how they make decisions about what theyre going to do in the future about these choices they have to make. These are tough times for providers. I know, you know, for family day care providers who open their homes and had 15 spots and now down to six, this is a Business Choice at some point, do i stay open, am i going to be able to survive, am i going to take care of my own family . So were hearing both sides, the provider, business, incubation, we need more providers, we need to maintain our spots in San Francisco. But on the other hand, families are struggling with all this information thats out there. We have a site on internet that they can go. But the calls, the questions, what happens about this . Monica talked about the stress parents are under every day. And the fact that the choices are either to go to work or stay home. If i stay home i lose my house. If i go to work, im stressed out all day at work. So on both sides, were making sure that the families have uptodate information, accurate, and so as a person they can talk to. That makes a huge difference on the other side of that line when someone is calling. Also when providers are calling. Theres so much information out there that they dont know, theres a lot of information coming down from the state and city every day. So were trying to be that navigator, one stop shop for families and for provider it is they need support. They should look us up. I want to ask myisha cole about the tax measure we had. Obviously, a lot of facilities are in crisis here, in need of financial helden. There was a ballot that passed, a measure. The baby prop c measure. Where is that now . I know that it was held up in the courts. Honestly, im not sure where that measure is, but the key thing about that, any measure is that our child care field needs money. So what we all need to understand is, no matter what, our child care providers have kept our economy going. Without child care, we cant work. So in order for parents to work and sustain and for california to grow, we have to have child care providers. So fi way we can get money is a really important for us to advocate for that money. Thats what we do at the child care law care center. We try to work with legislators to get them to understand the importance of funding child care. We must keep child care funded or we wont have options for parents and parents need options in order to work. They certainly do. Well take a break right here. I dont know what the other families have been doing at home and how safe and how careful they have been. So that mes very unco o kis leaders ar bored, our parents, our teachers union, our teachers have been working countless hours trying to make this the best it can be for our community. And we are having a conversation about child care amid the pandemic. I want to address the next question to areen. The guidelines to reopen from the state and federal governments were slow to get to you. How did you know what to do . And im just curious, did you have an inspector come and say yes, you are doing it right . Thats not right . Wrong . How did that work . To be honest in the beginning, there was a lot of webinars through the city and current education, and just staying tuned in to what other people were planning to do. When we received the guidelines, being ready to do what we have been asked to do at that point. And about a week or so, we did have a virtual visit from Community Care licensing, where i went over a review of all the recommendations and what we had to do, what we had to post, the different protocols that have been put in place, taking temperatures, hand washing, how we were handling the groups. So we have small cohorts of ten Children Together with one teacher. I gave a virtual tour of our facility to our analysts from licensing. And we got the all clear to say we were doing what we were supposed to be doing. And youre open now, but i wonder how long some of these places can stay open . Gina, you talked about a 40 decline in spots available. A lot of these places can only care for a certain amount of kids. And i guess this speaks to the advocacy as well as for myisha. How can these day cares stay afloat . I know a lot of parents are being asked to foot a little more of the bill, the prices are going up, but you have one parent working, the other lost their job. How can we keep these places open . Because gina, like you said, these places are so vital for our californians and for everyone so we can get back to business. I just want to say theres a lot of support for families. You know, where you fall on the spectrum of income, you know, it does matter. However, there are a lot of supports. And people need to pick up the phone and make a call. Its confusing. You know, there are parents who are in the can afford nannies and things like that, but they are still facing tough choices as well as the families who have to have a spot to they can work and support their families. And so this is not an easy decision, and all of us on this call right now are faced with many Uncertain Times right now. What were doing is making sure that, one, everybody is following all of the directions. The Childrens Council has child care counselors that they can pick up, call individual and get what they need. It was i think its coming down, its slowing inward now. Before it was this big mass of noeg what providers need to do, and theres Financial Support for families who cant afford child care. There are dollars out there available to them. Myisha, if you want to add something, i do have a question for you. I did want to add following up to gina and irene. The Child Care Law Center works really hard to make sure that child care providers, parents and Community Members have their questions answered. So we work closely with the resource and referral agencies and closely with child care providers, especially Family Child Care providers. Those are providers who provide child care in their home and we work with the department of social services. So stfit was very confusing for parents and providers to know what laws to follow. So we became a hub for that type of information. So providers, our parents had legal questions, we had the frequently asked questions on our website, as well as we have an information and referral service, where i spoke to over 60 3providers in one month. I felt like people needed a resource and didnt want to listen to an answering machine. So there are resources out there. There are providers out there and we must not forget about our Family Child Care providers who are open, who most of them didnt close. And they rely on child care as their primary source of income. Were talking about child care providers, we have to understand that they are essential workers as well. And we do have to advocate for them and advocate, were all in this together. Tough those kids. They ever their concerns. I think its really important that parents know that they have resources they can access. Monica, can you talk a little bit more about the Childrens Services and what kind of services you provide so people know who they can reach out to . [ no audio ] there you are. We didnt have your audio for a moment. Yes, continue. Okay, hi. We believe that nothing is more essential than excellent child care for all children right from the start. We believe it shouldnt depend on a childs zip code whether or not they access that child care, and Early Education, because it makes such a huge difference. We not only do early head start, but we have Family Support services. We have been delivering food, diapers, Family Activity learning kits throughout the whole time weve been sheltering in place and through the safety order. We know its particularly difficult for children in less advantaged situations, because their parents often dont have a choice whether to stay home or not. And many times those kids dont have the same educational access to learning that their peers and higher incomes do. So we are really here to do 100 wrap around child support. We also have Family Support services for Family Child Care homes so that they can get the training and provide the guidance for them to be able to open up. I think that one thing that San Francisco does do is we have a series of Family Support centers, Family Resource centers. 30 of them in fact through the city. So there are resources. You can go on our website and learn about the things we do. But were partnering with parents and other wonderful organizations like Childrens Council and other child care centers, because were all in this together. We need to have a comprehensive approach to Early Education for all kids. It should be every childs right in this country to have access to Early Education, and excellent care. And gina, you know, eventually people will go back to work. And i fear listening to what youre saying, i fear that there wont be enough of these facilities to meet the need. So what do you tell parents . You know, hang in there, and that, you know, the city and the state have their back. Theyve been paying for slots and will continue paying for slots through september. It keeps getting extended, because they know how parents need these slots to recover. The small business, the reality is, out of the thousand slots in San Francisco that were available, 700 of those are family day care homes. So i cant tell a business to stay open if theyre not, you know, if its not meeting their needs. Most of those businesses are women of color, you know, and went into the business because they love children. And now they have seen, you know, 12 slots go down to four. You know, its a struggle. But were doing Everything Possible to make sure they have what they need. Theyre part of a huge network. Everybody on this call is part of that network. It is going to be a comprehensive solution to this comprehensive problem that were dealing with. Our goal at Childrens Council is to make sure that every child in San Francisco reaches their full potential and thrives. We know as providers that 90 of that brain develops between 0 to 5. Thats how important this is for our children. And providers out there need us to be vigilant. They need us fighting the good fight at the state. Were bearing down on the governors door to say we need to make sure we dont lose our slot. In 2008 when the recession hit, we lost 40 of our child care slots across the bay area. Can you imagine if that happens again . We cannot it took us a long road to get back to where we were at precovid. Were not going to let that happen. Well continue to fight to make sure providers can stay online. There are small grants available through alyft and other areas t keep them going. I would love to go back to school and be in the classroom when its safe and when things calm down. We miss the kids. We miss the interaction.
