Good evening. Thank you for joining us. That breaking news is about twitter now trying to contain a major security breach. In the past few hours we have seen accounts belonging to elon musk, bill gates, joe biden, barack obama, kanye west, and Mike Bloomberg all hacked in an apparent bit coin scam. The tweets like what you see here on Barack Obamas feed asked people to send a thousand dollars and in return theyd receive 2,000 back. Many of the tweets were taken down immediately but there are reports that more than 100,000 had already been sent. Over the course of just an hour or so everyone was talking about it. So many big accounts accessed for this bit coin scam that is apparently already pulling in a bunch of money. I havent seen anything like this before and everyone is really still mystified as to the root cause of this. Twitter posted a tweet saying they are aware of the security incident and are taking steps to fix it. Now to another record shattered for coronavirus. The state law the largest number of new infections in a single day yesterday, 11,126 new cases up 3. 3 . More than 6,700 patients who have tested positive are hospitalized. That is a new high and 144 people died, the states single highest single day death toll. The problem is biggest in Los Angeles County but San Franciscos Public Health director said today the virus is not only still out there, it is out there more than ever before. And because the virus isnt retreating San Franciscos School District announced today that students in the city will begin the fall learning from home. Something most School Districts in the bay area will do. Abc 7 News Reporter tells us what to expect. Reporter like other School Districts San Francisco ufi dete the spike in cases of the coronavirus would put staff and students in harms way. The plan is to now resume online classes on august 17th. The superintendent made it official this morning in a letter. Our team is developing a detailed plan of how we will improve Distance Learning and suport families and students this next school year. I asked School Board President mark sanches why the district waited until now to develop this plan. As much as a month or t agot reopening. The overwhelming majority of folks said two things really. Also Distance Learning has to be more robust. Reporter back in march when schools shut down, many teachers were left fending for themselves. Everyone is creative and anyone can create art. Lets get started. Reporter while teachers have received no formal training, the can School District told us there are many resources on their website, instructional resources, webinars, and other tools to learn how to teach online. Teachers will receive three to four professional Development Days to train right before school resumes. Another concern is the Digital Divide that exists in california, one that was addressed this morning by the state superintendent of public instruction. Obviously we are just a few weeks away from school and so it would seem unlikely that we could literally close pace on hundreds of thousands of devices in the next few weeks. Reporter last april the district handed out hundreds of chrome books. The district says it will now distribute Additional Technology to students. With continued Distance Learning were now planning for what the access needs will be for our youngest learners in th. Reporter San Francisco is telling parents a gradual, hybrid approach will be provided when, quote, science and data suggest it is safe to do so. In San Francisco, abc 7 news. The spike in cases isnt the only issue for San Francisco schools, but businesses hoping to open as well. Today the city announced that personal Services Like hair and nail salons as well as indoor museums, aquariums, and swimming pools will not open for the time being. Officials base the decision not only on the surge in cases but a jump in the reproductive rate, 1. 3. That means an infected person is passing on the virus to an average of 1. 3 people. The acceptable number here is one. Now, 1. 3 doesnt seem that different from one. That far from one. But if we do not do better, we are looking at major problems by late august and september. Reporter dr. Colfax says if the current pace continues San Francisco could see an average of 900 hospitalizations a day by october, ten times the previous surge back in april. In the north bay napa county has raised the enforcement stakes since going back on to californias covid19 watch list. As long as it remains on the list napa county will have the right to fine people for not complying the decision is bringing mixed reviews. Reporter its begun to look like an operating theater these days in places like napa where as of today going without a mask might land someone a fine ranging from 25 per person to 5,000 for a business. It is good for our safety. I see people wear masks but they dont cover their nose. Its just as bad as not wearing a mask at all in my opinion. Reporter the county passed the emergency mask ordinance last night and would not use police or sheriffs deputies. Instead, members of the countys Code Enforcement team. The level of that enforcement would be up to individual cities. It is pretty much complaint driven. Reporter the ordinance landed on the desk of the napa city manager steve potter this morning. We have a contact number, Contact Email address. We do a follow up telephone call to do education. We might do a second telephone call. Reporter while that is more than Strong Enough for some residents putting people out here to enforce wearing the mask i think would be just a little bit of overkill. Reporter others believe the ordinance should be tougher. I dont think it has enough teth. Reporter tyler owns a restaurant in downtown napa and favored the ordinance in the planning stages but is disappointed by the lack of active enforcement. It is a waste of time at that point. We are the enforcers still in fact. And while thal may make people feel better it doesnt do anything for us. It doesnt change the situation. Reporter still, the ordinance puts napa into the rapidly growing column of california counties adding financial penalties for not using masks as part of social distancing. So mask up. Like it or not. In napa, wayne freedman, abc 7 news. Under pressure from the state, marin county is making it easier for residents to report businesses that arent following Health Guidelines during the pandemic. The county says concerned citizens can email them with complaints so they can be investigated. So far 80 to 90 complaints have been sent in. California is urging marin to get serious about enforcement of mask wearing and social distancing or risk losing a chunk of federal cares act money the state will distribute to local governments. Alameda county received permission from the state today that allows the oakland zoo to reopen. The zoo was facing as weve reported to you the possibility of permanent closure because of the lack of revenue. Workers have already put up signage, sanitation protocols, and plans are already in place. The zoo says it will open to the general public under the new guidelines and rules on wednesday, july 29th. Starting tomorrow, San Mateo County will allow for inperson visits at longterm care homes if those facilities verify with the county that they have enough ppe and adequate access to coronavirus testing. Under the guidelines, friends and family can do social distance and masked, outdoor visits. The county will allow for indoor visits for spiritual, legal, and end of life cases. The virus has ravaged care facilities especially hard and many have closed to visitors since march. Responding to calls to Defund Police the city of berkeley is moving ahead with a plan that could be one of the first of its kind in the u. S. It could dramatically cut funding and shift many of the departments traditional responsibilities to civilian city workers. Heres abc 7 News Reporter laura anthony. Reporter it is a message heard loud and clear by the berkeley city council. Now moving ahead with an aggressive goal of Cutting Police funding by 50 . In an Early Morning vote the Council Approved a number of reforms to cut the departments 70 million budget. What we did approve last night were landmark Public Safety reforms to begin a yearlong process to reimagine Public Safety and to look at shifting responsibilities out of our Police Department to unsworn positions. Reporter sworn officers would no longer make the majority of traffic stops instead leaving those up to a separate Traffic Enforcement contingent and much of the work now done by police around other Community Issues would go to social workers. Most police cams are for Mental Health issues. We get a lot of calls around homelessness that dont involve any threats or allegations of violence. Reporter but some worry reducing berkeleys number of sworn officers could put citizens in jeopardy. A Spokesman Says the berkeley Police Department will take a waitandsee approach. Quote, it is too soon to determine how these referrals will inform how we provide Police Services to the community. The department will continue its commitment to Public Safety and evaluate calls for service. That perhaps another city service could handle safely instead. The vote taken by the City Council Last Night just sets the goal of defunding Berkeley Police by 50 . Whether it actually happens will play out over the next year as part of the budget process. Berkeleys mayor believes shifting responses to nonviolent incidents away from sworn officers might actually free them up to address more serious crimes. In berkeley, laura anthony, abc 7 news. The attorney for the family of a San Francisco man killed by Vallejo Police last month is questioning whether the department destroyed evidence. Police say he was crouching down moving his hands toward his waist revealing what appeared to be the butt of a hand gun. It turned out to be a hammer. Abc 7 news iteam reporter Melanie Woodrow has the latest. Reporter this is the view from a Vallejo Police officers Body Worn Camera as he fired five shots through an unmarked vehicles windshield killing shaun marosa with one bullet. Here is the view from the Body Worn Camera. This video and evidentiary photographs of the vehicle and windshield are now all that Attorney John Burris will have access to. This is quite shocking to us because at the start of this case we made a request for preservation of all evidence. Reporter burris is representing monta rosas family. In a new statement on its website the vallejo Police Department confirms the involved vehicle has since been repaired and placed back in service. For them to decide to put this car back in service and to destroy the windshield raises real questions in our minds about whether they were deliberately destroying evidence. I dont know that they did this or not deliberately. All i know is we made a request for preservation of evidence and it is not there. Reporter i reached out to the vallejo Police Department to ask where the windshield is now and whether it was destroyed. In an email to me the vallejo Police Department spokesperson writes we are looking into it but i do not currently have any updates on the status of the windshield at this time. For them to not make accommodations to protect all of the evidence raises real questions about their desire and their intentions. Reporter the Vallejo Police depanc it oir group to conduct an independent administrative investigation into the officer involved shooting. On its website vpd writes we will be asking the oir group to include an assessment of the evidence collection process and any potential policy violations in this case as part of their review. This is great news just a little spot of great news for those who live in Contra Costa County who are renters who have been affected by the coronavirus. The board of supervisors voted unanimously yesterday to extend a moratorium on evictions through september 30th. Now, this also applies to Small Businesses and nonprofit organizations. It was originally going to expire today. Supervisors also put a pause on rent increases. Walmart and best buy are the latest major retailers to require shoppers to wear masks. Walmart says customers have to wear masks beginning monday, july 20th. This also includes its sub sid ohary sams club. There is one out in concord. Best buy issued a statement saying, shoppers are required to wear face coverings starting today. The National Retail federation is applauding that and is asking all of its retailers to adopt a mask policy. This means requiring shoppers to wear coverings to, quote, protect the health and well being of associates, and partners during the coronavirus pandemic. The Retail Trade Association says it is very happy with the decisions of retailers who have already required face masks including starbucks, costco, and as i just told you walmart and best buy.
