So this is obviously all very huge and important with news with longlasting implications. The San Francisco chronicle insider phil matier is here to discuss the issues. What predictions do you have about San Franciscos future in all this . That is really interesting, dan. That is what people at city hall, not just in San Francisco, but san ramon, santa clara, all across the state are grappling with now. Cities and counties are unsure about the future. It used to be just a year ago that you could take a look at economic projections. You could see what the tourist city was doing, what tech was doing, what possible money might be coming in. Thats all gone, its wiped out. The budget from the state on down is built on projections that nobody can depend on. For example, San Francisco is depending on 300 million coming in from a tax overhaul that voters need to approve. The entire budget is also predicated on the feds continuing their level of support that weve been seeing. Thats a big question. Will it happen . Its also based on the idea that were going to stop viral spending within the year if none of those things come through, then San Francisco is going to have even tougher choices than between social justice and the coronavirus and the homeless. Theyre going to have to come up with a new way to pay for it all. Phil, do you see any positive outcomes to the situation . We can hope. What we have here is the mayor sort of sitting going, look, theres not a lot of positive to go around right now. We have state lawmakers, for example, looking, can they figure out a way for the state to cushion Unemployment Benefits if the feds cut them. Thats going to require possibly borrowing future money against that. Is that positive . It is if youre unemployed right now and youre looking for the money. Its for the longterm future that remains to be seen. I would say that the positives that are here is the reaffirmed message that we are all in it together. If we really want to change everything from the opening of the schools to funding for social justice to taking care of the homeless to getting the schools going, you got to wear a mask. How simple is that . Thats probably the best investment you and i could be making right now. Thats a good point. You touched on this a little bit, this house of cards. A lot of whatifs in the citys budget. And its dependent upon voters or federal funds. What happens if those ifs dont come through . Freezing pay for city workers. Rather than giving them the raises. If that doesnt work, then theres a possibility and not just in San Francisco but the real possibility of we will see layoffs that basically they will say we cant afford. And were going to see service cuts. Its an expensive state, its an expensive place to live. And, dan, if we dont have the money coming in, you cant have it going out. And we can only borrow so much. He said hes tried to apply for loans. I tried to apply for the state and it was the same thing. Why waste more time trying to get something that is not going to happen . And we do understand that not all banks are making the program as available as wed like to. Some of the small businesses, some of them are a little bit smaller. Lets turn your attention now to the economy from the economy to our health. California announced its youngest victim of coronavirus, a teenager in the Central Valley has died. No other details were provided beyond that the patient had Underlying Health conditions. This comes as Alameda County warnings that the majority of cases are coming from teenagers and young adults. About 75 of cases are people under the age of 50. Many of them teenagers. You know, its absolutely something that can affect younger adults and young people. They can bring it home to their families and their households. Alameda county is also reporting the highest number of hospitalizations since the pandemic began with more than 200 people. And right now h 25 to 30 of icu beds available. More than 9,000 people have died statewide from coronavirus. Were closing in on half a million total cases in the state. About 6,600 people are hospitalized. That number continues to decrease. Were also seeing the percentage of tests coming back positive declined. Now, here in the bay area specifically, the number of new cases appears to be slowing. The rolling average represented by the yellow line on this graph is on a downward slope. Contra costa health counties unleashed their growing frustration. Theyve reached a critical point with hospitalizations. We need the National Guard to come out to tell these fools who dont want to wear masks that if youre going to wear the mask or youre going to go home. Many of the people who are dying are younger. And 40 of the cases are from the latin x community. Every bay area county is on the states watch list for increased coronavirus activity. San mateo county is the newest addition. This is frustrating. Reporter theres more of this going around than you might think. Temporary Bank Branch Closures because of covid19. The b of a branch is indeed shut down. For caroline the next closest branch is two and a half miles away. Yeah. The line is so long or like sometimes i go to oakland because, like, theyre not that busy. Reporter we took a look at the website and found 79 branches closed throughout the bay area. The company warned back in march it may change or reduce hours and temporarily close Banking Centers to keep customers and employees safe from covid19. And its not just bank of america. Im angry because i work between oakland and San Francisco, and theres a wells fargo over there right by my job. Its closed. Reporter so was this branch on mcarthur boulevard in oakland. A check of wells fargos website finds at least 62 locations scattered throughout the region are temporarily shut down. We reached out to both banks for comment. In a statement wells fargo said, quote, these temporary closures have occurred in areas where were seeing fewer visits, where smaller location may be near a larger location thats better able to accommodate physical distancing. B of a did not respond. But we found this statement on its website. According to the 2019 Santa Clara County homeless census, the number of individualsidualsd mobley. Reported living in vehicles, cars, rvs, which was an increase from previous years. We are helping people find housing. However, more people are entering our system, becoming homeless for the first time. So we know those economic pressures, those economic hardships are increasing, rents are increasing, wages arent keeping up with that. The income inequities are greater than ever. Reporter this change in lifestyle has led to a massive need for rvs with sales going through the roof. Here at family rv in morgan hill, their fouracre lot is normally full of choices for buyers. But this is the reality now. Empty after nearly their entire inventory was either sold or rented in the last two months. As the cost of housing in the bay area has increased, weve definitely seen a large number of people who will come in and look at an rv as another way of getting out of town but also securing housing for themselves. We had about between rentals in sales we had over 200 units. And now theyre all gone. Most of our reservations now are booked online. We have a hospitalgrade sterilization system that goes on and no one has allowed to go into the rv until the actual customer comes in to pick them up. And its not just the lowincome spectrum. People sell their homes and then can go live in an rv for a period of time. Its another way. Its really the whole economic spectrum. Weve seen the increase in both. Hot inland which is why you might want to jump in the pool. As you take a look at the hourbyhour forecast, fog will spill over across the bay into the east bay, parts of the north bay. We do have a shallower marine layer in so tomorrow itll fill back in along the coast primarily by evening. Temperatures in the morning anywhere from the 50s to the 60s. Fog near the beaches and toward the bay. And then a warm day for the south bay. 88 degrees loss gatos. 80 in redwood city. 64 degrees Half Moon Bay. Temperatures about where you should be for this time of year. 64 in the sunset district. North bay temperatures 83 in san rafael. As we head into the east bay, itll be anywhere from the low 70s to the low 80s. Head inland and this is where those temperatures will be a little bit above average for this time of year. The edd got a big bashing yesterday when the California State Assembly held a hearing that took the agency to task for not doing its job well enough and fast enough. 7 on your sides Michael Finney has been investigating the agency for weeks. And he joins us with a simple proposal that could really make a big difference. Michael . Ama, look, this seems easy enough. Two state senators, one a republican, one democrat, got together, sent a letter to the governor asking can the edd just answer its phones . Watch as this guy tries to get into the edd office, frustrated. And it happens not just in person but on the phone countless times a day. When i caught up with laura davis, she had been unemployed for weeks and had never been able to connect with a live person at edd. The closest i got to getting through was i got a recorded message that said were experiencing an extremely high volume of calls right now, goodbye. Reporter we were with this woman when she was on the edd help line. Covid19 has created a big increase in the number of calls, but we are here to help you. Reporter Democratic State senator Melissa Furtado says this has to end. Im really concerned because the Unemployment Rate has gone up and we need to resolve this issue now. Reporter she told me she partnered with republican state senator scott wilk to send this letter to the gerno its one. Make it possible for the edd to answer the phone. We just cannot afford to wait. We need to take action immediately. And thats why we offered the 24 7 solution. Reporter the 24 7 solution is to keep the edd phone lines open around the clock. The governor hasnt responded to the request specifically. But he has ordered the edd to set up their phone lines in such a way that a caller would be connected to a specialist who could actually solve their problem. Basically, a phone tree. Press 1 if youre having problems with the id. Press 2 if you havent received your debit card, Something Like that so that you get to the expert that can actually deal with the problem rather than a generalist or someone who is a trainee. This week solano and san mateo counties along with oakland and San Francisco said that social gatherings are playing a big role in the uptick in coronavirus cases. Public officials are sounding the alarm on these spikes because its a space they cant control. Abc7 News Reporter kris reyes has this story. Reporter now, watch this. Type gatherings and it appears 34 times. Next to family, social, mixed households. In the bay area alone, its the reason cited for five of the nine counties. Some of the risks, first of all started with the risks we would normally think about, lots of indoors versus outdoors. Reporter the Public Health officer issued a stern letter about social gatherings as a main factor for increasing new cases just one week before it was put on the list. 95 of recent cases happened that way in sole ano county. If people practice social distancing in their personal lives, this disease, outbreak, diminishes. The surge goes down. Reporter gatherings of 12 or fewer are allowed in these counties. Add to that in Santa Clara County, gatherings of 12 or more people are banned. In San Francisco bubbles in these counties are not allowed at all. But with Public Officials still grappling with enforcing masks and social distancing, we certainly havent heard of anyone getting fined for getting together in private spaces. Since all we can regulate is the public environment, those regulatory changes arent having any effect on the outbreak. So nothing weve done is making a difference. Reporter this doctor says the real problem with social gatherings, people are too quick to let their guard down. Its the familiarity aspect. Its the emotional aspect. You dont think of uncle harry or your aunt sue as being purveyors of covid19. Maybe you havent seen them in a few months. You are there for a graduation party. It seems kind of rude to wear your mask and then hug your uncle harry. Reporter thats why his advice goes beyond just staying inside a small social bubble. He suggests with only hanging out with people who share the same covid values. Kris reyes for abc7 news. Heres one of the challenges of this pandemic. Its estimated that a large number of people who are infected can are asymptomatic or have mild symptoms making it hard at times to pinpoint the origin of contact tracing. A Bay Area Company is launching a new testing kit that can track whether covid19 is present on surfaces. Reporter Lab Technicians working inside San Franciscobased biocompany phylogen are working to test for covid19. It just indicates whether or not you have people that are carrying the virus indoors. Caller ceo dr. Jessica green explains each kit sent in the mail comes with between 10 to 25 swabs. You take each swab, brush the top of any surface and send the samples back to them. We process every sample and assess whether or not the virus that causes covid19 is present in the sample. And then you can have a comprehensive view of where in your building it was present. Reporter whats the test turnaround time . 48 hours once the kit gets whack to phylagen hours. Reporter 20 to 50 of samples taken in various Retail Stores have tested positive for the virus. We all spend more than 90 of our lives indoors. So we need to understand if without even knowing it were transmitting the virus. Reporter but this doctor, a professor of medicine at stanford who specializes in Testing Research is skeptical of this strategy. The potential downside is, is that it could give people or companies sort of a false sense of security. There still are people coming in and out of the building that are shedding virus, whether theyre symptomatic or not. Reporter this doctor also pointed out the Science Behind environmental surface testing for covid19 is not validated yet. We know that even directly testing human beings has a false negative rate. So the sensitivity of testing environmental surfaces has to be much, much lower. Reporter while the false negative rate could be lower, surface testing can still be valuable. Just proceed carefully with a negative test. In San Francisco, stephanie sierra, abc7 news. And we want to follow up on a story we brought you earlier this week about a Pilot Program in berkeley in which people conduct their own coronavirus test and send off the samples for results. Abc7 news anchor eric thomas did the test himself. It involves coughing to bring up fluid from your lungs and swabbing the inside of your mouth to collect that fluid. The Company Behind this method says the test is close to 90 accurate and promises results in 24 to 48 hours. And eric did the test wednesday. Today he received results. Hes negative for coronavirus. And while the testing for a full version is still likely a few years ago, the ucsf team is now hoping to use part of the technology to free patients from traditional did i alice. What you are doing with this interim step is taking the filtration component of the artificial kidney, implanting it and allowing it to be operated in dialysis mode. Reporter the system is called ihemo. Instead of pumping a patients blood out into a dialysis machine, the ihemo lets a cleansing agent in. You are able to do this from the convenience of your home. Reporter envisioning a portable device giving patients far more freedom. No needles and the potential for patients to clean their blood more often with Significant Health bishts. Now, if the system is successful, researchers hope it will speed human trials of a second component called a bioreactor. Its our responsibility as leaders in our society now to own and be responsible for our histories. Reporter a trustee for the Santa Rosa City schools is one voice in whats becoming a chorus for change. Naming a school after someone is a great honor. Reporter when this elementary honors a u. S. President who owned slaves, there is a problem especially when the student body is more than 90 latino. What we honored in the past is also a reflection of the past of structures of how we have existed. Reporter instead, she wants to name the school after george ortiz. Its time for changes. At this point how do we empower voice, community voice. Reporter it is the latest evolving chapter marked by statues coming down and changes in how we interpret history. One wouldve thought that Luther Burbank would be untouchable. Santa rosa even has a garden to celebrate him. And yet Rachel Spaeth who worked there saw this coming. I think that people are having a healthy discussion about some of his ideas. Reporter where Luther Burbank becomes controversial is his study of eugenics. That in the same way we can crossbreed plants to do them, we can do the same way with people. I am not interested in celebrating the eugenics movement. Im not interested in celebrating people who owned other people because of the color of their skin.
